Rohtak, May 27 "Money and liquor are being used to influence the voters, who are poor and uneducated and were daily wage earners," claimed an official of the local administration. The candidates are issuing slips to their supporters and workers to have free access to liquor, food and foot the petrol bills for the vehicles engaged in the campaign, he said. Even the number of vehicles being used by a majority of the candidates were several times more than the prescribed limit. According to reports, one person identified as Ganeshi (45) of Sanjay Nagar died reportedly due to excessive consumption of liquor in Ward number 13 on Saturday. As many as 22 candidates are trying their luck in this ward. The police seized around 600 cartons of liquor from a truck on Sonepat Road on Sunday. It is reported that the liquor was meant to be supplied in a locality during the election process. Several bottles of illicit liquor were also seized from various spots on Monday, said a spokesperson of the district police department. The expenses limit of Rs 2 lakh for each candidate in the elections was meagre in view of the huge amount being spent by many candidates in the ongoing campaign, claimed Raj Singh Hooda, a social activist. He said the norms regarding the expenses were openly flouted though the authorities may claim that all rules were well in place. He said some candidates may have pumped in several lakhs of rupees already as they wanted to win the poll at any cost. As many as 275 candidates are in fray for the 20 wards in the

Apart from traditional style of canvassing to reach out to voters, the candidates are also using the print, electronic and social media for making appeals to seek the support of people. However, rumours prevail in the town that candidates are offering ration to the poor, mobile sets to the youth and bikes or LCDs to a house with 10 or more voters. The big fight

All eyes are set on Ward No 12, reserved for women, where detractors of local MLA Sumita Singh are rallying behind Brij Gupta, a known adversary of local MLA, who has fielded his wife Renu Gupta from this ward. Fake pensioners detected in Gharaunda
Gharaunda (Karnal), May 27 The scandal was exposed by Romesh Verma, sarpanch of Kamela village, who pointed out that a woman, whose husband was alive, was drawing widow pension. The police has booked four persons, including two women, for conspiracy and fraud and further investigations are in progress. The Social Welfare Department has also served a
notice on the defaulter pensioner to deposit the money with interest. Romesh had told the court that some ineligible people were drawing pension in a fraudulent manner by producing fake document and pointed out that a village woman, Dhanpati, whose husband Hardayal was alive, was drawing widow pension since 2005. A lumberdar had identified that Dhanpati was a widow. Dhanpati has been asked to deposit Rs 72,000 which she had received as pension for which she was not eligible. The amount included interest of Rs 20,000. In another case, the sarpanch disclosed that Sukhma Devi was drawing double pension despite the fact she was a panch. She was receiving disabled pension and now she has also started getting ex-serviceman pension after the death of her husband. She has also been served a notice to deposit Rs 7,358 drawn by her as pension, while a village chowikadar Dhairam, who is drawing salary from the government, was also receiving old-age pension. Earlier, four other persons, who were not entitled to old-age pension and were illegally drawing the pension, have been booked. These included Zile singh, Ramkaran, Nafe Singh and Balbir. |

