Vehicles trying to overtake have had a close shave because of the huge stationary cargo trucks parked on the highway.

Final hearing on convergence scheme next week

Political interference hampers BC Road flyover project

Jammu, March 12
Pressure by some political leaders close to the ruling parties and other influential persons having residential and commercial properties on BC Road is coming in the way of starting work on the flyover project. The project was approved in 2007-08 at a cost of Rs 18.4 crore and the road-widening process will be started from Shakuntla Chowk up to Rehari Chungi (Balwinder Chowk) and Amphalla (Mian Dido Chowk).

The state government has said in the Legislative Assembly that land acquisition was under process and action would be taken after availability of the corridor, but still the process could take many years. The project was to be funded by the Asian Development Bank (ADB) at the present estimate of Rs 95 crore.

“Some portions of the show rooms, houses besides commercial buildings need to be acquired before the start of this prestigious project but political pressure is thwarting any step in the direction,” said an official in the Revenue Department.

The alternative road up to the High Court complex at Janipur from Manda (National Highway) was also conceived to ease traffic congestion on the New Plot, Janipur Road five years back but the project had also been placed in the cold storage while the problem of traffic congestion had aggravated manifold over past few years especially during the Darbar move.

To add to the woes of residents, travelling on public transport from Talab Tillo, Kachi Chawani, Bantalab, Burnai and Satwari areas has become a nightmare for the people. It is a harrowing experience for commuters as hundreds of vehicles could be seen moving at a snails pace to reach their respective destinations everyday. Long-term projects such as the inter-state bus terminal at Transport Nagar Narwal and Bus Stand at Khanpora, Nagrota have been notified to off load vehicles, sources say.

Private transporters to supply foodgrain items, says minister

To solve the problem of unavailability of ration, the government has decided to hire small and medium transporters to ferry food grain from the capital to far-flung areas. Minister for Consumer Affairs, Choudhary Mohammad Ramzan, today said the government was keen to support the transporters, particularly small and medium firms, to promote trade.

The minister said this while speaking at a meeting of the representatives of the Jammu and Kashmir State Road Transport Corporation (JKSRTC), here today. Secretary, CA&PD and Transport, Abbas Dar, Director, Consumer Affairs, Jammu, Pervez Malik, Managing Director, J&K, SRTC, also attended the meeting.

He said, though the SRTC was the prime agency entrusted with the transportation of food grain from one part of the state to another, but the government was not averse to engage private transporters.

Ramzan said private transporters too have a major role to meet the demand for trucks to transport food grain.

However, the minister asked the stakeholders connected with the trade to strictly adhere to the norms laid down by the state government when provided the opportunity to contribute in the enormous exercise of transportation of food grains.

Earlier, the representatives of the transport agencies apprised the minister about the issues confronting them.

Though the State Road Transport Corporation was the prime agency entrusted with the transportation of food grain from one part of the state to another, but the government was not averse to engage private transporters. Jammu, March 12
Illegal parking of cargo trucks carrying vehicles on the Sidhra bypass has become a threat to the lives of commuters. These trucks not only slow down speeding vehicles but also lead to traffic jams. There are a number of car showrooms on the highway, which unload their cargo on the highway. Vehicles trying to overtake have had a close shave because of the huge stationary cargo trucks parked on the highway.

It is illegal to park vehicles except in the case of emergency, but no action is taken against these showroom owners. “Illegal parking of these huge cargo trucks must be banned as these trucks are a threat to the lives of commuters. I had a close shave few days back while overtaking a bus near Narwal bypass,” said Rohit Jandyal, a businessman.

With the Kunjwani-Sidhra highway becoming an alternative road to reach Kashmir and Katra, the bypass area is emerging as new commercial hub of the city. In recent past hundreds of shops, eating joints and showrooms have come up in the area and the land prices have also shown a marked increase.

Over past few years, major automobile companies have opened their showrooms in the absence of space in the core city areas and the expansion of the road to the National Highway status has boosted its importance commercially.

