Silt on a roadside in Jammu on Monday. The Irrigation and Flood Control Department is dumping the silt on roadsides during de-silting of the Ranbir Canal and its tributaries which is creating problem for the residents. Kaw Punim — a fading call?

‘Kaw Punim’ is one of the unique festivals of the Kashmiri Hindus i.e. Kashmiri Pandits. This year, ‘Kaw Punim’ falls on 25th of February. This festival is austere, simple and indigenous in character. Unlike other festivals, there is no ostentation on this occasion. It is not being celebrated in the same fashion as it once used to be when Kashmiri Pandits lived in the Kashmir valley. Many such festivals are celebrated with less fervour and enthusiasm or forgotten now due to detachment from community’s cultural roots.

Private B.Ed colleges violate norms
Running ETT courses on same premises without Jammu University’s permission

Call it faulty inspection process or lack of coordination between the University of Jammu and the state administration, private BEd and Elementary Teachers Training (ETT) institutions continue to violate the University Grants Commission (UGC) guidelines with impunity.

The authorities have failed to initiate legal action despite the recommendations of inspection teams, sources said.

There is a huge disparity between the figures provided by the J&K Board of School Education (JKBOSE) and Jammu University vis-ŕ-vis the BEd colleges running ETT institutes on the same premises.

A report of the inspection committees constituted by JU reveals that colleges were running ETT courses without the university’s prior permission on the same premises where BEd courses were being run.

In a sharp contrast to this, the JKBOSE documents reveal that there are 30 such institutions where BEd colleges were running ETT courses from the same premises, sources said.

As per the Statute 63(2) (b) of Chapter-IV of the University Calendar, 2010, the private college can face disaffiliation if the “building or part thereof used for running other courses or for running other courses or for any other purpose without prior permission of the university”.

The state government issues no objection certificates (NOCs) in favour of ETT institutes for running such courses while JU is authorised to issue NOC in favour of any private college, including BEd institutions, for running any other course from the same building.

The matter about violation of norms by three private colleges was reported to the Vice-Chancellor but the authorities could not take any action since the “violators” had denied they were running any ETT courses on the same premises where BEd course was being run.

The university authorities claimed that all the affiliated colleges had infrastructural facilities in accordance with the prescribed norms.

The last inspection conducted by the committee had found “minor deficiencies” and the compliance report was submitted by the college management.

Official sources said there was a “well-knit nexus” between some officials of Jammu University with the management of these institutes. It could be gauged from the fact that whenever inspection teams went to assess the infrastructural deficiencies or check violations in these institutes, they (violators) managed to remove the ETT display boards from the buildings and the inspection teams had to return empty-handed since they would know about the surprise visits well in advance, they added.

Deshbandu Gupta, Director, Colleges Development (DCD), Jammu University, said the varsity had never issued NOC in favour of any institution which was running ETT courses from the same premises where BEd institution was being run.

“Instead, they (ETT institute owners) should have sought NOCs from Jammu University which they did not do. It is mandatory for BEd institutions to get NOC from the University to run other courses from the same building. Following the reports of our inspection committees, we initiated action and reported the matter to the higher authorities,” Gupta said.

Govt officials, three others booked for forging sale deed

The Crime Branch, Jammu, today registered a case against some government officials for allegedly preparing a fake sale deed and three others for fraud.
The accused have been identified as Anil Chopra, Dev Raj, a resident of Jhakhar in Jammu district and Sourab Manhas, a resident of Barn village in Jammu district.

The official spokesperson said a written complaint was lodged by Sanjeev Singh Jamwal of Panjgarain in Nagrota who is presently living in Laxmi Nagar.

The complainant had alleged that Anil Chopra, the accused, in connivance with others prepared a fake sale deed in favour of Kuldeep Singh and got the same registered before the Sub-Registrar, Jammu, by affixing the photograph of some unidentified person at the time of registration of sale deed and then replacing it with the photographs of the complainant.

An inquiry was initiated and it was found that the complainant, being the attorney holder of the original owner of the land, met the accused in connection with the sale of land measuring 10 kanals. He then handed over the power of attorney in the name of the complainant, his photographs and a copy of PRC for preparation of sale documents to the accused.

Though the deal did not mature, the complainant later came to know that the accused had got registered a fake sale deed of land measuring 10 kanals in the name of Kuldeep Singh and had fabricated the photographs on it. — TNS

Super-Specialty Hospital to be functional in a fortnight
Govt set to issue notification for recruitment of nurses and paramedics

The much-waited 200-bedded Super-Specialty Hospital in Jammu city is all set to be a reality soon as the state government has decided to make it operational in the next 15 days.

The government has also ordered to shift machinery to the new hospital and a notification regarding the recruitment of paramedical staff, including nurses, would be issued in the next couple of days.

