Demand to scrap Article 356

AMRITSAR, Sept 25 — A joint rally of all political parties including the Congress, the CPI, the CPM, the Janata Dal, the Samajwadi Party was held here today in front of the office of the Deputy Commissioner to protest against the use of Article 356 of Constitution in Bihar. The president of the district Congress Mr Jugal K. Sharma addressing the rally criticised the BJP-led coalition government for recommending the dismissal of the Rabri Devi government in Bihar.

The Punjab Pradesh Congress general secretary Dr Raj Kumar, said it was perhaps for the first time that a majority government was being dismissed in the history of Independent India.

The CPM General secretary, Mr Vijay Mishra described the use of Article 356 as "murder of democracy" in the country and the BJP government was playing with the sentiments of people.

Trade union leader Amarjit Singh Assal, said that the President should reject the recommendation of the Union Cabinet to on President's rule in Bihar.

Samajwadi party leader Mr Balbir Singh Sahota, said the dismissal of the Rabri Devi government would spell doom for the democratic traditions of the nation and Article 356 should be scrapped with a constitution amendment.

SHIMLA: The Congress party in Himachal has criticised the BJP government at the Centre for misusing Article 356 of the Constitution and recommending the dismissal of the Rabri Devi government in Bihar.

A meeting of Congress workers held here today under the chairmanship of Thakur Ram Lal, a former Chief Minister, against the imposition of the President's rule in Bihar. Mr Anand Sharma, Mr N.C. Parashar, Mrs Viplove Thakur, Mrs Asha Kumari, Mr Kuldeep Kumar and Mr Om Prakash Sood attended the meeting. Congress leaders said that the Centre had failed to take any action in the BJP ruled states of Maharashtra, UP, Delhi and Himachal Pradesh where the situation was worst than that of Bihar.

They urged the President not to accept the recommendation for dismissing the Bihar government.

The CPI and the CPM submitted a memorandum to the Governor urging the President not to accept the recommendation of the BJP government at the Centre on the dismissal of Bihar government.

The memorandum said that certain constituents of the central government were also not in favour of dismissing the Bihar government.

ROHTAK: Activists of the CPM, the RJD, the Bharatiya Kisan Kaamgar Party and the Samajwadi Labour Party today staged a dharna to protest against the central government's recommendations for the dismissal of the Rabri Devi government in Bihar.

In a joint memorandum to the President of India, submitted through the Deputy Commissioner, these parties alleged that the Centre was misusing Article 356 of the Constitution for narrow political gains. The memorandum urged the President to reject recommendations of the Vajpayee government in national interest.

Mr Inderjit Singh, state secretary , CPM, later told reporters that the recommendations of the Bihar Governor, Mr Sundar Singh Bhandari had no credibility as he had been a top functionary of the RSS. Ever since Mr Bhandari took over as Governor he had been openly professing dismissal of the Rabri Devi government, the CPM leader alleged.

The Marxist leader said that there were no valid grounds for the dismissal of the Bihar government as law and order situation in Maharashtra, Uttar Pradesh and Haryana was worse than in Bihar. If there was any instance of break-down of the Constitution, it was in Maharashtra where the Chief Minister had publicly declared to defy the apex court in case it ordered the arrest of Shiv Sena chief Bal Thakeray, he said.

HOSHIARPUR: Workers of the Congress, the CPI, the CPM and the Janata Dal led by Mr Gandharv Singh, president DCC, Mr Gurmesh Singh district secretary, CPM, Mr Kabul Singh Kaloya, district secretary CPI, and Mr Raj Kumar Niddar, president, Janata Dal held a joint rally in front of district courts here today against the recommendation of the central government to dismiss the Bihar government under Article 356 of the Constitution to the President of India. Later they also jointly submitted a memorandum to the President of India through. Additional Deputy Commissioner Hoshiarpur demanding therein not to accept the recommendation of the central government in Bihar.

