Three booked for cheating, forgery

The police has registered a case against Gurdarshan Singh, Sukhdarshan Singh and Kulwant Singh on the charges of cheating and forgery. In a complaint to the police, Mohan Singh said they cheated him by changing the size of the area of his land after the same was registered in the tehsil office. The police investigated the matter and registered a case under Sections 420, 465, 467, 468, 471 and 120-B of the IPC at the Civil Lines police station.

Capacity of sullage carrier to be raised
Keeping future requirements of the city in mind, the MCB is laying a parallel pipe with the diameter of 48 inches

The Municipal Corporation, Bathinda (MCB), has decided to enhance the capacity of the sullage carrier, which carries the water treated at the sewage treatment plant (STP) and further empties it into fields.

In a meeting held under assistant municipal commissioner Kamal Kant Goyal and Punjab Water Supply and Sewerage Board (PWSSB) XEN Shiv Dass Kansal today, it was observed that only 15 per cent of the area in the city was bereft of sewerage and drinking water facilities. With the project on providing 100 per cent sewage and drinking water coverage in the city, the discharge into the sullage carrier is bound to increase.

“We want to be prepared for the future and hence, we have decided to augment the capacity of the sullage carrier. Instead of renovating or constructing anything on the existing carrier, it has been decided to lay a parallel pipe of 48-inch diameter,” said the assistant commissioner Kamal Kant Goyal.

Instead of the usual margin of 33 per cent left in the pipes to provide space for extra pumping of water, around 50 per cent of standby margin will be left in the proposed pipe. The 12.5-km-long sullage carrier has a water-carrying capacity of 104 million litres per day. While only treated water is released in the carrier, the volume of water increases during monsoon as in the absence of a dedicated storm water system in the city, the sewer doubles up for the purpose.

Around four years ago, the Irrigation Department had augmented the capacity of the drain.

Goyal added that the work on implementation of the project will be started soon after getting the final nod from the government. A detailed study of the site will be conducted and estimated cost will be calculated thereafter.

Rainwater harvesting

It was also decided to effectively implement the rooftop rainwater harvesting, which makes it mandatory for every household on more than 250 sq yards, industries, offices and educational institutes.

With the rainwater harvesting law being implemented effectively, pressure on the existing sewerage would be lessened by 40 per cent. This will prevent the rainwater from ending up in sewers and will also replenish the groundwater, Goyal said.

Under the Municipal Building Bylaws-2004, it is mandatory for the establishments to have this facility. At the time of issuing the building completion certificate, the MCB has to check whether the structure has a rainwater harvesting facility or not. However, as people are least bothered about getting completion certificates for their buildings, the violation of rule largely goes unchecked.

Fact file

Dist-level camps for cancer patients on Sept 28, 29

The Health Department, Punjab, will hold camps for cancer patients in all the districts on September 28 and 29. At these district-level camps, screened patients will be examined by a set of oncologists.

The government plans to rope in around 25 to 30 experts in collaboration with the Max superspeciality hospitals at Mohali and Bathinda. This was decided during a meeting of civil surgeons held in Chandigarh on Thursday.

In a significant development, it was decided that high blood pressure and diabetic patients visiting the Civil Hospitals will be directed to Non-Communicable Diseases (NCD) centre on their second visit. The NCD centre would emphasise on improving the lifestyle of patients and ensuring that they do not have to take medicines for their entire lives.

At the meeting, Bathinda Civil Surgeon Dr Ajay Sahni raised the issue of paucity of drinking water on the premises of the Civil Hospital. He was assured that the water tank coming up at the new women and children hospital had a capacity of 2 lakh litres, which would be enough to resolve the problem of water shortage.

In a preventive measure against vector-borne diseases, emphasis would be laid on creating awareness on the importance of clean surroundings. Besides, chlorine tablets would be distributed.

A woman visiting the Bathinda Central Jail today accused its staff of removing her headgear in the name of security and checking.