“We have completed the project and we will make it operational in the next 15 days. We have asked to shift machinery to the new building,” Minister for Medical Education Taj Mohi-ud-Din said.

About the shortage of faculty and paramedics, Taj claimed that his department had arranged the requisite staff strength while the recruitment of nurses would be started with the issuance of notification in a day or two.

The project had jumped several deadlines due to a delay in setting up modular operation theatres and shortage of doctors.

The hospital is being raised at the cost of Rs 135 crore in which the Central government has provided 90 per cent funds. The project is envisaged to ease overcrowding from the Government Medical College and Hospital (GMCH), Jammu, which is presently catering to 1,200 to 1,400 OPD patients every day besides emergency and admitted patients.

Six super-specialties, including cardiology, cardio thoracic and vascular surgery (CTVS), nephrology, urology, neurology and neurosurgery will be available to the general public at the hospital.

The state government had earlier relaxed promotional norms in the Medical Education Department where around 53 per cent posts were lying vacant. As per the government notification (SRO 425), the Health and Medical Education Department had modified the J&K Medical Education (Gazetted) Services Recruitment Rules, 1979, relaxing norms for promotion to the posts of professor, associate professor and assistant professor.

The minister reviewed the operational aspects of the Super-Specialty Hospital at a meeting of all the heads of department (HoDs) and hospital administration at GMC.

He directed to immediately install the Internet in the proposed hospital and also at the GMC. He asked all the HoDs to give their requisitions to the GMC Principal.

The minister also visited the nephrology and dialysis unit of the GMC to take an on-the-spot note of the cleanliness, patient management and treatment. He asked for a coordinated effort between the GMC and JMC to achieve complete sanitation at the hospital.

Taj also asked for installing biometric equipment at the hospital for which he asked for initiating all the requisite formalities.

He also directed the hospital administration to regulate the number of visitors to the hospital and not allow more than one attendant with a patient and that too with a valid attendant pass.

The departments concerned have so far failed to taken any effective action in this regard.

“There should be a proper way to deal with the silt. It should not be dumped on roadside as it creates problems for commuters and drivers,” said Roshan Sharma, a businessman.

About 60 per cent population in the state is dependent on the agriculture. The canals are the lifeline of the farming community as they cater to large irrigation needs in the Jammu region.

Despite repeated claims of the government for de-silting the Ranbir Canal and its offshoots, the department concerned has taken up a few portions of it.

IGNOU may allot programmes under Convergence Scheme to govt institutions

The Jammu Regional Centre of Indira Gandhi National Open University (IGNOU) is likely to allot its programmes to government-affiliated colleges under the Convergence Scheme to run them throughout the state, sources say.

The centre in the recent past had faced severe criticism from students for suddenly discontinuing the scheme.

Sources said when IGNOU’s Regional Centre had mulled the option of handing over the scheme to the government-affiliated colleges, the partner institutions had appealed the authorities to wait for the reply of the head of the Convergence Unit, IGNOU, on the show-cause notice issued by the High Court.

An “inordinate delay” in filing the reply by the head of the Convergence Unit had not only brewed resentment among the all partners institution in the state.

Despite the High Court directions to the Board of Management of IGNOU in September 2012 to resume the admission process for July Cycle-2012 under the Convergence Scheme, the IGNOU authorities had asked the partner institutions to submit the list of admissions for various programmes at its office in Maidan Garhi.

Ashok Khajuria, a member of All Partner Institutions of India (AAPI), IGNOU, said, “No doubt, the institutions are suffering a lot but the students who have already taken admission for various programmes are at their receiving end. Some of them are even demanding reimbursement of fee.”

An IGNOU official said, “We are trying to seek permission from government-affiliated colleges in the state to run our programmes so that the academic future of our students, especially from far flung areas, does not get affected.”

JU win Inter-varsity Korfball C’ship

Governor NN Vohra today said sports and games inculcated discipline and a spirit of camaraderie, friendship and brotherhood. He advised students to take up sports apart from concentrating on academics for a balanced personality.

The Governor was speaking at the valedictory function of the All India Inter-University Korfball Championship at the New University Campus here today. The Governor, who was the chief guest on the occasion, said there were a lot of opportunities for youth in both the spheres and they should take the optimum benefit from this scenario.

In the summit showdown, hosts Jammu University (JU) beat the GNDU, Amritsar, by 14-9 goals. The Governor congratulated and gave away trophies to the winning and the runners-up teams and expressed hope that the university would organise more such competitions in future.

He gave away mementos to coaches of various sports disciplines of the JU and technical officials of the korfball championship.

A memento was also given to Prof Dhian Singh Bhau, Director, Directorate of Sports and Physical Education, who was the organising secretary of the championship.

JU Vice-Chancellor Prof MPS Ishar, in his welcome address, dwelt on the initiatives being taken for the promotion of sports infrastructure in the university. He also presented a memento to the Governor.

