INLD call for march to Red Fort

REWARI, Sept 25 — The Indian National Lok Dal (INLD) today gave a call for a protest march by the people of Haryana to Delhi’s Red Fort on November 1, in case the Centre did not dismiss the Bansi Lal government in the state.

The call was made through a resolution passed here at a public meeting organised by the INLD to mark the 85th birth anniversary of its leader and former Deputy Prime Minister Devi Lal. The INLD got a shot in the arm with former Prime Minister H.D. Deve Gowda supporting its agitational approach.

In separate resolutions the meeting, termed as "Prerna divas rally" urged the Centre to hand over the construction works for completion of the Sutlej-Yamuna link canal project to the Border Roads Organisation, handing over the control of the Agra canal to Haryana and stop the state government from privatising the power sector.

Resolutions were also passed urging the Centre to provide compensation to farmers whose crops had been damaged on account of drought and rains. The deadline for acceptance of the demands was set at November 1.

Addressing the well-attended rally presided over by Mr Devi Lal, former Chief Minister of Haryana and INLD leader Om Prakash Chautala said his party had apprised the Prime Minister, Mr Atal Behari Vajpayee, and Union Home Minister L.K. Advani, on the deteriorating law and order in the state.

"As our demand for intervention by the Centre, including the dismissal of the state government by invoking Article 356 of the Constitution, has not been heeded, we are forced to come to the court of the people, the ultimate temple of justice," Mr Chautala said.

In a veiled attack on the BJP leadership, he said his party legislators had told Mr Advani that while the Centre, in a selective approach, had sent teams to West Bengal and Tamil Nadu to assess the law and order situation, it had ignored the situation in Haryana.

The party made it known that it would chart out its future course of agitation after its proposed November 1 rally at the Red Fort.

Mr Chautala urged the youths to draw inspiration from Mr Devi Lal and launch an agitation throughout Haryana till the state government was ousted.

Significantly, Punjab Chief Minister and president of Shiromani Akali Dal (SAD) Parkash Singh Badal, who was to address the meeting, was absent. Although the organisers did not refer to his absence, sources said he could not make it as a helipad could not be set up at a short notice. Earlier, he was tipped to reach here by road.

Also of significance was the absence of any BJP leader on the occasion. Mr Chautala had gone on record saying he had invited Mr Hukam Narayan Deo Yadav, chief of the kisan cell of the BJP. He had also said he had invited only those identified with the cause of the farming community.

According to observers, the absence of any BJP leader when juxtaposed with the presence of Mr Gowda was a clear indication of the INLD’s growing disenchantment with the BJP-led government at the Centre on its demand for dismissal of the Haryana Government.

In fact, Mr Chautala’s assertion today that the Haryana Government should be dismissed before the Rabri Devi government in Bihar gives credence to the theory.

Launching a frontal attack on Mr Bansi Lal, Mr Chautala said he should come clean on the charges of corruption levelled against him and his family members by a former minister of his Cabinet, Dr Dharamvir Yadav.

To demonstrate his party’s strength in south Haryana, Mr Chautala asked those in the audience to raise their hand in support of Mr Devi Lal, which they did. There was a large turnout of women on the occasion.

According to observers, although the crowd was not strictly from south Haryana, the INLD’s strategy to sucessfully organise its first-ever public meeting here was fruitful. Rewari is the nerve centre of Ahirwal politics. The INLD and its earlier "avatars" under Mr Devi Lal did not have a strong base in this belt earlier.

Addressing the gathering, Mr Devi Lal said the fresh campaign in the state had nothing to do with a section of society. It was a fight against "owners of farmhouses".

Mr Gowda hailed Mr Devi Lal as a great leader of farmers and the down-trodden. In his, about 10-minute speech in Hindi, Mr Gowda urged the people to strengthen the hands of Mr Chautala. He sought the blessings of Mr Devi Lal and said that his presence on the occasion was a "meeting of the farmers of the North and the South".

A purse of Rs 1.21 lakh and a silver crown was presented to Mr Devi Lal on the occasion. Mr Gowda was also presented with a shawl and a silver crown.Top


 

ESMA violators to be suspended

ROHTAK, Sept 25 — The Haryana Vidyut Prasaran Nigam has reportedly initiated proceedings to suspend some of the employees who had been booked under ESMA for taking part in the September 16 strike.