The stretch of the highway from Channi Himmat till Sidhra is booming with new commercial establishments. The main roads and streets are packed with shops and business establishments. Though many of them have come up illegally, in violation of the Jammu Master Plan, but the area is becoming an important business hub.

Final hearing on convergence scheme next week

The Jammu and Kashmir high Court will decide on the convergence scheme of the Indira Gandhi National Open University (IGNOU) during the final hearing next week. The Convergence Unit of the Indira Gandhi National Open University (IGNOU), Delhi, has failed to reply to the notice issued to the University for disobeying court directions.

The court has also directed the IGNOU authorities to be present during the final hearing of the case.

Sources said few days back, some officials from the Convergence Unit of IGNOU, Delhi, had come to Jammu to submit a reply to the show-cause notice issued to the University but the High Court Bench had decided to dispose off the case next week.

Ashok Khajuria, one of the members of the All Partner Institutions of India (AAPI), of IGNOU said, “Yes, the High Court has finally decided to dispose off the case and at the same time also directed both the representatives of partner institutions and the Convergence Unit of IGNOU, Delhi, to ensure their presence at the time of the final hearing.”

“Already the matter has been delayed and we do not want any further delay because the functioning of all the institutions is adversely affected. IGNOU may have done the right thing to stop the scheme after the alleged reports of non-functioning but the students who were enrolled in large numbers in partner institutions are the worst sufferers. The partner institutions have very high expectations from the High Court and are looking forward for the final hearing,” he added.

It may be mentioned here that the High Court had issued a notice to the head of the Convergence Unit, Indira Gandhi National Open University (IGNOU), Maidan Garhi, Delhi, to explain as to why proceedings not be initiated against him for 
disobedience of court directions.

Despite the High Court directions to the Board of Management of IGNOU on September 12, 2012, to resume the admission process for the July Cycle 2012 under the Convergence Scheme, the IGNOU authorities had asked the partner institutions to submit the list of admissions for various programmes at its office in Maidan Garhi.

CAPD dept struggles as 554 posts of storekeeper lie vacant

Even as resentment brews among people facing a tough time to get ration and food grains, the state government has said 554 posts of storekeeper and senior assistant were vacant in the Consumer Affairs and Public Distribution (CAPD) department.

“As many as 174 posts of storekeeper are vacant under the direct quota in the Jammu division, while the number of vacancies under the promotional quota is 380 comprising 107 in Jammu and 273 in the Kashmir division are vacant,” minister for CAPD, Choudhary Mohammad Ramzan said today. He was responding to a query asked by MLC Sheikh Ghulam Qadir Pardesi in the Legislative Council yesterday.

He said the depots where storekeepers were not available the department had made internal arrangements to avoid inconvenience to the people.

“A total of 132 vacancies of assistant storekeeper of Kashmir division under direct quota had been referred to the J&K Service Selection Board from time to time for selection of suitable candidates and 34 vacancies were being referred. The promotional quota vacancies will be filled up as soon as seniority dispute among the basic cadre employees gets settled and cleared by the Departmental Promotion Committee," he said.

Impartiality, patience, awareness must for cops, says IGP

Describing the men in uniform as the defenders of human rights, the Inspector General of Police (IGP), Technical Services, J&K, Owais Ahmed, today said impartiality, patience and awareness were requisites for a policeman to honour human rights.

He said honesty and dedication played a vital role in forming a disciplined law-enforcing agency.

Owais was speaking during the inauguration of a debate competition on human rights organised by the Police Modernisation Zone at the Armed Police Complex here today.

The topic of the debate was ‘Respect for human rights contributes professionalism in police’.

He said the security of people was the prime duty of the men in uniform but while enforcing the law of the land they also have to safeguard the rights of citizens.

“They face hostile situations in the field while performing duties but at the same time professionalism demands patience and impartiality to maintain the standard of discipline,” he said.

