A BTech-fifth semester student of the DAV Institute of Engineering and Technology (DAVIET) got injured when he fell down from the first floor of his hostel late last evening. Ankit, studying electronics and communication engineering and hailing from Abohar, was rushed to Satyam Hospital with injuries on his arm and foot.

800 cases of liquor seized

The city police has seized 800 cases of liquor from a truck during a naka at Chohakan village here today. The driver of the truck had reportedly broken at least 10 barricades from Subhanpur onwards before he had to halt at the village where the Rama Mandi police had laid a naka. The driver, however, managed to escape.

The District Consumer Disputes Redressal Forum has asked the officials of General Post Office Jalandhar and Post Office Model Town to refund Rs 1,050 paid as speed post charges.

28 new dairy units set up in district

MLA wants panchayat samiti elections anulled

Congress MLA from Jalandhar (Cantonment) Jagbir Singh Brar has urged the election authorities to declare the ongoing panchayat samiti polls as null and void. In a memorandum to the Deputy Commissioner Shruti Singh, Jagbir Singh Brar stated that an MLA is not a notified member of the panchayat samiti and hence, he could not vote in the polls.

Man stabs younger brother

A man allegedly stabbed his younger brother injuring him badly at the latter’s residence in Arjun Nagar, near Lamma Pind, here last night. Balwinder Singh (35), the victim, had returned to his place sometime back after having remained behind bars for seven years in a smack smuggling case.

Lakhwinder Singh, his elder brother, had been pestering him to return money to him which he had spent in his case, but Balwinder had reportedly been expressing his helplessness at which the duo had a spat.

Lakhwinder Singh took out a knife, which he had carried along, and stabbed his brother thrice in the chest. He fled from the spot, leaving Balwinder in a pool of blood.

Balwinder was rushed to the Civil Hospital, from where he was referred to Satyam Hospital because of his critical condition. The SHO, Division No 8 police station, Kewal Kishan, said Balwinder’s statement had been recorded.

Inquiry officer Rakesh Kumar said an FIR would be lodged tomorrow on the matter as the doctor concerned was not available to give his statement on the kind of injuries and whether the case be registered under Section 307 of the IPC or some other sections. He hinted that Lakhwinder Singh also suspected his brother of an illicit relation with his wife.

Khiwa Govt Senior Secondary School languishes due to police apathy

While schools across the district, as per the Education Department's policy, are receiving computers, LCDs and other high-tech equipment, which a few years ago government school students hadn't dreamt of seeing, the frequency of thefts in schools is robbing students of precious equipment and staff of their peace of mind.

One of the most classic examples of the melancholy school theft story in the district is Government Senior Secondary School, Khiwa.

The Tribune has in its possession a copy of six complaints forwarded by the school authorities to the police station concerned and the SSP (Rural). All of these complaints have not been addressed.

Four thefts have taken place at the school, on August 17, 2012, December 12, 2012, January 29, 2013, and February 22, 2013, but so far only an FIR for the August 17, 2012, theft has been registered, despite the fact that the school has made written complaints to the police.

The complaints are dated 4.12.2012 (to in charge, Uggi police station), 29.1.2013 (in charge, Uggi police station), 22.2.2013 (in charge, Uggi police station), 7.3.2013 (SSP, Rural), 20.5.2013 (SHO, Nakodar, rural, police station) and 29.7.2013 (to SSP, Rural).

While the school lost documents in the first theft, in the subsequent ones, three gas cylinders (December 12, 2012), a 44-inch LED screen and an ROT receiver (January 29, 2013) and a 15-inch LCD computer screen (February 22, 2013) were stolen.

While the last complaint submitted to the SSP (Rural) clearly mentions that school staff is facing a lot of problems and studies are suffering owing to the regular visits they have to make to the police station and government offices.

The non-registration of FIRs is also creating problems for the school making claims for more equipment, since the copy of an FIR is needed as an essential proof.

Gurmeet Singh, ASI at Uggi police station, said, "I was not posted here when the theft happened. FIRs are registered at the Nakodar police station, where we have sent a report of the thefts."

The SHO, Nakodar (rural) police station, Inspector Daljit Singh, also started on the same note. "I wasn't posted here during the thefts. I joined on February 17."

However, when asked why he hadn't registered an FIR for the complaint made on February 22, he said, "We are very careful about the follow-up of complaints. Old FIRs have to be verified properly. I have had a word with the school staff and asked them to send details of thefts. We will get the FIRs registered."

An incident regarding an attack on a schoolteacher by some masked assailants with sticks and weapons two years ago isn't even being followed up by the school authorities (leave alone police), because they say the matter has now been "hushed up". However, suspicion of unruly elements in the school or the area still exists.

Notably, all six complaints have been forwarded to the DEO (S), but the department has never intervened or ensured registration of FIRs.