Karnal, May 27 In the medical stream, Sudhanshu Katpaliya of Pratap Public School, Jarnaily Colony, topped the list with 96.4 per cent marks while some other high-scoring students included Tanya Behl of Dyal Singh Public School (96.6 per cent), Parul Manocha of St. Theresas Convent school (96.2 per cent) in the commerce stream and Lakshya Arora of St. Theresas Convent School (96.4 per cent) in the non-medical stream. Gurgaon: Sagarika Jaiswal topped the district in CBSE Class XII board examinations by securing 98 per cent marks. A science student at the Delhi Public School's sector 45 branch, Sagarika got 97 in physics and 99 in both chemistry and maths, and a hundred out of hundred in economics. Rohtak: Three students of the local Model School have secured more than 95 per cent in the CBSE plus two results . School principal said Abhimanyu topped the school in the non-medical stream with 96.8 per cent marks. Garima Arora secured 97.8 per cent in the commerce section while Sindhuja got 95.4 per cent in the medical stream. |
Residents’ welfare associations roped in for Aadhaar enrolment
Gurgaon, May 27 Presiding over a meeting held in this regard here today, Deputy Commissioner PC Meena directed the enrolment agencies to employ more machines and make the procedure people friendly. The district administration also called a joint meeting of representatives of the RWAs and service provider agencies to chalk out a schedule for the preparation of Aadhaar cards. Meena directed the service provider agencies to inform the district administration whenever they change the location of any enrolment centre, so that the people could be informed accordingly and the people residing in the nearby areas could benefit from it. The agencies claimed that almost 45 per cent of Gurgaon residents had already been enroled for Aadhaar and 8.28 lakh more residents were yet to be enrolled. UIDAI Deputy Director VP Tyagi said those people who had enrolled for Aadhaar more than 20 days ago could log on to www.uidai.gov.in and know the status of their Aadhaar enrolment. Alternatively, a person can also know about his Aadhaar card status by logging on to www.uidai.gov.in/check-your-aadhaar-status.html and in case the status of a person shows that his/her Aadhaar has been approved/generated, he/she can download the e-Aadhaar from www.eaadhaar.uidai.gov.in <http://www.eaadhaar.uidai.gov.in>. In case the Aadhaar status shows ‘in process’ or ‘data not found’, one should wait and if it shows 'Aadhaar rejected', the person concerned should get himself re-enrolled at the nearest enrolment centre. ‘Identify need for GIS techniques’
Chandigarh, May 27 Khandelwal was addressing participants during a workshop on GIS in governance organised by the Science and Technology Department here yesterday. She said if required, the visit to the counterpart departments of Himachal Pradesh and the Aryabhatta Geo-Informatics and Space Applications Centre (AGiSAC), Shimla, could be coordinated by the Haryana Space Application Center (HARSAC). The aim of the workshop was to sensitise the officers of various user departments about the applications of remote sensing and GIS techniques in planning, monitoring and evaluation of their department-specific resources or projects or schemes and their importance in the overall development of the state. Khandelwal appreciated the efforts made by AGiSAC and requested the scientists of HARSAC to replicate some of the very useful applications in Haryana. She elaborated that this was a first stage sort of interaction and HARSAC would guide them in all respects, share its expertise and was ready to arrange departmentwise meetings to develop applications as per their requirement. It is a herculean task involving the development of plethora of formats to generate useful applications and reports, she added. On this occasion, Hement Gupta, Joint Member Secretary, Himachal Pradesh Council for Science and Technology and Environment, and his team of technical experts from AGiSAC, Shimla, made a presentation and live demonstration about the applications developed by them for various departments of their state. |
EC reviews arrangements
Karnal/Panipat, May 27 No serious complaint like threat has been received from any Municipal corporation though a complaint was received from Yamunanagar on paid news that "the media are taking money under the garb of holding interviews", Dharam Vir Singh, who was here to review poll arrangements, told mediapersons. All returning officers had been directed to send hourly updates on law and order and polling through SMS, he added. He said for the convenience of the public, candidates, political parties and administration, boothwise graph, lists of voters, wards and polling stations had been uploaded and made accessible on the website of the Election Commission. An additional police force would be deployed at sensitive/hypersensitive polling stations and special attention would be paid to the building where more than four polling stations have been set up and no new arm licence would be issued till the elections are complete. |
Excise dept to be computerised
Bhiwani, May 27 Excise and Taxation Minister Kiran Chaudhry today said the government would observe zero tolerance on corruption in the department and stern action be taken against those who are found involved in any corrupt practices. Kiran Chaudhry was addressing a programme organised by the Excise and Taxation Inspectors Association here today. She said the state had registered additional revenue of 13 per cent due to hardwork and persistent efforts by the officials. However, she said the hike was not enough and directed the officials to
further increase this revenue. Excise and Taxation Commissioner Anil Malik said it was for the first time that under the Excise Policy, the state had collected revenue of Rs 550 crore as

