23 candidates booked for defacing govt properties

Hisar, May 26 Action under Section 3A of the Haryana Prevention of Defacement of Properties Act, 1989, had been initiated against the 23 candidates, said ADC Ashok Kumar Garg, who is a returning officer for the Municipal Corporation poll. Separate cases have been registered at the city police station, Civil Lines police station and Sadar police station, depending on the area of jurisdiction of the police station where the respective wards of the candidates are located. Section 3A of the Haryana Prevention of Defacement of Properties Act, 1989, provides, “Whoever defaces any property in public view except any board or wall provided for advertisement and publicity by writing or marking with ink, chalk, paint or any other material, except for the purpose of indicating the name and address of the owner or occupier of such property, shall be punishable with imprisonment for a term which may extend to six months or with fine which may extend to Rs 10,000 or with both. The person responsible for defacement is also liable to remove that defacement at his own cost.” Eight candidates from ward 6, three each from ward 14, 15 and 18, two each from ward 8 and 13 and one each from ward 17 and 19 are facing action under the Act. Based on a video footage recorded on the orders of the authorities, action has been initiated against Anoop Atwal, Sandeep, Sajay, Sheela Devi, Man Singh Chauhan, Ram Phal, Sanjay and Rajat Tank from ward 6. Action has also been initiated against Pankaj and Dayanand from ward 8, Rattan Singh Saini and Rajinder from ward 13, Vasudev, Dhansham Goyal and Amit from ward 14, Anil Taneja, Saro and Gaurav from ward 15 and Meenakshi from ward 17. Rajesh, Karamvir Dhillon and Praveen Dhanda from ward 18 and Satyawan Pannu from ward 19 have also been booked under the provisions of the Haryana Prevention of Defacement of Properties Act, 1989. |

Rohtak, May 26 Around 295 candidates are trying their luck to get elected from the town for the first time since the civic body was upgraded about two years back. "Postors, banners and hoardings have been put on every road and corner of each of the locality and a majority of these have been put without the prior permission and information of the owners of the residences or the authorities concerned,’’, claimed Darshan, a resident of the local housing board colony here. He said the candidates contesting the elections from ward no 18 have put up their posters on the walls of several private buildings. According to Parveen Kumar, a resident of Chunnipura, candidates have pasted the election material on not only the walls of the houses, shops, but also on the walls of the schools and government buildings. He said even the electric poles have not been spared by the candidates. Meanwhile, the district election officer has issued a list of spots where the candidates have been directed to hold election meetings and put up election banners, hoardings and posters for the poll in the wards. |
Amid talk of BJP cosying up to INLD, Bishnoi says pact on firm footing
Chandigarh, May 26 While the BJP's alliance partner, the Haryana Janhit Congress (HJC), watches this "affair" unfold, its party chief, Kuldeep Bishnoi, refuses to doubt the BJP's commitment to him, emphasising that the alliance is on a strong wicket, notwithstanding the meetings of senior BJP leaders with INLD supremo Om Prakash Chautala over the last few days. "We have both been betrayed in the past. The BJP suffered at the hands of the INLD as its alliance partner when the party was in power in Haryana while I was 'betrayed' by my own MLAs who were elected to the assembly on the HJC ticket. Contrary to all expectations, we will contest the next year's parliamentary and assembly elections together," Bishnoi said. The frequent meetings between BJP senior leaders, including party chief Rajnath Singh, with hospitalised INLD supremo Om Prakash Chautala may cause another alliance partner to break into a sweat but Bishnoi is unfazed. Confident that the BJP will not dump him for the INLD when the time comes, he maintains that the INLD has no standing nationally. "BJP senior leaders have confided in me that the INLD has never won a parliamentary seat or ruled in the state after the death of former Deputy Prime Minister Chaudhry Devi Lal. Today, Chautala cannot guarantee a single seat from Haryana. An 'outsider', MP Ashok Tanwar, won the Sirsa seat, considered the Chautala bastion. I can say with conviction that Hisar is my seat," he said. Within the BJP, there is a section of leaders which still wants to "go with the Chautalas" for the mass base the party has but there are others in the BJP reluctant to touch the INLD for the indictment of the Chautalas in the JBT scam goes against the clean image the party wants to present. "Their's is a national party where decisions are taken by the parliamentary board. There may be local leaders within the party which are inclined towards the INLD, but the BJP's board takes the final call and our alliance has been stamped by the party top brass," he said. While the BJP is contesting the Municipal Corporation elections on the party symbol, the HJC has chosen to stay away. In a number of wards, the HJC and the BJP are face-to-face in a contest, raising doubts about the fate of the alliance in the days to come. However, Bishnoi dismisses this, too. |
Sampat mocks promises made by BJP
Hisar, May 26 He said whatever promises had been made, the two parties had not revealed the sources from where they were going to fulfill these promises. "Both the BJP and the INLD have promised improvement in the civic amenities and at the same time they have promised to waive house tax, water tax and all other taxes, but they are silent on the source of revenue that will be needed for development projects," said Sampat Singh. He said both parties had promised to regularise illegal colonies and also promised to provide water and sewer connections to these localities, though these are the functions of a state government and the Nagar Nigams have nothing to do with it. He said similarly, the promise of giving scooties to girls and Tablets to boys and an unemployment allowance of Rs 4,000 per month to the youth were hollow promises. |

