Seven police officers promoted

Five Inspectors and two DSPs, working in the city, are among those whose promotions have been cleared by the Department of Home Affairs. Among the inspectors are Makhan Singh, who was posted as SHO at Basti Bawa Khel Police Station, Som Nath, earlier SHO of Division Number 7, Ashwani Kumar, who was SHO, NRI Police Station, Piara Singh, earlier in charge security, and Balwinder Iqbal Singh Kahlon, earlier in charge of the Economic Offences Wing. The DSPs, who got promotions are ACP Crime Jatinder Singh Mand and ACP Cantonment Harmeet Singh Hundal. The agreement was signed by Prof Samir Kumar Das, director of the NIT, Jalandhar, and Dr John W Smith, acting president of the University of South Alabama, on July 12.

Alarm bells ring as water samples fail test 
Civil Surgeon recommends alternate supply for children, health check-ups yet to start in city areas

Even as the health authorities are complacent in the absence of widespread infections and diseases (unlike previous years) in the district, the failed samples on H2S test must be a reminder to step up awareness efforts and holding check-up camps in the affected areas.

As many as 11 samples were found positive on H2S (hydrogen sulphide) test in the district and the positive test results indicate towards the presence of viruses like salmonella, citrobacter and clostridium perfringens.

Considered a significant method to screen water supplies for bacteriological contamination, the results hint at the possibility of people being prone to diseases in many city areas.

Civil Surgeon Dr RL Bassan said while health teams were distributing chlorine tablets among residents in the affected areas, there was no cause for alarm.

At two general wards of the Civil Hospital on Thursday, majority of patients were suffering from fever, gastroenteritis, loose motion, vomiting while a few complained of reduced platelet count.

Out of about 38 patients (13 in female general ward, 26 in male), barring four to five TB, HIV or asthma patients, the rest were suffering from fever, gastroenteritis, loose motion etc.

Many complained of fever despite being at the hospital for the past four to five days. A sizeable number of patients also complained of anaemia.

The Civil Surgeon said alternate arrangements of drinking water for schoolchildren were on the top of on their mind. Some of the patients from Rama Mandi, Bhargo Camp did complain of dirty water supply to their houses.

"These patients are from different areas and the failed samples do not have anything to do with them. We are keeping tabs on various localities and there will be continued efforts by the health authorities to keep diseases at bay," Civil Surgeon Dr RL Bassan further said.

DC gives MC a week’s time to fix water supply

A day after The Tribune highlighted the failure of 11 additional water samples from various areas, taking the total number of failed samples to 30 in the district, District Commissioner (DC) Shruti Singh today gave the MC authorities a week's time to fix the water supply in affected areas.

The DC also ordered the civic body to provide alternate water arrangements to all the 19 schools, where the initial 19 water samples had reportedly failed.

While reports had highlighted a total of 20 failed samples from government and aided schools, nine from residential areas and religious institutions and one from the DC office, the district authorities have not begun making arrangements for an alternate source of water for any of the schools or residential areas, even as students apparently continue to drink contaminated water.

Talking to The Tribune, DC Shruti Singh said, "I have issued directions to the Municipal Corporation officials to provide alternate sources of water at the affected schools. It will also be ensured that all the said schools get clean water arrangements. The MC has been given a week's time to fix the problem."

While MC officials had begun taking samples afresh, based on apprehensions that some of the 19 failed samples might be from tank water, reports about failing of 11 additional samples from residential areas, temples etc have made it clear that the problem is far more widespread than earlier assumed.

Given the fact that the failed samples originated from 23 areas in the district, a sizeable population of the district might be affected. Even though some of the samples might be from tank water, presently it needs to be ensured that the contamination does not cause any harm.

While the MC authorities had taken seven samples from various schools yesterday, samples from more schools were also taken today.

Samples of nine schools have been taken while samples from other ten schools are yet to be taken.

These include SD Primary School, Panj Peer, Lyallpur Khalsa Senior Secondary School, Nakodar Road, Government Girls Senior Secondary School, Model Town, Government Primary School, Model Town, Government Primary School, Kirti Nagar, Guru Ram Dass Primary School, Preet Nagar, Sikh National Co-Education Middle School, Government Middle School, Babu Labh Singh Nagar, Government Middle School, Kirti Nagar and Government Primary School, Poorian Mohalla.