Construction near IAF ammo depot in Gurgaon
Chandigarh, May 27 A Division Bench of Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain dismissed the petitions during the resumed hearing of an ongoing petition filed in public interest against encroachments in prohibited zones around the air force stations in Gurgaon and Faridabad. In their petition, some residents, who had constructed houses in the prohibited zone near IAF’s ammunition depot, sought directions to the authorities concerned to provide them power connections on the ground of right to equality. They argued that a large number of residents, who had raised constructions wihin the restricted zone, have already been granted electricity and water connections by the local authorities. But the authorities have now refused to grant them the facility. Counsel for the Union of India, Onkar Singh Batalvi, told the Bench that encroachments wihin the prohibited zones in Gurgaon and Faridabad had been removed. Taking a note of his assertion, the Bench adjourned the case to July 19 for further hearing. |

After VDS, drive likely to detect unauthorised load
Chandigarh, May 27 A DHBVN spokesman said here today that a consumer could be imposed a penalty of Rs. 150 per unauthorized kilowatt domestic load, Rs 600 per KW non-domestic load, Rs. 1,000 per BHP metered agriculture load, Rs 2,000 per BHP for unmetered agriculture load and Rs 420 per KW unauthorized low-tension industrial load. In the case of domestic, non-domestic and LT industries, an advance consumption security would be paid by the consumer and the load would be regularised on a permanent basis . He said under the VDS, the consumers were required to pay only the advance consumption security (which is payable at the time of new connection also) for the declared load. No penalty would be imposed on the unauthorized load declared under the VDS. The security payable in the case of agriculture load was only Rs 100 per increased KW load. |

Village schools to get more power supply
Hisar, May 27 The Dakshin Haryana Bijli Vitran Nigam (DHBVN) announced some steps towards improving the power supply to government schools falling in the rural areas of the state. Under the steps announced yesterday, the DHBVN has decided to shift the supply of electricity of government schools that are on agriculture feeders to rural domestic feeders. The DHBVN provides the power supply for eight hours in a day to agriculture feeders while the consumers linked to the rural domestic feeders get electricity for 14 hours in a day. In case the schools are situated near urban feeders, the same will be connected with urban feeders, said a spokesperson of the DHBVN. The power supply to urban feeders is for 20 hours in a day, though at present, the urban consumers are getting electricity for more than 20 hours due to the availability of power, he said. The nigam would bear the expenditure of shifting power lines of the schools from its previous feeder to the new feeder. He said High Tension (HT) wires crossing over the schools would be shifted immediately at the nigam’s cost. It would take one month for change of feeder and two-and-a-half month for HT wires, the spokesperson added. He said it would be ensured by the Executive Engineer concerned to get this job done in a time-bound manner after getting the request of the District Education Officers. The announcement, once implemented, would not only provide respite to teachers and students, who have to remain without power for most part of the days, it would also help making the learning of computers easier in schools. Computers supplies to government schools have been largely rendered useless due to the lack of power supply. Overhead HT wires, too, pose a great threat to the safety of children in schools and the decision to shift these wires would make schools safer places for children. |
Home for disabled marries off minor
Karnal/Panipat, May 27 He said later the president of the Pravasi Suraksha Vahini Raj Singh Chaudhry informed him that that his daughter was in Mother Teresa Home, Panipat, and when he went there to meet his daughter, the authorities told him that his daughter had been married to Sombir, a resident of Gadwali village in Jind district on December 28, 2012. Terming the marriage of his minor daughter as sale, Mamchand sought police help in recovering the girl and action against the manager of the home. Mamchand said, "My minor daughter was forced into marriage by the authorities”. The police has registered a case against Sombir and the manager of the disabled home. |