The Maharishi Dayanand University, Rohtak, team bagged the overall runners-up trophy, the GNDU, Amritsar, team secured the third place and the Panjab University, Chandigarh, team secured the fourth position in the six-day tournament, which was played on a league-cum-knockout basis.

ICC win Parmodh Memorial T20 tournament

The Ishar Cricket Club (ICC) beat the Atman Sports Club (ASC) by four wickets in the finals to clinch the 3rd Parmodh Memorial T20 Cricket Tournament, which concluded at village Mandal Playfield here today.

Winning the toss and batting first, the ASC accumulated a decent total of 150 runs in the allotted 20 overs. Sandeep Singh was the top scorer with 57 runs while Chetan contributed 27 runs to the total. Deepu and Sahil Bhalwal contributed 15 and 11 runs, respectively.

For the ICC, Dhruv Mahajan and Sahil Sharma claimed two wickets each while Pavit Singh Ishar and Sourab Chopra claimed one wicket each. The ICC, in reply, overhauled the target in 19.4 overs by losing six wickets in a keen contest. Shashi contributed 41 runs while Deepak Dogra scored 33 runs. Sahil Sharma made 11 runs and Jaswinder made 10 runs. For the ASC, Vishwajeet was the pick of the bowlers with three wickets while Sahil Bhalwal claimed two and Chetan claimed one wicket. Deepak Dogra was adjudged the man of the match and man of the tournament for his all-round display. Pavit Singh Ishar was declared the best bowler of the tournament while Chetan Singh Chib was declared the best batsman.

Minister for Planning, Labour and Employment Ajay Kumar Sadhotra was the chief guest on the valedictory function while Ankush Abrol, former selector and JKCA working committee member, and Subhash Chander were the guests of honour.

Speaking on the occasion, Sadhotra urged youth to participate in sports in a big way. The minister said the government had taken various initiatives to promote sports and was providing best possible support to the talented sportspersons. Later, the winners were presented a cash prize of Rs 30,000 and a trophy by the chief guest and other dignitaries. BJP holds protest against sarpanch’s killing

Jammu, February 25
The Bhartiya Janata Party (BJP) today held a protest against the killing of a sarpanch in the Kashmir Valley, at Gangyal on the Jammu-Pathankote national highway.

The protest was led by Baldev Singh Baloria, convenor, BJP panchayat cell, in which a large number of BJP workers, including panches and sarpanches, participated and burnt an effigy of the state government.

Baloria, while addressing the workers, blamed the state for its failure to provide security to panches and sarpanches. He said many sarpanches had been killed by militants and many had resigned. “The recent killing of a sarpanch in Baramulla is one more incident which shows that the government is not serious about the security of panches and sarpanches,” he said.

Baloria demanded that the government should take up the issue of providing security to elected representatives besides giving financial and judicial powers to panchayats. He said this could not be possible without the implementation of the 73rd Amendment in the state. Baloria said the BJP was always with panches and sarpanches and would fight for strengthening of the Panchayati Raj in the state.

Taj appreciates postal department for reviving services

Minister for Medical Education Taj Mohi-ud-Din today appreciated the efforts of the Department of Posts for “reviving” its postal services and making them in sync with the needs of present times.

Addressing the postmasters’ conference here yesterday, the minister said with the coming of faster courier and mailing services-both manual and electronic- postal services had taken a back seat a few years ago but due to re-invention of their services, the Postal Department had bounced back.

He expressed satisfaction over the launch of the ‘same-day-post’ services for the cities of Jammu and Srinagar and appealed to people to take full benefits of the services offered by the department, which has been providing services for more than 150 years now.

In his welcome address, Chief Postmaster General John Samuel said the department during the last few years had taken steps which have revived the importance of postal services. He said the motto of his organisation now was “from good to great”.

He said the department had registered a growth of 24 per cent in its deposits last year while it had been 35 per cent during the current year so far. He said performance wise, the J&K circle had been adjudged as the best among all postal circles of the country.

On the occasion, the minister gave away awards to Postal Department employees who had excelled in their assigned duties during the last year.

Jammu-based Tiger Division today facilitated an additional classroom along with furniture and other basic necessities to residents of the Gowar village in the Paragwal sector.

Col Ajai Sharma, Commanding Officer, Jammu Terriers, expressed satisfaction that the Army due to its genuine concern was able to contribute positively in the development of border areas.

Gowar sarpanch Bupinder Singh appreciated the efforts of Jammu Terriers for the transformation of the local school in record time. The Army had also constructed a boundary wall for the school with the help of the civil administration.

Traders’ association holds pulse polio camp

As a part of the nationwide drive against polio, the Raghunath Bazar Businessmen Association (RBBA) organised a pulse polio camp for poor children and families stranded at the bus stand.

