Two mysterious deaths in Rajouri

A man allegedly committed suicide by hanging himself outside his residence under mysterious circumstances at tehsil Thanamandi in border district Rajouri yesterday late Friday night. A young girl consumed poison, which resulted in her mysterious death in a hospital today.

JMC’s move on stray cattle a facade

Jammu Municipal Corporation’s drive to deal with stray cattle roaming on the city’s roads, looks like a facade. Cattle could be seen around important bazaars and road junctions, stopping movement of vehicles.

In absence of any long-term planning and facility, several animals have been caught numerous times by the corporation, only for them to flock the roads, particularly the National Highway, again, creating a dangerous situation for those driving at high speeds as well as the cattle themselves.

Many commuters say at times, they have narrowly missed hitting these animals. There have been many accidents wherein animals as well as people have received grievous injuries.

Officials said on an average, the JMC catches nearly 10 stray cattle every day and those impounded are auctioned thrice a month, but in case the claimants don’t come to take these, most of them are handed over to NGOs or released into forest areas. These unclaimed and unsold animals are supposedly released near forest area.

“A few days back, I narrowly missed colliding with a cow in the middle of the road near Rehari. With the vehicle running at a speed of 60 to 80 km per hour, it was indeed dangerous,” said Amarjeet Singh, a businessman.

The problem is not confined to the highway, but in Jammu city, on most of the roads, stray animals can be found.

“At times, we have approached the officials to establish a cattle pound and impose heavy fine on people who release their domestic cattle near public places, but it seems they are not interested,” it was stated.

There are only two functional cattle pounds in the city.

A proposal to establish a major modern facility for the purpose in Dili area on the outskirts of Jammu was shelved after the locals objected to the JMC’s move and land available at the site for the purpose was found insufficient.

75 PDD daily wagers died while on duty in past decade: Labour union

The All Jammu and Kashmir Casual Labourers Union working in Power Development Department (PDD) today said that nearly 75 labourers had died during the past one decade while performing their duty while 150 workers had got disabled. They alleged no compensation had been provided.

The union, which represents thousands of daily wagers engaged by PDD for carrying out maintenance of its infrastructure, have been on agitation for the last 12 days and have been demanding regularisation and better work conditions.

“Most of those deceased have died during duty, but the department has not taken any step to provide them relief. We have now decided to submit the data to Chief Minister Omar Abdullah so that he can solve the issue,” said union president Sampuran Singh.

It is pertinent to mention here that critical areas are being looked after by about 5,500 daily wagers of PDD who are getting just Rs 3,000 per month to keep electricity supply going in the state.

“We fail to understand why the regularisation process was completed in Kashmir and Jammu has been left out in the process. Respective AEE’s and Executive Engineers are not conducting verification process so that our regularisation begins,” said Akhil Sharma, state vice-president, All J&K Casual Labourers Union.

The government had accepted in the Legislative Assembly that regularisation of thousands of Daily Rate Workers (DRW) and casual labourers in Jammu and Kashmir is getting delayed as respective departments have failed to submit details to the sub-committee constituted by the government for the purpose.

Jammu and Kashmir’s under-20 women hockey team coach, Angad Singh, who is currently in police custody in Hyderabad owing to his alleged involvement in an incident of alleged molestation of players of Punjab team, is likely to be released shortly.

Sources said after the return of Jammu and Kashmir’s under-20 women’s hockey team from Hyderabad, the playing venue of under-20 National Women’s Hockey Tournament, both the J&K Hockey Association (JKHA) and the coach’s family members had intensified their attempts to contact the police authorities in a bid to know the actual status of alleged molestation charges against coach Angad Singh.

Angad Singh, who is also former general secretary of JKHA, was held by Andhra Pradesh Police for allegedly molesting and harassing eves of Punjab team in a Delhi-bound Andhra Pradesh Express.

Balwinder Singh, J&K Hockey Association president, while confirming the development, told The Tribune: “At this moment, it is not possible to predict when Angad Singh will be released. As per reports reaching to us, the process is in the final stages and Angad will hopefully be released after completion of important formalities.”

