HVPN claims go phut? PANIPAT, July 25 Unscheduled power cuts and low voltage has belied the claims of Haryana Vidyut Prasaran Nigam of providing better power supply after June 30. A random survey in a number of colonies in this town reveals that power supply had further deteriorated after June 30. Ram Dutt Sharma of Old Housing Board Colony said there were daily power cuts for at least five to six hours and transmission lines tripped. They were laid in 1974, but had neither been tested nor replaced. There have been instances when HVPN officials break seals of power meters and later impose fine, he added. Satish Kumar a student of Pachranga Bazar said daily two-hour power cut in the morning causes drinking water problems for the residents. An export company sends water tankers to colonies. Sheetal Kumar of the Halwai Hatta area complained that unscheduled power cuts ranging from two to four hours were common. Short circuits in domestic supply caused by high voltage as HVPN officials don't attend to the complaints after late evening. Residents of Ward No.12, Model Town and Tehsil Camp colonies take candle-light dinner and shopkeepers down shutters before closing time. Number of farmers at Kisan Bhavan said villages were getting five to eight-hour power supply. They demanded that keeping in view the season of paddy plantation, 12-hour uninterrupted power supply should be provided. The HVPN authorities,
however, asserted that the agriculture sectors was being
supplied with uninterrupted power for eight to 10 hours
and domestic users for more than 20 hours in Panipat town
and up to 12 to 15 hours in the rural areas. |

Mohan Jain new Haryana A-G CHANDIGARH, July 25 The Haryana Government today appointed Mr Mohan Jain as new Advocate-General of the state with immediate effect. Earlier, the government accepted the resignation of Mr Hawa Singh Hooda from the post of Advocate-General. After graduating in law, Mr Jain (49) started legal practice in Fatehabad in 1973. Five years later he shifted to the Punjab and Haryana High Court. The youngest of four brothers, he comes from an agriculturist-turned business family of Ratia in Fatehabad district. He remained the Administrator-General and Official Trustee of the Haryana Government in 1986-87 when Mr Bansi Lal was the Chief Minister. Practising in the fields of income tax, excise and constitutional law, Mr Jain has been appearing in the Himachal Pradesh High Court, the Jammu and Kashmir High Court, the Delhi High Court and the Supreme Court. Mr Jain shot into fame
in the past seven months after he emerged as the nodal
point for the dissident activities in the Haryana Vikas
Party of Mr Bansi Lal. He also played a crucial role in
persuading the HVP (D) MLAs of extend support to Mr
Chautala. |
Martyr kept his word FATEHABAD: Sepoy Narinder Singh of the 8 Jat regiment who laid down his life fighting Pakistani intruders in the Mashkoh valley on July 9,1999, was fondly called Bhagat Singh by his teenage friends. He earned the pet name for his moustaches bore uncanny resemblance to those of the great martyr. By his deeds on the battlefield, Sepoy Narinder Singh proved that even his actions matched with Shaheed Bhagat Singh's. He killed 14 intruders before falling to the enemy's bullets. Narinder Singh (21), the elder of the two sons of a retired BSF jawan Jai Singh of Mehuwala village in this district, hailed from a family which took pride in joining the armed forces. His grandfather Mr Amir Singh retired as a subedar. His uncle Sepoy Bihari Lal is at present posted in the Kargil sector. Sepoy Ramesh Kumar of the 8 Jat regiment, a resident of nearby Dhani Phogat village, brought the body of the martyr home. Narinder Singh was an expert rocket launcher. In order to flush out intruders at the Point 5301 in the Mashkoh valley, Sepoy Narinder Singh fired a rocket killing 14 intruders. A burst of AK 56 from the holed up intruders killed Sepoy Narinder Singh. His killings eventually helped his unit to capture the post. Sepoy Narinder Singh had been betrothed two months ago to a girl from Gallan village. He had been informed about his betrothal recently. A few days before his death, he had written to the family he would be with them as soon as he got leave. The family had plans of marrying him. Instead he came home as a martyr. Former BSF Jawan Jai

Merger will have its impact:
Vidrohi ROHTAK, July 25 The Haryana unit of the Janata Dal (JD) has supported the merger of the Samata Party and the Lok Shakti in the parent body and claimed that it would have far reaching impact on the national political scene. The state JD Chief, Mr Ved Parkash Vidrohi, said here yesterday that his party was constituted to oppose the family rule in the Congress and its corrupt policies. Though the JD workers were mentally opposed to the Congress, its leaders had to accept support from the Congress to form United Front government in 1996. Because of the outside support it sought from the Congress in 1996, the JD had to suffer heavily in the 1998 parliamentary elections. By saying goodbye to the anti-Congress policies the JD and the United Front have disintegrated, he said. The leaders who had been singing the secularism tunes of the Congress were responsible for the spilt of the JD and the United Front. The pro-Congress stances adopted by certain JD and United