Infighting in Haryana Cong CHANDIGARH, March 29 Feuding leaders of the Haryana Congress have even placed central leaders in a tight corner, forcing them to make contradictory statements. The first to face such a situation was the AICC general secretary, Mr Sushil Kumar Shinde, who attended the rally organised by the Bhajan Lal camp at Panipat yesterday. Immediately to be placed in the same predicament was Mr Pranab Mukherjee, another AICC general secretary, who is in charge of the party affairs in Haryana. Mr Mukherjee had to do a lot of tight rope walking at a press conference here today. If Mr Shinde's presence gladdened the hearts of followers of the former Chief Minister yesterday, he today made all efforts to lift the gloom prevailing in the camp of Mr Bhupinder Singh Hooda, Haryana Congress president. The presence of Mr Shinde at the Panipat rally was widely interpreted as an acceptance of Mr Bhajan Lal's importance in the Haryana Congress by the party high command. But today Mr Shinde took pains to explain the circumstances under which he had come to Panipat to any mediaperson who cared to contact him on the phone in Delhi. Mr Shinde told the media that Mr Bhajan Lal called at his residence at 10 a.m. yesterday. Mr Bhajan Lal reportedly told Mr Shinde that Mr Mukherjee, who was scheduled to address a party rally in his parliamentary constituency, had to go to Calcutta on the orders of the AICC President, Mrs Sonia Gandhi. Another AICC general secretary, Mr R.K. Dhawan, was also not in a position to go to Panipat because of a bereavement in his family. Therefore, Mr Shinde said, Mr Bhajan Lal insisted that he should accompany him to Panipat where a large crowd had turned up for the party rally. Mr Shinde clarified that he was not instructed by Mrs Gandhi to go to Panipat as projected in a section of the press. It was only after reaching Panipat that he learnt that Mr Hooda was holding another rally at nearby Israna village and the party president had not been invited to the Panipat rally. Mr Mukherjee said as the AICC general secretary, he would participate only in functions organised by authorised office-bearers of the state units. He, however, was quick to add that parallel rallies by different groups of the party did not constitute violation of discipline if the rallies were organised to strengthen the party. He did not give a direct
reply when asked if he was scheduled to participate in
the Panipat rally as claimed by various speakers
yesterday. Mr Mukherjee said: "I was invited to the
rally. But I was held up in Calcutta." He did not
say if he had accepted the invitation. |
Free insurance cover for milch
cattle BHIWANI, March 29 The state government will provide free insurance cover to cows and buffaloes providing over 15 kg milk. This was announced by the Chief Minister, Mr Bansi Lal, during a prize distribution function of the "state livestock and poultry show" held at the municipal park here today. The Chief Minister said the state was in rich possession of a valuable livestock germplasm. He said farmers were earning a substantial amount by the export of world famous Murrah buffaloes and Haryana cows and it had been decided to preserve the Murrah breed by awarding cash incentives to their owners and to purchase their male calves for breeding purposes. Mr Bansi Lal said Rs 49.60 lakh had been spent this year on the breeding of buffaloes and cows in the state. Appreciating the role of the Animal Husbandry Department in the control of animal diseases, said in future veterinary facilities, would be provided to the farmers at their doorsteps. A Rs 34 crore scheme was under the consideration of the Centre, he added. As many as 700 selected
animals from all over the state participated in the show.