FATEHGARH SAHIB: District Congress Committee and district unit of the Rashtriya Janata Dal organised separate dharnas in front of the Deputy Commissioner's office here today in to protest against the recommendation of the central Cabinet to impose President's rule in Bihar, Dr Sikandar Singh and Mr Surjit Singh Sahi, president and secretary, respectively, of the DCC along with other party workers submitted a memorandum to the administration in this regard.

Addressing the dharna Mr Amar Handa general secretary of the state unit criticised the Centre for the misuse of Article 356 in Bihar. He warned that a national-level agitation would be launched to protest against the decision of the government. He said situation in Bihar is better than that the BJP ruled states. The party workers also submitted a memorandum.

BATHINDA, Sept 25 — The Congress, the CPI, the CPM and the BSP today urged the state government to hold a special girdwari for assessing the loss to the paddy and cotton crop due to heavy rains.

At a joint meeting here, the parties demanded at least Rs 10,000 per acre as compensation to the farmers. They also demanded that the state government should give compensation to those whose houses had collapsed in the rains.

Loan up to Rs 10000 should be waived off for small and marginal farmers, urban labourers and farm labourers. All farm labourers, who had lost their wages due to crop failure, should also be suitably compensated, they demanded.

The state government should defer the recovery of loans from the farmers for two years and for this period they should not be charged any interest, the parties said.

The parties also urged the state government to make arrangements to drain out rain water in the city.

In a resolution, all four parties urged the President to reject the recommendation or President's rule in Bihar by the Governor.

Meanwhile, Mr Ajit Singh Kohar, Minister of State for Agriculture, said here today that the Punjab Government was thinking of compensating the farmers for their losses.

Addressing a gathering at the Kisan Mela held at the Regional Research Station of Punjab Agriculture University (PAU) here, he said he toured the state and would submit his report regarding the crop loss to the Chief Minister, Mr Parkash Singh Badal, soon.

He stressed the need for changing the present crop pattern as paddy and cotton were not paying much dividends to the farmers.

Dr G.S. Kalkat, Vice-Chancellor, PAU, Ludhiana, addressing the gathering, advised the farmers to carry out all agriculture operations at the appropriate time as recommended by PAU to save their crops from various calamities.

He said PAU was working out an alternative crop pattern for the benefit of the farmers. In this regard 10 varieties of soyabean had been imported for testing at research stations.

Dr Kirpal Singh Aulakh, Director, Research, PAU, said farmers should opt for fruit and vegetable cultivation to supplement their income.

Dr Jaspinder Singh Kolar, Director, Extension Education, PAU said the farmers should start allied activities to overcome economic crises.

Addressing a press conference here along with Mr Talib Singh Sandhu, a former MLA from Ludhiana district, Major Jagjit Singh said that the Jathedars of all these three Takhts were involved in various controversies and it was not in the interest of the Panth that they should be allowed to continue in their respective posts.

He said that due to the ongoing controversies, Sikhs all over the world were suffering. Another team of Sikh Jathedars should be picked by carefully scrutinising their past and they should replace the existing three Jathedars. He said that he had written a letter to Bhai Ranjit Singh but had got no response from him so far.

He also levelled very serious allegations against Bhai Ranjit Singh. Mr Talib Singh Sandhu said that he had served a notice on the SGPC and other authorities concerned under the provisions of Section 143 of the Sikh Gurdwara Act, 1925, urging them to remove Bhai Ranjit Singh from the office he was holding at present.

Listing several reasons in the notice for the removal of Jathedar, Mr Sandhu said that at one stage he had provided his room in Guru Nanak Nivas to Bhai Ranjit Singh before he was taken to Delhi by Mr Surjit Singh Barnala for arrest in connection with the Nirankari chief murder case in 1983. He alleged that Bhai Ranjit Singh was unable to give a satisfactory explanation with regard to the SAS Nagar plot deal.

