Demand for free power ignored ROHTAK, Aug 10 Farmers and political parties are astonished that the Bharatiya Kisan Union (BKU) has sought only good prices for produce, foregoing its long-pending demand for electricity and water supply free of cost. The BKU had been adopting agitational strategy in protest against the non-acceptance of its demand for power and water free of cost. It used to stop the payment of electricity bills as part of the agitation. Moreover, several farmers had fallen victim to police bullets during agitations and criminal cases had been registered against hundreds of them in this connection. Mr Bhim Singh, General Secretary of the BKU, claimed that the union had never demanded power and water supply free of cost but, only sought profitable prices for farmers produce. He said there would be no reluctance in paying power and water bills on the part of the farmers if the government started providing profitable prices to them for their crops. However, they would not pay the bills if the measure was not taken. He said a delegation of the union would meet the Chief Minister, Mr Om Prakash Chautala, during his visit to Rohtak on August 13 and would apprise him of various problems being faced by the farmers. According to Haryana Vidyut Prasaran Nigam (HVPN) sources, nearly Rs 800 crore in the form of power bills was pending against the farmers in the BKU influenced areas in the state. With a view to persuading the farmers to pay the bills, the Bansi Lal government had announced exemption from surcharge in case of payment of arrears in four quarterly instalments. However, the scheme did not evoke much response. The HVPN authorities feel that not only was the BKU responsible for the non-recovery of the pending bills, but also politicians who promised free power and water to the farming if voted to power. BJP ticket for martyr's wife CHANDIGARH, Aug 10 The BJP has nominated the wife of a Kargil martyr from one of the Lok Sabha seats in Haryana. The BJP is the first party to give the ticket to a family member of a Kargil martyr in the country so far. According to informed sources, the BJP, which is yet to officially make its list of candidates for Haryana public, is believed to have decided to nominate Dr (Mrs) Sudha Yadav, wife of the late BSF Commandant Sukhbir Singh Yadav, for the Mahendragarh Lok Sabha constituency. Commandant Yadav was among the first martyrs of the Kargil conflict belonging to Haryana. The day his body had reached his native village, near Narnaul, the then Chief Minister, Mr Bansi Lal, was visiting the area. But Mr Bansi Lal's failure to visit the house of the martyr to pay tributes to him, led to a controversy and his criticism by Mr Kailash Chand Sharma, Independent MLA from Narnaul, and Mr Ram Bilas Sharma, senior Haryana BJP leader. The Mahendragarh constituency, which covers the region of Ahirwal, has a large number of defence personnel and their families as voters. By fielding the wife of a martyr the BJP obviously wants to encash the sentiments of the defence personnel, ex-servicemen and their families. The party has decided to renominate a retired IAS officer, Mr I.D. Swami, for the Karnal parliamentary seat. Mr Swami had won this seat for the BJP in 1996 but lost to the former Chief Minister, Mr Bhajan Lal, in 1998. He will again face Mr Bhajan Lal, whose candidature from Karnal has been more or less finalised by the Congress. The Uttar Pradesh Governor, Mr Suraj Bhan, seems to have missed the bus. Mr Bhan, who was keen on contesting from his traditional seat of Ambala, has been told by the party high command to stay put in UP where the BJP wants its trusted man as the Governor because of the mercurial nature of political situation in that state. Mr Rattan Lal Kataria, General Secretary, All-India Scheduled Castes Morcha of the BJP is believed to have received the party's nod to contest from the Ambala (Reserved) parliamentary seat. Mr Kataria was a member of the Haryana Vidhan Sabha from Radaur in 1987. He was the chairman of the Haryana Warehousing Corporation during the Bansi Lal regime. The BJP has repeated its
sitting MP from Faridabad, Mr Ram Chander Bainda, who won
this seat in 1996 and 1998. |
Non-academics head varsities HISAR, Aug 10 Academic qualification does not seem to be a criterion for the appointment of Vice-Chancellors in Haryana. Only political clout can do. Except for one university, three universities in the state are being headed by non-academics. In another university, the Vice-Chancellor does not have a teaching or research background, although he has a doctorate degree. Recently, the Haryana Government appointed Mr Vinay Kumar as the Vice-Chancellor of CCS Haryana Agricultural University. Mr Kumar does possess administrative skills, having worked as a Registrar for over 20 years. But is that enough to head an institution where mostly research work is done? At Maharshi Dayanand University (MDU) Rohtak, the Vice-Chancellor, Lieut Gen O.P. Kaushik is a former senior Army officer with no academic experience or background. He experienced a stormy tenure during the regime of the Chief Minister who appointed him. One of the reasons for his differences with the government was said to be lack of