Clash at college, 2 students hurt
Bathinda, August 13 It is learnt that at around 10.30 am, the two groups of students began arguing over the non-existing college union. The fight apparently stemmed from the fact that one group pasted posters for the post of president of the 'Rajindra College Union 2013-14' and the other group opposed it. "A group of boys asked the other to desist from pasting posters on the college walls which resulted in heated arguments," said the boys' canteen contractor, Janak Raj. Later, one group left the college only to return with some more boys from outside and a sharp-edged weapon. The other group that was still in the canteen was attacked. A canteen worker said the students hurled plastic containers of cold drinks, plastic chairs at each other and even broke a window pane and a door glass of the canteen. Interestingly, the union is non-existent since the Punjab Government had imposed a ban on formation of college unions and elections for the same a couple of years ago. While three of the students, one of whom was injured, managed to flee from the college the police caught hold of a few others and took them along. However, they were let off following interrogation. The injured students were identified as Daler Singh of Sivian village, who claims to be a student of BA-II, and his classmate Kuldeep Singh of Dyalpura Mirza village. Bus stand police post in-charge ASI Gurmel Singh said statements of Kuldeep and Daler were recorded at Goniana hospital wherein Kuldeep claimed that he was unanimously elected as the president of students welfare union of the college. He claimed that former president of the union, whose one year term ended a few days ago, objected to it. "The students planned to announce the president's name today by pasting posters in the college but the bid was thwarted by the former president and his supporters," the ASI said. Their opponents were identified as Sandeep Billa, Akshay and others. Kuldeep received injuries on his leg while Daler had his arm injured in the clash. The college principal, Vijay Goyal, said, "I got to know of the fight after it was over. I have kept the posters with me and will ascertain whether the students who claimed to be members of the union are from the college or not. If they are outsiders, the matter will be handed over to the police. In case these are college students, stringent steps will be taken against them." Security concern at college
The clash between students at Government Rajindra College has put a big question mark over the security of students and staff members on the college campus. It is pertinent to note here that although security guards are deployed at the entrance gate, they seldom check anyone entering or leaving the college. There are no metal detectors. While a few months ago, the college decided to reopen the girls' canteen to ensure safety of female students and staff members, the absence of a PCR van outside the college gives a free run to anti-social elements. The saving grace is the frequent presence of the Women Armed Special Protection Squad (WASPS) members outside the college gate. The principal said, "The process of issuing identity cards to all the new students is yet to be completed. Once all the students have IDs, the guards will be instructed to allow entry only to college students." He added that outsiders were to be blamed for creating ruckus in the college. |
Bathinda to house IT-based regional drug warehouse
Bathinda, August 13 The warehouse, which is being constructed on the premises of the Civil Hospital here, right behind the TB hospital, will feed all the government health units in the districts attached to it. The Punjab Health Systems Corporation (PHSC) has tied up with the Centre for Development of Advanced Computing (CDAC), Mohali, for implementation of the project in the state. The CDAC will train pharmacists to operate the software, which it will maintain over the next two years and will hand it over to the PHSC. Besides Bathinda, these warehouses are coming up at Kharar in Mohali district and Amritsar. The Bathinda warehouse will be ready by the end of November. Talking to TNS, PHSC director Hussan Lal said the system would track medicines from the point of procurement till they reach consumers. "The software will track the entire route, right from the time drugs are ordered to a pharmaceutical company to the time it is prescribed to patients and distributed," he said. The usage of web-based software for inventory management is expected to mitigate disasters like the one reported at Kiratpur Sahib wherein a 108 ambulance was allegedly caught taking expired medicines to dispose them off. Both slow moving (consumed less in an area) and fast moving (consumed more in an area) medicines will be tracked. "This will help us to distribute medicines rationally and will curtail the oft-faced problem of non-availability of medicines in the time of need," he added. Samples of medicines procured will be first sent for testing in laboratories. Following this, medicines will be distributed to health units. All the warehouses and hospitals will be linked with the PHSC headquarter at Chandigarh. Interestingly, the system will also keep an eye on doctors to ensure that only generic (non-branded) medicines are prescribed. "Pharmacists distributing medicines will make entries on the drugs prescribed by each doctor. It is meant to discourage the practice of prescribing costly and branded drugs to patients," the PHSC director said. Fact file

