Mother, doctor among 4 arrested as pregnancy aborted Ravinder Saini
Rohtak, April 19 The case came to light last evening when a police team, working on a tip-off, raided the nursing home and caught a doctor, Seema, the victim’s mother Purna and another woman, Omi, while doing the victim's abortion. “The victim has said that her stepfather Asha Ram had been repeatedly raping her for over a year at home. She was yesterday forcibly taken to the nursing home for the abortion,” said the police spokesman. He said that acting swiftly on the statement, the police raided the victim’s house and nabbed Asha Ram. A case under Sections 376, 313 and 506 of the Indian Penal Code (IPC) has been registered against the accused. The women accused were today produced before a local court which sent them to jail while Asha Ram would be produced tomorrow. “The victim is undergoing treatment in the PGIMS here where her condition is stable,” said a police officer. |

Faridabad, April 19 The victim’s mother had got an FIR lodged against her husband on October 31 last year. The victim said that she was raped often by the convict. The court also slapped a fine of Rs 20,500 on the convict. |
Engineering student booked for raping minor
Mullana (Ambala), April 19 The police said the accused raped a minor girl in a tubewell room in the village fields. The case was registered on a complaint filed by the mother of the minor girl, who alleged that she and her husband were harvesting wheat in their field. They had sent their daughter to fetch some water from a near by tubewell when the accused forcibly took her to the room and raped her. The girl narrated the incident to her mother, who then reported the matter to the police. On receiving the complaint the police, got a medical examination of girl conducted at the Mullana PHC, which confirmed that she had been raped. |
National SC panel orders security for

Bhiwani, April 19 Meanwhile, a team from the National Commission of Scheduled Castes (NCSC) that visited the village last evening directed the authorities to provide adequate security to the Dalits. The team told the authorities to set up a police post in the Dalit Basti of the village, if need arose. Bhiwani Deputy Commissioner Ashok Kumar Meena and the SP Simardeep Singh accompanied the NCSC team to the village. "We are investigating the killing but cannot yet say with certainty that the crime has been perpetrated by only Parveen and Kuldeep as the victim's family has named some other persons too," said Virender Singh, Deputy Superintendent of Police in Bhiwani. He said that the “woman angle” had cropped up during the interrogation of the accused. Jai Mal's body was found from a vehicle dumped in the fields of the nearby Kusumbi village and the accused had tried to give the killing the shape of an accident by smashing the front window of the vehicle on the accused. |

Karnal, April 19 The villagers pleaded that the accused named in the complaint were innocent as they were not even present in the village when the incident of alleged forcible poisoning of the woman took place. They demanded a high-level inquiry into the matter. The villagers alleged that the atmosphere in the deceased woman's home was disturbed due to frequent quarrels between the mother and the daughter. The deceased had herself consumed poison and came to the house of the accused, they claimed. A villager, Roopender, said accused Surajbhan was at the cremation ground in a Panipat village while Raghubir and Prakashbir were in Jind when the women consumed poison. Another villager, Ramesh, accused the victim's daughter of falsely implicating seven persons in the case due to old enmity. Seven persons were booked for the woman's murder after her daughter alleged that she was forcibly administered poison by the accused. It was alleged that the deceased had gone to the house of some villagers in Pada village along with her daughter for recovering Rs 20 lakh for the land sold by her. She was allegedly administered poison forcibly by the accused. |
Wheat procurement target reduced to 75 lakh tonnes this season
Karnal, April 19 As many as 375 purchase centres have been set up across the state and the minimum support price (MSP) has been fixed at Rs 1,350 per quintal. The average arrival was 4.50 lakh quintals per day, he said, adding that the MSP had been increased by Rs 100, Rs 150 and Rs 200 in recent years. The minister said the government had floated tenders for godowns with a storage capacity of 20 lakh tonnes while those with a storage capacity of 14 lakh tonnes had already been made available. The state government was ensuring a regular and adequate power supply to farmers for their crops and a subsidy of Rs 40 crore was being given.The government was purchasing power at higher rates to meet the requirement and supplying it at cheaper rates to farmers for irrigation purposes. Meanwhile, Bhartiya Kisan Union leader Ratan Mann said the harvested crop was being lifted on time, but the directions of the government to make the payments within a day were not being adhered to and farmers are getting the payments after a week. |