The J&K Hockey Association president said, “The alleged incident occurred in the train and it was for the Railway Police to immediately sort out the case but an FIR was lodged in the police station which does not fall under the jurisdiction of the area where the incident is alleged to have taken place.”

Earlier, when the matter came to the fore, the association had tried its level best to contact the DGP of Andhra Pradesh Police to get concrete details about the incident, but unfortunately, it did not happen. J&K Hockey Association also wants to clear the picture because this incident has maligned the image of the association,” Balwinder said.

Sources also added that after the alleged incident, the J&K Hockey Association president had talked to the general secretary of Indian Hockey Federation (IHF), Ashok Mathur, to discuss the legal aspects relating to termination of Angad Singh’s membership of the association. But after a long discussion, the association had concluded that the charges were yet to be verified by J&K Hockey Association and Angad was also an elected office-bearer of the association, so it was not possible to suspend him at once.

‘Adjournment motions sidelining vital issues’

Expressing grave concern over parties holding State Assembly and Legislative Council proceedings hostage over Afzal Guru issue, Bhartiya Gujjar Mahasabha has said these parties are the least concerned about the plight of the state’s people and are raising a hue and cry over a matter which has been decided by the highest court of the country.

In a press statement, state president of the Sabha, Eshfaq-Ur-Rehman Poswal, has said there are numerous other issues of serious nature which are required to be discussed and should be raised in the House and resolved accordingly.

He expressed his disappointment that due to the adjournment motions moved in the House, a number of burning issues and matters of urgent attention confronting a large number of people would get sidelined.

He said there are over 9 lakh unemployed youth in Jammu and Kashmir who have a lot of hope from public representatives. He added that these representatives have time and again betrayed the youth and have given them nothing except assurances and promises.

He also said that by raking up the Afzal Guru issue, these people have put other serious issues on the backburner and have out paid to the hopes of people of the state who have eagerly been looking forward to their problems being taken up and resolved in the House.

Referring to the plight of downtrodden Gujjar and Bakerwal community, Poswal said the representatives, especially those belonging to Gujjar Bakerwal community, have deeply disappointed their communities.

He said instead of raising burning issues, the representatives are raising other issues only to sideline those relating to Gujjars and Bakerwals.

JIAR organises free medical camp

A free medical camp was organised by experts from Jammu Institute of Ayurveda & Research (JIAR), Nardni, Jammu at village Raipur on Saturday. Specialists of Jammu Institute of Ayurveda & Research attended the camp.

The camp was organised under supervision of Dr Atal Bihari Trivedi, Deputy Medical Superintendent, JIAR Hospital and Dr Yogendera Paul Gupta, former District Medical Officer, AYUSH department.

The camp was inaugurated by Dr RL Sharma, chairman of Shri Sain Charitable Trust for Higher Education and Research and Shri Bhupinder Singh, sarpanch of Raipur, was the chief guest.

More than 66 patients were treated and given free medicines. The patients were treated by Dr NN Tiwari, Kayachikitsa (medicines), Dr Sudesh Gupta, Shalya Tantra (surgery), Dr Nikhil, Dr Ritu Narang, Dr Pooja, Dr Abhilasha (PG scholars) Rohit Sharma and Sunny Khajuria (internees), Usha and Anjana (paramedical staff).

Two mysterious deaths in Rajouri

Rajouri, March 2
A man allegedly committed suicide by hanging himself outside his residence under mysterious circumstances at tehsil Thanamandi in border district Rajouri yesterday late Friday night. A young girl consumed poison, which resulted in her mysterious death in a hospital today.

Reports said a man identified as Mohammed Rafiq, son of Baddar Hussain, resident of Bhatia, tehsil Thanamandi, allegedly committed suicide under mysterious circumstances in border district Rajouri today.

Police said his body was found hanging outside his residence late yesterday night when local police was informed about it. The police took his body and sent it to a hospital nearby for postmortem.SDPO, Thanamandi, said today after postmortem, the body was handed over to the man’s family for last rites. The police has lodged an FIR under Section 174 of RPC in the police station concerned and started investigation.