The Inspector General of Police reminded the participants that the jawans and officers were administered an oath during their enrolment in the department to safeguard the rights of the people and that it was their responsibility to uphold their pledge.

“The civil society has great expectations from the policemen and we have to come up to their expectations,” said the IGP.

Police Public Mela to be held on March 17

The arrangements for the 22nd Police Public Mela to be held in Jammu were discussed during a high-level meeting of police officers at Police Headquarters (PHQ) here today. The meeting was chaired by Additional Director General of Police (ADGP) K Rajendra Kumar.

The event is being organized by the Jammu and Kashmir Police Wives Welfare Association (JKPWWA). The fair aims at bringing police personnel and residents closer.

Addressing the meeting, Kumar said the fair had been scheduled for February 24 earlier but due to inclement weather conditions, the event was deferred and would now be held on March 17 at Gulshan Ground, Police Sports Stadium.

He said the fair would be inaugurated at 10 am and a lucky draw for as many as 5,606 prizes would be held at 4 pm in the presence of visitors.

He said people from across the state would put up stalls in the fair. There will be 38 stalls in total in which products from different regions of the state would be put on sale.

Seeking reports from the committees constituted for making different arrangements, Rajendra stressed upon the organisers to make the event a success.

The Additional Director General of Police said the huge response to the event had encouraged the Jammu and Kashmir Police Wives Welfare Association to conduct the event regularly in the capital cities of Srinagar and Jammu.

He said they had organised games and competitions for children in the fair.

Colleges urge minister to conduct ETT exams

The Joint Action Committee (JAC) of the ETT Colleges of the state today urged the School Education Minister to promptly conduct the examinations of ETT students besides relieving the outgoing chairman of the J&K Board of School Education (JKBOSE).

While addressing mediapersons, the committee said the deputation of Higher Education Department officials should to be approved as per the norms and the annual performance report.

The JAC asked the state government to make early arrangements for relieving the outgoing JKBOSE chairman and to order a probe by an independent agency into his alleged misdeeds during his nine-year stint at the department.

The committee urged the Deputy Chief Minister, who is also the state School Education Minister, to redress the genuine demands of the aggrieved ETT students.

Sikhs welcome CM’s announcement to take up PoK refugees’ issues

The J&K Sikh Societies Amalgamate today welcomed the announcement of Chief Minister Omar Abdullah to work towards resolving PoK refugees’ issues. The amalgamate held a meeting under the chairmanship of its patron Gurdeep Singh Sasan, a senior leader of the NC.

While addressing the meeting, Sasan said the demands of the PoK refugees would be resolved under the leadership of the Chief Minister.

The J&K Sikh Societies Amalgamate patron said the constitution of the J&K Welfare and Development Board for the PoK Refugees would solve the issue of their permanent settlement and would act as a liaison between them and the government.

The amalgamate stressed for the fulfilment of their demands, which include constitution of a minority commission, enactment of Anand Karaj Acts, formation of a ‘minority financial corporation’, regularisation of refugee camps, sufficient representation to Sikhs in the PSC, SSRB, judiciary and other statutory bodies, scholarships to poor students and their reservation in professional colleges.

The J&K Sikh Societies Amalgamate also demanded special recruitment drives for them.

Probe begins in escape of rape accused in chopper

Rajouri, March 12
A high-level team from the district administration today visited the District Hospital, Rajouri, to investigate how Mohammed Parveez, accused in an attempt to rape case in Manjakote area of the district fled in a state helicopter used by the Chief Minister.

How Parvez also received Rs 5,000 as compensation from the district administration, is also being probed.

Chaman Basin, Superintendent, District Hospital, Rajouri said, “Assistant Commissioner, Revenue, Rajouri, Sachin Dev Singh, and Sub District Magistrate, Nowshera, Rajeev Khajouria, today recorded statements of the hospital staff.”

He said, “Investigation is on and a high-level team of officers from the Directorate of Health Services will also visit the hospital tomorrow to investigate the matter.”