rapport between him and teachers. The teachers felt that they were being commanded and not guided or led by him. At Guru Jambeshwar University (GJU), Mr Dharamvir, a senior IAS officer has been holding the additional charge of the Vice-Chancellor for the past 10 months. The Kurukshetra University Vice-Chancellor, Dr M L Ranga, has a doctorate degree. However, he is also not from the academic field. He has risen from the ranks and was elevated to the Vice-Chancellors post from that of the Registrar. This is not to dispute or cast aspersions on the abilities of such people. But going by the precedent and practice in other parts of the country, only those people are appointed Vice-Chancellors who have a proven and distinguished academic background. Usually they are taken from the fields of research or teaching. However, Haryana has started a wrong precedent that may not be in the interest of the highest institutions of learning. From time to time, senior scientists, academics and teachers have expressed reservations over such appointments. The Haryana Agricultural University Teachers Association had made a strong case for the appointment of some reputed academic or scientist as the Vice-Chancellor. However, it had to welcome Mr Vinay Kumars appointment. On his part, he has assured "absolute academic freedom" on the campus. The GJU is the only professional university of its kind in the North. It offers various professional courses. Senior professors of the university have urged the government that the Vice-Chancellor and the Registrar of the university should possess distinguished academic qualifications and managerial capabilities. Similar opinions were expressed by most of the teachers of the HAU and the GJU. Although none of them wanted to be quoted, they all felt that the Vice-Chancellors should have a distinguished academic background. One of the senior professors in the HAU told TNS that there had not been any significant achievement in research during the tenure of such Vice-Chancellors. Another senior professor
of the GJU also expressed the same view. He was criticial
of the practice of appointing bureaucrats and generals as
Vice-Chancellors. He said the universities appeared to
have been demoted to the status of government boards and
corporations to accommodate and reward the
"favourites". |
Panel to oppose renaming of KU KURUKSHETRA, Aug 10 Representatives of various social, religious, business and political organisations, who assembled at Ved Bhavan here yesterday evening unanimously constituted an action committee to chalk out line of action against renaming of Kurukshetra University as Guru Gobind Singh Kurukshetra University. Mr K.L. Wadhwa, social worker, was unanimously elected as convener while Mr Rattan Lal Bansal, central vice-president, Haryana Beopar Mandal, was elected treasurer of the newly formed committee. Expressing resentment all speakers said this was a politically motivated move. They alleged that the move was a 'cruel joke' with our culture. They said all of them had a great respect for the Sikh Gurus, but they were pained to watch the way the respected Guru's name was being used as a vote catching gimmickry. The meeting also decided that their feelings against the renaming of the university, would be conveyed to the state Chief Minister, the Prime Minister and the Election Commission through fax messages for their intervention in facilitating the withdrawal of the move. Meanwhile, Mr Shiv Partap Bajaj, president, Kendriya Sanatan Dharam Sabha (northern India), in a message faxed to the Election Commission, has said that "Haryana Government under the new Chief Minister, Mr Om Parkash Chautala, has taken a decision to change the old name of Kurukshetra University to Guru Gobind Singh Kurukshetra University, in spite of the fact that the dates for the ensuing Lok Sabha elections have already been announced. The District Bar Association on Monday passed a resolution terming the renaming of the University as politically motivated to win the votes of a particular community in the coming parliamentary elections. A case of police
high-handedness? FATEHABAD, Aug 10 The police is once again finding itself in the dock. In yet another case of police high-handedness, a youth was allegedly beaten up by cops at Mehuwala village in the district on Sunday night. Only last week the Station House Officer of the Bhuna police station had allegedly beaten a Dalit and the inquiry report into that case is still awaited. The victim of the latest police atrocities Nemi Chander Aggarwal has been admitted to the local General Hospital with nine injuries on his person and stitches at four places on the face. The victim might have lost his right eye. The police has, however, denied the charge and stated that the victim was engaged in "satta" business and had sustained the injuries from an accident due to negligent driving of his moped. The victim told this correspondent, who visited the hospital, that he was a resident of Mehuwala village in the district and had gone to Ding village on the evening of August 6 to meet his sister. He was driving his moped while his brother was riding pillion on it. The victim alleged that on his return journey, when he reached