Dean's exam power restored ROHTAK, March 29 The power of the Dean of the Postgraduate Institute of Medical Sciences (PGIMS) here to conduct the examinations for various entrance tests has been restored with immediate effect, reportedly following intervention by the state government. The power had been taken away from him about one-and-a-half months ago and handed over to a professor junior to him. According to sources, the PGIMS authorities issued a letter yesterday, stating that the examination work for the PMT and other entrance tests will now be done by the office of the Dean and the power given to the Professor and Head of the Department of Microbiology had been withdrawn. It is learnt that the Principal Secretary to the Chief Minister, Mr Bansi Lal, had a telephonic talk with the Director of the PGIMS and reportedly instructed him to restore the power of the Dean and report back. The state government had instituted a five-member panel under the Chairmanship of the Commissioner and Secretary, Education, Haryana, to look after the examination work of entrance tests conducted by the institute. Meanwhile, it is learnt that a meeting of the high-powered purchase committee of the PGIMS will be held tomorrow at Chandigarh for approval of the purchase of some hi-tech equipment, worth over Rs 1 crore, for the Department of Cardio-Thoracic Surgery. However, the equipment worth about Rs 2 crore purchased last year has reportedly been rendered useless owing to staff shortage in the Department of Anaesthesia. The PGIMS Director, Dr
D.S. Dubey, admitted that there was staff shortage in the
Anaesthesia department, but assured that four posts of
lecturer were likely to be filled in May next. He added
that the institute had also sent a proposal to the state
government to create some additional posts of Lecturer
and Professor in various departments. |
Problem of ash lingers YAMUNANAGAR: The order of the Governor of Haryana has not been implemented in removing ash nearly three years ago. Mr Mahabir Prasad, who visited Yamunanagar earlier directed the administration to remove ash as it pollutes the entire area. Heaps of ash could be seen across the Yamuna river and in the windy season it creates problem for the tourists as well as those visiting the canal rest house The Haryana Tourism Department constructed a beautiful ship-type tourist resort named, Grey Pelican, adjoining the Canal Rest House at Yamunanagar. This complex cost Rs 128 lakh but it faces the problem of ash, which is in an environment hazard. Grey Pelican was inaugurated by Mr Mahabir Prasad on March 13, 1996. The Governor also inaugurated the bathing ghat on the Yamuna on the same day. He directed the administration to remove debris across the river. It is learnt that the administration tried its best but the government changed in the meantime. The New Chief Minister changed the entire team of bureaucracy, resulting in things going haywire. The time the chief
minister, union ministers, Opposition leaders and
bureaucrats stayed at the tourist complex and the canal
rest house the same problem existed. But no concrete step
has been taken as yet. |
Police steps against thieves GURGAON, March 29 The Haryana Police will soon submit a proposal to the state government for additional personnel to set up special cells to prevent burglary and auto-thefts in Gurgaon. This was disclosed to The Tribune today by the district police chief, Mr Navdeep Singh Virk. Mr Virk, who assumed charge of the district police about 10 days ago at time when the residents were fearful of a gang indulging in threatening calls to businessmen for money said that till the time the government took action on the proposal the cells would be set up with the help of existing manpower. According to him, a blue print against crime includes focus on all kinds of thefts and against the streetsmart lumpen elements. The police already had launched a drive to weed out anti-social elements, he added. A few days ago the police combed Jharsa, Samastpur and Wazirabad. Vulnerable and sensitive spots and clusters in the city were being identified for such operations. The police will also conduct "area surveys" to prevent occurrence of crime. A survey of the Sector 17 has been done. As a pilot project, the Residents Welfare Association of the sector along with police authorities will participate in a meeting under the chairmanship of the Deputy Commissioner, Gurgaon to discuss measures to prevent occurrence of crime in the area. The exercise will be extended to all parts of the city. Also, the district police has urged the Delhi police to provide the help of its expertise against some crime. According to Mr Virk, the police was also preparing dossiers on persons having criminal record. The intelligence wing was being streamlined for timely feedback against crimes and criminals. Mr Virk said that the blue print could be categorised in four parts. One was to step up the visibility of the PCRs in the Urban Pockets and along the areas near the national highway. The Haryana government has already accepted a proposal for providing motorcycles for Gurgaon and Faridabad police to strengthen drive against criminals. The second was to intensify night and day patrolling. The patrolling exercise will have some novelties keeping in mind geography and demography of Gurgaon. Members from the 800 commandos available in the district would also be roped in for night patrolling. The third consists of positioning of police pickets at strategic locations. The last consists of imparting education to the public periodically on security measures they themselves should take. Insiders in the district