Chief Medical Officer, Rajouri, Zahoor Shwal, has also assured that those found guilty in the case would not be spared.

Chief Minister Omar Abdullah had ordered a high-level probe in the case and had also ordered that a report be submitted within 72 hours, according to reports.

Chib urged the office bearers of the National Conference Students Unionto work for the betterment of the student community.

JU students present play on phone abuse

The Post Graduate Department of Dogri, University of Jammu, in collaboration with the Nat Manch, today organised a comedy play ‘Missed Call’ as part of their Tuesday series of the ‘Nukkad Natak’.

The play aimed at cautioning the youth, specially women, against people who use electronic communication for their bad intentions.

The actors of the play were Tarun Sharma, Dalip Jassoria, Palvi Sharma, Vijay Pathania and Chander Shekhar. The play was written by Upma Sharma and directed by Vidya Bhushan.

Prof NK Tripati, Dean Students Welfare, University of Jammu, was the Chief Guest on the occasion. He lauded the efforts of the Post Graduate Department of Dogri for organising such programmes. He also appreciated the Nat Manch team for presenting the play in an impressive way.

Prof Shiv Dev Singh Manhas, HOD, Dogri Department, appreciated the Nat Manch team for choosing a meaningful theme.

Man shot dead by brother

A man allegedly shot dead his younger brother following a family dispute in Ballard Chandwan area of Hiranagar tehsil today. The accused identified as Ishaq of Ballard Chandwan, was arrested by the police within hours after the crime.

An official spokesperson said the police had received information that Basharat Ali, had been allegedly shot dead near his residence by his elder brother over a family dispute. The police arrested the accused from the same village and recovered a single-barrel .12-bore licenced gun, which was used in the murder.

Minister for Urban Development, Nawang Rigzin Jora, gave this information in Legislative Council while replying to a question by MLC Dharambir Singh.

He said the PDD and the Tourism Department have also installed some streetlights in the capital cities. The agencies entrusted with the contract to install the streetlights will also be responsible for their repair. Afterwards the respective MCs will repair them.

Chess tourney begins

The Annual Chess Tournament of Central Government Employees organised by the Central Government Employees Welfare Coordination Committee got underway at the National Sample Survey Organisation (NSSO) office here.

A total of 12 employees serving with different departments are vying for the top honours in the two-day competition.

In the first round, Raju Bhanotra of the Auditor General (AG) team, DS Jamwal of the NSSO, Vijay Singh of the Intelligence Bureau (IB) team, Rajinder Gupta of the IIIM team, Anil Kumar of the AG and Shashi Jamwal of the Survey of India (SOI) team have registered wins over their rivals.

Last year, the title was won by Shashi Jamwal while Rajinder Gupta secured the second position in the competition.

Earlier, the competition was declared open by the Director General of the NSSO.

The six-classroom block of the Government High School was gutted in a fire in Kishtwar yesterday. According to sources, at 5.45 pm residents saw smoke coming out of the single- storey building.

A team of the fire-brigade led by Assistant Director, AK Wangu, and the police brought the fire under control in three hours.

The police said besides the wooden ceiling, the windows and doors of most of the six class rooms were gutted in the blaze. The police has not ruled out sabotage. No one was injured in the incident.

Rana said the National Conference was committed towards bringing about equitable and balanced development of the state. He said during the last four years, the state government had solved problems of all sections of the society.

Students apprised of environment protection

Jammu, March 12
A lecture on the “Initiatives of J&K Government for Environment Protection” was delivered by environmentalist Dr CM Seth at Shri Mata Vaishno Devi University (SMVDU).

A former IFS officer and ex-Registrar of the SMVDU, Dr Seth discussed various threats to the environment posed by human activities and methods to conserve the environment.

He also briefed students about how the state government was working in this field by implementing environmental laws such as the Biodiversity Act, Wildlife Conservation Act and the Pollution Control Act.