near the village railway station at about 9.30 pm, three constables hurled a baton at him. He fell from his vehicle and the policemen allegedly beat him black and blue. According to Aggarwal, his brother Sushil managed to escape the police wrath while he fell unconscious. He was shifted to the Bhattu government hospital by the cops where doctors dressed his wounds and discharged him the next morning. A group of villagers met the Deputy Commissioner, Mr V. Raja Sekhar, in this connection and complained about the police excesses. The DC ordered the medico legal examination (MLR) of the victim and an inquiry into the whole episode. The MLR of the victim has revealed that there were a total of nine injuries on the person of the victim, most of which were abrasions, bruises and stitch wounds. One of the wounds is just below the right eye. The victim has demanded action against the erring cops. The district police chief, Ms Kala Ramchanderan, was not available for comments while the DSP (City), Mr Sultan Singh, maintained that Nemi Chander Aggarwal was involved in "satta business". The police, he said, had definite information that he was going to Ding with the "satta" slips and money of the illicit business. The policemen on duty at the Mehuwala railway station check-post, in their endeavour to arrest him red-handed, tried to stop his moped, while he was going to Ding. But he did not stop. The policemen, according to the DSP, thought it prudent to wait for his return. But when they tried to stop him on his return to the village, he again tried to escape by speeding his moped. The DSP claimed that the
victim sustained injuries when his moped slipped on the
road. He said the police registered a case of negligent
driving against Nemi Chander Aggarwal. |
Haryana to respect EC directive
: CM HISAR, Aug 10 Haryana Chief Minister Om Prakash Chautala today said his government would accept the Election Commission's directive on transfers in the state. Talking to reporters here he said the government had full respect for the commission's decision. The Chief Minister hinted at the possible transfer of the Panchkula Deputy Commissioner, Ms Saroj Siwatch. She is the daughter of former Chief Minister Bansi Lal. The Chief Minister claimed that his government had not sought her transfer in particular. But, he pointed out that whereas a Returning Officer necessarily needed to sit at his or her headquarters, Ms Siwatch was either in Bhiwani or staying at Chandigarh. Mr Chautala reiterated his charge against the Rohtak Deputy Commissioner, Mr Arun Kumar that he had falsely declared Mr Devi Lal defeated in the last Lok Sabha elections. He claimed that though his party MLA from Meham, Mr Balbir Singh was "absolutely innocent", still his government had ordered the registration of FIR against him. Replying to a question about the renaming of Kurukshetra University, the Chief Minister regretted that the issue had been blown out of proportion. He justified the decision and said: "We have great regard for our martyrs and are honouring them. Naming the university after Guru Gobind Singh is simply to honour him while maintaining regard for the historical sanctity of Kurukshetra. The Chief Minister clarified that the name "Kurukshetra" had not been deleted from the name of the university and only the name of Guru Gobind Singh had been added. He said from now onwards the KU would be known as Guru Gobind Singh Kurukshetra University. He appealed to people not to politicise the issue. The Chief Minister declared that his government would revive the status of Guru Jambeshwar University. He said even when he was in the Opposition, he and his party had vehemently opposed the move to lower its status. He disclosed that the status of the university would be revived at the opportune time. Mr Chautala said he would welcome the entry of Mr Om Prakash Jindal into his party. Replying to a question whether Mr Jindal had laid down the condition that he would contest from Bhiwani, Mr Chautala said nobody, would be welcome if he or she puts any condition. He pointed out that Mr Ajay Chautala had already started the campaign there and there was no question of changing him. Mr Chautala sought to
set at rest reports about a misunderstanding between his
party and the BJP on seat sharing. He clarified that his
party had already merged with the National Democratic
Alliance. So, it was immaterial as to who would be the
candidate or from which party he would be. He said a
decision about the Rohtak seat was likely to be taken
tomorrow. |
Stay order on teachers
ordinance modified CHANDIGARH, Aug 10 A Division Bench of the Punjab and Haryana High Court comprising Mr Justice G.S. Singhvi and Mr Justice M.S. Gill while modifying the stay order passed on a writ petition challenging the Punjab Government ordinance dated June 14, 1999 allowed the Punjab Government to make the appointment of such teachers, subject to certain conditions imposed by the court. The appointees shall be purely temporary and shall not be conferred any rights of regularisation, confirmation or seniority, the Bench directed. These appointments would be subject to a final decision on the writ petition, which was adjourned to September 13. Ms Sandeep Kumari and others had challenged the Punjab Government ordinance providing for appointments to those teachers appointed in pursuance of advertisements issued in 1992 but whose appointments were nullified in pursuance of a judgement in the writ petition filed by Yashwinder Singh Rana and others versus the state of Punjab decided on September 28, 1994, which was affirmed by the apex court in the case of Surinder Singh and others. The ordinance allowed regular appointment of teachers sacked on November 13, 1997. The ordinance was
