Dehradun, March 15 As soon as the Assembly convened in the morning, the Leader of the Opposition, Ajay Bhatt, urged the Speaker, Govind Singh Kunjwal, to initiate a discussion on the issue under Section 310 as it was sullying the image of the state. But the Speaker rejected his plea on the contention that he would take up the matter under Rule 58. Dissatisfied BJP members then stormed the well of the House and started demanding a CBI inquiry. The Speaker adjourned the House. When the House reconvened at 11.30 am, BJP MLAs Sanjay Gupta, Adhesh Chauhan, Ganesh Joshi, Rajkumar Thukral, Rajesh Shukla and others again raised the demand and staged a sit-in inside the well of the House. Bhatt urged the Speaker to pass instructions for a CBI inquiry or a JPC probe. “If the government is clean, it should not hesitate from any inquiry. The issue is the sale of government land at throwaway prices. The people of the state would like to know the truth,” he said. Bhatt even submitted a written demand for an inquiry from his party to the Speaker to be handed over to the Leader of the House. Yesterday, Minister for Parliamentary Affairs Indira Hriyadesh had said the BJP had not given its demand
in writing. Frequent requests by the Speaker to the BJP MLAs went unheeded as the latter continued to raise slogans calling the Bahuguna government corrupt. In the presence of Chief Minister Vijay Bahuguna, who made his presence briefly felt in the House, the BJP MLAs raised an old slogan “Jab sey aaye Bhauguna, bhrashtachar ho gaya 100 guna” that had first emerged when his late father Hemvati Nandan Bahuguna was in politics. At 11.43 am, the Speaker again adjourned the House. When the House reconvened at 12.35 pm amid sloganeering and paper ball throwing by the BJP MLAs, who stayed put in the well, the government hurried with the business listed on the agenda. A total of seven new Bills, including the Rules and Regulation for the Right to Information (RTI) Act, were tabled today. The House would now reconvene on Tuesday. |

Dehradun, March 15 The Uttarakhand Medicare Service Persons and Institutions (Prevention of Violence and Damage to Porperty) Bill 2013 aims to prohibit violence against medicare service persons and damage to property in medicare service institutions. It covers all institutions providing medicare to people or through mobile medical unit or by arranging camps which are under state or Central Government or local bodies. It also covers private hospitals having facilities for treatment of the sick and for their reception or stay. |

Dehradun, March 15 According to the Uttarakhand Minister for Labour and Employment, out of the total of 3374 cases of violation of labour laws reported in the state till January, Udham Singh Nagar with 1105 reported the maximum number of cases, followed by 719 cases in Nainital, 601 cases in Dehradun district, 307 cases in Haridwar, 242 cases in Pauri Garhwal, 186 in Almora, 55 in Rudraprayag, 45 in Pithoragarh, 42 in Tehri Garhwal and 38 Chamoli. The districts of Champawat and Bageshwar did not
report any cases. In a written reply to the question raised by MLA Chandan Ram Das in the House today, the Minister said that the districts of Champawat and Bageshwar did not report
any cases of violation of labour laws. He said that the department was undertaking periodic checks to ensure no violation was taking place. Sewerage line
in Bageshwar The Uttarakhand Department of Urban Development has planned to lay sewerage line under tranche-3 of the Asian Development Bank (ADB) funded programme. ASHA workers stopped from marching to Vidhan Sabha
Dehradun, March 15 The members first gathered at Doon Hospital and marched through the busy Haridwar Road, Araghar Chowk, Dharampur, and reached the Rispana bridge where they were stopped at the barricade by the police. Failing to break the barricade, the members then organised a sit-in on the Rispana bridge. The demands of the ASHA workers include raising of honorarium, bringing the ASHA workers on a par with government workers and making a provision of monthly salaries. The ASHA workers should also be given social security cover and insurance cover. "The workload on the ASHA workers has increased over the years but they continue to be underpaid. Not only are the ASHA workers underpaid but they also receive payments very late," said Shiv Dubey, regional president of the Uttarakhand Asha Health Workers Union. Meanwhile, district general secretary of the Centre of Indian Trade Union (CITU) Lekhraj has criticised the lathicharge by the police on the contractual employees of the Power Corporation yesterday. |

Cab driver held in jewellery theft case
Dehradun, March 15 He said he did not know the culprits personally and had no knowledge of their plan to commit a theft. According to sources, the mobile phones of the accused were found to be switched off. The police is interrogating Parvez further to get a breakthrough into the case. General secretary of Dehradun Jewellers’ Association Sunil Masson said they had earlier planned to hold a strike and protest in the wake of a sense of insecurity prevailing among the jewellers. But after assurance by the SSP and success in nabbing one accused in the case, they decided to cancel their protest. He has demanded security for jewellers. It must be noted here that the city police has already deputed security personnel in front of jewellery shops at Paltan Bazaar in the city where thefts in jewellery shops had become quite common.Now it is to be seen whether this security cover would be extended to other markets as well. According to Prem Nagar police, four suspects reached the jewellery shop run by Gopal Verma in Prem Nagar market. Two of them entered the shop and asked Gopal Verma, who was alone in the shop at the time, to show them some gold jewellery. They kept on asking him to show different pieces of jewellery. At one point of time, they began thrashing Verma and ran outside while taking away trays of gold jewellery. They got into their car and sped away. Meanwhile, Verma raised a hue and cry and called the adjoining jewellers and other traders. Some traders went on bikes to track down the thieves, while others reached the police post and gheraoed it. On the other hand, the thieves, who sped away towards Dasehra ground, found a dead end and no road ahead. While leaving the car there only, they sneaked into the nearby jungles. Two police teams remained engaged in searching for the accused till late at night, but did not get any success. However, the car of the culprits, a silver colour Indica, was seized by the police. It was from the number of the car that the police reached the cab driver. However, the thieves continue to be at large. |