The elderly woman, Manjit Kaur, wife of Jathedar Randhir Singh from Gehri Bara Singh village, said she had come to meet her two sons lodged in the jail here. She went inside the jail after following all the due procedures and security checks. She claimed that she was talking to her sons when two female members of the jail staff came and told her to come out for checking. On the orders of a head constable, they removed the headgear she was sporting, she alleged.

The women said the government was adopting double standards over the turban issue. "On the one hand, the government is opposing the removal of 'dastar' by security personnel in foreign countries while on the other hand, its employees are hurting the religious sentiments of people like me," said Manjit Kaur.

She said her two sons Asa Singh and Bagga Singh were lodged in the jail for the past sometime after they opposed demolishing of a village gurdwara and confronting the authorities demolishing the religious place.

Jail Superintendent Raj Mahinder Dhaliwal did not take the calls made on his mobile phone to seek his version on the matter.

Man raises questions over functioning of DTO office

A day after former Bathinda District Transport Officer’s arrest, complaints against the functioning of the office of the DTO during the past few years have started pouring in.

Munish Kumar, a shopkeeper, said he had purchased a motorcycle in 2009 and got the certificate of registration (RC) from the office of the DTO. However, the office records show that the registration number was in someone else’s name and address. The address, in fact, does not exist and it seems that somebody had stolen a bike and got it registered in the records. “The registration number (PB-03T-0390) issued to me by the office of the DTO was also issued to someone else after 19 days,” Munish claimed.

“Then, the DTO was Manish Kumar. The RC of my bike bears the signatures of the then DTO and junior assistant SK Bhatia,” Munish said.

“I enquired about the matter from the DTO office but only faced harassment as I was directed from one seat to another,” he said. He alleged that even as he had been making the rounds of the office for the past 10 days, he was unable to contact the DTO, Damanjeet Singh Mann.

In a complaint to the SP Vigilance, Bathinda, the ADGP, Vigilance, Punjab, the Transport Minister and the Deputy Chief Minister, Munish demanded action against the erring officials.

Interestingly, Munish was issued a high-security number plate for his bike. “Though no traffic policeman doubts the RC but since my name is not in the office records I am unable to sell my bike,” Munish said.

However, he claimed that the person who got his name registered on the same registration number had further got it transferred to someone else’s name. “Hence, the registration number was further transferred to third person. Also the tax on one number is paid thrice, including Rs 1,845 that I had paid,” Munish added.

One Manwinder Singh, a resident of the Dabwali road, said he had purchased a fancy number for his car and had been making rounds of the office of the DTO to verify if the registration number belonged to him or not, but to no avail.

Investigating officer DSP (D) Ranjeet Singh said at present, the police was busy investigating the role of the former DTO BM Singh, who was arrested from his Chandigarh residence yesterday, and would look into the fresh allegations once the investigation was over.

District Transport Officer Damanjeet Singh Mann could not be contacted despite repeated calls over his cell phone and repeated rounds of his office at the District Administrative Complex (DAC).

Meanwhile, the Bathinda police today recovered some files pertaining to the former Bathinda DTO from the transport office at Gidderbaha.

AIMSR holds quiz on paediatrics

The department of paediatrics, Adesh Institute of Medical Sciences and Research (AIMSR), held a quiz for MBBS students today.

The event was held as a part of the 26th Indian Academy of Paediatrics (IAP) paediatrics quiz for undergraduates (2013) for selection of students for divisional round to be held at Christian Medical College, Ludhiana, on August 12.

After conducting a preliminary round, consisting multiple choice questions, eight students were shortlisted for the college- level paediatrics quiz.

GPI Singh, Vice-Chancellor, Adesh University, AK Bansal, medical superintendent of the hospital, and medical superintendent (administration) Gurpreet Singh Gill, AK Maria, Head, department of medicine, and other faculty members were among those present.

The quiz competition was held under the supervision of the Head, department of paediatrics, P Shobha.

Dr AK Maheshwari, Dr Rahul Gandhi, Dr Shipra Suri and Dr Amandeep Arora helped in the smooth conduct of the quiz.