Potholes cause hardships to industrialists, workers alike

Poor road network, unannounced power cuts, inadequate police patrolling during night and absence of streetlights have been irking industrialists as well as the labourers at Industrial Focal Point for the past couple of years.

It is very difficult to ply heavy vehicles damaged and kutcha roads here as a result of which industrialists are facing a great hardship in receiving raw material and sending their manufactured items.

Some industrialists claimed that the poor maintenance of roads in the industrial areas was causing them huge losses as the vehicles transporting goods often develop faults, thus delaying their delivery.

The labourers and employees of different industrial units often meet with accidents because of deep potholes in the roads in absence of streetlights during night, said Ram Singh, a factory worker.

Ashwani Kumar, director, Victor Forgings, said the unannounced power cuts had doubly hit the industry. "Due to unannounced power cuts an industrialist has to run his industry on diesel or has to sanction paid leave to his workers," he lamented.

Industrialists complained that with inadequate police patrolling during night, the thieves and drug addicts often break into the premises of their units. Defunct streetlights give an opportunity to thieves and drug addicts to commit crimes, said Bhim Singh, a factory supervisor.

It was found that heaps of industrial waste, solid waste and ash had gathered at every nook and corner of Industrial Focal Point.

Knee-deep potholes had developed on almost every road (main and link).

Pak spy got married to Indian girl to evade suspicion

A 33-year-old Pakistani spy, Mohammad Alam, who was sentenced to 14 years of rigorous imprisonment by the court of Additional Sessions Judge, had got married to an Indian girl to evade suspicion.

Alam had entered the Indian territory illegally and was impersonating as an Indian national. The convict had been putting up at various locations, including Randhawa Mansandan village and New Sital Nagar here.

Alam has been sentenced under Section 3 of the Official Secrets Act, three years of RI under Section 5 of the Official Secrets Act with Rs 1000 fine, five years of RI under section 12 (1A) of the Passport Act with Rs 10,000 fine besides other charges.

He was arrested during a raid on August 21, 2010 by the CIA staff. The CIA said they had received information that a man of Okara district in Pakistan had been staying in Jalandhar on a faked identity and was a paid ISI agent. The police had nabbed him from Workshop Chowk with a bag.

An Indian passport with 10-year validity purportedly showing him as Thakur Amar Dass, a resident of New Sital Nagar, was also seized from him.

A driving licence and a learner’s licence on the same name and address were also recovered.

Cuttings of newspapers showing pictures of bridges, flyovers under construction, road maps, photostat copies of corps zone of the Army, layout used by the Army for positioning their personnel during war, a book with Urdu script, rough sketches of BMC Chowk and flyovers near the bus stand etc were also found in his possession.

Acquitted under other sections

Meanwhile, the prosecution failed to prove charges under Section 4 of the Official Secrets Act and bring any direct evidence against the accused that he had been communicating with foreign agents. The court found no evidence against him under Section 18 (conspiracy), 18-B (recruiting for terrorist activities), 19 (harbouring) and 20 (being member of terrorist activity) of Unlawful Activities (Prevention) Act 1967.

Confessions made

• Alam had confessed that he was born in 1979 at Okara in Pakistan. His father worked as a labourer in grain market at Okara

• Has eight brothers and sisters. Had got admission in Class IX but would remain absent from school and bunked classes to see films with friends

• Was rusticated from the school. Parents got to know about his conduct. He left

home and joined his brother-in-law. Fought with him and came back.

• Came into contact with one Arshad, who introduced him to Mehmood and Shirazi in Lahore who were looking for a man who had computer knowledge and was ready to go to India

• Received training about measuring road width and size of pillars of bridges, learnt more about construction maps of big buildings, recording tag numbers of military vehicles, information about Hindu gods and goddesses, Sikh religion. He was directed to marry an Indian girl to evade suspicion

• Sent to Karachi in November 2005, boarded plane and reached Kathmandu. There, he contacted Shirazi on internet and was directed not to talk over phone. Went to Raj Baraj city, crossed Nepal-India border by a bus, reached Darbhanga and boarded a train to Delhi

• Worked in a fancy lights factory in New Delhi, reached Jalandhar by train in 2006

• Came into contact with autorickshaw driver Sonu who took him to Laal da Dhaba in New Sabzi Mandi and got him a room on rent at New Sital Nagar where he impersonated as a courier boy

• Married a girl Priya and worked as labourer at Maqsudan Mandi with one Jaswant Singh

• Used Gaba Internet Café near DAV College.

