CAG picks holes in Hooda govt’s land acquisition policy
Chandigarh, March 12
In its latest report presented to the Haryana Vidhan Sabha yesterday, the CAG alleged that the rules were tweaked to favour certain big builders and other organisations in the allotment and release of the land under the acquisition. In fact, the Hooda government allegedly bent over backward to allot over 5 acres of land to the Rajiv Gandhi Charitable Trust at Ullahwas (Gurgaon) for setting up of an eye hospital. “Rules were violated in allotting land to the trust,” Onkar Nath, Prinicipal Accountant General (Audit), Haryana, said. The notification under Section 4 of the Land Acquisition Act had already been issued when the decision to lease out the land to the trust was taken. Moreover, while leasing out the land, a process of bidding was to be adopted, which was not done in this case, the CAG report alleged. Similarly, irregularities were detected in the valuation of nearly 351 acres of land in Gurgaon by a government-appointed consultant. The government transferred about 351 acres of land to the HSIIDC for developing recreational and leisure projects. The HSIIDC had appointed ILFS Infrastructure Development Corporation Limited as consultant to assess the cost of the land. “Due to wrong valuation, the land was assessed at about Rs 1,684 crore whereas according to proper calculation, it should have been Rs 2,142 crore,” Onkar Nath said. The land was later taken by the DLF in bidding. The bidding process was undertaken again after increasing the floor area ratio by 20 per cent while the bid amount remained the same, the report alleged. Meanwhile, the report termed the release of over 136 acres of land to M/s Uddar Gagan Properties Private Limited, a company promoted by a media group, in Rewari against the provisions of the Act. Listing several cases of the land released to the private builders under the Land Release Policy, 2007, the report stated that 2,071 acres of land was released to the private builders by the state government since 2007-2008. |
GRPF cop slaps locals using railway bridge
Yamunanagar, March 12 The action came after five persons were allegedly crushed to death under trains on this bridge in the last one week. However, instead of allegedly putting effective measures in place to thwart the locals from using the bridge, the SHO victimised them. SHO Brijpal was caught in camera slapping more than 15 persons who tried to cross the railway bridge. Local residents say that they used the bridge as a shortcut, but it was so long and narrow that if a train came, it was difficult to find a safe place on the bridge. The SHO later gave an interview to a news channel in which he claimed that “the population has increased so much that it has become impossible for the police to control it.” The SHO spared none, as both children and grown-up individuals faced his wrath for over an hour on the bridge. Superintendent of Police Y Puran Kumar, when contacted, said he would have the matter looked into. |

Meanwhile, an 11-member committee of AIJASS leaders was constituted today to manage the agitation and take steps to spread the stir in Haryana. The samiti has a plan to begin similar dharnas at Bamla in Bhiwani and Sonepat. The AIJASS has been demanding a quota in jobs for Jats in Haryana as well as at the centre . Though the Haryana government has already announced a 10 per cent quota in jobs for Jats and four other castes, the faction of AIJASS led by Yashpal Malik has rejected the offer. The faction maintains that the reservation announced by Hooda government was is practical as the quota in jobs has exceeded 50 per cent and is unlikely to withstand judicial scrutiny. Cong MLAs took on own govt over poor healthcare
Chandigarh, March 12 The House which discussed issues as varied as crime against women, road accidents, education, the spread of cancer and swine flu in the nine calling-attention motions brought by MLAs from all parties, the din caused over the adjournment motion on probity in public life brought all proceedings to a halt. Essentially a “counter” to the INLD's adjournment motion on Skylight Hospitality Limited of Robert Vadra which finally lapsed, the Congress took up the adjournment motion on probity in public life which the INLD didn’t want to be discussed. Despite assurances from Chief Minister Bhupinder Singh Hooda that the conviction of their leaders, including Leader of the Opposition Om Prakash Chautala, would not be mentioned at all, the INLD as also the Leader of the BJP legislature party, Anil Vij, carried out a full-throttled protest against the move, leading to their naming and suspension or frequent walkouts. However, the Treasury Benches that were so keen on debating “probity in public life” failed to rise above party politics and reduced it to a Chautala-bashing exercise, recounting various incidents during INLD rule. In the absence of the INLD, Congress legislators had a “field-day” flogging Chautala for his “misrule” as Chief Minister. For the first time, the House has instituted a “Best Legislators Award” which will be based on the issues raised by any member, the times he contributed to the proceedings and obedience to the Chair. Speaker Kuldeep Sharma, said though the Opposition got sufficient time to speak, its behaviour was a cause of concern. “They get time to speak but do not know how to speak,” he claimed. Another interesting facet of the session was the four-member BJP group in the legislature seemed a house divided as its members seemed to differ on most issues. |

2 kids die after taking mid-day meals Panipat, March 12 An inquiry has been ordered into the incident. Deputy Superintendent of Police Virendra Dalal said the suspicion by the deceased children's relatives about the role of a close relative would also be looked into. Sagar (7) and Raman (4), both real brothers, went to the anganwari for mid-day meals. Their condition suddenly deteriorated after taking mid-day meals. They were taken to a private hospital where doctors declared them dead. The officials assured Ramphal, the deceased children's father, that if any lapse was found on the part of the anganwari staff, stringent action would be taken. What baffled the officials was that no other child who had taken mid-day meals had fallen ill. However, a team of doctors has been rushed to the village to take stock of the situation. |
