Sirsa, January 28 The body was handed over to the family members of the victim after a postmortem in the General Hospital, Dabwali. Two youths allegedly took away a four-and-a-half-year old girl playing outside her house in Kabir Basti of Dabwali, raped her and threw the unconscious victim in a pond of sewage disposal. The incident occurred on the evening of January 25 and since then, the family members of the girl had been searching for her. The family informed the police when an 8-year-girl, who was playing with the victim when she was lifted, identified one of the accused, Vicky. Upon interrogation, Vicky told the police that he and his friend Chhiller had kidnapped the girl, raped her in a state of intoxication and them thrown the girl, who was then in an unconscious condition, in a pond filled with the town’s sewerage waste. The police has arrested both the accused. With the daylong efforts of the divers, the body of the girl was recovered from the pool. After the divers failed to recover the victim’s body throughout the day on Sunday, the police put into service motors to pump out water from the pond. Dabwali Deputy Superintendent of Police Puran Chand Panwar said that Vicky was married and both he and Chhiller were drug addicts.
Dalit gang-raped in Bhiwani
Bhiwani, January 28 The woman and her husband work in a cowshed in Charkhi Dadri town. She has alleged in her complaint that three youths knocked at their door in the night and when her husband opened the door, they beat him up. They forcibly took her to a secluded place and raped her. Later, she reached home and narrated the incident to her husband. The victim and her husband was shifted to the General Hospital, Charkhi Dadri, in injured condition and the matter was brought to the notice of the police. The victim has identified one of the accused as Samir Khan and has said she did not recognise the other two. A case of rape has been registered against the three accused.

Sirsa, January 28 The 15-year-old victim was taken to the General Hospital, where her medical examination has confirmed rape. In her statement recorded to the police in the presence of a woman advocate, the victim said they were three siblings, the youngest being her brother, whom she loved the most. She alleged that Surender, her neighbour, had been raping her by threatening to eliminate her younger brother. When it became unbearable for her, she brought the matter to the notice of her parents, who informed the police. |

Sonepat, January 28 The police claimed to have arrested one accused Sonu and seized a three-wheeler used in the crime. The complaint lodged
by the victim’s family members said accused Virender enticed the girl and took her in a three-wheeler to a colony at Sonepat. The vehicle was driven by Sonu. They allegedly raped her and left her outside the village after midnight. The victim returned home in the wee hours on Sunday and narrated the incident to her family. The police said the victim was examined in the local civil hospital and her statement recorded before the judicial magistrate. The police arrested Sonu within a few hours of receiving the report of the incident from her family members on Sunday evening. |

2 get life term in Vansh kidnapping case
Ambala, January 28 The court held Gupreet Singh and Parvinder Singh of Handesra village of Mohali district guilty of having kidnapped an Ambala boy Vansh, a student of class II of Army Public School, who was picked up by the| duo on February 10, 2011, as he alighted from the school bus at the Defence Colony here. Vansh's father, Ashish Sharma, is a businessman. Immediately, after receiving a complaint from his grandfather, Narinder Sharma, the police sounded an alert following which the Panchkula police chased the kidnappers. The police managed to halt the kidnappers by ramming one of their vans into their vehicle at Barwala, where a shootout took place between the police and the kidnappers. Meanwhile, the Ambala police also reached the spot and rescued the child. While, Parvinder managed to escape from the scene and later, surrendered before the Ambala court, Gurpreet sustained a gunshot injury in his leg and was taken to the GMCH, Sector 32, Chandigarh. The kidnappers had demanded a ransom of Rs 80 lakh by making a phone call at the boy’s house from an STD booth in Naraingarh. Earlier, in October last year a Panchkula court had found the two guilty of the shootout and awarded them five years in jail. While, pronouncing the verdict today, the judged found them guilty under Sections 363, 364 and 364-A for which they were awarded life imprisonment. However, another accused in the case, Gurpreet Tapla of the same village, who used to work as a driver of Ashish Sharma and was accused of having connived with the abductors, was acquitted as the prosecution failed to prove his involvement in the crime. |
HSGPC to train women in martial arts
Karnal, January 28 “It will be in line with the traditions set by Guru Gobind Singh who created the 'Sikh quam' to fight against atrocities and protect the week. After training, the women would not only be able protect themselves but also others,” Jhinda said. Women in the age group of 15 to 30 years, irrespective of their community, would be imparted training in martial arts in gurdwaras under control of the HSGPC. Initially, training would be held at the head and sub-offices of the HSGPC situated at Dosarka, Ambala and Guru Nanak Academy, Ratia, from March 1 and soon women would be trained across the state, he added. Jhinda said this would not only instill confidence among women to fight against atrocities but also go a long way in eradicating social evils like dowry and female foeticide and restore gender balance. The trained women would act as fighting squads for protecting other women and weaker sections of society against atrocities and acts of cruelty. Gradually, schools and colleges would also take the initiative to arm the women by providing training in martial arts, he hoped. |

