Chandigarh, March 4 The Congress MLAs stressed on probity in public life and advocated a resolution against his removal as Leader of the Opposition. They compared the Chautala regime of “fear and loot” to the present rule marked by “peace and prosperity” as they sang paeans in praise of Haryana Chief Minister Bhupinder Singh Hooda. Hooda “dared” the INLD to get its MLAs to quit, seek re-election, saying that not even half of them would be sent back to the House. “While this will settle the probity issue once and for all, the INLD will know where it stands,” Hooda remarked during the discussion on the adjournment motion. He added that, if in Chautala’s place, he would have quit immediately. The Chief Minister went on to add that it was “unprecedented” that a former Chief Minister had been convicted. The Bharatiya Janata Party said it was against corruption, but it was critical of the way the Congress had turned the House into a “political platform” for flogging Chuatala. Though initially the BJP “refused” to participate in the discussion, the BJP legislature party’s chief, Anil Vij, when provoked repeatedly by the Congress for keeping silent on the Chautala issue, came out strongly against the Congress. “The adjournment motion came on February 26 and is being taken up today. I do not understand the rules this assembly is following. The entire House has been turned into a political platform even though there are other pressing matters that need attention. I’m not saying that we are not against corruption or for probity in public life, but the manner in which this House has taken up this motion is not acceptable,” Vij said. Soon after the question hour ended, pandemonium reigned as the Speaker, Kuldeep Sharma, asked Congress MLA Sampat Singh, a one-time Chautala a loyalist who switched to the Congress before the last election, to seek leave of absence for his adjournment motion. The INLD, committed to not taking it lying down and saying that a sub judice matter could not be taken up, began protesting, forcing a 15-minute adjournment. Even as the INLD members continued with their protest and bedlam prevailed, Parliamentary Affairs Minister Randeep Singh Surjewala also quoted the assembly rules. “The INLD is quoting the rules selectively. The motion can be taken up at any time and on any day as the Speaker after taking sense of the House had decided to take it up later. Why is the INLD shying away from a discussion? They have no constructive suggestion to give, they have nothing to say and they know they will stand exposed," Surjewala said, urging the Speaker to take up the motion. State INLD President Ashok Arora claimed that they were not being allowed to raise issues concerning the people. |

here today, the party’s state president, Ashok Arora, and Kalayat MLA Rampal Majra alleged that the everyday affair of naming and removing INLD members from the House showed that the Congress did not have the courage to face the Opposition and it was using cheap tactics to divert attention from burning issues. “We have submitted an adjournment motion over the Vadra-DLF land deal but the Speaker did not allow discussion over this burning issue,” they said. They added, “the calling attention motion over the issue of damage caused by the recent hailstorm was also ignored by the Speaker and the time of the House was being wasted over the non-serious issues”. They further alleged
that the Congress had used unparliamentary language, casteist remarks and given life threat
to INLD members, but no action was taken against them, whereas the INLD members were
facing naming and removal everyday. |

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has given deadline up to June 30, 2017, for the construction of the common effluent treatment plants (CETPs) in their industrial areas and the Industrial Model Townships depending upon the development of industries and generation of industrial effluent. This information was given by Haryana Environment Minister Ajay Singh Yadav in the Vidhan Sabha today. The Haryana Food and Drugs Administration has found 91 firms selling and purchasing illicit drugs used as intoxicants up to January 2013. This was stated by Haryana Health Minister Narender Singh, while replying to a question during the ongoing session of the Vidhan Sabha, here today. He said in 2011-12, 66 firms were found selling and purchasing illicit drugs used as intoxicants. Around 15 drug licenses were suspended up to January 2013 and an equal number of licenses were suspended during 2011-12. He said 43 drug licenses were cancelled in 2012-13, up to January 2013 and 40 drug licenses were also cancelled during 2011-12. Two prosecutions were filed up to January 2013 in 2012-13 and 14 prosecutions were filed during 2011-12. He said 17 cases were under process of filing in the court up to January 2013 in the year 2012-13 and six in 2011-12. He said 10 FIRs under the Narcotics Drugs and Psychotropic Substances Act, 1985, were registered in 2012-13 up to January 2013 and six FIRs were registered during 2011-12 and 13 cases were under process in 2012-13 up to January 2013. |