Job letters in hand but job still a far cry for new appointees
Bathinda, August 13 Working under the National Rural Health Mission (NRHM), the department invited applications for the posts of counsellor, financial logistics officer, medical officer, data entry operator, physiotherapist and psychopathologist. The results for these posts were declared on July 18 and on July 29, all the selected candidates were given appointment letters. However, the new appointees were not allowed to join their duties when they reported at their respective NCD centers. The higher officials told them that their appointment letters do not carry the stamp of the issuing authority. The state program officer, NPCDCS, had signed the appointment letters. The candidates claimed that last year too, job letters were only signed and did not carry any stamp. They alleged that while they were not being allowed to join, the health authorities last week allowed a doctor to join at the NCD Clinic, Bathinda. "She too has got the similar appointment letter," they claimed. Civil Surgeon Dr Ajay Sahni said the orders were now to be signed by the director of the PHSC, who also looks after the NRHM, Punjab, adding that appointment letters would be signed afresh and candidates would be allowed to join soon. He said the doctor, who joined the NCD centre recently, had sought special permission from the government. PHSC director Hussan Lal said he had been given the charge of the NRHM just a month ago. "I will be able to comment only after going through the entire thing (recruitment and joining of selected staff)," he said. |
Fresh trouble for teacher who ‘defamed’ DEO
Bathinda, August 13 Labh Singh, a resident of Gehri Bhagi village, worked as the headmaster of Government High School in Giana village and is under suspension after he was booked by the police for defaming the DEO. A case under Sections 353, 186 and 506 of the IPC was registered against him at the Civil Lines police station after he had distributed written material in which he had accused the DEO of being involved in malicious activities. The teacher was then booked for defaming Dr Amarjeet Kaur and barging into her office and creating ruckus. Now, he has been booked under Sections 420, 467, 468, 471 and 379 of the IPC at the Civil Lines police station for submitting fake documents to get his job. The case was registered after a detailed investigation by Sub-inspector Nirmal Singh, District Court police post in-charge. The police official said the accused teacher submitted a fake certificate obtained from Magadh University, Bodhgaya, Bihar. The Sub-inspector said the accused headmaster was out on bail in the earlier case and efforts were on to nab him after fresh case was slapped on him. He said the teacher produced different certificates while submitting the form to get a job in the Education Department and at the time when the merit list was to be made. |

Bathinda, August 13 The police said now, efforts would be made to arrest the other accused in the case. Investigating officer DSP (D) Ranjeet Singh said the accused was sent to jail till August 17. He added that efforts were made to recover the laptop for further details pertaining to the fake numbers issued by the accused after pocketing huge amounts of money. |
Full dress rehearsal held for I-Day function
Bathinda, August 13 The function began with a parade by the two contingents of the Punjab Police and Punjab Home Guards. This was followed by a lyrical presentation by the Punjab Police band and parade by the NCC Scouts and Guides and nursing students. As many as 1,800 students of various schools presented a colourful PT. Students of RBDAV Senior Secondary School, Adarsh School, Nehru Colony, Clay India School, Government Senior Secondary School, Maluka and St Joseph Convent School presented cultural items on the theme of patriotism. A guest item was present by students of Gurbanta Das School for Deaf and Dumb which was followed by a gymnastics show by the students of the Police Public School. Deepali Gupta wins dist-level science convention