Operation Bluestar’ : Dal (Amritsar)
to move resolution

AMRITSAR, Sept 25 (PTI) — The Akali Dal (Amritsar) president, Mr Simranjit Singh Mann, has said his party would move a resolution in the Punjab Vidhan Sabha in the next session, asking the Central Government to express regrets in Parliament over "Operation Bluestar" in 1984.

Talking to mediapersons here late last evening, the Akali leader said his party had directed its sole Vidhan Sabha member A.S. Mofar to move a resolution in this respect in the next session of the Vidhan Sabha.

Mr Mann said in fact the Punjab Chief Minister, Mr Parkash Singh Badal, should have moved a resolution in condemning the Army action.

He broadly hinted that the party workers would stage demonstration in Amritsar during the visit of the Congress president, Mrs Sonia Gandhi, on October 4, asking her to tender an apology on behalf of her party for "Operation Bluestar".

The Akali Dal (Amritsar) chief, who is also member of the SGPC, sought a special session of the SGPC to discuss the ongoing conflict among three jathedars.

Mr Mann accused the Punjab Chief Minister and the SGPC president of a secret understanding with the Nirankaris as the government had allowed the latter to hold their annual conference in Jalandhar which they could not do during President's rule and the tenure of the Congress government.

Mr Mann questioned Mr Badal on his utterances that "disruptive forces" were raising their head in Punjab and asked him to identify these forces.

Commenting on the extension for the third time to the Director-General of Police, Mr P.C. Dogra, he said the DGP's claims of recovery of explosives were false since no entry was made on files as required under the rules.Top


 

Reservoirs transform village

NADA (Ropar): Within a short span of eight years, the very look of this submontane belt has changed. And the change is for the better.

Most of the village residents who used to live in abject poverty now own scooters, cars, tractors, refrigerators and almost all other electric gadgets of daily use, apart from big dairy farms. Pakka houses have replaced kutcha houses.

The sandy hills, which were completely denuded about a decade ago, now have a green cover. Highly valuable khair and other trees like kikkar, amla, jamun, palm etc. dot the hills as well as the patches of land adjacent to them. It is almost impossible to wade through the thick scrub in the hilly region.

No miracle but sustained human endeavour has made all this happen. The turning point in the history of this area came with the raising of water harvesting structures or man-made reservoir in hill zones. The reservoir built here is about two km upstream of the village.

For raising the water harvesting structures, research work and technological guidance was provided by scientists of the Central Soil and Water Conservation Research Institute, Chandigarh. Punjab’s Soil and Water Conservation and Wasteland Development executed the project. The locals participated in the project.

The most significant aspect of this project that locals have been given the day-to-day management and reap all benefits from it. They have set up a water users’ society. The society sells water to local farmers at a cost of Rs 10 per hour.

The total catchment area of the water harvesting structure is 125 hectares. Water from a lake is distributed through pipes to farmers on an hourly basis. The gross storing capacity of the reservoir is 37.81 hectare metres and it supplies water to 105 hectares.

Making a plea for at least two more structures in the village, Mr Rattan Chand, sarpanch of the village, told a team of mediapersons from Chandigarh and Delhi that the locals have gained a lot from the project. In fact it changed the total economic profile of the village. The yield of wheat, maize and other crops had gone up a manifold.

Earlier locals used to buy wheat from market but now they sell surplus wheat stocks in the market. About 3000 litres of milk is sent to Chandigarh daily. They themselves protect the forest area under a new concept of social fencing. No one is allowed to graze goats, sheeps and buffaloes etc in forest zone. Income from forest zone is used for village development.

The story of Railmajra village (Nawanshahr) is almost the same, before the construction of the water harvesting structure, the villagers used to be prone to floods and their fields filled with silt. All these problems have vanished. In the common land, a garden has come up. Income from the sale of reed and babbar grass had gone up several times and yield of various crops has also increased, according to Mr Nasib Chand, president of the water users society, Railmajra.