• Worked as a gol gappa vendor on commission basis with Kashmiri Lal

• Took help of a retired superintendent of the Revenue Department for translation of Urdu to Punjabi to access documents pertaining to Domoria Overbridge, TC Jewellers, Gurmukh Engineering Works, Delhi Studio Colour Lab and Gammon India Ltd

• Went to Paul Merchant working with Western Union to collect payments from Dubai

• Told the court that he is a Shia Muslim from Pakistan connected with an organisation named Anjuman Sarfarosh Shan-e-Islam which raises its voice against the atrocities of the Pakistani government. Was being harassed and tortured there, crossed over to India and never indulged in any anti-India activity

• Prayed for leniency. The judge, however,observed, “Such a person needs to be dealt with strong hands”

2 yr extension for bus service contract

With the city bus service contract ending on August 16 and the Gas Authority of India Limited having failed to lay the CNG pipeline in the city, the municipal corporation (MC) is mulling of giving extension to the existing bus operator for the next two years.

The MC authorities had planned to award contract to a new firm assuring better services. Till the time the requisite provisions are made, the authorities are planning to renew the contract of the existing company.

The Punjab and Haryana High Court had issued directions a few years back to the City Bus Service Department to switch over to the CNG as soon as possible. But due to the ongoing court battle between Gas Authority of India (GAIL) and Petroleum and Natural Gas Regularity Authority, the issue is still pending.

A meeting to discuss extension would be held tomorrow between the tour operators and the district authorities. The tour operators have also reportedly given consent for the extension but have been seeking a tough stand through the police and administration against the illegally-plying auto rickshaws on their routes.

“The project could not take off well due to the illegal auto rickshaws plying on our routes. Although their registration is banned in the city, yet they get it done from nearby places like Nakodar and Phillaur, and operate inside the city. We are suffering huge losses due to this. Around 5,000 autos are plying only on the route of bus stand to Kartarpur. We are going to take a tough stand on this in the board meeting,” said Praveen Olivera, spokesperson, City Bus Tour Operators Committee, Jalandhar.

Presently, 15 buses are plying on two routes in the city. One operates from bus stand to Kartarpur and the other operates from bus stand to city railway station. The project is working under a sustainable public private partnership (PPP) mode. Four different bus operators based in Karnataka are currently running the project in the city. More than 8,000 commuters use the service every day. The corporation is also planning to increase the routes from two to 14, to reach every corner of the city. 

Pending Issue

NCC commander inspects training camp for girls

Brigadier GPS Sandhu, Group Commander of the NCC Group HQ, Jalandhar, today inspected the annual training camp being organised for the 2nd Punjab Girls Battalion at Mithapur, near here, today.

The camp is being conducted at 19 Dogra (Old location) in Jalandhar Cantonment from July 20 to 29.

According to a press note issued by the defence public relation officer as many as 298 NCC cadets from 27 colleges and schools of Doaba region have been attending the camp. Brig Sandhu, however, expressed his satisfaction at the performance displayed by the cadets. He was impressed by their grit, dedication and sincerity. He motivated the cadets to become better citizens and join the Armed Forces in large numbers.

Brig Sandhu, also met the team, selected for the Thal Sena Camp. He motivated the cadets and gave them important tips to perform well in the camp.

Ten students of Lovely Professional University (LPU) have been recruited as ‘associate software developers’ by Open Access Technology India (OATI), a US-based IT company, working in the energy sector.

Manisha, Anjali, Anurag, Kumar Gaurav, Amit Kumar, Anu Saini, Rohit, Sunil, Kumar Mayank and Varinda Sharma, all students of BTech CSE / IT/ ECE and MCA, respectively, had participated in a joint campus placement drive held recently. All those selected will join their duties in August. The company has offered them a salary package of Rs 2.8 lakh per annum.