administration said that the police was also conducting
verifications of residents, especially those from outside
Gurgaon. |
Truck driver arrested SONEPAT, March 29 The Rai police has arrested a truck driver on a charge of rash and negligent driving, causing the death of two persons, including the daughter-in-law of Mr Hukam Singh Dahiya, a former Haryana minister. Mr K. Selvraj, SSP said here today that the deceased had been identified as Mrs Saneh Lata and Mr Rakesh Jain, a resident of Jaikpura (Gurgaon). Mrs Saneh Lata was working as Child Development and Project Officer, Rai. She was travelling in a private jeep to inspect village anganwadi centres. The jeep was hit by the
truck on the GT Road near Rasoi village as a result of
which it overturned. |
Computerised service centre inaugurated PANIPAT, March 29 A Computerised Customer Service Centre was inaugurated by Dr D.P.S. Seth, Chief General Manager Telecom, Haryana Circle last evening for the benefit of subscribers of Panipat. Mr S.P. Singh, Deputy General Manager, Panipat said to this correspondent that facilities like registration of new connections, sale of various type of application forms, registration of STD/PCO and all papers related Internet matters to connections will be available at this Centre. Besides this, shifting of local telephones and All India transfers along with duplicate bills of the subscribers will be dealt here. Mr A.K. Nagpal, General Manager Telecom, District Karnal, while addressing consumers said that the crossbar exchange in the city was replaced by electronic in November last year. The waiting list of Panipat city in general category is approximately 6000 connections in three exchanges, i.e.; Panipat city, Model Town and HUDA. This has been cleared up to February 28, 1999. He assured that all registrations made upto March 31, '99 would be cleared by commissioning a new exchange of 10000 lines in HUDA. The Deputy Commissioner,

obtaining land from the panchayats for the installation

5 killed in mishaps ROHTAK, March 29 Five persons were killed and four others injured in three different road accidents on the national highway No. 10 between Rohtak and Sampla last evening. According to police sources, the most serious one took place at 6.30 p.m. near Rohad bypass 35 km from here where a Tata-407 vehicle collided with a Maruti car, coming from opposite direction. Three persons identified as Bhagwat, Anil and Kuldeep reportedly died in this accident. In the second accident which took place between a Tata commercial vehicle and a Santro car, one person identified as Ashok Kumar, a factory owner belonging to Hisar, died. He was driving the car and the mishap took place at 11 pm last night near Ismaila village 22 km from here. In the third accident two
girls died and at least four others were injured when a
Maruti Esteem car collided with another Maruti car at 5
pm near Sampla town last evening. While the deceased have
been identified as Preeti (aged 10 and 20 years,
respectively the four persons injured have been
reportedly identified as Daya Shankar, Anand, Kavita and
Peeti. The police has registered a case in this
connections. |
Two of marriage party killed HISAR, March 29 Two members of a marriage party were killed and nine injured, three of them seriously, in a truck-Tata Sumo collision near village Dhanger, about 35 km from here, on the Hisar-Sirsa road early this morning. The marriage party was returning from Fatehabad. Both victims were identified as Sumitra Devi. |
Man commits suicide HISAR, March 29 Dalbir Singh of Bond village in Bhiwani district, a suspect in the Matarshyam killings, allegedly committed suicide by hanging himself in a house, a report said here today. He was wanted by the police after the arrest of Ishwar Singh, sarpanch of Matarshyam village. Dalbir Singh is the second
suspect in the case who committed suicide. |
Cottonseed seized HISAR, March 29 Officials of the state Agriculture Department have seized 70 quintals of substandard cottonseed from Adampur mandi, about 40 km from here, a spokesman of the department said today. The seed was being carried
in a Canter. On a tip-off, the officials inspected the
Canter and found the seed to be substandard quality. The
police has registered a case under Section 420 of the IPC
and Essential Commodities Act against the Canter driver,
who has been arrested. |
2 held for rape JIND, March 29 The district police has arrested two persons on the charge of raping a girl. Stating this here on Monday Mr M.S. Ahlawat Superintendent of Police said a girl of Karkhana village in this district in a complaint to the police had alleged that on March 23 when she was at her house Shailainder and Krishan raped her. The S.P. said on the
complaint the police has registered a case under Section
376 of the IPC and has arrested Shailainder and Krishan. |