Bathinda, August 13 Jaspreet Kaur, a student of the Government High School, Jhandawala, bagged the second position. The third position went to Harpeet Kaur, a student of Government High School, Maur Kalan. The convention was organised under the supervision of the District Education Officer (Secondary) Harkanwaljeet Kaur. Also present on the occasion was District Science Supervisor, Jarnail Singh Bhondipura. The panel of judges comprised Jatinder Sehgal, Sanjiv Nagpal and Bhagirath Garg. Students from various schools located in Bathinda, Rampura and Talwandi Sabo participated in the convention. Addressing the students, Sanjiv Nagpal, a lecturer asked them to wake up to the immediate need to conserve water for the future generations. Dist Chemists Association to hold elections on Aug 25
Bathinda, August 13 President of the Punjab unit of the association, Surjit Mehta, was also present at the meeting. Mehta appointed Ramesh Kumar as the chief returning officer and Jaswant Rai Sharma and Prem Bansal as the returning officers. Speaking at the event, chief returning officer Ramesh Kumar said the candidates should submit their nomination papers by August 14. The last date for withdrawing the nominations is August 15. On August 15, the nomination papers will be scrutinised. The candidature of those candidates, whose nomination papers are found to be invalid, will
be cancelled. The counting will be held from 11 am to 1 pm on August 25. The results would be declared the same day. The chief returning officer for the association elections has appealed to all the district units to participate in the elections. |

Bathinda, August 13 Bathinda Senior Superintendent of Police Ravcharan Singh Brar gave away the awars. Among them was a student of BTech CSE, who had developed a 3D game "Salvador-The Saviour" which had been accepted by the Apple Inc and is available on Apple iTunes store. A team of students, who won the first position in the Tech Fest held at IIT, Mandi beating various IITs and BITs Goa teams, in the finale of the event - War of Robots. Students have also developed various softwares which are being used in the campus itself. These include queue management system (QMS) and Library Management System (LBS). The long list of achievers also includes students who won first, second or third positions in other tech fests held at IITs, NITs, SLIET, SVIET, Surya World Engineering College and SSEC, Hoshiarpur. The SSP praised the efforts of the management and congratulated students for their achievements. He also asked them to be aware of their rights and build a drug-free environment in the society. Expressing his pleasure over the fact that BFCET has a centre of excellence in collaboration with Data 64 which deals with cyber crimes and investigation to eradicate crimes from the society. The Kotwali police have booked the employees of a private bus company besides four other people for allegedly beating up a PRTC conductor over the timely running of buses.
In his complaint to the police, PRTC conductor Kuldeep Singh, a resident of village Amargarh, stated that the conductor and three other employees of the Dhillon Bus Service, Barnala, beat him up at the bus stand. Police have registered a case in this regard. Rs 1 lakh snatched at jewellery shop
Rs 1 lakh in cash was stolen from a man at a jewellery shop in the Bank Bazar area. Manohar Lal, a resident of Nai Basti, had gone to Poohla Jewellers in Bank Bazar to buy gold and was carrying cash to the tune of Rs 1 lakh. A customer, Manohar Lal, had come to buy jewellery for his daughter’s wedding and was making the payment. When he was counting the cash, an unknown person entered the shop and snatched the cash. A Splendor motorcycle has been stolen from Rampura Mandi area. A shop was burgled in Mansa Khurd village and valuables worth Rs 1 lakh were stolen. In his complaint lodged with the Balianwali police, Jagsir Singh stated that someone stole valuables from his shop on the intervening night of August 10 and August 11. The valuables stolen include 30 kg copper, 30 kg scrap and submersible pumps. Police have registered a case in this regard. Revenue record stolen from patwarkhana
Revenue record has been stolen from the patwarkhana located in Kotshamir. In their complaint lodged at the Kotfatta police station, Gursewak Singh and Ramesh Kumar, both patwaris, stated that someone broke into the patwarkhana and stole the records from the year 1978 to 2000. The records included girdawari (surveys conducted to assess damage due to natural calamities) documents. Police is investigating the case. Three booked for cheating
The police has registered a case against three persons for cheating. In a complaint to the police, Mahinder Singh said the accused got executed a fake land registration at the tehsil office. The accused have been identified as Blasa Singh, Gora Singh and Mukhtiar Singh, residents of Kaile Wandar village. The matter was investigated by the Sub-Divisional Magistrate (SDM), Talwandi Sabo, Anil Kumar Garg. A case has been registered under sections 419, 420, 465, 467, 468, 471 and 120-B of the IPC. |