According to the nigam sources at least 34 employees in Rohtak and Jhajjar districts have been indentified for the suspension. These include 19 employees of the operation organisation, 11 of the transformer repair workshop and two each of maintenance and protection and the grid wings. The employees against whom the action has been initiated are believed to be those who had been active and had been responsible for instigating employees to take part in the strike.

It is reported that while the nigam authorities had instructed that none of the employee who had participated in the strike should be allowed to join the duty but due to some communication gap between the authorities concerned a large number of employees who had remained off from the work on the strike day were booked under the ESMA. But now it is learnt that the authorities have decided to initiate action against only those who had been actively involved. The authorities have reportedly been asked to be lenient with those employees who were less active and only remained away from the work. As many 155 and 36 employees were booked under the ESMA in Rohtak and Jhajjar districts, respectively.

YAMUNANAGR: According to sources the Additional Secretary of the nigam has directed the senior officials of the department that employees against whom an FIR (first informationa report) had been lodged under the Essential Services Maintenance Act (ESMA) should be placed under suspension till the final decision of the case.

The strike was declared illegal. The Superintending Engineer has reportedly directed the Executive Engineers to suspend such employees with immediate effect.

In Haryana 2200 employees have been suspended out of which 40 are in the Yamunanagar circle.

It is learnt that six employees of the Western Canal Hydroelectric Project have also been suspended.

Interestingly, the Chief Minister of Haryana, Mr Bansi Lal, at a public meeting at Ladwa on September 23 has announced that the government will not accept the demands of electricity board's employees and stern action will be taken against them.Top


 

Gulzari Lal Nanda's samadhi

KURUKSHETRA, Sept 25 — Besides the installation of a statute of late Prime Minister Gulzari Lal Nanda at a cost of Rs 2 crore, his samadhi will also be set up on the banks of the sacred Brahma Sarovar.

Announcing this while naming the road from Pipli to Jyotisar after Gulzari Lal Nanda here late yesterday, the Chief Minister, Mr Bansi Lal, highlighted the development works undertaken by the late leader in this town.

Later, Mr Bansi Lal inaugurated an additional building in the judicial complex here. To be constructed at a cost of Rs 68.74 lakh, it will house six more courts, said a senior official. Mr Bansi Lal also visited the war memorial and observed a two-minute silence in memory of those soldiers who sacrificed their lives for the country.

The Deputy Commissioner, Mr T.V.S.N. Prasad, informed that the first phase of the four-laning of the road from Pipli to the railway crossing bridge had already been completed at a cost of Rs 80.67 lakh. The four-laning of the road from Pipli to Jyotisar will be completed shortly at a cost of Rs 2.31 crore, he said.

Sow crops in time, farmers told

HISAR, Sept 25 — CCS Haryana Agricultural University here has taken steps to boost rabi crop production.

Prof J.B. Chowdhury, Vice-Chancellor said yesterday that the university had initiated programmes for bumper crop production. The factors responsible for stagnation or decline in the yield of major crops had been identified and remedy had been found out by scientists.

The Vice-Chancellor said the farmers were advised to sow wheat, raya and gram in time. These are the main rabi season crops covering almost 64, 19 and 14 per cent cultivated area of the state respectively, he said, adding that their production was affected due to delay in sowing.

Secondly, he said farmers would be educated about maintaining soil fertility, and about eco-friendly pest, and soil nutrient management approaches through campaign.

The university had been making regular forecasts of possible occurrence of pests and diseases so that farmers could take timely precautions.

Dr B.L. Jalali, Director of Research, said that the university had recommended Haryana farmers to grow WH 283, WH542, UP 2338 and PBW 343 varieties of wheat, RH 30, RH 781 and Laxmi of Raya and C235, Haryana Channa No. 1 and Gaurav varieties of gram for timely sown conditions to get maximum yield.

He said farmers were being cautioned against the imbalanced use of fertilisers and had been advised to go for green manuring and keep legumes in crop rotations to improve soil health.