Sirsa, January 28 When Tulsi reached home in Sukh Sagar Colony with bridegroom Pawan, her friends and neighbours welcomed the boy in the family. “Under his campaign to end gender inequality, dera chief Gurmeet Ram Rahim Singh has started this new concept of marriages, where the bride will take her marriage party to the groom’s house and bring him to her house after the wedding,” said Pawan Insan, a spokesperson of the dera. He said the dera chief has given such marriages a name, “Kul Ka Crown”. He said such marriages would be performed when the bridegroom’s parents have another son and the bride is the only child of her parents. Bride’s mother Prema Insan, a single mother, said she was always worried that she would have to lead a lonely life after marrying Tulsi. The first “Kul Ka Crown” bridegroom, who has a masters degree in Hindi literature and a degree in education, said he would happily serve his mother-in-law like his own mother. A dera spokesperson said the “Kul Ka Crown” is the 73rd work of service of humanity started by the dera. Blood donation, free medical camps, adoption of orphaned girls, tree plantation, rehabilitation of prostitutes, sanitation and providing services during natural disasters are some other acts of service being performed by the dera, he said. He said the “Kul Ka Crown” system of marriages would not only end social evils like dowry, but also lead to gender equality. |

Hisar, January 28 Mullana, who was elected to the Rajya Sabha as an INLD member in 2000, was present in a press conference addressed by Bishnoi at his Hisar residence today. He said he was joining the HJC, because only Bishnoi believed in giving equal respect to all castes and communities. Later, coming down heavily on the jailed INLD chief Om Prakash Chautala and his son, Bishnoi said it was quite comical that Chautala’s younger son, Abhey Singh, was trying to portray his father as a patriot though he had been sentenced for corruption. |

Karnal, January 28 Inaugurating the seminar here today, Dr KM Bujarbaruah stressed the importance of improving livestock productivity and said any research and development to improve livestock productivity should aim at integrating several components and involving multiple partners. Suggesting that livestock production scientists should aim at developing "Integrated Animal Production and Health Management Model?, Dr Bujarbaruah said that it was imperative for growth of the dairy sector as a majority of the issues related to livestock production, including waste management have to addressed properly and adequately for future livestock production strategies. NDRI Director AK Srivastava, in his presidential address, spoke about recent concepts of livestock production and shift towards commercialisation and called upon the farmers to be well-equipped to cater to emerging requirements of commercial livestock farmers/ entrepreneurs in terms of technical support . "We need to gear up the production to increase the number of superior bulls so that the requirement of semen doses for artificial insemination could be met", he said, adding that the NDRI was trying to develop technologies that could be used to multiply elite bulls. Fellowships and lifetime achievement awards were given to eminent scientists on the occasion.

He said that identifying the livestock available in the state was the priority of the department along with improving the production and quality of fodder provided to the farmers. He said the government was making efforts in this direction with the cooperation of scientists. He said the Haryana government had bagged the 'A Grade Certificate' for production of high quality semen and a modern semen production unit costing Rs 7 crore would be set up in Hisar. Karnal, January 28 “The controversial decision has been taken in a haste to justify 10 per cent reservation to Jats and four other castes under the special backward classes category and is legally not tenable”, Vidrohi said. Vidrohi pointed out that the Supreme Court had in its verdicts in the case of the Mandal Commission report and the Indira Sahani case in 1993, clearly ruled that the reservation in government jobs could not be allowed to exceed the cap of 50 per cent and lambasted the Haryana government for citing the example of Tamil Nadu where there was nearly 70 per cent of reservation in government jobs. “Why is the Haryana government is hiding the hard fact that in TN reservation above 50 per cent in government jobs has been given under an Act which has been included in the 9th Schedule of the Constitution?” he asked, saying that no parallel could be drawn between Tamil Nadu and Haryana on this issue as the latter was actually more developed and progressive state than the former. Vidrohi suggested to backward class mebers to challenge the notification regarding reservation in government jobs in the Supreme Court. |