Rape cases on slow track in Rohtak
Chandigarh, March 4 Data submitted to Justice Ranjit Singh of the Punjab and Haryana High Court reveals that Rohtak is followed by Panipat with 35 cases, Sonepat 34, Hisar 29, Faridabad and Karnal 21 each, Jhajjar 17, Gurgaon 16, Mewat 15, Palwal 14, Yamunanagar 11, and Bhiwani 10 cases. Ambala, Ambala rural, Kurukshetra, Kaithal, Sirsa, Jind, Fatehabad, Rewari, and Narnaul have less than 10 cases, pending for more than a year. Panchkula is at the end of the list, with just one case. The list was submitted during the hearing of a petition by a Gurdaspur district resident through counsel Ramdeep Partap Singh. He was alleging that unnecessarily adjournments were being taken in the rape case on one pretext or the other. The counsel had alleged even after almost six years since the registration of the present case, the trial was yet to conclude. It had become a matter of inconvenience for the complainant, now married and residing at her matrimonial house. Taking into consideration the fact that the rape case was registered in May, 2006, and the trial was still on, Justice Ranjit Singh had summoned the details of other rape cases pending in both Punjab and Haryana. The data come at a time when the need for
fast tracking rape cases is being felt with full impact following the Delhi incident. Already, the Chief Justice of the Punjab and Haryana High Court, Justice Arjan Kumar Sikri, has issued orders for designating 11 courts in Haryana and eight in Punjab as fast-track courts for speedy trial of heinous crimes against women. The development is significant as the summoning of list by Justice Ranjit Singh indicates the initiation of process to fast track all such cases pending adjudication for more than a year. |

Gurgaon, March 4 The police arrested Jitender Singh (31), who would be produced in the court tomorrow. The police said the victim hailed from UP and used to live with her husband and children in a temporary jhuggi built on the construction site. She alleged Jitender came to her jhuggi late last night and asked her to help him take out his bike stuck in mud. As she came outside to help him, Jitender allegedly dragged her to the building’s basement where he raped her and fled the spot. The victim returned to her jhuggi and woke her husband and gathered other labourers who came to the police station with her. |
Woman raped in Karnal, one held
Karnal, March 4 The police took prompt action and registered a case at the Civil Lines police station and started investigations. The victim's medical examination was conducted at Kalpana Chawala Medical College Hospital. The victim's counselling was conducted in the presence of lady advocate Raman Malhotra and Pooja Dabla, DSP, Nodal Officer, Crime Against Women, Karnal. Later, the police arrested the accused from Nagla Farm within few hours and he would be produced in a court tomorrow. The victim's statement would also be recorded tomorrow. |
Damage to crops in hailstorms, rain
Chandigarh, March 4 Special girdawari was expected to be completed within two-three weeks. Compensation would be paid shortly to the affected farmers as per relief norms fixed by the state government . Mahender Pratap Singh said the Agriculture Department had estimated the area damaged under various crops in various districts. Major damage had been reported to the wheat crop in Sirsa, Panipat, Jhajjar, Bhiwani, Palwal and Jind. The mustard crop had been damaged in the districts of Sirsa, Gurgaon, Panipat, Jhajjar and Palwal. Fodder crops had seen minor damage in Jind district. The minister was replying to the calling-attention notices submitted by Sampat Singh, Parminder Singh Dhull, MNaseem Ahmed, Mohammed lliyas, Kali Ram Patwari and Dharam Pal Obra. The minister said there were extensive hailstorms and heavy rain from February 4 to 6, February 18 and 19 and February 21 to 25. These had damaged the wheat, mustard, gram and fodder crops in some districts. The state received 71.8 mm of rainfall in February as against a normal rainfall of 32.6 mm, hitting the rabi crops particularly. All DCs were directed on February 2 to take preventive measures. including protection of procured stock lying with various agencies keeping in view the weather predictions. |
Smart cards to curb PDS pilferage: Minister
Chandigarh, March 4 Mahender Pratap Singh said after the implementation of the smart card project, pilferage, diversion, leakages and other shortcomings of the public distribution system would be taken care of. The minister said Haryana was implementing the public distribution system with focus on BPLand Antyodaya Anna Yojana (AAY) families. Identification of these families was done by Rural Development and Urban Local Bodies Departments in the rural and urban areas, respectively. He said the government was committed to improving the system so that benefits reached the needy and genuine beneficiaries. Village and ward-level vigilance committees had been constituted to keep an eye on the distribution of essential commodities . In addition, gram panchayats, panchayat samitis and Zila Parishad were also involved in monitoring the public distribution system. |
