IIC-type centre for Chandigarh CHANDIGARH,Aug 22 The city will soon have India International Centre (IIC) on the lines of the parent centre in the Union Capital. To be constructed in Sector 15-A on Madhya Marg on a piece of land adjoining Punjab Congress Bhavan, the centre will be known as Braudlaugh Memorial India International Centre (BMIIC). All major facilities to be made available at the Centre will be on the lines of the parent Centre and will include an auditorium, a library, cyber cafe, restaurant, committee rooms and a lounge. It will have no guest house facility. The local Management Committee of the BMIIC, which is headed by the Administrator of Chandigarh, Lieut-Gen B.K.N. Chhibber (retd), is expected to sign a formal agreement with famous architect Stein to design the centre. It was Stein who designed the IIC in New Delhi besides designing India Habitat Centre. The agreement is likely to be formalised next week. General Chhibber, who is the spirit behind the proposal, says with the construction of this centre, a long felt need of the City Beautiful will be met. He is hopeful that the state governments of Punjab and Haryana besides the Chandigarh Administration will pool their resources to the success of this prestigious project. The Management Committee of the BMIIC comprises Adviser to the Administrator of Chandigarh; Chief Secretaries of Punjab and Haryana, Mr N.N. Vohra ( a senior bureaucrat and a representative of IIC, New Delhi); Mr Vijay Chopra (representing Braudlaugh Hall Memorial Trust); Mr Siddharath Shriram; Prof M.M. Puri (Vice-Chancellor of Panjab University), Mr R.K. Saboo (former chief of Rotary International), Mr Satya Pal Jain (local M.P.) and a few others. The Home Secretary of Chandigarh, Mrs Anuradha Gupta, is the Member Secretary of the Committee. Once the agreement is signed with the architect, says General Chhibber, recruitment of members will start. Giving the background, General Chhiber says that the project has been made possible because of the help and cooperation of the Braudlaugh Hall Memorial Trust. The trust was formed in pre-partition days at Lahore. After partition, its work was carried on by likes of Mr Jagat Narain of Hind Samachar Group, Mr Krishan Kant, Vice-President of India, and others. The Trust was allotted a piece of land measuring about two acres in Sector 15-A. It was unable to construct the proposed hall for want of funds. Some time back the Braudlaugh Hall Memorial Trust resolved to dedicate this land for the construction of the BMIIC.This resolution opened the way for the proposed Centre. Until a regular committee to run and administer the BMIIC is constituted, it was decided to set up a Management Committee to oversee the preliminary work.After completion of the initial groundwork, the stage for starting construction at the proposed site has reached. Once the architect
designer visits the city to sign the agreement and
inspects the site, construction work is expected to start
within the next three to four months. |
CTCC demands early gram
panchayat poll CHANDIGARH, Aug 22 A deputation of the Chandigarh Territorial Congress Committee (CTCC) today demanded early election to the gram panchayats in the union territory. In a memorandum submitted to the Administrator of Chandigarh, Lieut-Gen B.K.N. Chhibber (retd), the deputation expressed concern over the "step-motherly" treatment meted out to Mani Majra by both Chandigarh Administration and municipal corporation. The deputation pointed out that the condition of a number of roads within Mani Majra and those connecting the town with Chandigarh and Panchkula were in a bad shape. The deputation demanded extension of lal dora in all villages of the UT so that those who had constructed houses outside lal dora due to growing size of their families were provided power and water connections. Another demand raised by the deputation pertained to allotment of land to all cooperative house building societies. Election to cooperative societies, including market committees, super bazar and cooperative banks was also demanded by the deputation. The Congressmen also expressed concern over "deteriorating law and order situation in the U.T." They referred to recent incidents of shootouts in the city during the past few weeks, including one on the university campus yesterday and demanded strengthening of the policing system. They also lodged a protest with the Administrator over the alleged police lathi charge on them when they had assembled outside the municipal corporation office on July 28 at the culmination of their protest programme. They also
wanted that the employees transferred to the municipal
corporation from the administration to be treated as
deputationists. The deputation also demanded removal of
all encroachments. The deputation comprised Mr Ram Pal
Sharma, Mr Chander Mukhi Sharma, Mr Bhupinder Singh
Badheri, Mr Vikram Sharma Dicky, Mr Gurcharan Dass Kala,
Mrs Janak Arora and others. |
Illegal structures in court
