NHAI expresses inability to build flyover at Panthachowk
Srinagar, June 13 The government has now directed the Public Works Department (PWD) to prepare detailed project reports (DPRs) for construction of the flyover along the highway at Sanat Nagar, Bemina crossing, Bone and Joint Hospital crossing, which would then be submitted to the Union Ministry of Transport for funding. This was revealed during a recently held high-level meeting chaired by the Chief Secretary and attended by many other high ranking state officials and representatives of the NHAI, official documents revealed. Keeping in view the perennial traffic jams witnessed at many bottlenecks along the Srinagar-Anantnag and Srinagar-Baramulla highways, it was proposed during the meeting that the NHAI should explore the possibilities of constructing flyovers near Panthachowk and other spots. The flyovers would serve as a long-term measure as it was felt that the Panthachowk area would continue to be a critical point in view of the traffic generation at this point along the Srinagar-Anantnag highway. “The NHAI, which has been entrusted with widening of the Jammu-Srinagar National Highway, has expressed its inability to construct the flyover,” the documents revealed. “The NHAI project director disclosed that the widening of the highway from Sempora to Panthachowk and the construction of a new highway from Galandar to Parimpora in north of the city would provide relief from traffic congestion in the future,” it added. It was disclosed that the PWD had been directed by the Divisional Commissioner, Kashmir, to prepare DPRs for construction of flyovers at Bemina bypass crossing, Sanant Nagar crossing, Bone and Joint Hospital, Barzulla. The Chief Engineer, PWD, had been directed to forward the DPRs through the Administrative Department for onward submission to the Union Ministry of Transport for funding these projects if approved, the meeting was told. |

ICDS employees threaten indefinite stir from June 20

Srinagar, June 13 “Today, we discussed the issue of non-payment of our salaries. We have given a week’s time to the government and if our salaries are not released by that time, we have decided to go on an indefinite strike from June 20,” said Zareena Shafi, J&K president of the Supervisors and Child Development Project Officers’ Association. The employees also staged a protest in the city and demanded immediate release of their salaries. “We have been suffering immensely and we appeal to the government to release our salaries at the earliest,” said another ICDS worker. Srinagar: The Jammu and Kashmir teachers’ Forum (JKTF) has expressed anguish over non-payment of salaries to Rehbar-e-Taleem (ReT) teachers and teachers serving under the Sarva Shiksha Abhiyaan(SSA) scheme. These teachers have not received their salaries for the past three to seven months. “It is a gross violation of human rights,” said the JKTF. The JKTF held an interactive session of its members yesterday where concerns of such teachers were discussed. Abdul Qayum Wani, chairman, JKTF, said the people at the helm of affairs were non-serious towards their issues and it had resulted into utter trouble for these teachers. He said they would be holding a protest demonstration at the Directorate of School Education, Kashmir, on June 15 in protest against the non-payment of salaries. He urged the government to take immediate steps to release the pending salaries at the earliest. The other issues raised by the organisation during the meeting were inclusion of rendered service of 5 years and 7 years in favour of RETs, migrant substitute teachers, suitable posting for masters, head masters and lecturers and transfer policy for RETs. |

Tussle between sports bodies likely to affect new projects of Union Sports Ministry
Jammu, June 13 Sources said the Union Sports Ministry, under its ambitious National Sports Development Fund (NSDF) scheme, had already sanctioned a special financial package to the tune of Rs 6 crore for the construction of a brand new state of art multi-purpose sports complex at MA Stadium in Jammu. Sources added that though the construction work had already been allotted to a Kashmir-based firm to complete the project, there were apprehensions about allotting of upcoming new projects which were yet to be announced by the Union Sports Ministry. Sources said the Union Sports Ministry was planning to strengthen the sports infrastructure in the country by introducing a new scheme-Urban Sports Infrastructure Scheme (USIS)-in some states. Under this scheme, synthetic turfs for football, hockey and athletics and multipurpose indoor halls across the country under this scheme would be prepared. “There may be a possibility that under this scheme, the Union Sports Ministry might announce a major project for J&K, but for that there was an urgent need to streamline the overall functioning of sports,” an official said on the condition of anonymity. Sources said the Department of Youth Services and Sports (DYSS) was also likely to become the victim of this owing to its poor implementation of the centrally-Sponsored Scheme (CSS)-Panchayat Yuva Khel Aur Krida Abhiyan (PYKKA)-in the state. Sources in the Sports Department had claimed that the sports officials had recently approached the Union Sports Ministry to get information about the upcoming sports schemes to be introduced across the country, including J&K. “Before the introduction of new schemes, the authorities wanted to know about the actual status that whether the targets set under the PYKKA scheme, to strengthen the sports at grass-root level, were achieved or not. Looking at the present situation, it will be better for the department not to take a single new scheme because already we are unable to run the PYKKA scheme well and the Union Sports Ministry is rightly thinking to shelve its plan, thereby not putting additional burden on the department,” a sports official claimed. |