As many as 528 children were administered polio drops by the para-medics engaged by the association for the purpose.

The association held a camp for administering polo drops to children up to 5 years in collaboration with the Rotary Club, Jammu, and administered polio drops to children accompanying their parents for Vaishno Devi pilgrimage.

The Health Officer, JMC, Vinod Sharma, who was a special invitee to the camp, supervised the administering of polio drops to children.

Speaking on the occasion, Sharma announced a special drive pertaining to sanitation in the historical Raghunath Bazaar, which is the nerve centre of pilgrims and tourists visiting Jammu. He announced that two ‘safai karamcharis’ will be permanent deployed in the bazaar round the clock to keep it neat and clean.

Members of the association and the Rotary Club went to hotels and lodges to persuade Kashmiri passengers and Vaishno Devi pilgrims to bring their children to the camp. The entire program was held under the supervision and guidance of Baldev Khullar, president, RBBA, while zonal chairman of the Rotary Club, RK Chawn, and its Jammu city president Rakesh Malohtra actively helped to make the drive a success.

Kaw Punim — a fading call?

‘Kaw Punim’ is one of the unique festivals of the Kashmiri Hindus i.e. Kashmiri Pandits. This year, ‘Kaw Punim’ falls on 25th of February. This festival is austere, simple and indigenous in character. Unlike other festivals, there is no ostentation on this occasion. It is not being celebrated in the same fashion as it once used to be when Kashmiri Pandits lived in the Kashmir valley. Many such festivals are celebrated with less fervour and enthusiasm or forgotten now due to detachment from community’s cultural roots.

Before the exodus from the valley, Kashmiri Pandits used to celebrate ‘Kaw Punim’ every year. There was a special kind of charm associated with ‘Kaw Punim’. Children used to wait anxiously for this occasion. They would make ‘Kaw Potul’ (a hand type ladle/spoon made of a long stick and hay) for pious offerings to crows from the window of upper storey or balcony of their respective houses. While offering the food, the children would chant “Kaw Bhatt Kawo, Khechrey Kawo. Gangabala Sharana Karith, Gurey Mechey Tyoka Karith. Walbha Saney Larey Pyeth, Dal Bata Khyene”. It means, “O erudite crow! O Khichri (a mixture of rice and moong dal cooked together) eater! After having a dip in river Ganga, put tilak (of clay) on your forehead and come to our house to have dal and rice.”

In Kashmir, women of Kashmiri Pandit families used to offer freshly cooked food to crows every day before serving it to family members. She would not even taste it to confirm the quality of the dish. A ‘Kaw Paet’ (smooth wooden piece) hanging on the front wall of a house signified that the house belonged to Kashmiri Pandits.

Many myths are attached with crows in the Hindu mythology. One of the myths is of Kak-Bhushandi, who was a pious man devoted to Lord Ram but he was cursed to become a crow. The crow is considered to be a very curious animal. Kak-Cheshta and Kak-Snaan are the idiomatic expressions of curiosity and bathing like a crow (crow only dips his head while having a bath) respectively in Sanskrit language. According to the Hindu belief, crows are representatives of our ancestors, planet Saturn, Yama, Dharamraja and Krishna. By offering food to crows, they get pleased. The Nilmat Puran which is our source of cultural history says, “Pournmasyam Tu Maaghsya Shraadam Kritva Tiler-narah, Kakanaam Bhojnam Dadyaat Prabhootam Bali Sanyutam.” (Verse 516) It means, “On full moon night of Maagh, a man should perform Shraadh with sesame and give enough food consisting of pious offerings to crows.”

Hindus see God in many creatures; be it crow, snake, or human being. As such offering food to crows is equal to Jeeva-Karuna i.e. having pity on every creature. Also, it is equivalent to Bhoot-Yajna i.e. one of Panch Mahayajnas (fivefold duties) a family man should perform every day.

The crows serve as a hot line medium between living and deceased ones. Therefore, we should maintain the tradition of offering food to crows and other animals to make the departed ones happy so that they shower their blessings and good wishes upon us. The ubiquitous crow does not eat alone but along with his fellows. This activity of crow is indicative of fellow feeling and community care.

Kashmiri Pandits do not celebrate this festival with much fervour now but it has much more significance now when human values have faded away.

The Shopkeepers Association General Bus Stand has welcomed the election of Davinder Rana as member of J&K Legislative Council (LC).

Members of the association said Rana had always highlighted their problems with the authorities concerned and had extended full support to their demand of not shifting the bus stand to Khanpur.

They said Rana had also taken up their case for making the present bus stand a terminus point for buses of all routes, while shifting the idle buses to their respective yards outside the city.

The association has also appreciated the role of Rana in pressing their demand for allocation of shops in the proposed shopping complex to shopkeepers in the bus stand.
