Angry relatives of a local family along with the activists of the state Shiv Sena have announced the launching a major agitation in Sriganganagar town in neighbouring Rajasthan to protest against the failure of the police there to take action in an alleged case of murder for dowry.

Singhia Lal, a resident of Sanghuana Basti in the city, has alleged that his daughter Sangeeta was found dead in the bathroom of her in-law's house in Housing Board Colony in Sriganganagar on February 1 this year. Her husband and other relatives claimed that she was asphyxiated to death due to a leak in gas geyser installed in the bathroom.

He alleged that her daughter was killed for dowry as she was being harassed to seek money from her parents. Singhia said there were many loopholes in the circumstances surrounding his daughter's death which the Sriganganagar police was ignoring. The police registered a case of murder and harassment for dowry against the husband Mool Chand, his brother and parents but no one has been arrested so far

According to Singhia Lal, his daughter's brother-in-law Kailash Chand had told the police that Sangeeta went inside the bathroom at around 1:30 pm on that day. When she did not come out and respond to their calls, they broke open the door and found her unconscious. He claimed that they rushed her to a local hospital where she was declared dead.

However, documents procured under the Right to Information Act by Vijay Kumar, brother of the girl, claim that the hospital record shows that the girl was brought dead there at 12:30 pm.

The documents further claim that the body of the victim was received at the mortuary of the civil hospital at around 10 pm on February 1, but no one explained to them the delay and where the body was kept.

Singhia said the Rajasthan police was shielding the accused, who was a head constable and was harassing them. He said the cop was not even suspended despite a murder case against him.

Superintendent of Police (SP), Sriganganagar, Santosh Chalke said prime facie, the woman does not seem to have been murdered, "It seems to be an accident only. However, we will take further action after receiving the viscera report of the deceased."

Adarsh schools to drop word ‘govt’ from their names

The Punjab Education Development Board (PEDB) has decided to drop the word “Government” from the name of all 24 Adarsh schools in the state. Though the state government pays 70 per cent of the monthly expenses and 50 per cent of the construction cost of these schools, the PEDB is learnt to have said that continuing with the word “Government” in the name of Adarsh schools was not distinguishing these from the other government schools.

To avoid confusion in identifying the Adarsh schools, the education development board conveyed to all the nine school managing societies in the state to drop the word “Government” from the name.

In a letter (No. 05/90/12-PEDB/88425) to all managing societies, the PEDB has cited an example---of changing the name of Government Satya Bharti Adarsh Senior Secondary School to Satya Bharti Adarsh Senior Secondary School.

Adarsh school is a promising scheme of the state government under the public private partnership (PPP) to impart free and quality education to the brilliant and economically poor students from the rural areas. But for some time, the scheme has been in the news for fudging the enrolment figures of students to receive more grants from the Punjab government.

Pending such controversies, the management of two Adarsh schools in Faridkot has moved application before the PEDB to surrender the schools. While these applications are pending for consideration, the society operating these schools has already decided not to make fresh admissions. The management has even dispensed with the services of teachers and non-teaching staff in these schools in March 2013.

The capital cost for all 24 Adarsh schools in Punjab was equally divided between the state government and the management of these schools but the state's share has been capped at Rs 3.75 crore per school. As far as the recurring cost is concerned, the state's share has been capped at Rs 1,600 per student per month.

Sarai Rohilla Exp to run daily

Abohar, April 14
The demand to run the 12455/12456 Delhi Sarai Rohilla-Abohar-Sriganganagar Express train daily has been accepted.

Railways Minister Pawan Kumar Bansal has informed former Rajya Sabha member Virendra Kataria vide letter number 1071/2013 about the decision.

Former Pradesh Congress president Kataria had submitted a memorandum to Bansal seeking increase in the frequency of the train. It was also signed by SAD MPs Sher Singh Ghubaya, Paramjit Kaur Gulshan, some former Congress MPs and members of Punjab Vidhan Sabha.

The Railways had already attached five IInd class sleeper coaches to the train making change in its original status of AC superfast train.

Notably the Railways had increased the frequency of Hazur Nanded-Abohar-Sriganganagar superfast weekly train to tri-weekly from April 9. — OC

Forest staff on patrol duty manhandled

In two separate incidents involving the manhandling of forest staff, some persons allegedly intercepted the officials and took away a tractor impounded by them at gunpoint after threatening them with dire consequences. The latest incident took place at the flood protection bundh near Harike yesterday when the forest officials on patrolling duty spotted that some unauthorised persons were erecting a wall on the forest land and carrying on illegal mining of sand in the forest area.

Sanjeev Tiwari, Divisional Forest Officer (DFO), said when the forest officials found that some persons had constructed wall on the forest land and were carrying on sand mining, they seized the tractor and asked them to stop the illegal activity.

The DFO said several trees in the area had been felled to carry out the illegal task. While the tractor was being taken to the Range forest office, one Gurlal Singh, belonging to village Gatta Badshah along with several other persons, allegedly manhandled the forest officials and forcibly took away the tractor at gunpoint. “They even threatened our staff with dire consequences,” he said.

Earlier, in a similar incident which took place two days back, some people from village Mand Kirian had entered inside the Harike sanctuary where they set the tall “sarkanda” grass on fire. They then tried to encroach upon the sanctuary land with the help of four tractors.

DFO M Sudhakar said the forest officials thwarted their bid to encroach upon the forest land. But while they were taking the tractors being used by the culprits to their office after impounding them, around 25 people with weapons intercepted them and took away the tractors after manhandling the staff.

When contacted, police officials said they have booked Gurlal Singh besides four others unidentified persons on the basis of the complaint lodged by forest guard Gurmeet Singh at Makhu police station. — OC

Barnala farmer grows 32 qtl of wheat on an acre!