Contractual Power Dept staff call off strike
Dehradun, March 15 Yogender Vishal, president of the Contractual Employees’ Association of the power corporation, said they had a meeting with bureaucrats, including Subhodh Uniyal, Vijay Pal Singh Sajwan and managing directors of all the three power corporations, and they assured them that their demand of being attached with the power corporation and not with UPNAL would be fulfilled in the next three months. Quite interestingly, another group of contractual employees of the power corporations has announced to go on strike from March 18 onwards on their one-point demand of
regularisation. |

mediapersons, party spokesperson Satish Sharma said Arvind Kejriwal had been holding a fast since Mach 23 to make an appeal to people to fight against corruption. He said, “The list of activities to be carried out at the district headquarters will soon be prepared by the state unit to lend support to the fast of
Kejriwal. In wake of this, members of Dehradun unit have decided to hold a dharna in the city while some will go to Delhi to be with
Kejriwal.” He said Kejriwal was not fasting to seek any demands from the Centre but to move common public to wake up and fight against the corruption and bad governance. Sharma alluded to sting operation carried out by Kobrapost where it had exposed the irregularities in three big banks of the country. He demanded fair inquiry into the allegations followed by action. He said Finance Minister P Chidambaram must resign from his post while taking moral responsibility for the failure of his government on the financial front. He also took a dig at the Centre saying that journalists could catch the wrongdoings of the banks but not the vast network of agencies of the Centre. He said it was a matter of grave concern from the financial and security point of view that the transaction of a large amount of money was being conducted from three banks of the country to another country, which could also be misused for terrorism purposes. He said the UPA government had not only failed on the external affairs' front but also on financial one. The agencies connected to the Finance Ministry could not get any inkling of any racket taking place under their nose. Sharma emphasised that it was their party which first exposed a bank involved in sending out black money to another country, but the Centre did not take any action against that bank. He said there were remote chances that it would now take any action against these three banks and even if it did so, it would do so belatedly, giving sufficient time to thebanks to empty out those dubious accounts, which would render this entire expose useless. |

Officers told to redress grievances of Chala villagers
Dehradun March 15 He directed all officers that the report regarding the problems of the villagers must be sent to the departments concerned. He also stressed on the need to redress the grievances on priority so that the villagers did not have to make rounds of government offices. He said the report, which had been sent to him about the Chala village, comprised the problems related to drinking water, poor power supply, bad state of roads, damaged school buildings, delay in distribution of widow and disabled pension and absence of doctors in hospital. He gave strict directions to the nodal officers to resolve these problems. He asked them to furnish a report about the action taken on these issues to him within a fortnight. He also warned them of stringent and punitive measures if action on these problems not taken. The Planning Director, District Development Officer Sanjay Singh, the Chief Agriculture Officer, District Panchayat Oficer Mustafa Khan and other nodal officers attended the meeting.

TPS Rawat made URM chief again
Dehradun, March 15 TPS Rawat held an extended meeting to review the performance of the party and ways for improvement. Later while addressing mediapersons he said, “One day the Cabinet decides on change in land use, the next day the Chief Minister refutes it to mislead the public.” Rawat said the Uttar Pradesh Avas and Vikas Parishad was still exercising control over expensive land of the state even 12 years after its creation. He added the leaders of the BJP and the Congress had made a fortune by first buying the state land at cheaper rates and then selling it at astronomical prices in connivance with the bureaucracy. He said the statehood agitators were feeling neglected despite the fact that it was because of them that Uttarakhand came into existence. Rawat indicated towards a major expansion of the party at a later stage. He castigated the state government saying its first year was the worst in the 12-year history of the state. He said the government crossed all limits of corruption and was now conniving with the land mafia after colluding with the liquor mafia. He also touched upon the sensitive issue of migration saying “villages in Himachal had witnessed development after the formation of the state while our villages became a victim of migration. Villagers fled to cities in search of jobs and livelihood.” Rawat said the government was also willing to give schools to companies. He slammed a BJP leader for allegedly garnering publicity in the name of the Nanda Devi Raj Jat Yatra. “The BJP leader did not feel ashamed in distributing calendars carrying his photos and messages in the hindsight of the Nanda yatra. These leaders can go to the extent of exploiting religious sentiments of the people.” |

Ex-servicemen protest against irregularities in Sainik Nigam Limited
Dehradun, March 15 They took out a march from the Parade Ground, which culminated in front of the Secretariat. Led by Lt Col Ganga Singh Rawat (retd), president of the sangathan, the agitators alleged that large-scale irregularities were taking place in Uttarakhand Poorv Sainik Nigam Limited. They alleged that officials were serving their interests rather than working for the cause of the betterment of ex-servicemen and their dependents. The protesters later handed over a memorandum addressed to Chief Minister Vijay Bahuguna to Dehradun City Magistrate Harak Singh Rawat.

Border villages to get priority in district plan
Pithoragarh, March 15 “Under these plan proposals, the district planning committee has approved the construction of a girls' hostel at Tanakpur to felicitate women boxers in the district, besides approving annual plan proposals for the blocks of Champawat and Pati, which are most backwards of the district,” said Sridhar Babu Addhakhi, District Magistrate of Champawat. Briefing the plan proposals with the media, the District Magistrate said the district had been given Rs 10.40 crore under the border area development fund scheme of the Central Government for the coming year. “This amount will be spent in creating infrastructure facilities and income generating projects in the villages which are situated on the Indo-Nepal border in the district,” said the DM. The District Magistrate said the heads which were not given money by the government during the current plan had not been included in plan proposals for the coming year. "We have submitted only those proposals which have been given priority by the government plan body last year," said the DM. |