Chandigarh, January 28 He said therefore, they had been asked to get a list of unauthorised colonies prepared and public be made aware about these unauthorised colonies by conducting munadis in this regard and a public notice would be published in two newspapers in the areas concerned. He said pamphlets would be displayed at important places like tehsil or subdivision or district offices, schools, community centres and bus stands so that public could be desisted from purchasing land in unauthorised colonies. He said the Sub-Registrars and Joint Sub-Registrars would be intimated in clear terms that in case the land of unauthorised colonies was registered, they would face strict departmental or criminal action. He said a team of officers consisting of Sub-Divisional Magistrate, District Revenue Officer and Stamp Auditor would be constituted to do random checking of the tehsils or sub-tehsils to ensure that no land of unauthorised colonies was registered. He said the team would inspect the tehsils or sub-tehsils and verify the implementation of the orders and in case of violation, the Deputy Commissioners would forward such acts of omission and commission without fail. Their reports might be sent to the government in the first week of January and July. |
Residents hold SDE captive
Sonepat, January 28 After receiving a complaint of sewer blockade and overflowing, the engineer reached the locality and assured the residents that their problems would be solved soon. However, not satisfied with the assurance, the residents took the engineer in captivity saying that he would not be released till the blocked sewer lines were drained out. The residents alleged that there had been repeated blockade and overflowing of the sewer lines in the locality for the past four months and the department had failed to solve the problem. Sewer water was flowing in the streets causing pollution and other problems for the residents. The SDE said though the sewer lines were being cleaned often, but even then there was a problem of sewer overflowing. “We are laying new sewer lines and this problem will be permanently solved within one month,” he said. |
Guest faculty to continue till fresh recruitments: HC
Chandigarh, January 28 The ruling came on an appeal filed by Sudesh Rani against the state of Haryana and other respondents. In her petition placed before a Division Bench of Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain, Sudesh Rani had claimed that she was appointed as a guest faculty teacher for a specified period, but the term was extended from time to time. Since her services were sought to be terminated, Sudesh Rani approached the court by filing a writ petition, which was disposed of by a single Judge vide order dated December 6, 2012. She was allowed to continue in service till December 31, 2012. It was also directed on that date that “the services of the appellants shall automatically stand terminated”. Taking up the matter, the Bench asserted: “There is a long history of litigation of such teachers, which need not be spelt out. Suffice it to say that in a PIL in which orders were passed by this court and the matter went up to the Supreme Court, the latter gave directions to the state to recruit the teachers on a regular basis and the guest faculty teachers were allowed to continue up to December 31, 2012. The Bench added: “The selection process has started but recruitments on a regular basis have not been made so far. Initially, no doubt, the Supreme Court had directed that such teachers would continue only up to December 31, 2012. “Thereafter, vide orders dated October 19, 2012 passed in a special leave to appeal, the Supreme Court ordered that these teachers be allowed to continue to function as they had been doing till fresh appointments were made”. Disposing of the appeal, the Bench concluded: “On the basis of the orders, the appellant has a right to continue till fresh appointments are made”. |
Avoid comment on Chautalas’ conviction, Congmen told
Chandigarh, January 28 Sources said that at a recent meeting of DCC leaders in Chandigarh addressed by state unit president Phool Chand Mullana and Chief Minister Bhupinder Singh Hooda, among other things, the grassroot leaders were categorically asked to restrict themselves only to countering the “false” propaganda of the INLD that the CBI was working at the behest of the Congress. “They were asked to stick to clarifying the facts with special focus on the Congress having nothing to do with the CBI investigating the scam that was brought into the limelight by an aggrieved officer. The effort is to ensure that the INLD does not get away by falsely implicating us for something we have nothing to do with,” a senior Congress leader said. The Congress’ concern stems from the fact that there is ambiguity about public perception to the conviction of the Chautalas. With elections next year, they neither want the INLD to reap the harvest of the “sympathy vote”, if any, nor lose their support base among the Jat community by polticising it. Haryana Congress spokesperson Ran Singh Maan said the party would not politicise the issue of sentence awarded to Chautala, his son and others since it has “never indulged in such politics”. |
Cong softens stand on JBT teachers’ appointments
Chandigarh, January 28 In fact, the state government today gave enough indication of softening its stand regarding the legalities in the appointment of the teachers, with Chief Minister's political adviser Virender Singh asserting that "if there were no legal hurdles, the government's attitude regarding the appointment of these teachers was positive." Taking a politically correct stand, the political adviser went on add that Chief Minister Bhupinder Singh Hooda did not believe in taking away anybody's job. This is in sharp contrast to the repeated assertations made by Chief Minister Bhupinder Singh Hooda and his education minister Geeta Bhukkal that the state government would take legal opinion before decisiding on the fate of these teachers. Sources said the state government had to modify its stand on these teachers as the INLD had launched an intense campaign, claiming that its leaders had gone to the jail for the sake of their "own people". With the INLD not in a mood to take the arrest of its leaders lying down, the Congress is now making desperate attempts to reassure the JBT teachers that it would make every effort to safeguard their jobs. With the state assembly and Lok Sabha elections slated for next year, there is hardly anything that the Hooda government, facing anti-incumbency, can do to antagonise the recruited teachers. Though the Chief Minister and the Education Minister are wary of taking a clear-cut stand on the controversial issue, Congress' second line of command has been pressed into service to counter INLD's "false propaganda". |
Security beefed up for
Surajkund Mela
Surajkund (Faridabad), January 28 President Pranab Mukherjee will inaugurate the mela on February 2. He will not be able to make it on the opening day on account of his pressing schedule. Anand Mohan Sharan, MD, Haryana Tourism Development Corporation, said the mela would have a “soft launch” on the opening day. Faridabad Police Commissioner SS Kapur said about 150 CCTV cameras would be installed at the venue. This year, visitors would be transported free of cost in auto-rickshaws from parking zones to the mela ground. For the first time, the authorities would introduce special bus services during the mela days to enhance connectivity of the ground with metro railway station at the Delhi border. |