Chandigarh, May 27 An official spokesman said that sports kits of Rs.1 lakh each were also being provided in these villages to enable the youth to get training in sports. He said that one basketball poll, one volleyball poll, four basketball nets, three volleyball nets, footballs and weight training set were also being provided in villages. He said that the honorarium being given to trainers and Krida Shri in sports complexes had also been enhanced from Rs 500 to Rs. 3000. He said that in Sirsa district , Krida Shris (coaches) had been appointed in 225 villages. In view of the increasing interest for hockey in Sirsa district , the state government had approved an astroturf ground in Jiwan Nagar to be constructed at a cost of Rs 5 crore. The spokesman said with a view to promoting sports in rural areas, stadia and playfields had been constructed in 22 villages. Groundmen and ground managers had also been appointed in these stadia and playfields. He said that sports stadiums had been constructed in eight villages of Sirsa district, namely Kanwarpura, Jamal, Dholpalia, Balasar, Nuhiyanwali, Sukhchain, Godika and Ganga. Besides, sports stadiums had been constructed in Masitan and Kotli Khuiyamlkana villages under the scheduled castes scheme. Besides, playfields had been constructed in another 11 villages, he added. |
State BJP chief rules out alliance with INLD
Yamunanagar, May 27 He said talks about the BJP cosying up to the INLD were the handiwork of rumour-mongers, who were working at the behest of vested interests within the Congress and the INLD. The BJP chief said it was the fear of the BJP-HJC alliance forming the next government in the state, which had forced political rivals to concoct such
stories. He said that the party's national level leadership had met INLD chief Om Prakash Chautala on humanitarian grounds and it was inappropriate to read between the lines and derive political implications out of such a meeting. |

District judges to hear appeals of school staff
Chandigarh, May 27 While stating this here, a spokesman of the School Education Department said the tribunals already notified by the Punjab and Haryana High Court would also hear such appeals. He said the Supreme Court had observed in a judgement dated October 30, 2002, in TMA Pai Foundation and others versus State of Karnataka that for the redressal of grievances of employees of unaided educational institutions, who were subjected to punishment of termination of services, mechanism would have to be evolved by constituting appropriate tribunal. It was also stated that the right of filing appeals would lie before the District and Sessions Judges or the Additional District and Sessions Judges till the tribunals were set up.

Govt to crack whip on negligent doctors
Chandigarh, May 27 Taking a serious note of an incident in Fatehabad district where a poor pregnant woman delivered outside the hospital emergency, the Director-General, Health
Services, (DGHS) has shot off a letter to the Civil Surgeon, warning delinquent medical officers and paramedical staff of strict disciplinary action if such an incident was
repeated. “The Civil Surgeons are directed to ensure proper medical care to patients visiting health institutions. They are directed to sensitise doctors and paramedical staff about the protocols and ethics involved in treating and, if need be,referring patients to other hospitals,” a recent DGHS letter stated. Meanwhile, the DGHS has also directed the Civil Surgeons to periodically review the working of ambulance services and ensure that they reached the site of accident within reasonable time. This follows complaints that the service 102 of providing ambulances to the accident victims was not functioning properly. Anti-rabies vaccine
The Health Department has asked the Civil Surgeons to ensure adequate supply of essential medicines in general and anti-rabies vaccines in particular in respective districts. There were complaints that the anti-rabies vaccines were not available in certain health institutions. |

Wheat arrivals pick up in mandis
Chandigarh, May 27 Stating this here, a spokesman of the Food and Supplies Department said out of it, over 58.71 lakh tonnes of wheat had been procured by the government agencies at the minimum support price and 9,232 tonnes had been purchased by the private millers and traders. He said HAFED had procured over 22.77 lakh tonnes of wheat, the Food and Supplies Department over 14.61 lakh tonnes, the Food Corporation of India over 7.25 lakh tonnes, the Haryana Agro Industries Corporation over 5.70 lakh tonnes, the Haryana Warehousing Corporation over 5.29 lakh tonnes and CONFED had purchased 3.06 lakh tonnes of wheat.

106 kg of marijuana seized
Gurgaon, May 27 with the contraband brought from Orissa. The police detained the truck near the Sector 34 market. Packets of marijuana were found stuffed in a secret chamber under the driver's seat. The police arrested the trio under the NDPS Act . The accused revealed that they would get drugs from Orissa for supply in Gurgaon, Delhi Faridabad and Bhiwadi. |
Two shot dead in Sonepat
Sonepat, May 27 Sources said Bijender along with five other armed youths came in a Scorpio to the village and fired at the victims and escaped. While Satnarain died on the spot, Surender succumbed to his injuries on the way to the medical college, Khanpur Kalan. The bodies were brought to local civil hospital for a postmortem examination. The police has formed five teams to nab the accused. |