Grand finale of Choona Hai Aasman tomorrow
Srinagar, June 13 "This year, district level, range level as well as the zone level competitions of “Choona Hai Aasman” Season-III have already been conducted and now the grand finale will be held at Sher-i-Kashmir International Convention Centre (SKICC), Srinagar, on June 15." said Additional Director General of Police, Headquarters, Dr S P Vaid during a media briefing in Srinagar. The show that traverses to the entire length and breadth of the state had started at each district where more than 3,000 to 4,000 artists simultaneously performed in all the 25 districts of state under the supervision of Superintendents of Police. “Consequently, more than 1 lakh aspirants competed for the top slot in male and female categories. The winners of each district were then called at the range level (a combination of three districts) and compete under the supervision of Range Deputy Inspector General of Police. Those selected in the ranges then compete at the zone level for the best three slots in junior and senior categories and then progress to the finals Jammu Zone versus Kashmir Zone to determine the winners and thereby showcase the best talent of singing in the state,” Vaid said. “The endeavour has been bringing good results and the winners of our state level competitions have competed at the national level in the famous reality shows on satellite channels also,” he said. “Sonali Dogra participated in “Voice of Punjab” of the PTC Punjabi Channel and stood overall second. Sumit Kumar, a finalist of “Choona Hai Aasman” Season-1 was among the 16th finalists of the Zee TV’s “Sa Re Ga Ma Pa”- 2012. Sumit Kumar along with Mudassar also reached finals of the singing competition “Bharat Ki Shan” on DD National. Drive to eliminate child labour intensified in Kupwara
Kupwara, June 13 The team of officials warned owners to desist from engaging children below 14 years of age in any kind labour. “We spread necessary awareness about the menace of child labour among the owners of workshops, hotels and other commercial establishments. We warned them to refrain from violating labour laws or face dire consequences,” said Bhat. “The drive will be held in Handwara and other major towns of the district in the next few days. We are committed to eliminate the menace of child labour from society and safeguard the rights of laborers,” he added. Local residents hailed the drive and hoped that more such drives should be conducted in future to eliminate the menace of child labour from society. Child Labour Day was observed on June 12 and the ALC and his field staff held a seminar in the town to make people aware of ramification of the child labour. Bhat urged parents not to engage their children below 14 years of age in any kind of labour, but enroll them in educational institutions to pursue education. “Increased awareness is a must to make people aware of long-term ramifications of child labour. At regular intervals, we will also hold seminars in bordering areas near the LoC of the district to make people aware of the menace of child labour and significance of labour laws,” said Bhat. Proceedings of the cases of child labour were held in the court of the ALC and owners found guilty of engaging children below 14 years in labour were fined Rs 10,000. “It is unfortunate that even well read people, including bureaucrats, tend to engage children below 14 years of age for household chores at their homes. People from all walks of life should join hands in eradicating the menace from society,” added the ALC. |

Employees’ bid to gherao Civil Secretariat foiled
Srinagar, June 13 After protesting at the Press Enclave, the JKULBUEF members tried to march towards the Civil Secretariat. However, the police foiled their attempt by taking several protesters into preventive custody. The other JKULBEUF demands include implementation of the service recruitment rules, release of 20 per cent arrears under the Sixth Pay Commission, setting up of a transparent transfer policy within the department and regularisation of daily wagers and consolidated employees having more than 15 years service in the department. The forum is also demanding time-bound settlement of pension and commutation cases besides timely release of salaries. Another association, Urban Local Bodies Employees Association led by A M Dar, also protested at the Press Enclave. Pertinently, the bid of the Joint Consultative Committee (JCC), an amalgam of various government employees' bodies, to gherao the Civil Secretariat was also foiled earlier this week. |

PoK govt reserves seats for Kashmiri students in professional institutions
Srinagar, June 13 This has been claimed by the moderate faction of Hurriyat Conference in a statement issued here today. “The Azad Jammu and Kashmir government has issued a notification stating that there will be reservation for Kashmiri migrant families and students in various academic and professional institution throughout the Azad Kashmir,” the moderate faction of Hurriyat Conference said in a statement issued on behalf of the JK National Peoples Party (JKNP), which is a constituent party of the amalgam. The statement claimed that the decision to reserved seats in academic and professions institutions of the PoK was conveyed to JKNP vice-president Basharat Ahmad, who is the media secretary of PoK president Sardar Mohammad Yaqoob. “As per the notification issued, 15 seats for medical and engineering courses shall be reserved for Kashmiri students in professional institutions of Azad Kashmir,” the statement said. It has also been notified that 30 seats shall be sponsored for higher education in different uiversities of PoK on 100 per cent scholarship scheme for students of the Kashmir valley. Moreover, 7 per cent reservation had also been notified for Kashmiri migrant families living in PoK since early 90’s in the region, it added. |