Widespread trouble

  • Other government schools in the vicinity, like Heran and Uggi, among others, also face frequent thefts, but follow-up action is little. At Government Senior Secondary School, Heran, three cylinders were stolen last year (an FIR was registered) and the staff continue to cook food using dung cakes because despite submission of an FIR as proof, the DEO's office hasn't issued new cylinders.
  • There are a number of other rural and urban schools which often report thefts. The lack of chowkidars in schools make them unsafe and the police and Education Department rub salt on their wounds when non-registration of FIRs leaves them without solid proof of theft to make insurance claims for lost equipment.

DAVIET student falls from first floor of hostel, hurt

A BTech-fifth semester student of the DAV Institute of Engineering and Technology (DAVIET) got injured when he fell down from the first floor of his hostel late last evening. Ankit, studying electronics and communication engineering and hailing from Abohar, was rushed to Satyam Hospital with injuries on his arm and foot.

Hostelers said they were all frolicking in the balcony of the hostel and Ankit was passing on some item from the first floor to his friends on the second floor when the incident occurred.

College Principal Dr AL Sangal said Ankit had a miraculous escape after the fall. “Ankit fell upon a dustbin on the ground. The dustbin broke and its sharp edges hit him. Otherwise, he has no major injuries. His scanning, too, has been got done,” college Principal added.

Since the students had just returned to the campus for the new session, the anti-ragging teams, too, had been taking rounds in the hostel. One such team had just returned when the incident occurred.

Staff of the college has been attending to him in the hospital.

The SHO, Rama Mandi police station, Vimal Kant, said even his first two nakas had been broken, but the driver could not manage to go across the third one. He said it had been found that the liquor had come from some CSD canteen in Haryana and the permit for the same had expired on August 5.

He said an FIR had been registered against the driver under three offences - breaking of police barricades, dangerous driving and violation of the Excise Act.

Youth nabbed for spreading gang scare on FB

The city police has arrested a youth for allegedly posting wrong information on social networking site Facebook (FB) and spreading fear perception among the residents regarding a "Kale Kachchewale" gang.

Hailing from Guru Nanak Pura (East), Akshay Rana was arrested from Chogitti Chowk here during a naka laid by Economic Offences Wing in charge Arvinder Singh and Assistant Sub-Inspector (ASI) Gurpal Singh.

The ADCP (Crime), Harpreet Singh Mander, said the youth had created an account projecting the gang as the most scary one in the region with photographs and videos uploaded on it. Mander said he had been following it for the past few days and got him arrested today with the recovery of computers and other hardware from his residence.

The youth has been booked under Sections 66A of the Information Technology Act and Section 420 of the Indian Penal Code (IPC).

The city and rural police has had a tough time in the recent past dealing with the rumours regarding prevalence of such gang in the region. The DCP, Jaspreet Singh Sidhu, ADCPs and ACPs have held public interactions to dispel any such apprehensions from the mind of the residents. Villagers have also held "theekri pehras" to protect themselves from the attack of any such gang.

Roadways staff block bus stand passage

Jalandhar, August 6
Drivers and conductors of the Punjab Roadways today held a dharna outside the bus stand here this afternoon after one of their colleagues had a heated exchange of words with a driver of a private bus company.

The drivers did not allow any bus to move out of the bus stand blocking passage across gate number 2. The issue began when the driver of a bus owned by the Gagandeep company standing at counter moved the vehicle backward hitting a roadways bus coming from behind. This led to the breaking of the windshield of the roadways bus.

The drivers of the two buses started having heated arguments and the matter flared up. The roadways staff gathered and lodged a complaint with the workshop manager. Later, they held a protest at the gates.

The ACP, Model Town police station, Manpreet Singh, reached the spot and tried to pacify both parties. The issue was finally resolved as the owner of Gagandeep bus company agreed to pay for the losses.

The District Consumer Disputes Redressal Forum has asked the officials of General Post Office Jalandhar and Post Office Model Town to refund Rs 1,050 paid as speed post charges.

In a complaint, Madan Singh, a resident of Khurla Kingra village, stated that he had sent aome documents via speed post on June 4, 2012 to Italy. At the time of sending envelop through speed post, the clerk in the post office told him that the envelope would reach the destination within four days time.

On the next day, he visited model town post office and came to know that envelope had reached the main post office Delhi. He again visited model town post office and checked the status of his post on the Internet but could not understand as the language used was Italian. To his shock, he came to know by Harmesh Lal that the post reached on July 8, 2012.

The complainant said the appointment of his relative was fixed for June 25, 2012 with Italian Embassy in order to get nationality but opportunity could not be availed by him only on account of delay in getting documents sent by him from India through Speed Post.