Baba Piara Singh Bhaniarawala, 23 others acquitted
Ambala, March 4 The judge said there was not enough evidence on record to convict the accused persons. Baba Bhaniarawala had become controversial after he
came up with his own `Granth" named Bhav Sagar Samundar Granth and claimed that he
was the reincarnation of Guru Gobind Singh, which had irked the Sikh community. The Baba and his followers were accused of hurting the feelings of the Sikh community after they allegedly burnt Guru Granth Sahib birs in various parts of the state leading to communal tension in Punjab. The police had raided Baba Bhaniarawala's dera located in forests of Nurpur Bedi and registered several cases against him. The government had also banned his controversial granth. The Baba along with
26 supporters was booked on October 3, 2001, at Nurpur Bedi. After the Baba and his followers moved the Punjab and Haryana High Court seeking transfer of the case outside Punjab that this was transferred to Ambala courts. As three of the Baba's followers had died, the other 23 were acquitted today. |
Sick of moneylenders, Hisar trader commits suicide
Hisar, March 4 The suicide has also brought the role of the Hisar city police under scanner as the police allegedly did not act when the trader and his family members approached it . After angry protests by local traders, who were demanding the arrest of the three persons named in the victim's suicide note as well as the SHO of the city police station, the police booked the moneylenders and promised to shift the SHO. Anil Agarwal, who ran a wholesale ghee firm at Gandhi Chowk of Hisar town, allegedly committed suicide by consuming poison on Sunday night. The trader has left a suicide note in which he named Baldev Yadav, Rajender Bansal and Parveen responsible for his suicide and said the three had been threatening him for payments, though they had already recovered many times the money they had lent him. He also alleged that the accused kept an evil eye on his wife. The victim’s father-in-law, Ishwar Nising, alleged that Anil had borrowed Rs 40 lakh from the accused, who charged a 6 to 10 per cent monthly interest rate and though they had already recovered Rs 1.75 crore, they were still demanding Rs 1.50 crore from him. The family alleged that the accused fraudulently transferred their two plots on blank papers signed by Anil to obtain the loan. The victim’s wife alleged in the presence of B Satheesh Balan, SP, that the family met the SP a few days ago when Bansal and Yadav attempted rape on her and threatened to eliminate the family. However, the City SHO, whom the SP asked to take action, forced them to withdraw their complaint, the wailing widow alleged. As the news of suicide spread, hundreds of traders assembled in the General Hospital where the body was brought for a postmortem. The traders demanded the arrest of all accused, including the SHO, and return of plots fraudulently transferred by the accused and the agitators refused to cremate the body unless their demands were met. The SP has assured the family of a fair investigation into the issue. The police has already arrested one of the three accused persons and efforts were being made to nab the others. |
Corporates fix budget for safety of women staff
Gurgaon, March 4 According to a recent survey undertaken by the ASSOCHAM Social Development Foundation (ASDF), a majority of units, including BPO, IT/ITes sector, financial and other services, real estate, hospitality, tourism, FMCG and infrastructure, media & advertising, manufacturing and textiles etc have enhanced their annual budget by almost 65 per cent to work out a special plan for their women employees. The survey was conducted with a sample of 2,500 decision-makers of various companies between January and February in places like Delhi-NCR, Mumbai, Kolkata, Chennai, Bangalore, Ahmedabad, Hyderabad, Pune, Dehradun etc. "The survey reveals that following Delhi's gang rape, the companies feel the need for ensuring complete security for their employees. There are also measures to instill confidence so that late night shifts are not a problem," says ASSOCHAM Secretary-General DS Rawat. A majority of BPO and IT firms are conducting workshops in self-defence, opening shops in offices to facilitate the sale of pepper spray and deputing male security guards to drop women employees. They have introduced a vehicle-tracking system that enables the company to monitor and track the location of the cabs ferrying employees. |

