They get protection under Section 8(4) of the Representation of People (RP) Act, 1951, which allows convicted MPs and MLAs to retain their status as the representatives of their constituencies in the Lok Sabha or the Assemblies.

The investigations into the infamous JBT scam,which resulted in the conviction of former Chief Minister Om Prakash Chautala, his MLA son Ajay Chautala, and two senior IAS officers, seems to be the tale of 55 ‘villains’ and a heroine-senior IAS officer Rajni Sekri Sibal.

Sibal, currently posted as Joint Secretary,Union Ministry of Animal Hubandry, Dairying and Fisheries, was reportedly instrumental in bringing the matter to the Supreme Court which ordered its investigation by the CBI.

The 1986 batch IAS officer was the predecessor of IAS officer Sanjiv Kumar, who has also been convicted along with Chautala, as Director, Primary Education (DPE).

In January 2000, Sibal’s predecessor RP Chander had received the selection list of the 3,206 JBTs, which were advertised in November 1999. Before the selected candidates could be appointed, Chander was shown the door. Sibal was brought in his place apparently under the impression that she would toe Chautala’s line, who had formed the government by that time.

Considering her to be pliable, the government put a lot of pressure on Sibal to change the lists, so much so that a senior functionary is reported to have shouted at the lady officer in her office. However, Sibal proved a tough nut to crack. Instead of succumbing to the government’s pressure tactics, Sibal brought cotton bandages and sealed the steel almirah in the presence of five employees of her office, making it virtually tamper-proof. Besides, the keys of the almirah were also reportedly sealed in an envelope.

In a few days’ time, Sibal made way for Sanjiv Kumar as DPE.

A senior bureaucrat informed The Tribune that sealing of the almirah made it tamper-proof which made it difficult for his successor or other functionaries to replace the original selections.

Four babus were witnesses

Four senior bureaucrats - two serving (Sanjeev Kaushal and PK Mahapatra) and two retired (Prem Prashant and Vishnu Bhagwan) were CBI witnesses in the court. At one stage, a petition was filed to treat them as accused. However, the court ruled that the witnesses could not be tried as they were exempt under the Indian Evidence Act.

Reactions

It will help strengthen the fight against corruption in public life. Corruption is not limited to the Chautala regime but it has been rampant even after that. I demand a similar probe in all recruitments done by the present state government by a sitting or retired judge of the Supreme Court.

The JBT teachers recruitment scam is a tip of the iceberg in the state notorious for selection of candidates for reasons other than merit. All chief ministers in the last two decades -- from Bhajan Lal, Bansi Lal, Om Prakash Chautala to Bhupinder Singh Hooda -- have the dubious distinction of facing one job scam or the other.

Allegations of rampant corruption and nepotism seem to be the hallmark of all major recruitments in the state.

Prominent job scams

JBT scam

The recruitment scam pertains to 1999-2000 when illegal recruitment of 3,206 junior basic teachers (JBTs) was made in the Education Department during Om Prakash Chautala’s regime. It was alleged that forged documents were used for the recruitment of teachers. A Special CBI court in Delhi today convicted Chautala, his MLA son Ajey and 53 others.

Another JBT scam?

The recruitment of over 9,000 JBT teachers by the Haryana government came under the HC scanner in 2011 after a preliminary inquiry held that candidates impersonated, forged and cheated during the examinations. A probe into the irregularities allegedly committed by the candidates is on.

PT teachers scam

On September 11,2012, the HC quashed the recruitment of 1983 physical training teachers, which was made by the HSSC by the Hooda-led government in 2009. The court observed that "the selection does not pass the test of it being in accordance with the law, rendering the selection illegal."

Patwaris scam

In 2005, the HC had set aside the selection of over 2,000 patwaris. Of this, 1,248 were recruited by the Bhajan Lal government in 1994 and 1,056 during the Bansi Lal regime. It was alleged that Bhajan Lal had had been claiming that there would be a patwari from each house in his Adampur constituency.

Constables scam

The Hooda government had set aside the appointment of 819 constables in 2005 done by the Chautala government. The selection process was also reportedly questioned by the Election Commission, model code of conduct. However, the government finalised the appointments. The HC had ordered a CBI investigation into the case.

HCS nominations

Late last year, the CBI recommended the registration of cases against Chautala and several former officers for recommending ineligible officials to the prestigious HCS during his stint as CM. The matter is pending in the SC.

Chautalas can stay as MLAs, but political future is uncertain

Former Haryana Chief Minister OP Chautala and his son Ajay Chautala can continue as MLAs in the current Assembly till the expiry of its term in October 2014 despite their conviction by a CBI court here today in a corruption case.

They get protection under Section 8(4) of the Representation of People (RP) Act, 1951, which allows convicted MPs and MLAs to retain their status as the representatives of their constituencies in the Lok Sabha or the Assemblies.

For taking benefit of this protection, they have to simply file an appeal against the conviction within three months.

However, their eligibility to contest the election, be it Parliament or Assembly, again will depend on the outcome of their appeal against the conviction. They will be allowed to contest the election again if the High Court or the Supreme Court stays their conviction pending disposal of their appeal. However, getting a stay on the sentence, which will be awarded by the trial court on January 22, will not help them contest the election again.

In the event of their failure to get any relief from the HC or the SC, they would not be able to contest any election during their sentence period and for another six years from the date of completing their sentence.