Front leaders has proved suicidal. Mr Vidrohi said that the process of political polarisation in the country has begun with the formation of the National Democratic Alliance (NDA) and the Congress-led front. Since shaking hands with the Congress had already proved suicidal, the only option left for the JD was to align itself with the NDA. Even after aligning with the NDA, the JD could wage a fight for maintaining secularism and to protect the interests of the poor and oppressed classes. He hoped that the Biju Janata Dal would also merge with the parent body soon. FATEHABAD (FOC): He said that if the new Chief Minister was really interested in the welfare of the state, he should first try to resolve the water dispute with purpose of swelling their vote bank but to give them a proper place in the leadership. Later, he told party
workers that the party would first try to forge an
alliance with like minded parties and in case it did not
materialise, it would go to the polls alone and contest
all the 10 seats in Haryana. |
Varsity move to amend
constitution decried KURUKSHETRA, July 25 Resentment prevails among Kurukshetra University teachers against a university proposal to introduce a major amendment in the constitution of the Executive Council, the highest body of the university. The proposed amendment is being brought through item No 39 which has been kept on the agenda of the Executive Council meeting scheduled for July 28. It has been proposed that the Dean, Academic Affairs, Dean Colleges, and Director, Correspondence Courses be given representation in the council and other bodies of the university. In support of the proposal, the university contends that "without the representation of the above three functionaries on the university bodies, there could not be a uniformity in planning an implementing various schemes for higher education". Although, this contention is indeed debatable, yet it is important to mention that the members of the Executive Council are appointed for a specific period and no employee of the university is made its member on a permanent basis. The Registrar, who always is Secretary of the Executive Council, is not its member in the real sense of the term as he does not have the voting right. Dr K.L. Tuteja, President, Kurukshetra University Teachers Association (KUTA), finds some justification in making the Dean, Academic Affairs, member of the council since it is tenure appointment for two years (extendable by another year). But he does not agree with the proposal for giving representation to the Dean, Colleges, and the Director of Correspondence Courses since both appointments are made on a regular basis by the university. Dr Tuteja observes that if the proposal is accepted, persons holding these positions would become permanent members of the council till retirement. It is important to
mention here that such a system of representation in the
Executive Council does not exist in any other university
of the country. Hence, there is a strong opinion on the
campus that the proposal should not be carried in its
present form. On the contrary, it is felt that the
representation of teachers on the Executive Council be
increased to provide it a more academic and democratic
character. |
Lawyers on fast FATEHABAD, July 25 The delay on the part of the district administration in the setting up of the district courts here has made lawyers to go on fast since Wednesday. It may be recalled that the District Bar Association has been demanding the setting up of a district court at Fatehabad for the last two years. The town was made a district headquarters on July 15, 1997. A deputation of the District Bar Association had met the Chief Justice of the Punjab and Haryana High Court in this connection. He had assured that an additional district judge for Fatehabad would be appointed as soon as the government provided suitable accommodation for the court and residence of the district judge. After that the lawyers have been taking up the matter with the state government as well as the local administration. To provide a suitable accommodation for the court, a litigant hall in the local courts was modified six months ago. The administration has yet not been able to provide a suitable accommodation for the residence of the district judge. Though it had selected a PWD bungalow at the local Bighar road, but the same was rejected as it was below the road level. The lawyers have been absenting themselves from the courts. To avoid dismissal of the cases by default, the association have appointed some proxy lawyers to obtain the next date. An 11-members committee
of the lawyers comprising the Bar Association President,
Mr D.D. Verma, Dr Devi Lal, Mr Sant Kumar, Mr H.S.
Sandhu, Mr J.S. Virk, Mr S.K. Jain, Mr Davinder Kaswan,

Sonia to select Haryana
candidates CHANDIGARH, July 25 The Haryana Congress has left the selection of party candidates for the coming Lok Sabha elections to the AICC President, Mrs Sonia Gandhi. The decision was taken at a meeting of the election committee of the party held today. According to the Permanent Secretary of the party, Mr Chunni Lal Amba, the meeting, chaired by the party chief, Mr Bhupinder Singh Hooda, was called to consider the applications of the aspirants. It is believed that over
150 applications for the party ticket have been received.