Dr Jalali said the university had strengthened its breeder seed production programme to meet the need of seed producing agencies which, in turn, would multiply the seed. This, would increase the availability of quality seed of improved crop varieties. He advised the farmers not to grow unrecommended crop varieties.Top

PANCHKULA, Sept 25 — Residents of villages falling in the Pinjore block took part in an open darbar organised by the Deputy Commissioner at Mallah village, near here today.

Mrs Devki Devi, Sarpanch of Mallah village demanded better local bus service, repairs of the school building in the village and appointment of a principal for the school. The DC said that Rs 20,000 had been sanctioned for repairs of the school building.

The Sarpanch of Kedapur village sought adequate power supply and strengthening of the basic amenities in his village.Top



 

Fake rail tickets racket unearthed

JIND, Sept 25 (UNI) — The Railway Police today claimed to have unearthed a racket which issued fake railway tickets.

The police has registered a case against a Delhi-based travel agency believed to be the kingpin in the racketeering activity cheating railway passengers.

Sources here said that the racket came to light recently when a local resident approached the Railway booking office here to cancel his tickets. Mr P.B Ahuja, who approached the authorities on September 23 to cancel a set of eight Puri-Delhi tickets amounting to Rs 29,500, was told that his ticket numbers were non-existent.

Mr Ahuja had bought the tickets from Delhi’s Riyo travel agency, who had since been booked, the sources added.Top



 

ICDS to launch "toy bank" scheme

HISAR, Sept 25 (UNI) — The Woman and Child Development Department of the Haryana Government will launch a "toy bank scheme" for the entertainment and mental as well as physical development of children between the three and six years of age in the state.

A department spokesman said here that toys were being collected at the anganwadis functioning in village so as to set up such banks.

The spokesman said that the scheme would benefit children belonging to poor families and those deprived of toys. He said that the children would also be imparted informal education so as to develop liking for schools among them.

An appeal had been made to the charitable institutions and panchayats to make their significant contribution in making this new scheme a big success. Those parents whose children had grown up and no more required toys, should donate them in the office of programme officer of Integrated Child Development Scheme or with the anganwadis in rural areas, he added.Top

Charges against Irrigation staff

SONEPAT, Sept 25 — All is not well with the Irrigation Department here. There have been several complaints against officers, especially in the construction division.

On September 7, the Chief Minister, Mr Bansi Lal, during an official visit received public complaints against one particular officer. He directed the Deputy Commissioner, Mr P.K. Mahapatra, to hold an inquiry into the allegations and take suitable action against him. Mr Bansi Lal also asked the DC to send a detailed report to him in this regard.

Panches and sarpanches of several villages and members of block samitis have demanded appointment of a senior officer for a high-level inquiry into the working of the Irrigation Department and stern action against the erring officials.Top


 

Students suffer for want of teachers

GURGAON, Sept 25 — More than 100 posts of lecturer and teacher are lying vacant in various government schools of the Mewat area in Gurgaon district. This is despite the announcements made by Mr Bansi Lal, Chief Minister of Haryana, that all vacant posts in the Mewat area will be filled by April 30.

The Haryana School Education Board examinations of middle, matric and plus 2 classes will be held in February 1999, but in some schools science students have not even bought their books because there is no science teacher in the school.

According to students and teachers, this situation has made it difficult to complete the courses. Under these circumstances, some students are leaving government schools and joining private schools, but poor students are not in a position to exercise this option.Top



 

RJD district unit holds open session

SONEPAT, Sept 25 — The district unit of the Rashtriya Janata Dal (RJD) yesterday urged the state government to take steps to curb corruption and price rise in the state.

This demand has been contained in a resolution adopted by the party at its open session here yesterday. Mr Luxman Singh, vice-president of the state unit of the party, presided over it.

The convention demanded curbs on bonded and child labour. It expressed concern over the deteriorating law and order situation and crimes against women and claimed that the state government had failed to curb the activities of antisocial elements.

It also urged the state government to provide free power and water to farmers in the state and grant the status of industry to agriculture.

Later on, a deputation of the leaders of the party called on the Deputy Commissioner and submitted a memorandum for forwarding it to the President of India.Top



 

Wife held for murder

SONEPAT, Sept 25 — With the arrest of two persons, the city police today claims to have sloved the murder case of Krishan Dutt, a resident of Vikas Nagar here, whose body was found on September 11 in a residential colony of the Haryana Urban Development Authority (HUDA).