Govt fails to prepare regularisation policy for REZs, says Assn
Jammu, June 13 Addressing the technocrats, Dr Surinder Radotra, president, Jammu and Kashmir Agricultural Technocrats Association, lambasted the state government for not fulfilling the promise made by the Chief Minister for the concrete regularisation policy. “The Chief Minister had committed that the technocrats would be regularised in a batchwise manner. Now, we appeal to the state government to stick to its promise,” Radotra said. “The taleem pattern is considered for five years, contractual/Adhoc is considered for seven years, then why will REZ’s be regularised in nine years. Even the need based employees and casual labours in various departments are regularised in period of seven years than why highly professional degree holders (REZ) are given a step-motherly treatment for their regularisation in nine years,” he added. The Jammu and Kashmir Agricultural Technocrats Association, however, appreciated the role of Director, Agriculture, J&K, Chief Agriculture Officer and other officers concerned for their cooperation while defining their work. Going the extra mile to serve humanity
Srinagar, June 13 Ramesh is a regular employee at LD Hopsital, Srinagar, Valley’s public maternity hospital, where he has been donating blood since 2005. He was awarded a Certificate of Appreciation and participation by Dr Javid Iqbal Khan, Head of Department, Hematology. Ramesh, a Kashmiri Pandit, feels that his blood donation practice has only strengthened bonds with the Muslim community in Kashmir. “This is my way of serving humanity. I fell blessed to be donating blood at a hospital where the requirement of donating blood is always high,” he said. Ramesh has been an inspiration for his children who also donate blood along with him. “My 18-year-old daughter and 19-year-old son are regularly donating blood. I keep telling them that if they love God, they should be doing something to serve the society,” Ramesh said. Dr Khan, while lauding Koul’s blood donation activities, said Koul serves as a trendsetter for all those who get scared at the thought of donating blood. “Blood donation is a part of a healthy lifestyle and everybody who is above the age of 18 years should donate blood after every three months. In developed countries, blood donation practices are more often as compared to developing countries. It is a part of healthy regimen,” Dr Khan said. |

JKLF expresses anguish over condition of Kashmiri prisoners
Pulwama, June 13 “We are worried about the health and welfare of our leader and stress the authorities to provide him proper care,” a statement issued by the JKLF said. The statement said hundreds of Kashmiri prisoners were facing severe difficulties and hardships in different jails. “Even families of the prisoners face severe hardships when they visit them,” the statement said, adding that besides hot weather, atrocities and oppressive measures from jail authorities had also increased. The JKLF, in its statement, has stressed to save the lives of the Kashmiri prisoners. It’s high time now, they should be shifted to Kashmir, the statement added. The JKLF paid rich tributes to the recently killed militants of Pulwama, Mohammad Ashraf Ashiq Hussain and Sajjad Ahmed Mir. A JKLF delegation, led by Showkat Ahmad Bakshi, visited the houses of all these militants and expressed solidarity with their families.

Patient’s attendants booked for assaulting ambulance driver
Kupwara, June 13 “The accused will soon be arrested. The police has registered a case in this regard,” said the BMO. He said about 30 persons attending a patient, who had suffered a grievous head injury, boarded an ambulance. “After the driver refused to ferry all the attendants, they beat him up ruthlessly,” added the BMO. The driver had asked only four or five attendants to accompany the patient to the SKIMS hospital in Soura. He said the patient had suffered grievous head injury due to a fall and was referred by doctors to the SKIMS for specialised treatment. |

Baramulla to get sports academy, Astroturf
Srinagar, June 13 This was announced by Minister for Medical Education, Youth Services and Sports Taj Mohi ud Din, while addressing the closing ceremony of the first phase of the summer coaching camp here today. He said in order to strengthen sports infrastructure in Baramulla, an indoor sports stadium would also be constructed to make sports a year around activity which takes a hit due to harsh winter conditions in the Valley. Taj said Prime Minister Manmohan Singh was very keen for the welfare of youth of the state and for this, Rs. 700 crore Central package to strengthen sports infrastructure in the state was in the pipeline. Under this package, he said, every panchayat would have a sports field and an indoor stadium would be constructed in every block of the state.

Village Defence Committee member shoots himself
Rajouri, June 13 The incident took palace nearly 40 kilometres away from district Rajouri where a member of the Village Defence Committee identified as Bansi Lal, son of Sadhu Ram, resident of Gundha Khawas in Budhal tehsil, shot himself dead with his rifle mysteriously. Station House Officer Sajjad Sheikh said they had taken the body of the deceased to the local hospital for postmortem and the body will be handed over to Bansi Lal’s family for last rites.
