Hailstorm destroys 70% veggies, wheat, mustard crops
Sumit Hakhoo

Jammu, February 12
The recent hailstorm has destroyed 70 per cent of the vegetable, wheat and mustard crop in villages around Jammu. Produce from these areas is supplied to the city. The Department of Agriculture and the Department of Revenue would submit a detailed survey report to the government.

Officials from the Agriculture Department said heavy rainfall followed by hailstorm between February 4 and 7 had damaged crops in Jammu, Kathua, Samba and Reasi district, damaging hundreds of acres of farmland in many villages.

Areas on the outskirts of the winter capital like Chohana Chak, Karloop, Tikri Khani, Akalpur-Sarora, Poni Chak and other areas of Marh sub-division, also considered vegetable bowl of Jammu had faced the brunt of the damage.

“Field officers have been asked to conduct a detailed assessment of the loss and the Chief Agriculture Officers concerned have been asked to furnish crop and area-wise damage reports within a week. Reports reaching us say that in some villages crops have been destroyed completely,” said Director Agriculture, Ajay Khajuria.

Khajuria said there was no way to save the crops from the natural calamity and the hail storm was not expected. “We will submit our damage-assessment report to the government for compensation to be granted as per norms,” he said.

Keeping in view the past experience of compensation given by the government and actual benefit to the cultivators, farmers say that they don't expect any help from the administration as it was a complex procedure.

National Agriculture Insurance Scheme (NAIS) was launched in the state four years back to bring cultivators and their crops in its cover, but it had failed to help the farmers.

“It does not help people. As per rules, compensation is given if there is 50 per cent loss of crop in a block. The process is also very cumbersome,” said Tejinder Singh, a farmer leader from RS Pura.

Lack of coordination between the Agriculture Department and other agencies had also contributed in slow implementation of the scheme. Five major crops have been brought under the scheme including paddy, wheat, maize, potato and mustard.

Reports said security forces in full riot gear have been kept deployed, restricting people to their homes, along the length and breadth of south Kashmir’s Anantnag, Kulgam, Shopian and Pulwama districts.

Residents in these districts said they have run out of essential supplies.

“The situation is so grim that we don’t even have rice and vegetables to feed ourselves,” said Muhammad Amin, a resident of Bakhshiabad locality here in Anantnag district.

People said their households are short of even baby food. People from different areas in the region said they were chased away by the forces while they tried to step out of their houses to get milk and other baby food.

“We ran out of powdered milk meant for our two-year-old baby. I have been trying since morning to persuade the forces deployed our house to let me out for some time, but to no avail,” said Rauf Ahmad, a resident of Shopian town. Moreover, the people say, even the patients are not allowed to be taken to the hospitals.

“My mother’s health deteriorated and she needed immediate medical attention; however, we were not allowed to take her to the hospital,” said Rafiq Ahmad, a resident of Kadipora area in Anantnag district.

Some people, according to reports, are stuck in the hospitals days after their patients were discharged.

“My wife was discharged from the hospital after treatment but we have not been able to take her home. I am afraid that she might fall ill again, given the conditions we have to stay in,” said Ali Muhammad, talking to The Tribune over the phone from the district hospital in Anantnag.

The people alleged that the security forces are not even honouring the curfew passes issued to them by the district administrations.

“The police and the Central Reserve Police Force (CRPF) personnel are not even letting me bring back my son from a relative’s house. I have been carrying a curfew pass in vain for the last two days,” said Ishtiyaq Ahmad, a resident of Moominabad area in Anantnag town.

Srinagar, February 12
Even as weather conditions in the Kashmir valley continued to remain dry today, the weatherman has forecast fresh rainfall from coming Friday. “Weather will remain dry till February 14 but light rainfall amid overcast conditions is expected on February 15 and 16 in the state,” Director Meteorological Department Sonam Lotus told The Tribune.

Urs Dastageer Sahib begins; usual fervour, festivities missing
M Aamir Khan
Tribune News Service

Srinagar, February 12
Even as Urs Peer Dastageer Sahib began here today, the traditional fervour and festivities are missing due to the imposition of curfew on the fourth day across the Valley after the execution of Parliament attack convict Afzal Guru.

"We performed Khatam-e-Shareef (special supplication) last night. People from adjoining areas came but there was no usual heavy rush. And as the Urs has started today, only a trickle of devotees came for prayers," said one of the caretakers of the Dastageer Sahib shrine located at Sarai Bala area of the city.

The main Urs functions here are held at Dastageer Sahib shrines located at Khanyar, which was damaged in a fire incident last year, and Sarai Bala.

The shrines are devoted to 11th century Sufi saint Shaikh Syed Abdul Qadir Jeelani, whose actual shrine is located at Baghdad in Iraq. Even though the saint never visited Kashmir in person, he is highly revered by the locals and the Urs is observed here for 11 days.

While a lot of hustle and bustle is usually witnessed at the shrines that are thronged by thousands of devotees from across the Valley on Urs days, the area outside the shrines presently wears a deserted look.

A few stalls, which usually sell local delicacies and other goods and are set up during Urs days, are lying covered with thick sheets outside the Dastageer Sahib shrine at Sarai Bala. “We have set up the stall but have not prepared anything. We only hope that the curfew is relaxed and things get back to normal so that we can start business,” said a local stall owner.

Meanwhile, Rural Development and Panchayati Raj Minister Ali Mohammad Sagar visited the Dastageer Sahib shrine at Khanyar today to review arrangements for the Urs. Divisional Commissioner, Kashmir, Dr Asgar Hassan Samoon too had visited the Dastageer Sahib shrine at Khanyar yesterday and asked the Wakf authorities concerned, which look after the shrine, to make adequate arrangements in view of the Urs.