Dr J.S. Samra, Director of the Central Soil and Water Conservation Research Institute, Dehradun, said increasing pressure of population in the Shivalik hills, led to an increase in the demand for fuelwood while uncontrolled grazing had accelerated the deforestation and denudation of hills. All these problems have been solved by integrated watershed management approach in which peoples’ participation played a pivotal role.

Mr R.K. Aggarwal, Head of the Chandigarh Centre, Mr R.C. Bansal, Dr Y.Agnihotri are among the scientists who played a significant role in Railmajra and Nada projects. Apart from this an integrated wasteland development project has been undertaken exclusively at Aganpur Bhagwasi villages in Derabassi block of Patiala district.

Under the project while village artisans had been provided with equipment, a training school had been started for girls in cutting and tailoring. This had been done by the public relations staff of the project to motivate people to cooperate with officials.

Under this project, 550 hectares of land have been identified as wasteland, according to Mr V.S. Katiyar, who had been given charge of the project.Top

GURDASPUR, Sept 25 — Villagers have demanded immediate flood protection measures on the Indian side at Rossa to prevent floods due to unseasonal rain in the town and the catchment area of the Ravi.

Parts of Darapur village and Gajju Khalsa have been washed away and erosion is continuing at these places. If preventive measures are not taken immediately, the Ravi is likely to wash away more land in the area.

Land opposite Makoura village on the left bank of the Ravi is also being fast eroded. There are only two mud houses left in the area and the rest have been washed away by the Ravi. The villagers have shifted to safer places on the right bank of the river.

Two months ago, a team of the Central Water Commission had visited the area and approved flood protection measures worth Rs 3 crore. However, the amount has not been received so far.

According to Mr M.S. Grewal, Executive Engineer, Drainage, the amount has been sanctioned by the commission and is due to be received by the department next month.

SONEPAT: Rain in the past four days has left hundreds of acres of agricultural land in several villages of the district submerged. The worst-affected villages include Krewri, Khizarpur, Jat Majra, Hullehri and Chitana. The standing crops of sugarcane, jowar and cotton in these areas have been damaged.

Representatives of various farmers' organisations held a joint meeting here on Friday and adopted a resolution urging the state government to order a survey of the crops damaged in the rain. It also sought compensation for the affected farmers.

SIRSA: The residents of Begu road, Jail Ground and Kirti Nagar localities, led by municipal councillors R.K. Verma and R.S. Sharma and chairperson of the Dukhi Mahila Sangh Raj Rani Jindal on Friday staged a dharna and blocked traffic on Begu road. They were demanding dewatering of their localities, which were flooded following heavy rain in the past four days.

PANIPAT: The Irrigation Department, Samalkha division, has installed eight pump sets to drain away rainwater from the affected villages, which include Brahman Majra, Kalhan, Pallri, Naraina, Lohari, Kaith and Kurar.Top

Congress blamed for water dispute

JALANDHAR, Sept 25 — The Finance Minister, Capt Kanwaljit Singh, said today that the Akali Dal (Badal) would vote against the Uttaranchal Bill and if the Congress was really committed to the non-inclusion of Udham Singh Nagar in the proposed state, it, too, should vote against it in Parliament.

The Finance Minister said if the Congress vote against the Bill then it could not be passed.

He held the Congress responsible for not resolving the inter-state disputes, like transfer of Chandigarh, river water issue, transfer of Punjabi speaking areas.

Responding to a question on whether action would be taken against the alleged corrupt ministers of the Congress in the state, he said action would be certainly taken.

He said the annual plan for the state under the Congress regime in 1996-97 was 18,000 crore out of which only 13050 crore was utilised while under the SAD-BJP government the annual plan grant was 21,000 crore.

He admitted that the central government had failed to control the price rise. The SAD government will soon call on the Finance Minister, Mr Yashwant Sinha, in this connection.