In another incident, a young girl identified as Shazia Kosar, daughter of Mohammed Tariq, resident of Manjakote, allegedly consumed poison. Her relative took her for treatment to district hospital Rajouri, where she later died.

Police has registered a case and the body will be handed over to the girl’s family after postmortem.

Release pending da: Mazdoor union

The National Mazdoor Conference (NMC) has urged the Prime Minister to release the pending instalment of the 9-per cent Dearness Allowance (DA) due from January last year.

Addressing the gathering, NMC president Subash Shastri said the salaried class was facing a lot of economic hardships due to inflation and price rise and the release of DA would be a way to provide some relief to them. “The delay in the release of the DA would not only put a burden on the Central exchequer to liquidate the arrears but also increase the difficulties of both Central and state government employees and pensioners,” he said.

Shastri said the Dearness Allowance of employees and pensioners had gone up to 72 per cent as it had exceeded by more than 50 per cent after the release of the 7-per cent DA from July last year, hence 50 per cent DA should be merged with the basic pay/pension and the remaining 22 per cent should be paid in accordance with the merged basic salary or pension of employees and pensioners as was commended by 4th pay commission in the report accepted by the Union government in 1986.

In the singles final, Sumit Dogra got the better of Rajesh Sehdev of the Indian Institute of Integrative Medicine (IIIM) in straight sets 15-08, 15-12. Earlier, in the semifinals played, Sumit beat Simdarshi Meena of the IIIM by 15-11, 15-09 while Rajesh beat Sunil Kumar of the IIIM by 15-10, 15-08.

In the quarterfinals, Rajesh Kumar (IIIM) beat Shashi Jamwal (SOI) 15-13, 15-12 wheras Sunil Kumar (IIIM) beat Sanjeev Kumar (SOI) and Samdarshi Meena (IIIM) beat Munish (Customs and Excise) 15-10, 15-12.

Meanwhile, in doubles final, Sumit Dogra and Sumit Katwal of the IB notched up a 2-1 win (12-15, 15-11, 15-12) against Mahesh Sharma and Anil Kataria.

Earlier, in the semifinals, Sumit and Sumit Katwal beat Manjeet and Rajesh Sehdev of the IIIM by 16-14, 15-11 while Mahesh Sharma and Anil Kataria of the NSSO beat Sanjeev Sharma and Bhanu Partap (SOI).

State DGP reviews policing in five districts

In order to review the working of policemen in five districts of Jammu zone, Director General of Police (DGP) Ashok Prasad today convened a video conference with the Superintendents of Police of these districts, here at Police Headquarters (PHQ).

During the conference, Prasad sought first hand report about the overall working of these districts - Udhampur, Reasi, Doda, Kishtwar and Ramban. The Range Deputy Inspectors of Police and Superintendents of Police apprised the Director General of Police and other senior officers present on the occasion about their working in different areas.

They apprised him about the status of constructions going on in their jurisdictions, land acquisitions, stock position of uniforms and weaponry, availability of mobility, present status of personal information data and the functioning of CCTVs.

Availability and utilisation of funds under different heads, deployment of manpower, progress in Civic Action Programme (CAP), working of youth clubs was also discussed during the conference.

The Director General of Police asked the officers and executing agencies to complete the ongoing constructions within the stipulated time frame and ensure utilisation of quality material.

He said before certifying the completion of works, it should be ensured that all requirements were taken care of by the agency concerned so that the funds allotted are not misappropriated. Accommodation for policemen, including the alternate accommodation with all required facilities and interiors, is necessary to provide better living conditions to personnel for enhancing their capabilities in the field, he said.

The Director General of Police asked officers to come with concrete proposals with regard to their requirements to strengthen their mobility, uniform stocks, weaponry and communication network. He said the PHQ would consider these requirements on a priority basis.

The Director General of Police stressed asked the field officers to complete the computerisation process of personal information of all ranks and furnish the data to the PHQ within the stipulated time. He said strenuous efforts should be made to update the service records of policemen, and it should be ensured that annual performance reports are submitted within a time frame.