The highest number of applications (65) have come for the
Sonepat constituency followed by Ambala where the number
of applicants is about 50. |
Five killed in three mishaps JIND, July 25 Five persons were killed and six injured in three separate road accidents in this district yesterday, reports said here today. According to a report, three persons were killed and six were injured when the Maruti van in which they were travelling dashed against a tree, 15 km from here, on the Jind-Rohtak road. The driver of the van died on the spot. Two persons were killed on their way to hospital. The injured have been admitted to the local General Hospital. The condition of two injured persons were stated to be serious. They have been referred to the Medical College Hospital at Rohtak. In the second accident near the local S.D. School a student, Anil, was seriously injured after he fell down from a running Haryana Roadways bus. He was taken to the local General Hospital where he succumbed to his injuries. In the third accident
near Pipaltha village a cyclist was killed on the spot
after he was knocked down by a jeep. |
Deaf and dumb hold procession SONEPAT, July 25 A large number of deaf and dumb, led by Mr Howa Singh, president, district unit of CITU, held a procession here yesterday in support of their demands. The procession passed through main bazaars of the city and reached the venue of the 'public darbar' in the office of the Sonepat Municipal Council where leaders submitted a memorandum to the Subdivisional Officer (Civil), Mr Harish Chander Jain in the absence of the Deputy Commissioner, Mr Anil Kumar. The memorandum demanded the opening of classes up to class VIII in Sharvan Viklang Kendra, so that the deaf and dumb students could continue their studies further. It pointed out students of the kendra had already passed class VI examination but they could carry on with their studies as the management had failed to open the class VII and class VIII in the centre. The leaders warned that
if the management failed to open more classes in the
centre, parents of deaf and dumb students will have no
alternative but to launch an agitation. |
Liquor king murdered GURGAON, July 25 Famous district liquor king Sunil Malik (36) was murdered this morning at 10.30. According to information available, Mr Malik was partner of M/s Mahakali Wine Co and was on his way from his Pataudi residence to Gurgaon in his Maruti car No HR-26/J-0787. After he had covered a distance of about 10-12 km from Pataudi and reached near Jamalpur village a Maruti Zen came from behind and overtook Sunil's car and stopped him. Sunil Malik was alone at the time of the incident. As per sources Malik and
his assailants talked to each other and shook hands also.
Suddenly, one assailant started firing at Sunil. He died
on the spot. The assailant whose identity is still
unknown then went towards Pataudi. |
Drunken youths stab passers-by FARIDABAD, July 25 Two youths, under the influence of liquor, created terror in Sector 18 yesterday when they went berserk stabbing passers-by and smashing windows of a number of houses. Sanwal Mal of Gopal Kunj who received stab injuries in his head and chest had been admitted to a private hospital. One of the youths who jumped from the roof of a house was injured seriously . He has been arrested and admitted to the B K Civil Hospital. |
Road repair work transferred SONEPAT, July 25 The Haryana Government has ordered the transfer of work relating to road repair here from the jurisdiction of the Executive Engineer, PWD (B&R), Provincial Division No 1, to that of his counterpart in Provincial Division No 2. According to official sources, this followed an inspection by the Engineer-in-Chief concerned Mr K.B. Lal Singal, who expressed his anguish over the unsatisfactory repair work carried out over the past one year or so. Mr Singal is reported to have ordered a departmental inquiry into the repair work. He is also reported to
have taken serious note of the "substandard"
work carried out by the department on the Sonepat-Murthal
and Sonepat-Bahalgarh roads. |
UP Governor lauds
Armys role AMBALA, July 25 Mr Suraj Bhan, Governor of Uttar Pradesh, addressing a press conference here today, appreciated the efforts of the Indian Government and the Army on the Kargil front. He said the UP Government had come forward with zeal to help the families of Kargil martyrs. He said he had recommended to the union government to allot cooking gas agencies to the affected families. He disclosed that as the Chancellor he had made it mandatory for private colleges to get affiliated to universities so that there could be no exploitation of teachers and students. Asked if he would contest the forthcoming Lok Sabha elections from Ambala, he said he would abide by the directions of the party high command. Meanwhile, BJP sources
disclosed that the party high command would decide the
candidature for the Haryana Lok Sabha seats by August 10. |
Drug trafficker gets 10-year jail KURUKSHETRA, July 25 (UNI) The Additional District and Sessions Judge, Mr B.L. Singhal, has sentenced Randhir Singh of Jajapur village in Kaithal district to 10 years' term and fined him Rs 1 lakh for selling charas. This was disclosed by the district police chief, Mr Alok Roy, to newsmen here yesterday. He said Randhir was arrested along with 1 kg of charas near Jalbehra village on January 29, 1996. A case was registered against him under the NDP Act in Ismailabad police station. After Randhir Singh had jumped bail, he was declared a proclaimed offender on December 15, 1997. He was re-arrested on July 25, 1997. The Ladwa police had
booked one Ankush for allegedly abducting a girl and
eloping with her on the night of July 21. The two had not
yet been traced, he added. |
Resident doctors threaten action ROHTAK, July 25 The Resident Doctors Association of Pt B.D. Sharma Post-graduate Institute of Medical Sciences has threatened to launch an agitation in case its demands are not accepted in time. In a statement here yesterday Dr Inder Mohan Rustagi, president of the association, said the Commissioner, Health, had assured that rent-free accommodation would be provided to them, soon, but, he alleged, nothing had been done in this regard so far. Besides, he demanded
city compensatory allowance and transport allowance as
recommended by the Fifth Pay Commission. He said these
benefits had already been announced for all the employees
of the state nearly one and a half years back. The
association strongly felt that these also should have
been extended to them. |