Sonepat, April 19 Moreover, the private traders in Narela market reportedly pay cash soon after the purchase of wheat, whereas in the district, the payment takes 20 to 30 days. There are also reports that many farmers owning tractor-trailers and traders have made it a business to buy from the farmers directly by offering Rs 30 to 40 more than the government procurement prices and take it to the Narela market to sell the stock at higher prices. This practice is likely to cause losses of 2 per cent market fee and 2 per cent of the HRDF to the state government. The state vice-president of the All-India Kisan Sabha, Shradha Nand Solanki, said there were a number of factors behind this trend. Private traders were expecting a rise in the wheat prices after the procurement season because of the possibility of a fall in the overall production of the wheat. Secondly, the state government should announce a bonus of Rs 300 per quintal as it would increase the government income as well as benefit the farmers, he added. |

Ambala, April 19 He said farmers were not getting an appropriate price of their produce to cover the input cost. He said the Rajasthan government had offered a bonus of Rs 150. The procurement agencies, he alleged, had not been lifting wheat from grain markets causing great inconvenience to farmers and grain dealers. Chandigarh, April 19 The line officer of Chandigarh Police Lines in Sector 26, sub-inspector Sukhdev Singh, has been suspended for issuing an SLR along with 20 live cartridges to the double murder accused, constable Basant Singh. Two special teams have been formed to nab Basant Singh. The two other suspended policemen are the in charge of artillery, head constable Dalip Singh, and his assistant, constable Maninder Singh. The accused, Basant, was posted with the Indian Reserve Battalion and had come to the Police Lines in Sector 26 and collected his SLR from the artillery along with live cartridges on April 18. Basant allegedly shot his girlfriend Sarita’s husband Sandeep and her mother-in-law in Deepalpur village of Sonepat district of Haryana yesterday. The police said head constable Dalip and constable Maninder had issued the rifle without verifying that Basant was absent from duty and was suspended. Line officer sub-inspector Sukhdev was not aware of it when he issued him the rifle. A senior police official said the rifle was taken from constable Basant a fortnight
ago as he had remained absent from duty without intimation and had been suspended. |
Excise Dept to have online portal: Kiran
Chandigarh, April 19 Haryana Excise and Taxation Minister Kiran Choudhry said a 24-hour helpline would be set up to receive grievances and their quick redress. She said she would review the action taken in this regard regularly. Directions have been issued to all field officers to hold regular meetings with the representatives of trade and industry and remove their grievances on the spot. As far as the issues of corruption and harassment are concerned, she said that her door was always open and she would make sure that complaints were redressed promptly. She said the goods and services tax (GST) would soon be rolled out in the country. She claimed the department had maintained a healthy growth rate in revenue collection even after the economic slowdown in the recent past. The department had collected a revenue of Rs 19,703.64 crore in 2012-13 as against Rs18,077 crore collected during 2011-12, she said. The minister said in 2011-12, central sales tax (CST) compensation of about Rs 780 crore was received from the Government of India whereas no such amount was received during 2012-13. Haryana is losing nearly Rs 3,000 crore annually for reduction in CST from 4 per cent to 2 per cent. |
Nod to draft plan for Manesar-Bawal
Chandigarh April 19 The Manesar-Bawal investment region plan had been prepared for a projected population of 32 lakh persons with urbanisable area of 40,232 hectares. Under the first phase(2011-21), 8,800 hectares of land would be developed whereas 15,000 hectares would be
developed during the second phase up to the year 2031. The third phase of the Manesar-Bawal investment region plan would be completed by the year 2039. Under the Manesar-Bawal investment region plan, an industrial township would be developed in the first phase overabout 400 sq. kilometres. The Manesar-Bawal investment region which would be a new industrial hub is located in Rewari district . In the Manesar-Bawal investment region plan, 11,189 hectares has been earmarked for residential purposes, 1,120 hectares for commercial use, 6,771 for industrial purposes, 4254 for transport and communication, 441 for public utilities, among
others. On the problem of drainage of water, it was informed that water study was being conducted by an international consultant who would submit a report within three months. Meanwhile, the draft development plan for Jind has been prepared for a projected population of about 5.17 lakh by the year 2031. Under the plan, a vegetable market would be developed along Rohtak road, besides a meat market along Kaithal road. |
Reinstatement of 5 employees accused of thrashing SDO Tribune News Service
Ambala, April 19 Power engineers who boycotted a scheduled meeting today with Devinder Singh, Chairman and Managing Director of the UHBVN and the DHBVN, said the move was unjustified as it amounted to supporting the employees who had manhandled an SDO on duty. The five employees-- four ANMs and one lineman-- had barged into the SDO's office and thrashed him badly. The five were later dismissed by the CMD. RS Dahiya, chairman of the Northern India Power Engineers Federation and president of the Haryana Power Engineers Association, said the termination orders were revoked without taking on record any justification for doing the same. He said: “The move has demoralised the power engineers as it has sent out a signal that anyone can manhandle officers on duty and get away with it.” He said the decision to terminate the five employees had been taken by the CMD in consultation with the Chief Minister. However, the five managed to get these orders revoked. He contended that no justification for revocation of the orders had been put on record by the authorities concerned. Padamjit Singh, chairman of the All-India Power Engineers Association, also condemned the move. The AIPEA, which was also slated to participate in the meeting today, also decided to boycott it Meanwhile, state power engineers have decided to hold a protest at the DHBVN headquarters in Hisar on Monday, where the next line of action would be decided. |