By improving the wheat seed time and again during the last three years, a progressive farmer from the Barnala area, Balwant Singh Sekha, has reportedly produced more than 32 quintals of wheat on one acre. Normally, a farmer produces up to 23 quintals of wheat on each acre. He had sown his wheat seed on three fields of one acre each in Sekha village, about eight kms from here.

To prove his claim, Balwant Singh Sekha invited Additional Deputy Commissioner (Development), Barnala, Parveen Kumar to a wheat field in Sekha village. On his invitation, the ADC (D) along with an agriculture officer Dr Sarbjit Singh today visited the field.

The ADC said that after visiting the field, they selected one-fourth of a marla to test the claim of Balwant Singh Sekha. The standing wheat crop was harvested and wheat grains were extricated from it. After that, they weighed the wheat grains, which indicated that the production of wheat from one acre amounted to over 32 quintals, the ADC (D) added.

Balwant Singh Sekha said though he had received a per acre yield that was 10 per cent more than his expectation, he would continue his efforts to increase it. He said after improving the seed during past three years, he had got the wheat crop sown this season in the fields of three farmers on one acre each.

Amritsar has highest number of HIV cases

Amritsar district has the highest number of HIV positive cases with 4.15 per cent of the population affected by the disease and Fazilka has the least number of such cases with the figure standing at 0.39 per cent, as per the latest records of the Punjab State AIDS Control Society.

Jalandhar is placed second with 3.95 per cent of the population HIV positive as of February 2013. Last year, the district had the maximum number of cases with 4.94 per cent of the population HIV positive.

Of the 9,401 persons tested at Integrated Counselling and Testing Centres (ICTC) in Fazilka, 37 were found HIV positive and four of them succumbed to the disease at the Anti Retroviral Therapy (ART) centres.

Similarly, in Amritsar district, of the 2,47,350 persons tested, 10,262 were found positive and 312 of them died. In Jalandhar, of the 94,409 persons tested, 3,733 were found positive and 227 died.

Of the 16,12,934 persons tested in the state, 35,084 were found positive and 2,685 died due to the deadly disease.

Recalling that SAD workers and staff attached to some ministers had fraudulently drawn the amount of grants and pension/shagun schemes in the past, Jakhar said all claims on welfare schemes made by ruling politicians were farce as 70,000 applicants have been denied payment of cheques under the Shagun Scheme; 1,170 of them belong to Abohar sub- division.

“Thousands of ration cards holders in this area had been denied distribution of kerosene by making fake entries under the Public Distribution Scheme. The state government tried its best to save the erring fair price shop licensees as they were workers of the ruling parties, he alleged.

To get rid of the corrupt system, the electorates will have to defeat ruling alliance candidates in the panchayat elections expected by next month, he exhorted. — OC

Sadiqi JCP to be developed as tourist attraction in Fazilka

An attractive tourist spot would soon be developed at the Sadiqi joint check-post, the last point of the country, where the retreat (flag lowering) ceremony is performed daily jointly by the BSF and the Pakistan Rangers.

The state government, Border Security Force (BSF) and the district administration have come up with a comprehensive plan to give the area a facelift.

Cabinet Minister Surjit Kumar Jyani, Inspector General, Border Security Force, Punjab Frontier, Jalandhar, Aditya Mishra, Deputy Inspector General (BSF) AK Sharma, Deputy Commissioner, Fazilka, Dr Basant Garg and Additional Deputy Commissioner Charandev Singh Maan, laid the foundation stone of four projects a few days ago to make the last point of the country attractive.

They laid the foundation stone of a conference hall, welcome gate, huge parking area and a pavilion that will have a capacity to accommodate 2,000 visitors. At present, the small pavilion offers seating facilities to 500 visitors only. "It will be a welcome step for visitors from North Punjab, Rajasthan and Haryana who daily throng the area in large number to witness the retreat ceremony and to have a glimpse of their relatives who had separated at the time of partition," said Inspector General Aditya Mishra. The flag meetings between the BSF officials and Pakistan Rangers would also be held in the proposed conference hall.

"Rs 1.45 crores would be spent on the construction of these four projects," said Deputy Commissioner Basant Garg. The construction would be completed by September this year, hoped the DC.

"This point is the pride of the country which needs to be developed to the level of Wagah in Amritsar and Hussainiwala in Ferozepur districts," said local MLA and Cabinet Minister Surjit Kumar Jyani who handed cheques worth Rs 1.10 crores to Jatinder Singh, executive engineer, Punjab Mandi Board, which has been assigned the job to develop the area.

Muktsar pensioners not paid benefits for months

In the home district of Chief Minister Parkash Singh Badal, as many as 65,890 persons registered as beneficiaries under various pension schemes have not received any benefit for the months of January, February and March.

The government had decided to pay Rs 250 per month to every pensioner registered under various categories such as old age, widows etc.

Sources said not a single penny had been disbursed among the beneficiaries since February 5, when they were paid for the months of November and December.

The government has started the electronic benefit transfer (EBT) system to check embezzlement but failed to achieve the basic purpose of providing pension to beneficiaries in time. An employee with the social security and welfare office claimed the situation was almost similar in other districts. Harpal Singh, District Social Security Officer, Muktsar, Ferozepur and Fazilka, said, “The higher-ups are aware of the issue.The pension will be disbursed shortly.”

Punjab Governor Shivraj Patil presented 10 awards to the society’s Faridkot unit for its outstanding performance at a function held in Chandigarh. Deputy Commissioner Ravi Bhagat and Roshan Lal, secretary, Red Cross, received the awards from the Governor. — TNS