complex removed CHANDIGARH, Aug 22 Amidst high drama, a team of the Chandigarh Administration today removed several steel structures that had come up within the district court complex saying that they were unauthorisedly set up by the lawyers in the past two days. More than 15 such structures had come up in the past week or so, Mr R.K. Rao, Deputy Commissioner, claimed. But lawyers say that no notice was given by the Administration for the removal of the structures. Lawyers cite a judgement of the Punjab and Haryana High Court that had stayed the removal of wooden 'khokhas' in the district court complex. However, when questioned by mediapersons whether the court had permitted the construction of new structures, Mr Ashok Saighal, a lawyer said the court had stayed the removal. Mr Saighal added that young lawyers did not have chambers and required the space to sit and do their work. As the team of the Administration removed the structures, lawyers raised slogans against the Deputy Commissioner and the Chandigarh Administration. Earlier the lawyers had locked up the court complex from within and the DC had to persuade them to open the door to allow the team to enter. The building was raised by the Chandigarh Administration and it has 110 chambers that were allotted then, and are on rent. The structures that were demolished today had come up inside the outer boundary of the complex. The lawyers had earmarked around 70 sites for the structures but the Administration stopped it at the preliminary stage , the Deputy Commissioner claimed. However, till late in the evening the steel structures on the first floor supposed to have been built earlier were not be removed. As the truck loaded with iron angles was to move out, the drama continued as lawyers refused to accept a receipt of goods issued on a letter pad of the Administration. They demanded that a proper receipt should be issued. Further slogan-raising was resorted to and certain lawyers tried to remove the iron angles when police officials intervened and stopped them. The Adviser to the UT Administrator , Mr Jagdish Sagar, at a meeting yesterday had turned down the request of certain lawyers to construct temporary sheds till a new complex gets ready. It was observed during the meeting that some unauthorised 'khokhas' had come up inside the complex. Later Mr Rao
told mediapersons that a survey would be conducted and
all chambers lying vacant will be allotted on the basis
of a draw of lots. This would be done next week. |

Farm scientists take mass leave CHANDIGARH, Aug 22 Scientists of the Central Soil and Water Conservation Research and Training Institute, Sector 27, the National Dairy Research Institute, the National Bureau of Plant Genetic Research and the Central Soil Salinity Research Institute, Karnal, and the regional stations of the Central Fisheries Research Institute took mass leave today to register their protest against the non- implementation of the UGC pay package to them following a call given by the Agricultural Research Service Scientist Forum (ARSSF). of the forum said that the ARSSF consisted of more than
6000 scientists. |
Jain's stress on computer studies CHANDIGARH, Aug 22 The local MP Mr Satya Pal Jain has advised the students to opt for computer studies, as it were the computers that hold the key to success in the contemporary education scenario. Mr Jain, who was addressing the students, after inaugurating a computer system in the Sector 39 Government Middle Model School, said today that knowledge of computers and science was essential for rising high in life. In order to make the students computer literate, he was willing to donate more computers to various government and other recognised schools of the city out of his Local Area Development Fund, if these schools were keen on introducing computer studies as one of the subjects. The function was attended by the president of the local unit of the Akali Dal, Mr Gurpartap Singh Riar, members of the Parent Teachers Association and municipal councillors. Later, Mr Jain addressed a
meeting of the Punjab and Haryana Finance Companies

Maloya's suit adjourned CHANDIGARH, Aug 22 The Chief Judicial Magistrate, Mr Sant Prakash, today adjourned the suit filed by Mr Shamsher Singh Maloya, contesting the appointment of Mr Justice Kuldip Singh as president of the World Sikh Council to August 31. Mr Sant Prakash directed
the respondents to file their reply to the suit before
that date. |
Police plea on arrest of Tara,
Hawara allowed CHANDIGARH, Aug 22 The Sessions Judge, Mr B.S. Bedi, today allowed the plea of the Chandigarh Police for the arrest of Jagtar Singh Tara and Jagtar Singh Hawara, in the ongoing Burail jail conspiracy case. Both Tara and Hawara are undertrials in the Beant Singh assassination case and are lodged at Burail jail. The local police has already arrested a number of suspects in this case. On their disclosure statements, the police reached the conclusion that both Hawara and Tara are involved in the case. Therefore, it wanted to interrogate them. The police had earlier moved an application in the court of Mr A.K. Bishnoi, Judicial Magistrate, for their arrest. Mr Bishnoi had turned down
the application of the police with the directive that
they should approach the "competent court." |
Review promotion of JEs, PUDA
urged SAS NAGAR, Aug 22 The Junior Engineers' Association of the Punjab Housing and Urban Development Department today demanded that PUDA should reconsider the recent promotion of 14 JEs which, it said, had not been done after fixing inter-se seniority. The association president, Mr Pritam Singh Dhanoa, said the promotions had been ordered only in the case of JEs who belonged to the former Punjab Housing Development Board, ignoring the interests of departmental JEs. He said certain departmental JEs with service periods ranging between 25 years and 29 years had not been considered for promotion and were, in fact, senior to the 14 JEs. He lamented that all other categories of departmental employees had got promotions except JEs. He demanded
that fresh promotions should be ordered after
determination of inter-se seniority of the JEs with PUDA. |