According to a press note issued by university, company director Jaspreet Singh said this was the third placement drive in succession at the university and it would continue in future also.

A 24-member team of the Saffron Public School, Phagwara, took a 12-day USA study tour, including a visit to the NASA, to attend two days SATx workshop. Excited over their experiences, group members said they were fascinated to explore NASA's spacecraft and launch site. They narrated how proud they felt on seeing the picture of Indian astronaut Kalpana Chawla. They were also enthused by the success story of Indian astronaut Sunita Williams. They also visited Rocket Garden, Early Space Exploration Tour Centre and Lunar Theatre which provides a rare look at the final moments before man landed on the moon. The IMAX 3-D film cinematic journey of discovery took them to experience the lunar surface and a walk alongside extraordinary astronauts at the Kennedy Space Centre. The group also saw the Astronaut Hall of Fame and interacted with an American Astronaut Bob Springer, who has been to space many times. Children visited Cocoa Beach, Universal Studios and Island of Adventures. Students also saw the White House, Capital Building and Indian American Museum during their visit to Washington DC. The last stop of their journey was New York. They enjoyed seeing the Statue of Liberty, 9-11 memorial site, Empire State Building, World Trade Centre, Wall Street, Time Square and Manhattan. Principal Sandeepa Sood blessed the students.

Books on communication, business released

Students of GND University of BCA, BBA, BCom (Professional), BCom (Regular) and BSc (IT) have received books on subjects of communication skills and business communication. Authors, Dr SPS Matiana, (Director, St Soldier Polytechnic College) and Monita Dhingra, (HOD, applied sciences department, St Soldier Engineering and Tech College) have been working on the project for one year. After completing their research on the requirements of students, this year, they came out with these books with the help of PBS Education, Jalandhar. The readers will learn about communication techniques and will find the collection of other contents useful to secure good grades. The books are strictly according to the syllabus prescribed by Guru Nanak Dev University, Amritsar.

Talent hunt competition

A talent-hunt competition was held for the new comers at the Innocent Hearts School, Green Model Town. Students participated with full zeal and enthusiasm in the contest. They presented different items like poems, dance, bhangra, mono acting and skit. Kiran and Navjot were the judges of the day. The stage was conducted by Diksha. Monka and Simran were judged first, while Anjali and Surbhi bagged the second position and Vivek was adjudged third. The consolation prize was given to Sarthak. Guest performance “Bhangra” was also presented. Certificates were given to the winning students.

Rock the world theme celebrated

The tiny tots of DIPS, Urban Estate - 1, celebrated the golden meet on the theme “Together we can rock the world”. The function was attended by chairman, chain of DIPS Institutions, Gurbachan Singh, CEO Monica Mandotra and principal Meenakshi Mehta. Parents were greeted with flowers and a speech. A warm welcome was accorded to dignitaries. The song, most cherished by parents “We little dipsians welcome you” was presented by Little Dipsians. Music was made to match the melody of the little voices. The other highlights of the day were a glimpse of students of pre wing, yoga by nursery, public speaking, dance by nursery on the song “Jump in the line”, dance by KG students on the song “Sha la la la la”, “Instrumental jungle dance” by the Prep students, play on the theme “Save the earth”. The last item was a song presented by the children “Yeh mera India”. Fun games were also organised for the tiny tots and parents.

College holds discussion on female foeticide

Group Discussion, slogan writing and poster making competition were organised on the topic of stop female foeticide at PCM SD College for Women, Jalandhar. All professors gave their valuable opinion on the issue and strongly condemned female foeticide. Students made posters and slogans on the topic like ‘Save the girl child and ensure the future’, ‘Female foeticide-Save the girl child’, ‘Bitiya bachao’, ‘Prakriti bachao’, ‘Female foeticide is one of the crime’.

In an effort to develop cooperative relations on the basis of established contacts and mutual understandings, Dr BR Ambedkar National Institute of Technology (NIT) has signed an international academic exchange agreement with the University of South Alabama. The agreement was signed by Prof Samir Kumar Das, director of the NIT, Jalandhar, and Dr John W Smith, acting president of the University of South Alabama, on July 12.

The agreement envisages development of academics and cultural interchange through mutual assistance in the areas of education and research for both the educational institutions. It will remain in force for a period of five years. Agreement has two main parts - area of cooperation and methods - while the third part is regarding the effective date and its length.

