Kapurthala, July 23
With more than one-fifth of the total FIRs lodged in the district being registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, tackling crime pertaining to drug trafficking seems to be the biggest problem for the police.

Of the total 1,152 FIRs lodged with the 15 police stations here since January this year, as many as 274 cases have been registered under the NDPS Act. Last year too, the district showed similar trends, with 475 of the total 2,237 FIRs lodged being those related to drug smuggling. There has been rather a jump of 2 per cent from 21 per cent last year to 23 per cent now.

The Kotwali police station seems to be the most notorious from the point of view of illegal drug business. There were 88 FIRs lodged under the Act last year, which till this year stands at 40.

The Phagwara Sadar police station, however, has seen a big spurt in drug haul cases, with 38 cases lodged round the year and tally already going up to 34 in less than seven months in the current year. The Satnampura police station has 16 out of total 33 cases (almost half) registered for the same crime.

The Kapurthala Sadar police station, too, has seen a jump, with 24 of 76 (one-third) total cases registered this year being those related to drug pedalling. Last year, 54 of the 307 cases were registered under the NDPS Act. The Kapurthala City police station, too, has a good number of cases registered, which stand at 21 this year against 54 in the previous year. Bholath and Begowal stand with the lowest tally of just five cases each registered under the Act in seven months. Kapurthala SSP was not available for comments.

Excise Act cases

  • The district police has also registered quite a few cases under the Excise Act this year. There have been 13 cases each registered at the Kotwali and Talwandi Chaudhrian police stations, nine in Subhanpur, six in Kabirpur and four in Begowal.

Jalandhar not far behind

  • In Jalandhar, too, the percentage of cases registered under the NDPS Act is also very high. At the Bhargo Camp police station, 86 cases have been registered under the Act since January this year. The number of cases at the Division Number 5 police station is 50 and at Basti Bawa Khel police station 49.

Jalandhar, July 23
A new policy for regularising illegal colonies may soon be simplified, as the first meeting of the 11-member committee, comprising four ministers and seven colonisers, was held at Punjab Secretariat in Chandigarh on Tuesday. The meeting continued for three hours in which various important points were discussed.

The meeting was chaired by revenue minister Bikram Singh Majithia and PWD minister Sharanjit Singh Dhillon, industries minister Anil Joshi, chief parliamentary secretary for local bodies Som Prakash and colonisers, including their state president Kultar Singh Jogi, RS Gill, Kamal Jaitley, Surinder Vashishth, Ashok Sachar, Ashok Kumar and GM Dhillon present.

Besides, chief parliamentary secretary for cooperation and Jalandhar (North) MLA Krishan Dev Bhandari and Jalandhar cantonment MLA Pargat Singh and Coloniser Bhupinder Singh Bhinda and Tarwinder Singh Raju also attended the meeting.

Soon after the meeting, coloniser RS Gill told The Tribune over phone that the colonisers had raised several points in the meeting and Majithia and others gave them a patient hearing,

The colonisers sought that a maximum of Rs 2 lakh should be charged per acre from colonisers for regularising the illegal colonies set up after 2007 and the plot holders should also be given relaxation. They also demanded that only 10 per cent amount should be asked to be deposited by a coloniser as advance while applying for regularising the amount.

The colonisers also raised the issue of stopping registering sale deeds of immovable properties on the basis of power of attorneys. Another meeting of the panel will be held soon and the colonisers were hopeful that the policy would be relaxed soon.

According to the new policy, a coloniser will have to deposit Rs 15 lakh per acre and a plot holder Rs 500 per square yard for illegal colonies set up before 2007 and Rs 2.5 lakh per acre and Rs 250 per square yard for illegal colonies set up after 2007.

Earlier a delegation of the colonisers met deputy Chief Minister Sukhbir Badal in Ludhiana a few days ago and demanded that the policy should not be implemented retrospectively and it should be relaxed and simplified. At this, Sukhbir formed the eleven-member committee headed by Majithia to simplify the policy.

Subsequently, the colonisers deferred their agitation against the new policy of regularising illegal colonies by depositing a huge amount.