Chandigarh, May 26 INLD promised that property tax would be abolished, basic amenities be provided, drinking water problems be solved, undeclared ban on registration of properties to be lifted and four-storey buildings be allowed in cities, once the INLD candidates come to power in the upcoming municipal elections. INLD leaders said that fourth class employees would be given regular appointment. |

The Public Health Department regularised 601 water connections and 22 power connections were sanctioned. Social Welfare Department officials sanctioned pension to 14. The DC distributed three tricycles to differently abled persons which were donated by OP Jindal Gramin Jan Kalyan Sansthan. The DC said under the Indira Priyadarshni Vivah Shagun Yojna, Rs 3.79 lakh had been deposited in the account of beneficiaries from this village. As many as 544 persons were medically examined in a camp. The Revenue Department settled 22 cases of domicile certificates and land mutations. |
Kiran on inauguration spree in Tosham
Bhiwani, May 26 Kiran Choudhry laid foundation stones of several drinking water and sewerage projects and inaugurated a power distribution project in Tosham and Bhiwani today. In Baganwala village in the Tosham assembly segment of Bhiwani, the minister inaugurated a 33-KV powerhouse constructed at a cost of Rs 2.50 crore. She also laid the foundation stones of water projects at Dharan and Nigana Khurd to be constructed at a cost of Rs 1.43 crore and Rs 1.94 crore. The minister also laid foundation stones of boosting stations at Dariyapur and Dhani Dariyapur. In Dev Nagar Colony of Bhiwani town coming under her daughter Shruti Choudhry’s Bhiwani-Mohindergarh parliamentary seat, Kiran Choudhry laid the foundation stone of an “intermediate pumping station”. The project will be constructed at a cost of Rs 1.30 crore. Incidentally, both drinking water and sewerage come under the Public Health Engineering, a department headed by her. “In Bhiwani town and the villages falling under this district where the drinking water problem was acute in the past, I have initiated project that will remove all water woes of the people till 2025,” Kiran Choudhry said while speaking to The Tribune. She said all ongoing projects would be completed by September 2014. Earlier, addressing people after inaugurating 33-KV powerhouse at Baganwala, she said the government had started execution of a Rs 2,000 crore plan to strengthen the power distribution system in the state so as to give reliable and qualitative power supply to all categories of consumers. She said with the commissioning of 33 KV substation at Baganwala, about 1,100 consumers of Baganwala, Dadam, Sarala and Jhamri villages will get benefit of improved voltage and regular power supply. |
Chief Secretary given 7-day ultimatum
Gurgaon, May 26 Not satisfied with the department issuing chargesheets to 14 officials, including five HCS, who have served as estate officers, the Gurgaon Progressive Forum claimed it to be mere eyewash as, according to them, no concrete step has been taken to remove the encroachment. “We have asked the Chief Secretary to remove the encroachment in 7 days or face legal action. What good will chargesheets do if 25 illegal shops continue to exist there. Despite a Vigilance report being submitted in February, HUDA has not made a single FIR against encroachers. Ironically even the Vigilance has spared the electricity and sewerage officials who went ahead giving fresh connections to encroachers without verification,” said Raman Sharma, president of the forum. HUDA Administrator Praveen Kumar had recently directed the estate officer to draft chargesheets against 14 officers, including 5 HCS officers, for neglecting their duty. According to the report, it was in 2003 that HUDA decided to acquire this land and the proceedings started in 2006. Though a petition was filed in 2008, the Supreme Court turned it down allowing HUDA to take possession of the land. Incidentally a couple of villagers of local Islampur village set up shops there overnight refusing to vacate the land. The officers did not take any legal action against the encroachers and did not even send any report to their seniors. The encroachment has so far hampered major development projects. |