challenged on the ground of mala fides stating that the
ordinance had been issued in violation of High Court and
Supreme Court judgements. |
Court directive to HUDA GURGAON, Aug 10 On a plea by the Department of Telecommunications (DoT), Gurgaon, a district court has directed the Haryana Urban Development Authority (HUDA) to execute excavation work carefully and not damage underground cables of the DoT. More than 600 telephone lines here have been out of order since August 3 because of the negligence in excavation work by HUDA. Earlier, various requests made by the DoT, Gurgaon to the local authorities, including the Deputy Commissioner, Gurgaon, the Administrator, HUDA, the GM, Haryana State Industrial Development Corporation (HSIDC), and the SE, Public Health to get the work execute carefully went unheeded. Work to lay drainage is being carried out in various parts of the city by HUDA contractors. On August 3, the contractors cut more than 40 metre of the underground wire on the old Gurgaon-Delhi road near the Potash Research Institute of India damaging more than 600 telephone lines. Almost all phone lines in Indian Drugs Pharmaceutical Limited (IDPL), all industries of Phase 1, Udyog Vihar, some lines of Maruti Udyog Limited, lines of Old Delhi road, Dundahera village and nearby areas went out of order as a result of it. Yesterday, the DoT moved the district court which passed an order that "HUDA is restrained from damaging the underground cables of the DoT." HUDA which will file a
detailed reply on August 13 in its reply earlier in the
court, said that had neither caused any damage to the
cable nor had any intention to do so. |
Sarovar water to be tested KURUKSHETRA, Aug 10 In order to keep the sacred Brahma Sarovar and the Sannehit Sarovar pollution free, the Kurukshetra Development Board has deployed a team of five scientists to take sample of water during the bathing period of the solar eclipse fair. Mr Ashok Yadav, Chief Executive Officer of the board said in an interview here today that the team of scientists would continue to take sample of water all levels of depth at different points in both sarovars during the mela days. He stated that the team of scientists has been assigned the task of making suggestions and find ways and means in order to improve the quality of water and check the pollutants therein. The Haryana Governor, Mr Mahabir Prasad, who is also the Chairman of the board, is keen to improve the quality of water in the two sarovars. At present, the water in the two sarovars was being given alum and copper sulphate treatment by the district administration. It may be added that the Brahma Sarovar has the biggest bathing ghats in India which run into a circumference of 3 km. Earlier, the board had approached the Canadian Embassy to arrange the services of a specialist agency of Canada to treat the waters in the sarovars. The Canadian firm had been instrumental in suggesting ways and means to keep the waters of the Dal Lake in Jammu and Kashmir pollution-free. The technology suggested by the Canadian firm was likely to cost over Rs 1 crore. Therefore, the board, on the suggestion of the Central Pollution Control Board, desisted from adopting the Canadian technology. Instead, it chose to seek the help of Indian scientists for seeking solution of the problem. Meanwhile, pilgrims from most parts of the country started pouring in the mela area despite heavy downpour here today. Pilgrims even as far as from Nepal and Andhra Pradesh could be seen traversing long distance to reach the banks of two sarovars. The administration also swung into action to dewater areas where rain water had accumulated. Thousands of sadhus from all corners of the country had taken vantage positions on the banks of both sarovars. The mela administration has deployed over 40 swimmers to check any drowning tragedy in the two sarovars. However, shopkeepers
from outside have not reached the mela site in strength
so far. Various religious and social organisations have
started free kitchens in the mela area to feed the sadhus
and the needy. |
Engineers demand uniform grades YAMUNANAGAR, Aug 10 The Engineers Association, Haryana, has demanded the removal of anomalies in the pay scales of engineers vis-a-vis their counterparts in other services. At a meeting here today, engineers belonging to the PWD (B&R) and Public Health and Irrigation Department sought the intervention of the Chief Minister, Mr Om Prakash Chautala, in the matter. Mr Chautala had, after the formation of his government, announced that anomalies in the revised pay scales would be removed with the implementation of the recommendations of the Fifth Pay Commission from January 1, 1996. The engineers said Mr Devi Lal, the then Chief Minister, had, in 1989, ordered uniform pay scales for the HCS officers, doctors, engineers and DSPs. However, the previous government, while implementing the pay commission recommendations, not only created disparity in pay scales among these categories, but also created anomalies in the pay scales of engineers by giving different pay scales for the HVPN engineers. They said the HVPN