Counsels for the respondents appeared and filed a written reply admitting that the articles were delivered after 34 days. They confirmed charging a postal fee of Rs 1,050 at the time of booking the Speed Post articles.

The forum relied on a 1999 notification of the Ministry of Communications (Department of Post) as per which compensation of a delay in delivery of speed post articles beyond the norms determined by the Department of Post shall be equal to the composite speed post charges paid. The forum accepted the complaint and awarded Rs 1,050 as compensation and Rs 500 on account of litigation expenses.

28 new dairy units set up in district

To promote allied sectors of agriculture, the Dairy Development Department has set up 28 new dairy units in the district and advanced a total loan of Rs 1.53 crore for setting up these units.

Deputy Commissioner DS Mangat said the department provided technical support for setting up cattle sheds and Rs 1 lakh subsidy was provided to each entrepreneur. He said under self-employment programme, youth was being trained to increase production of milk and milk products with the implementation of modern techniques. He added that two camps were organized to impart training to dairy farmers and 15-day training was also provided under self-employment programme. The department has also collected to check the quality of cattle feed during six camps.

Dr Kohli was given the honour of meritorious teacher for his research in the field of mechanical engineering. Dr Kohli is associated with DAVIET for last 11 years. He has 39 National and International publications to his credit and has presented papers in various conferences in India and Abroad. The function was attended by Dr R Murugesan, president, ISTE & Former Vice Chancellor Anna University of Technology, Madurai, Dr S Basil Gnanappa Executive Secretary and Programme Director, Indian Society for Technical Education.

Van Mahotsav at KMV

Kanya Maha Vidyalaya and Saplings of Life Club celebrated Van Mahotsav by planting saplings on the campus. The students pledged to take care of the saplings. Students were made aware about the importance of afforestation in keeping the environment clean and green.

Student enrichment programme

The Apeejay College of Fine Arts has started a "Student Enrichment Programme", which aims at enhancing the mental and spiritual well-being of its students. The students will be shown movies and documentaries apart from the seminars and talks that will be organised during the programme. On August 3, a special screening of a Sandeep Maheshwari’s seminar "The Life Changing Experience" was held. Maheshwari is a renowned photographer and also owns a leading production house. The seminar aimed at equipping the students with life skills and attitude which would ensure their success in future. The Student Welfare Association of the college had organised the seminar.

CT Public School welcomes Ronald McDonald

A Team of Mc Donalds, visited the premises of CT Public School. The students were exhilarated to meet Ronald McDonald, who is a clown character and known for interacting with kids. Mc Donald visited the school to create awareness among the students about the environmental issues such as the scarcity of water, global warming and depletion of ozone layer. Ranjana Rajput, principal, CT Public School expressed her enthusiasm to see the students discussing environmental issues with Ronald Mc Donald.

MLA wants panchayat samiti elections anulled

Congress MLA from Jalandhar (Cantonment) Jagbir Singh Brar has urged the election authorities to declare the ongoing panchayat samiti polls as null and void. In a memorandum to the Deputy Commissioner Shruti Singh, Jagbir Singh Brar stated that an MLA is not a notified member of the panchayat samiti and hence, he could not vote in the polls.

“The section 105 of the Punjab Panchayati Raj Act 1994 clearly stipulated that the MLAs could only participate in the meeting of samitis”.

He has demanded that since MLAs were casting their votes in violation of rules and norms, these elections should be declared null and void. He demanded that his memorandum should be sent to state election commission.

He said the DC has assured him that the samiti elections would be strictly held as per rules. The elections for panchayat samiti (Jalandhar-East) are scheduled to take place on August 7.

Residents irked over Poonch incident

Residents have expressed their resentment against Pakistan for attacking Indian soldiers in Poonch. BJP national executive member and former minister of Punjab Manoranjan Kalia demanded that no peace talks should be held with Pakistan in protest of attack on our soldiers.

Kalia accompanied by Rajat Mohindru condemned the act of Pakistan and said Pakistan should be warned in harsh words for its misdeeds.

Meanwhile local Congress leader Monty Sehgal said this attack should be dealt with strong retaliation. He added “It is unfortunate that Pakistan is repeatedly violating the border treaty and is challenging our defence forces. The entire country is united on the issue. We are far better organised and can teach Pakistan a lesson.”

960 kg of poppy husk seized

The Night Domination Campaign launched by the Phagwara Police few days back succeeded in seizing 960 Kg of puppy husk kept in a truck near Bhularai Chowk here late last night.

SP Phagwara HPS Khakh said during Night Domination Campaign a police party stopped a truck coming from Jalandhar side, but as soon as the truck stopped, both accused including the truck driver escaped leaving the truck.

He added during search of the truck, the police found 40 bags containing poppy husk. The Police is now searching for the drug peddlers.