Superintendent of Police, K. Selvraj told mediapersons here today that Sunita, wife of the victim, and her paramour, Ram Bali of Ratauli village in Samastipur, Bihar, had been held. The victim, he said, was employed in the CRPF and posted in Jammu and Kashmir.

During the investigation, the police found that Sunita had developed illicit relations with her tenant, Ram Bali. Both had confessed to the crime.Top

SIRSA, Sept 25 — The police has registered a case under Sections 498-AA/406/34 of the IPC against Kulwant Singh of village Jhansa in Punjab his mother Mrs Sawaran Kaur, brother Amarjeet. Karnal Singh, a farmer of Vaidwala village in this district alleged that his daughter Mrs Manjeet Kaur was married to Kulwant Singh of Jhansa Khurd village in Punjab on April 14, 1997. He spent Rs two lakh and gave sufficient dowry including colour television. But the accused were not statisfied and demanded a motor-cycle. He also alleged that he also spent Rs 6000 on first delivery of her daughter.

He alleged that his daughter was being harassed and beaten up by the accused. He also handed over 30,000 to the accused for the purchase of a motor-cycle after birth of a female child but the accused still were not satisfied and his daughter alongwith her newly born female child was kicked out from her in-laws house by the accused as she had been objecting to the illicit relations of her husband with a daughter of his maternal uncle. No arrest has been made so far.

 

Police scheme to check crime

YAMUNANAGAR, Sept 25 (UNI) — The police yesterday announced the introduction of "lokanmukh police pariyojana" to check crime with the active participation of the people.

Superintendent of Police Sheel Madhur said at a police-public meeting here that under the scheme, a head constable and two constables would be appointed for two wards in Yamunanagar and Jagadhri, which had a total of 54 wards.

Watchmen appointed by people would also be screened. Home Guards would also be posted in mohallas as watchmen, he said adding that the information system of the police would also be strengthened.

The Additional Deputy Commissioner said the people should be conscious of their rights and render their duties as with dedication. He urged entrepreneurs to maintain good relations with their labourers.Top

FATEHABAD, Sept 25 — A snag in the machinery and inclement weather forced a helicopter of the Army to land near Lohagarh village in Tohana subdivision of this district yesterday.

According to reports received here, the helicopter was coming from Delhi and was on its way to Patiala on a routine sortie when it developed a snag. It was carrying four officials of the Army, including two officers.Top


 

Token strike by bus drivers

SONEPAT, Sept 25 — Bus services of the Haryana Roadways between Gohana, a sub-divisional town in the district, and rest of the state came to halt for several hours yesterday following a token strike by the drivers and conductors in protest against the alleged beating of a chowkidar, Ram Bhaj, by some persons during the night of September 23 on the premises of bus stand at Gohana.

According to a report, a group of persons, including some employees of the roadways, started demolishing the boundary wall of the depot, when the chowkidar resisted he was beaten by them.

The agitating employees protested against the alleged involvement of an officer and certain employees of the roadways for the assault.

The police has registered a case of assault and rioting against six persons and arrested one of them.Top

Teachers stage dharna

FATEHABAD, Sept 25 — The Haryana Adhyapak Sangh, affiliated to the Sarv Karamchari Sangh, staged a 24-hour dharna in front of the D.C. office here today. Mr Naveen Sharma, Mr C.N. Bharti, Mr Pritam Singh and Mr Raghunath Mehta were among those who participated in the fast.

Mr Sharma said the sangh had been agitating to press for the acceptance of demands which include removal of anomalies in pay scales, house rent, medical, village allowances and confirmation of the services of ad hoc teachers.

A convention of the district unit of the sangh concluded here yesterday. The convention was inaugurated by Mr Sukhdev Singh, a teacher leader from Punjab. Mr Hem Raj Malik, President of the Hisar district unit of the sangh presided. A new district executive was also elected under the presidentship of Mr Naveen Sharma. Mr Sunder Dass Dhamija, who has been conferred with the state award by the Governor was also honoured for his services to the cause of education.Top