engineers, who had been granted pre-revised pay scales of
Rs 4,100-5,300 after 12 years service on the
pattern of the PWD engineers, continued to get the pay
scale of Rs 14,300-400-18,300 as recommended by the pay
commission whereas the PWD engineers had been denied the
same. |
Filing of case against
martyrs father flayed ROHTAK, Aug 10 The general secretary of the All-India Freedom Fighters Successors Organisation, Mr Chand Singh, has condemned the registration of a criminal case against kin of martyr Jasbir Singh of Samain village, who laid down his life during the Kargil Operation last month. In a statement issued here, he said it was unfortunate that the father of the martyr, who had gone with a delegation led by the Meham MLA to meet the Deputy Commissioner in connection with a matching grant for construction of a memorial in honour of the martyr at the village, became a part of the conspiracy and was named in the FIR registered by the police on complaint by the Deputy Commissioner. He described it as an attempt to bring disrepute to the martyrs family. Meanwhile, the Chaubisi

murder AMBALA, Aug, 10 The police arrested three migrant labourers Raka, Raj Kumar and Deepak in connection with the Nidhi murder case last night. The SP, Ambala, Mr M.S. Malik, said here today that there was the possibility of rape before the murder of Nidhi. He SP said all accused belonged to Pilibhit (UP). They were working in the industrial area for several months. Nidhi disappeared from her house on August 7. Her father, Rajesh, had lodged a complaint with the police on August 8. Yesterday, Nidhis body was recovered from a nullah in the industrial area. A team of two doctors, who conducted the post-mortem examination, suspects that the girl was raped before the murder. transfer sought SONEPAT, Aug 10 Mr Ved Parkash Vidrohi President of the Haryana unit of the Janata Party, today demanded the immediate transfer of bureaucrats committed to particular politicians in the state, to ensure free and fair Lok Sabha elections. In a press note issued here, he said some bureaucrats were occupying lucrative posts on account of their proximity to former Chief Ministers and their continuance on these posts would affect the holding of free and fair elections. Mr Vidrohi urged the
Election Commission to seek the list of such bureaucrats
and take suitable action against them. |
Beopar Mandal to oppose HVP HISAR, Aug 10 The Haryana Pradesh Beopar Mandal has decided to oppose the Haryana Vikas Party (HVP) in the forthcoming Lok Sabha poll. This was stated by Mr Bajrang Dass Garg, state president of the mandal, here today. He said the decision was taken by traders at a meeting held in Satya Bhavan Dharamshala. Mr Garg presided over this meeting. He said a team of traders would go to Bhiwani to campaign against Mr Surender Singh, son of Mr Bansi Lal and the HVP candidate from this seat. Hotel owner told to pay
compensation AMBALA, Aug 10 The District Consumer Disputes Redressal Forum has directed a hotel owner to pay a compensation of Rs 3,000 to an advocate, Mr Navneet Mehta, for causing him harassment and mental agony. Mr Mehta had made a complaint to the forum that he had booked five rooms for December 2, 1998, at Batra Hotel in connection with the marriage of his brother. The hotel owner however, provided only two rooms on the date causing embarrassment and inconvenience to him and his guests. The forum president, Mr
U.B. Khanduja, and member, Mr Gobind Lal, held that there
had been deficiency in service on the part of the hotel.
The forum also directed the hotel-owner to refund Rs 300
which had been paid in excess by the complainant. |

Haryana govt told to pay damages YAMUNANAGAR, Aug 10 A Jagadhri court has ordered the Haryana Government to pay Mr Gulshan Vinayak of Yamunanagar Rs 40,000 with 18 per cent as compensation for harming his reputation. Mr Vinayak had filed a civil suit claiming compensation from the government for harm done to his reputation by Mr Chandu Lal Bishnoi, Deputy Superintendent of Police, Jagadhri, who had started history sheet proceedings against Mr Vinayak in 1985 at the Yamunanagar police station. However, the proceedings
were closed by the government in 1987. Mr V.P Sirohi,

note of the harm done to the reputation of Mr Vinayak. |
HSSC chief, eight others
sacked CHANDIGARH, Aug 10 The Haryana Government has ordered the termination of the services of chairman and eight members of the Haryana Staff Selection Commission (HSSC) with immediate effect. They are Mr Manmohan Singh Chaudhary, Chairman; Mr Partap Singh, Mr Chuhar Singh, Mr Chander Bhan, Mr Kartar Singh Saini, Mr Vir Kumar Yadav, Mr Anand Singh, Mr Suresh Kumar Sharma and Mr Punnet Sangwan, all members. They will be given a
months salary in lieu of one-month notice. |