Bhiwani, March 4 Members of the Dalit community, who staged a dharna outside the SP's office here today, alleged that members of the influential community wanted them to withdraw a complaint lodged on March 1 when a Dalit bridegroom, Rakesh, was stopped from riding a mare during his wedding and beaten up. The police has already arrested 10 persons in that case and now the Dalits alleged that the police was conniving with members of the influential community and pressuring them to withdraw the complaint. "Our children were stopped from entering their school today by villagers led by the sarpanch. Complaints to the police have gone unheard, as the local police also want us to finish the matter through compromise," alleged the Dalits, who held protest here today. The Dalits warned that if the police failed to provide them the protection, they would be forced to start indefinite dharna at Bhiwani. Both Bhiwani DC Ashok Kumar Meena and SP Simardeep Singh denied there was any tension now. "I met members of both communities today and told them to maintain cordial atmosphere in the village," Meena told The Tribune. The SP said enough police force had been deployed in the village after the March 1 incident. He said he had assured the Dalits that no one would pressurise or intimidate them for withdrawing their complaint. |

Faridabad farmers force suspension of IMT work
Faridabad, March 4 Ram Singh, a farmer who is leading the agitation, said the government had reneged on its agreement with the farmers with regard to allotment of residential plots to them. “The farmers will not allow further work on the IMT project till the government had honoured its commitment,” he said. The farmers, who have constituted the Kisan Sangharsh Samiti to spearhead their agitation, did not relent even in the face of the police force sent to the IMT site to facilitate construction work. The villages are Mujehri, Chandauli, Machgaar, Nawada and Sotai. Their sarpanches are also members of the samiti. About 1,832 acres of land in the five villages has been acquired for the IMT. The farmers say that in the agreement between them and the government, it was decided that 2,610 industrial plots of varying sizes would be earmarked for them in the IMT complex. They allege that although it was decided to allot plots at a no loss, no profit, the government had announced the rate for them which was higher than that fixed for plots for the industry. According to them, while the compensation to them against acquisition of land given by the government was Rs 537 per sqare yard, the rate of plots to be allotted to them is Rs 12,200 sqare yard. |
Power engineers oppose extension to BBMB chief
Ambala, March 4 The AIPEF, which has shot a letter to the union minister for power J M Scindia, alleged that working of the BBMB management had been affected in the last two years. It said the chairman was responsible for mismanagement of the Pong reservoir which resulted in the opening of spillway gates, loss of energy, loss of water and a tragic manmade flood, which devastated areas near the Beas river. The federation said the Bhakra Left Bank Power House Units 2 and 5 had to be shut down for renovation, modernisation and upgradation in 2010 and they were supposed to be recommissioned within one year. However, the units have not yet been recommissioned. The federation stated that recently the BBMB had moved to create its own cadre of employees on the ground that there is a perpetual shortage of personnel from the partner states. The claim of the BBMB about the failure of partner states in sending engineers to board was not based on facts. The federation said one of the chief engineers of the board, who was looking after the transmission system, was given an extension in service beyond the age of superannuation at the recommendation of the chairman, while this decision was turned down by the parent organisation of the chief engineer, the Uttar Haryana Bijli Vitran Nigam

Police cracks 2 looting cases
Rohtak, March 4 A senior police official said the breakthrough in the loot of Rs 12.25 lakh came after the interrogation of liquor contractor Kashmir Singh's driver who admitted his involvement in the crime. The other two suspects arrested in this case are Mohit of Ramgopal Colony and Rimpi of Ridana village in Sonepat district. The remaining amount was likely to be recovered after the arrest of at least three other accused who had been absconding since the incident. In another case, the police has arrested four members of a criminal gang which had looted a vehicle-laden truck a week back from the Gohana bypass here on February 26 . The gang had stopped the truck carrying cars to Pathankot (Punjab) at gunpoint and took it away after tying its driver, Sarabjit Singh, with a tree. The truck was later traced near Tihara Khurd village in Sonepat district. Those arrested include Manoj , Sahdev and Sant Ram. Five vehicles, including Two Alto cars, one Wagon- R and a Nano, have been recovered from them, said the police. |
Class XII student commits suicide
Fatehabad, March 4 Yog Raj of Hinjrawan village took his English examination on March 1 but was upset over his performance, his family said. He consumed a poisonous substance on March 1 night and was rushed to a private hospital in Fatehabad. He was shifted to a Hisar hospital after his condition worsened, where he died last night. |
