Curfew in Budgam
Srinagar, July 27 Normal life in parts of Budgam was affected due to the curfew clamped till late in the afternoon in the town and its adjoining areas. Fatima, 55, of Dadina village near Budgam died at the Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura in Srinagar today. She was allegedly injured after a policeman assaulted her during clashes in the area. More than 40 women were also injured in the clashes, reports said. Normal life was affected in several villages in Budgam due to clashes between the two groups. A scuffle over a minor issue snowballed into clashes engulfing several villages. Deputy Inspector General of Police, Central Kashmir Range, Syed Ahfadul Mujtaba, said investigation was on to find out the reasons which led to the death of the woman. "We are also looking into allegations that she had received injuries when assaulted by a policeman,” the DIG said. He said the situation in the district was under control and precautionary measures were being taken to maintain law and order. Deputy Commissioner, Budgam, Khursheed Ahmad Shah said, the post-mortem examination of the body was conducted at the local hospital before handing it over to her
family members. He said the situation in the entire district was under control. Curfew was imposed in four to five villages, while security forces personnel were deployed in 15 villages. |

Srinagar, July 27 Naseema, a resident of Gurez in Bandipora district, is battling for life at a city hospital and is the prime suspect in the murder of her children, a senior police officer said. Senior Superintendent of Police (SSP), Srinagar, Ashiq Bukhari said the woman was the only suspect in the case. “The mother of the two children is the prime suspect. We are awaiting a few technical reports which will complete the investigation. It may take a few days for the reports to come,” the Srinagar SSP said. The police said it had found evidence which pointed to the involvement of the mother in the murder of the two children. “No one had come from outside (to murder the children),” the SSP said. The girl, Aaliya Iftikhar, and the boy, Mohammad Hashim, were found
with their throat slit in the residential annex adjacent to a mosque in Iqbal
Abad colony of Bemina in the city on Wednesday morning. Their father is a prayer leader at
the mosque. Naseema was also found with a slit throat. The police officer said they suspected that Naseema was not “mentally stable”. “When she regained consciousness at the hospital, she had tried to scratch her slit throat. Her medical check up (to ascertain her mental condition) has not been done yet,”
he said. A senior doctor at Shri Maharaja Hari Singh Hospital, where Naseema is admitted, said her mental condition could be established only after she was treated for her wound and was in a position to talk. |

Hit by test paper row, board holds entrance exam after over a month
Srinagar, July 27 The first phase of the entrance test took place in two rounds across 34 examination centres in the state. Over 24,000 students from all over the state took the chemistry and physics exam today. The physics and mathematics test will be held tomorrow. In Jammu region, more than 11,000 candidates appeared in the test at 15 centres while in Kashmir, 13,000 candidates took the exam at 19 centres. The exam is held for admission to various professional courses such as medicine, engineering, veterinary sciences, dentistry and forestry in various educational institutes of the state. BOPEE officials described the first phase of the exam as a smooth affair. The exam was earlier held on June 22 and 23 but was later cancelled after biology papers were given to students instead of chemistry at some exam centres in the city. The BOPEE authorities faced a lot of flak for the goof-up. There were also allegations of paper leak. Although BOPEE submitted the interim inquiry report to the Jammu and Kashmir High Court recently, the High Court described the report as a ‘work of fiction’. Sources said despite the protests by teachers, students and the civil society against
BOPEE, the authorities maintained that the goof up was a purely human error. There have also been widespread protests across the state against BOPEE for failing to make the contents of its inquiry report public. The state government has ordered an independent probe into the matter. It has appointed MA Bukhari, Secretary, Animal and Sheep Husbandry Department, as an inquiry officer in the case. |

Minor gangraped in Kishtwar, two remanded in 7-day police custody
Jammu, July 27 On July 25, a 15-year-old girl was gang-raped in Bhatkote village of Kishtwar. The incident led to a protest in Kishtwar town yesterday. Protesters dispersed after the police assured them of action against the accused. The police has arrested two of the accused. Village residents said the girl had gone to a forest area nearby to graze the cattle. They said four people got hold of her and raped her. The girl was held hostage throughout the night. “When the girl didn’t return home in the evening, her family members and villagers informed the police. Yesterday morning, the chowkidar of the area handed over the girl to her family. The girl narrated the whole incident to her family," a local said. The accused have been identified as Ranjeet Singh, Sanjeet Kumar, Khem Raj and Charu Ram. The two accused were produced in a sessions court in Kishtwar today. The court remanded the accused in seven-day police custody. The girl was examined at the district hospital, Kishtwar, today and the reports are awaited. The cleric of Jamia Masjid, Kishtwar, Farooq Ahmed Kichloo, has expressed concern over the rape incident and demanded strict action against the accused. “There have been rape incidents in Kishtwar district. But in the Kuntwara area, this is an isolated incident,” said Farooq Qaiser, Deputy Superintendent of Police (DSP), Kishtwar, who is the nodal officer of the case. A social activist also expressed concern on the increase in rape incidents. “The increase in rape incidents is a cause of concern for all. Both the police and society must rise to the occasion and do necessary changes in the set-up to ensure that such things do not happen,” said Suman Kapil, a social activist from