Chandigarh, April 19 At the receiving end of the allegations of giving a free hand to the unbridled bureaucracy, Hooda is expected do to some plain-speaking at the annual meeting with the DCs and SPs ahead of next year's parliamentary and state assembly elections.
With the allegations of regional bias in development and a spurt in crime, the meeting assumes importance, particularly when the Opposition has stepped up attack on the government for its various acts of omission and commission. Official sources confirmed that the Chief Minister would instruct the DCs and SPs to implement the government's pro-people policies and programmes for the benefit of the common man. He would also impress upon them to be accessible to the common man during the visiting hours daily. At a meeting with the Congress in charge for Haryana, BK Hariprasad, on March 21, Congress block and district presidents had alleged that district-level officials were inaccessible to the public, in general, and party rank and file, in particular. Flood control measures for the forthcoming monsoons, deteriorating law and order situation, prompt registration of FIRs and wheat procurement arrangements are among the other issues to be taken up at the meeting. Chandigarh, April 19 Stating this here today, a spokesperson of the Finance Department said the seven districts were Panchkula,
Sirsa, Karnal, Rohtak, Fatehabad, Panipat and Kurukshetra. He said the services which had been made fully operational in the web-enabled online treasury information system included e-salary, e-pension, online budget allocation, monitoring and analysis system for the preparation and distribution of budget and electronic payment system. He said for a smooth changeover from the offline to the web-enabled system, some restrictions needed to be imposed on bill passing in treasuries and sub-treasuries in these districts during the transit period from April 23 to 30. Therefore, bills, cheques and refund claims, other than those related to salary payment, would be accepted in treasuries or sub-treasuries only up to April 23. From April 25, only bills, cheques and refund claims submitted through the e-bill system would be accepted by the treasuries. |

Flood relief training camp inaugurated in Kurukshetra
Kurukshetra, April 19 Addressing the trainees, Gupta said the flood relief training camp had been organised by the Haryana government to render practical training to handle situations followed by natural calamities and to save the victims' lives. Deputy Commissioner Mandeep Singh Brar advised the trainees to concentrate on self-confidence and common sense at the time of controlling adverse situations. District revenue officer Ashok Malik said that 130 trainers drawn from 21 districts would be trained in the use

Gurgaon, April 19 They were fixing the flat tyre when a truck rammed into their vehicle. While Kasim and Bhagwandas, both from Delhi's Sultanpuri area, died on the spot, three others suffered severe injuries and were rushed to a private hospital in Gurgaon. The truck driver fled, abandoning the vehicle. Rewari: Pawan Kumar (31) died on the spot while his maternal uncle, Som Dutt, and son sustained injuries when their motorcycle was hit by a truck at Banipur Chowk here this afternoon. The mishap took place when Pawan, along with his son and maternal uncle, all residents of the Bhiwadi area of Alwar district in Rajasthan, were going to participate in a wedding ceremony. The police has arrested the truck driver. |
Kanda's farmhouse broken into with JCB machine
Gurgaon, April 19 The complaint filed by the farmhouse guard said the men not only broke the boundary wall but also decamped with valuables. The police said the men were wearing masks and couldn't be identified. “They had, according to the complaint, come with a JCB machine and threatened to pull down the farmhouse. The staff initially resisted and eventually called the police when the wall came down,” said an official. Kanda is currently in jail for allegedly molesting and driving MDLR airhostess Geetika Sharma to suicide. |