While discussing the deployment of personnel, the Director General of Police said security of protected persons needs to be reviewed after regular intervals at range levels and more police personnel should be deployed to check the nefarious designs of criminals and anti-social elements. He stressed the need to ensure proper functioning of the CCTVs for checking crimes. He said new areas should be identified for installing these cameras.

Earlier, Additional Director General of Police (Headquarters) SP Vaid highlighted the importance of such conferences and said the PHQ had been conducting such interactions with field officers with an aim to review the day-to-day activities. He said video conferencing consumed less time and paved the way for an efficient supervision.

Jammu University Teachers Association (JUTA) president Professor JP Singh Joorel was the chief guest on the occasion.

NSF state president Vikas Sharma presented a detailed report on the activities of the forum during the past one year and said the NSF would vociferously raise the issues of students and scholars.

In his address, Prof Joorel expressed hope that the NSF would continue to organise more programs to strengthen the secular values among people of the country. Prof Archana Kesar said the forum was gaining popularity among students owing to its transparent working.

Kashmir Bar Association to hold seminar on proposed police law

Terming the proposed police law as an attempt to revert to “primitive” times when “goons” ruled the roost in the Valley, the Kashmir Bar Association today announced to hold a day-long seminar to discuss the matter.

“The Bar Association has decided to hold a seminar on the proposed J&K Police Bill 2013 on March 5 at Sadder Court Complex in Srinagar. Lawyers from various courts of the state will be invited to express their views,” a spokesman for the Kashmir Bar Association said in a statement here.

The draft was made public by the authorities on February 15 and suggestions were sought within two weeks. However, the Bill has evoked a lot of criticism from different quarters, with opposition People’s Democratic Party saying it would oppose the Bill if introduced in the House in its present form.

In a bid to allay the criticism of the Bill, Chief Minister Omar Abdullah had on Tuesday said there was “no chance” that a bad legislation could pass through such a tight scrutiny.

“The government in the garb of modernising the police force has virtually gone to the primitive stage when men with muscular power, goons and renegades were ruling the state and citizens had no say,” the spokesman said.

“The Bill has generated a controversy as the liberty and security of a common man will be curtailed through it,” he said. — TNS

Training course for panchayat members

Poonch, March 2
The basic foundation training course for elected representatives to the panchyati raj institutions in Surankote block concluded here today. Poonch ADDC Anwar Hussain Shah was the chief guest on the occasion while Deputy Director Employment Ashok Kumar presided over the function.

In the three-day training programme, more than 500 elected sarpanches and panches were imparted training on salient features of the Panchayati Raj Act, powers, functions and responsibilities of sarpanches/panches, conduct of panchayat business and gram sabha/halqa majlis, role of panchyati adalat, planning, implementation and monitoring of Central and state-sponsored schemes, social audit and the Right to Information Act.

Sarpanches and panches expressed satisfaction over the training programme and assured the officials of their full cooperation in the developmental activities.

The Poonch ADDC said by giving 14 departments to panchayats, government had revolutionised the administrative process. He said in future all developmental activities would be implemented after discussing the plans with panchayats concerned. He distributed certificates among participants. — OC

Deepak and Anshu Pandita clinched the boys and girls titles, respectively, while Vikrant and Asma Gul secured first position in the junior boys and girls categories, respectively.

The competition was conducted in technical collaboration with the Tawi Trekkers, Jammu and Kashmir. Anil Kumar, a national climber, was the route setter-cum-belayer while Poonam Mishra and Satish Bhan were the judges.

In the prize distribution function, IMF North Zone Committee secretary and a national judge of the game Ram Khajuria was the chief guest.

Principal of the school Pooja Sharma and directors Rahul Sharma, Arti Sharma and Savita Khajuria were also present on the occasion.

Results:

Sub-junior boys’ category: Deepak - first; Pragun Khajuria - second and Abhishek - third.

Sub-junior girls’ category: Anshu Pandita - first, Vaibhavi Sharma - second and Vibhuti Tikoo - third.