Talking to The Tribune, Prof Das said under the agreement, there will be exchange of faculty members, technical staff and students. “The teams of both the institutions will conduct joint research works, participate in seminars and academic meetings, cultural exchange activities, joint participation in international training courses and many other activities relating to the education, research, personnel development programmes,” said Prof Das. Dr SJS Bedi, technical adviser to the Director, NIT, revealed that the institute had also signed three more memorandums of understandings (MoUs) in last three months. The first MoU was signed with the National Institute of Technology, Puducherry, on May 28, the second with Guru Nanak Dev Engineering College, Ludhiana, on June 17, and the third with Sri Venkateshwara College of Engineering, Pennalur, Sriperumbudur, Tamil Nadu, on June 21, said Dr Bedi.

Nakodar mishap: Van owner still at large, victims’ families protest

The family members of 14 schoolchildren, who were killed in a collision between a school van and a truck on March 4, today blocked traffic at the crash site near Gahiran village on the Nakodar-Jalandhar road.

They raised slogans against the administration for its failure to arrest van owner Harpinderpal Singh reportedly under political pressure.

The protesters, all residents of Talwandi Bharo, Mudh and nearby villages, said the police had failed to arrest the accused even as the latter’s bail application had been rejected by the District Sessions Court.

The van owner was booked 81 days after the accident under Sections 304 (culpable homicide not amounting to murder) and 188 (disobedience to order duly promulgated by public authority) of the IPC.

Harpinderpal of Gohir village was booked on a complaint from Major Singh of Talwandi Bharo village, whose son Gurjot singh was among the victim. He had said in his complaint that owner has failed to install speed governors on the van in spite of repeated requests and the vehicle was not painted yellow.

The then Nakodar SDM Jasbir Singh had also stated in his inquiry report that the van did not have a school permit and was not painted the right yellow colour. Later the tension could be defused when SP (D) Rajinder Singh reached the spot of the protest and told that the accused van owner had been arrested and would be produced in court on Friday. 

No action taken

The van owner was booked 81 days after the accident, which took place on June 24, under Sections 304 (culpable homicide not amounting to murder) and 188 (disobedience to order duly promulgated by public authority) of the IPC

The protesters, residents of Talwandi Bharo, Mudh and nearby villages, said the police had failed to arrest the accused even as the latter's bail application had been rejected by the District Sessions Court

Two die after consuming food at dhaba

Jalandhar, July 25
Two labourers working in a blanket factory at Focal Point here died in the wee hours today after they consumed contaminated food at a dhaba last evening.

The victims, Dharinder (18) and his brother-in-law Chandan Kumar (24), had food at the dhaba with two more persons at 9 pm and later went to sleep at their place in Gadaipur. Around midnight, they started complaining of severe pain in stomach. They were taken to a private hospital from where they were referred to the Civil Hospital. They died around 3 am.

SHO Maqsudan Piara Singh said two of the victims' friends and 100-odd labourers who had food at the same dhaba were absolutely fine. The kin of the victims said they routinely went to the dhaba.

Woman run over by Malwa Express

Phagwara, July 25
Vidhya Wati, 36, a woman from Bihar, was run over by Indore-bound Malwa Express, near Phagwara Railway Station, last afternoon. 

The deceased was crossing the railway lines when the accident happened. The GRP has registered a case and sent the dead body to the local Civil Hospital for a post-mortem examination.

Panja championship finals tomorrow

The finals of the Arm-Wrestling Championship - Ambuja BIG Panja League - organised by the Ambuja Cements to promote Punjab's traditional rural sports, will come to a close in Jalandhar on Saturday. The league, which entered in the final leg after months of preliminary contests across the state, is worth watching with a grand ceremony bringing together 16 strongest contestants from across the state at the premises of CT Institute, Shahpur, on July 27.

Addressing mediapersons, Lakhwinder Singh, president, Indian Arm Wrestling Foundation, and Ajai Srivastava, zonal head, Ambuja Cements, said the finals would be telecast on Spark Punjabi, an entertainment channel. They said the grand finale of the league would showcase the strength and willpower of 16 finalists chosen from across 57 towns in the region.