Grand Mufti finds ‘nothing wrong’ in listening to music
Srinagar, July 27 The video, shot on a mobile phone camera, shows the Grand Mufti (an Islamic scholar) sitting besides a MLA and a former Director of Doordarshan Kendra, Kashmir, as a local Kashmiri artist sang a ghazal to the tune of a harmonium. “Rafta rafta wo meri hasti ka samaan ho gaye”, a popular ghazal sung by Mehdi Hassan, was being sung by Shakeel Shaan, according to those present at the event. The event was held on the evening of July 8 to commemorate the works of poet Akbar Jaipuri. The event, organised by the Commercial Broadcasting Service of Radio Kashmir, Srinagar, in collaboration with Akbar Jaipuri Memorial Committee, was held on a boat at the Dal Lake. Mufti Bashir, however, defended his presence at the musical evening saying it was a “literary event”. “There was recitation of the Quran. There were talks about the works of Akbar Jaipuri and some speeches. People are trying to raise an issue out of a mole hill,” the Grand Mufti said. He also refused to admit that he had committed a mistake. “How can I acknowledge the mistake when there is nothing wrong… is harmonium a wrong thing?” Mufti Bashir-ud-din asked. Last February, he had issued a fatwa (advisory) against the all-girl rock band which had forced the teenaged members to disband the group. In the fatwa, Mufti Bashir-ud-din had termed music as “un-Islamic”. The Grand Mufti had also termed the three teenage girls, who had formed the rock band Pragaash, as “non serious” claiming that such an approach led to “gang rape”. "There will be no compromise with regard to the fatwa already announced by this Hon'ble Supreme Court of Islamic Shariet regarding rock band,” a statement issued on Saturday evening by Grand Mufti's court said. |

Srinagar, July 27 Describing the BSF preliminary report as ‘cover-up’, which states that its troopers had fired in self-defence, Rasheed demanded that the government should arrest the BSF personnel responsible for the incident that left four persons dead, a spokesman of AIP said. Rasheed was addressing a condolence meeting at Gool, he said. “Condemning the revelations made by IG BSF about the incident, he said the arguments and excuses given by the BSF were just an act to give cover and authenticity to the barbaric and inhuman act,” the spokesman quoted Rashid as having told the gathering at Gool. “Rasheed said according to eye witnesses, the killings could have been avoided,” the spokesman added. The independent legislator said it is high time for the state and Central government to punish the culprits and set an example rather than playing a blame game. |

Ambika Soni snubs state woman Congress leader
Jammu, July 27 A senior Congress leader, who was one of the Soz loyalists who met Ambika Soni yesterday, said the AICC general secretary took a woman Congress leader to task when she appreciated the functioning of the Congress in J&K after Soz’s appointment as the JKPCC chief. Sources said the woman Congress leader had already met Ambika Soni before the arrival of her faction. “When her group reached Ambika’s office, she also accompanied them inside,” a source said. The source added that when Ambika Soni asked her why she had come again, she replied that she was one of the members of the pro-Soz group. “The AICC general secretary snubbed her and told her not to project factionalism in the party,” the source said. Leaders of both factions of the Congress in the state met the AICC general secretary. |

Ex-JKLF militant leader joins back Hurriyat
Srinagar, July 27 Mir, who was currently heading a faction of the JKLF after parting ways with Yasin Malik, joined the Hurriyat Conference today, saying the party should be strengthened at all levels.“The JKLF supremo decided to join the All Parties Hurriyat Conference (APHC) following his significant talks with Hurriyat chairman Mirwaiz Umar Farooq,” a Hurriyat spokesman said here. Mirwaiz, while welcoming him back into the amalgam, said the “He said the amalgam has always stood for unity and its doors were open to all pro-freedom leaders and parties,” the spokesman said. “The JKLF chairman stressed that the APHC’s call for unity was imperative for the success of the freedom movement. Mir said the Hurriyat was a recognised forum of Kashmiris representing the Kashmiri struggle on the international arena,” the spokesman quoted Javed Mir as saying. |

Army mulls celebrating Kargil Vijay Diwas every five years
Drass (Kargil), July 27 Sources said the Army local formations had requested the higher ups to observe Kargil Vijay Diwas after every five years instead of every year. This year, the celebrations were also muted and there was almost no participation of locals at the two-day function which was held to commemorate the 14th anniversary of Kargil Vijay Diwas, the day the Army won back all peaks from Pakistan in the Kargil region. “This year the celebrations were scaled down. It will be logical now that we hold the function may be every five years. Former Army commanders, families of the soldiers who laid down their lives, war widows and Bollywood celebrities could be invited to celebrate the day in a grand way,” said a senior Army officer here. “As per our idea, the local formations can hold the Vijay Diwas celebrations at Kargil War Memorial in Drass every year to pay our homage to the martyrs and remember the contribution of the units and the formations which gave India its finest victory in recent times,” he said. This year no Bollywood celebrity attended the victory day celebrations. Last year, actress Neha Dupia, musician Shankar Mahadevan entertained the soldiers. There was no polo match at the Polo ground here, which was heavily shelled by the Pakistani artillery during the 1999 Kargil war. The motorcycle show by the Army’s ‘Tornadoes’ team was also not held. This hinted that the Army has started scaling down the celebrations. Local residents, too, said it was for the first time since the Kargil war victory that Vijay Diwas was such a low-key affair this year. “The function was not as impressive as it used to be,” said Ghulam Hassan, a local resident. Udhampur-based spokesman of the Northern Command Col Rajesh Kalia, however, said he had no information about the plans to scale down the Kargil Vijay Diwas function. “No such proposal has gone from this side to the Army headquarters,” the spokesman said. In 1999, Pakistani soldiers and militants had occupied many peaks from Drass to the Batalik sector along the Line of Control, overlooking the strategic Srinagar-Leh highway during the winter retreat of the Indian Army. The Army along with the Indian Air Force later launched a massive operation to reclaim the peaks that were occupied by Pakistani soldiers. In the ensuing battles that were fought in the rugged mountainous terrains and hostile climatic conditions, the Army managed to win back its territory after a 74-day battle. And since then, the Army has been observing July 26 as Vijay Diwas and the main function is held at
Drass.