Final year students of the MBBS Ashu Rani and Anoushika Mehan were declared winners and Neha Gandhi and Navresh Kaur were declared as runner-ups.

Addressing the gathering, Dr Shobha said the paediatrics quiz for undergraduates had been one of the most successful programmes initiated by the IAP. It had achieved great popularity amongst students, academicians and practitioners.

It was started with an aim to inculcate interest amongst students about subject and various aspects of neonatal and childbirth health.

The final round of the quiz, after going through the college, divisional and zonal rounds, will be held during the 51st National Conference of the IAP to be held from January 8 to 12, 2014, at Indore.

Civil Surgeon conducts surprise checking

Sheets spread on beds in wards were not clean. The labour room was also not clean as per standards. The entire staff of the hospital was found present. Surprise checking of the civil hospital, Bathinda, and Women and Children Hospital was also conducted. No irregularity was found at these hospitals.

School bus operators discuss strategy for Aug 12 strike

Members of the Bathinda School Bus Operators Union today discussed the strategy for the strike to be observed to August 12.

During a meeting held at Gurudwara Bhai Jagta ji, near Multi-purpose Sports Stadium here, it was decided that a conference will be conducted at the grain market on the day of the strike. The members of the union also discussed the arrangements to be made for the conference.

All the bus operators in Bathinda have decided to participate in the strike and keep their vehicles off road.

The bus operators of schools including Sanawar School, Silver Oaks School, St Xavier's School, St Joseph's School, Sri Guru Harkrishan Public School, DAV Schol, MSD School, Krishan Vatika, St Paul School, PKS Convent School and Vishwas School participated in the meeting.

School and college bus operators are observing strike in protest against the policies of the state transport department. They flayed the strict attitude of the department and the increasing number of taxes being levied on them.

A truck carrying relief material for Uttarakhand victims was flagged off today. The Bathinda Association of NGOs (BANGO) flagged off the vehicle from the zila parishad office on GT Road.

Divisional manager, Pungrain, CK Goyal, and ex-GM, Punsup, KK Singla, were among those present at the ceremony.

BANGO’s chief coordinator Ramnik Walia, secretary Sadhu Ram Kusla, coordinator Rajan Singla and Darshan Jaura said the truck carries eatables, including rice, cereals, refined oil, tea leaves, sugar, biscuits, wheat flour and black grams. Besides, it carries items like medicines, 400 blankets, quilts and bed sheets.

The association also gave a cheque of Rs 31,000 to Suresh Dhamanda from Garhwal for contribution towards the Prime Minister’s Relief Fund.

As many as 50 students from different schools participated in the competition.

General secretary of the library Kuldeep Dhingra was the stage convener during the event.

President of the library HS Dhaliwal welcomed guests.

The winners were given mementoes and cash prizes.

The Chief Parliamentary Secretary announced Rs 1.50 lakh to the library.

Three booked for cheating, forgery

One booked for rash driving

The police has booked an unidentified person driving a Mahindra Bolero (PB-03T-9432) vehicle for inflicting injuries upon a resident of North Estate by hitting him. A case under Sections 279 and 427 of the IPC is registered against the driver of the vehicle at the Cantt police station.

Cash, jewellery stolen

Material worth nearly Rs 1 lakh has been stolen from a house in Balla Ram Nagar.

In a complaint to the police, Surinder Kumar said thieves took away Rs 55,000 cash, gold jewellery and a mobile phone.

The complainant has named Jarnail Singh of Guru Nanakpura Mohalla and Kali residing near the Delhi railway crossing barrier in the complaint.

The police have booked the two persons under Sections 457 and 380 of the IPC at the Thermal police station.

Transformer catches fire

A 100-kV transformer at the Guru Nanak Dev Thermal Plant here caught fire this evening. The transformer was supplying power to the plant.

The fire brigade of the thermal plant controlled the fire that was caused due to sparking. The power supply to residents was not affected due to the fire.