Work on Asoka Edicts Park begins at Yamunanagar village
Topra Kalan (Yamunanagar), May 26 Village sarpanch Ramkali said King Asoka had erected one of the edict pillars in the village, which was removed and shifted from here to New Delhi by Feroz Shah Tughlaq in the 14 century. The bhumi pujan was attended by Additional Deputy Commissioner Satbir Saini and British Buddhist monk and author of the book "The Best to Catch a Snake" Karma Yeshe. The Buddhist Forum had recently joined hands with the local chapter of INTACH to restore the park at the village. INTACH’s district convener Major RS Bhatti, who also participated in the pujan, said the project would be completed with the assistance of experts of the IIT-Roorkee. President of the forum Sidhartha Gauri said the representatives of the forum had travelled across India and even neighbouring countries like Sri Lanka, Nepal, Bangladesh and Bhutan to collect more information about Ashoka and his edicts. Saini said the district administration had set aside Rs 9,08,865 under the MGNREGA for the first phase of land development at the park site. He also lauded the efforts put in by the local gram panchyat and the Buddhist Forum. Yeshe said the work on the park would be a revolutionary step that would put the village on the world map. The park is proposed to be built in 10 acres of land which will showcase the pillars and rock edicts erected by Asoka which now stand scattered in Asian countries, including Afghanistan, Pakistan, Nepal, India, Bangladesh and Sri Lanka. Sidhartha Gauri said no such park had been established in the country or abroad and thus it would help in reviving the rich heritage of the country. |
Fire damages 45 motorcycles
Faridabad, May 26 The fire broke out right outside a showroom located at the Ajraunda chowk along the national highway-2 when the container was parked and preparations were afoot to off-load the consignment consisting of 65 motorcycles.The police attributed the fire to a short circuit in a high-tension wire near the showroom. Three fire-tenders of the Haryana Fire Services were pressed in to douse the fire that was tamed after a one-hour operation. The consignment had been dispatched here from the manufacturing plant of the Hero Honda motorcycles situated in Gurgaon. An FIR has not been registered in the case. The police said the case would be registered only if lapses on the part of the container driver or the owner of the showroom were established. |
Naxal attack: CM defers rally
Kurukshetra, May 26 Hooda was to dedicate an overbridge on the Sunderpur railway crossing here to the people and to address the Thanesar Vikas rally organised by MP Naveen Jindal on the behalf of the District Congress Committee Kurukshetra (DCCK) at New Grain Market here today. A two-minute silence was observed to pay homage to the departed souls. Four held for firing
Kurukshetra, May 26 District police chief Rakesh Kumar Arya said the arrested persons had been identified as Rulda Ram, resident of Bhatt Majra, Harbans, resident of Arnecha, Nishan Singh, resident of Urnai and Sukhdev Singh resident of Malikpur. The complainant, Hari Ram, resident of Bhatt Majra, told the police besides intimidating and firing on them, the arrested persons had beaten up the duo in their fields at Bhatt Majra village. They were produced in the court here today which remanded them to judicial custody, the police said. |

She further alleged that on receiving information, her father, along with villagers, reached Kotia and brought her back to Bharangi. |

Legal awareness camp held
Kaithal, May 26 The camp was held at the Mini-Secretariat hall and was presided over by Kaithal Deputy Commissioner Chander Shekhar. In his address, he asked the Aanganwari, Asha and health workers, and para legal volunteers to create awareness at the grass-root level of their workplace. About 50 panel advocates and 51 para legal volunteers are providing their services in different activities of the DLSA. Three documentaries by the National Disaster Management Authority on the subject of fire, flood and earthquake were also screened on the occasion. |