On the proposed visit of AICC President, Mrs Sonia Gandhi to the Golden Temple, he said we ask her, why after the Bluestar and the '84 anti-Sikh riots, she never visited the Golden Temple, Moreover, he alleged that the guilty of 84 riots like M.K. BATHINDA, Sept 25 — A flying squad of the Vigilance Department, Patiala, today caught the Assistant District Attorney (ADA), T.R. Sharma, and a steno of the Additional Sessions Judge, Balwidner Singh, while taking a bribe of Rs 2000 from Mr Neeraj Chawla of Patiala for favour in a court case.

Mr B.K. Uppal, SP (Vigilance), Patiala, when contacted said on the phone that the raid by the flying squad led by the DSP, Mr Ranjit Singh, was conducted in the district courts and the ADA and the steno were arrested on spot.

The raid was conducted on the complaint of Mr Chawla, who alleged that the ADA and steno were demanding gratification from him.

Mr Uppal said the police had recovered Rs 2000 from both accused and a case in this regard had been registered in the Vigilance Department police station at Ferozepore.Top

HOSHIARPUR: Members of the Punjab Ministerial Services Union, Hoshiarpur, staged a dharna in front of their respective offices. Leaders criticised the state government for not taking any decision on their demands.

GURDASPUR: The ministerial staff of various government departments held a dharna in front of the office of the Deputy Commissioners here today in support of their demands.

Faulty hospital equipment to be repaired

PHAGWARA, Sept 25 (UNI) — Faulty medical apparatus worth Rs 45 crore lying in government hospitals in Punjab would be repaired and made functional at a cost of Rs 1 crore by March next.

Health Minister Manoranjan Kalia said today that construction work in 77 and 80 hospitals in the state would start in December this year and April next, respectively, and would be completed at a cost of Rs 126 crore in one and a half year.

The minister told reporters here that services of 3000 doctors, who had been working on probation for as long as up to 12 years, had been regularised by the Akali-BJP government.

A Bill on Private Nursing Home Regulation, aimed at forcing them to employ qualified and trained para-medical staff, would be adopted in the winter session of the Vidhan Sabha, he said.

Dal (Amritsar) to contest byelection

JALANDHAR, Sept 25 (UNI) — The radical Akali Dal (Amritsar) led by Mr Simranjit Singh Mann will contest on its own the Adampur assembly byelection necessitated by the death of Akali minister Sarup Singh last month.

The decision was taken at a party meeting of the Doaba region at the residence of retired police officer Anup Singh Minhas, the likely party candidate, according to sources. "He is the only contender for the party ticket at the moment", the sources said.

Party general secretary Jagmohan Singh said all five district presidents of the region would tour the Adampur constituency for three days from October 2. Top

LUDHIANA, Sept 25 — A code of ethics is required among medical practitioners which earlier was perceived as being part of our culture. The doctors should not fall prey to temptations of modern age. They should blend the needs of modern times with the dignity of our cultural ethos to meet present day requirements and for the benefit of masses.

Lt-Gen (retd) B.K.N. Chhibber, Governor of Punjab, while inaugurating the sixth national conference of the Indian Academy of Clinical Medicine jointly organised by Dayanand Medical College and Hospital and Sidhu Hospital, Doraha here today. The Governor said despite in advances in medical science in the past 50 years, but medical aid still remained elusive for majority of the people. Gen Chhibber said that medical assistance was getting very costly and doctors needed to think out means for providing medicare of minimal cost. Around 500 delegates are participating in the conference on clinical medicine, cardiology, neurology, nephrology and rheumatology informed Dr (Mrs) Gursaran Sidhu, the organising secretary.

Bail plea rejected

CHANDIGARH, Sept 25 — The Sessions Judge, Mr B.S. Bedi, today rejected the bail application moved by Sanjay Narwal.

He was booked by the local police in connection with the death of Geeta Narwal.

Geeta Narwal, who claimed herself to be the wife of Sanjay, had come to Chandigarh and stayed in a hotel. She had died under mysterious circumstances.

The police had registered a case under Section 302, IPC against Sanjay Narwal.

After his custodial interrogation, Sanjay was sent to judicial lock-up.

He has been in Burail jail for the past several months as an undertrial.Top


 

Home Guards rape woman

JALANDHAR, Sept 25 (UNI) — A three-member police escort allegedly raped a migrant woman in a running passenger train after threatening three of her co-travellers in the compartment on the Ludhiana-Lohian section last night.

Police sources said the crime was brought to the notice of the Mulewal Khera railway Station Master and village sarpanch Sohan Singh this morning and constables Sukhwinder Singh and Avtar Singh and Mukhtiar Singh of the Punjab Home Guards handed over to the Government Railway Police (GRP).

Villagers gathered in strength at the Mulewal Khera railway station this morning waiting for the train on its return journey to Ludhiana from Lohian. When the train reached the station, the migrants identified the accused who were immediately detained by the Shahkot police.

The SHO later called up the GRP Inspector from Ludhiana and the ASI from the Jalandhar GRP station and handed over all three to be booked on the charge of rape.Top



 

Council issue to be ‘resolved’

CHANDIGARH, Sept 25 — Mr Jasmer Singh Bala, General Secretary of the Panthic Vichar Manch, while addressing a press conference at the local press club said today that the crisis with regard to the account of the World Sikh Council would be resolved within a week.

He said that meetings had been held with Mr Jaswant Singh Mann, Secretary-General of the Council, and he had agreed to submit the account. Mr Bala claimed that among those who had met Mr Mann in connection with the account issue included Mr G.S. Tohra, President of the SGPC, Principal Bharpur Singh and Mr Manjit Singh Calcutta.

He alleged that certain forces inimical to the Sikh Panth were creating problems and sabotaging the efforts started to resolve other issues related to Akal Takht and Sikhs. Some government and non-government agencies and so-called intellectuals were trying to damage the Sikh institutions, he added. Efforts were also being made to cause a split in the Sikh leadership at the national and international level.Top


 

Suspect seeks bail

CHANDIGARH, Sept 25 — Jaspal Singh Dhillon, one of the suspects in the Burail jail blow-up conspiracy case, today moved an application for bail in the court of the Sessions Judge.

The Sessions Judge fixed the application for arguments on October 6.

Dhillon in his application stated that he was not required for interrogation. In fact after his custodial interrogation he was remanded in judicial custody.

He claimed that the police did not have any evidences to connect him with offence under sections 419, 420, 468 and 225-B he was charged with.

The suspect also denied that he had a hand in procuring explosive that was to be smuggled into the jail.Top


 

Jeweller remanded for a day

CHANDIGARH, Sept 25 — The Subdivisional Magistrate of Kharar today remanded Gurmit Singh Wadalia, a jeweller of Sector 35 here, and his nephew, Richi, in police custody until tomorrow.

Both of them were arrested yesterday by the Mohali police after registering a case under Sections 406 and 420, IPC on the basis of a complaint lodged by Mr Rajesh Puri, a resident of Mohali's Phase X. The complainant also runs a wholesale jewellery shop in Sector 35 here.

Mr Puri in his complaint alleged that the Wadalias had duped him of Rs 5 lakh apart from gold ornaments.

This was the second case the Mohali police had registered against Wadalia.

Earlier he was apprehended on August 18 following a complaint lodged by another resident of Mohali's Phase IIIB-1 who, too, was allegedly defrauded by Wadalia to be tune of Rs 27 lakh.

He was booked on the basis of the recommendations made by the SP (Detective), Mr Gurmeet Singh, Ropar. The SP had enquired into the allegations levelled against the Wadalias before making recommendations for their arrest.

The enquiry was entrusted to S.P. (Detective) by the SSP of Ropar, Mr Ranbir Singh Khatra.Top