The Chautalas face the prospect of getting sentenced for a minimum of three years and a maximum of seven years. Under Section 8 (2)(m) of the Prevention of Corruption Act, 1988, anybody convicted for corruption cannot contest the election for six years even if the trial court lets of the convict only with a fine. If there is a sentence, the convicted person cannot contest during the sentence and six years beyond.

The SCis hearing a PIL challenging Section 8(4) of the RP Act. The PIL says that this ran counter to other provisions which debarred people from contesting election if they had been sentenced for two years or more.

This distinction between the candidates aspiring to contest an election and sitting members was against the fundamental right to equality guaranteed under Article 14 of the Constitution, senior counsel Fali S Nariman pointed out while arguing for one of the PIL petitioners, Lily Thomas.

During the arguments in the SC, the Bench hearing the PIL directed the Centre to justify the existence of two different laws - one for ordinary citizens involved in criminal cases and another for the similarly placed elected representatives.

"How did you carve out separate laws for the ordinary citizens and MPs? Can Parliament make one law for its own members and another for the citizens," a Bench comprising Justices AK Patnaik and Gyan Sudha Misra wanted to know on January 10 while hearing the PIL pleading for decriminalisation of politics.

The junior basic teachers (JBT) recruitment scam of 1999-2000, which has culminated in the conviction of former Haryana Chief Minister Om Prakash Chautala, his elder son Ajay Singh, elder Chautala's political adviser Sher Singh Badshami, two IAS officers Sanjiv Kumar and Vidya Dhar, along with other officials, arose because of the desire of the politicians to "accommodate their own persons" in government services.

The education department advertised 3,206 posts of JBT in November 1999, a few months after Chautala took over as the Chief Minister in July, 1999, after toppling Bansi Lal. The new government had dissolved the Haryana Staff Selection Commission constituted by the previous government. To expedite the selection, it was decided that the teachers should be selected by the district-level three-member selection committees to be headed by the District Primary Education Officers (DPEO).

The then Director, Primary Education (DPE), R.P. Chander, chalked out criteria based on the academic record of the candidates, with a little discretion to the selection committees so that the primary education in the state could be strengthened. The criteria was approved by the government, which till then wanted to make a good impression on the people of the state. Chander received the selection lists some time in January 2000. In February 2000, the Assembly elections were held and the INLD came to power on its own. With no need to keep a façade of good governance, it was the time for the INLD government to reward its men.

It was decided that the original selection lists should be scrapped and fresh lists be prepared. Chander was perceived to be "inconvenient" because of his being a son-in-law of a prominent Congress leader Shakuntala Bhagwaria. Rajni Sekhri Sibal, an IAS officer of the 1986 batch, was brought in. She too refused to oblige the government.

Sources in the Education Department say a few days before her transfer, an INLD functionary came to Sibal's office and shouted at her for not acceding to the wishes of the powers-that-be. The sources say Sibal, who is married to a cousin of Union Minister Kapil Sibal, was so upset by the behaviour of the INLD functionary that she virtually cried. The same afternoon, the sources say, Sibal brought cotton bandages and sealed the steel almirah, in which the lists were kept in the presence of five employees of her office. They all signed the bandages at several places. The keys of the almirah, too, were sealed in an envelope.

A few days after the incident, Sanjiv Kumar took over as the DPE.

During the CBI investigation, it came out that members of the district selection committees were called to Haryana Bhawan, Delhi, and a guest house in Chandigarh, where they were made to sign fresh selection lists. It is alleged that the appointments were made on the basis of this list.

After some time Sanjiv Kumar fell foul of the powers-that-be for reasons not known. Later, he moved the Supreme Court, saying that he was being harassed by the state government because he had refused to implement the second list. The government denied the existence of the second list. The Supreme Court ordered a CBI inquiry. The agency was informing the apex court about the progress of the case.

After the agency filed the final investigation report before the apex court, the court asked it to prosecute the accused on November 2003. Interestingly, Sanjiv Kumar, who had been projecting himself as a whistleblower so far, was also made an accused by the CBI.

The CBI filed a charge sheet against the Chautalas and other accused in June 2008.

Former Chief Minister Om Prakash Chautala and his son Ajay Singh Chautala’s conviction in the JBT recruitment scam today came as a bolt from the blue for INLD workers in Sirsa, hometown of the Chautalas. Sirsa has remained the centre of power whenever Om Prakash Chautala and his father Devi Lal have remained in the saddle in Haryana.

A sense of disbelief was discernible on the faces of supporters of Chautalas and in the absence of their leaders, they were not sure how to react to the verdict.

The INLD workers in Sirsa are in the habit of getting directions straight from the Chautalas and with none from the clan in Sirsa today, party activists spent the day discussing the matter with each other on telephone.

The INLD office on the Dabwali road and the Chautala House on Barnala road wore a deserted look.

Though trying to put up a brave front from outside, the INLD workers in Sirsa appeared disheartened with the development.

A functionary of the party admitted that the court verdict would have a demoralising effect on the party workers.

“Today’s verdict has come as a second blow to demoralise the workers - the first came when the hopes of alliance with the BJP were shattered by the BJP leaders Nitin Gadkari and Sushma Swaraj in a recent HJC rally,” he added.

Another saw it the UPA government’s plan to stop their leader from coming to power in the next elections.

Most of the workers The Tribune spoke to, seemed upset for the former chief minister. They said he was not keeping good health and would be uncomfortable in jail.

While the supporters of the INLD are in a state of shock, those opposed to Chautalas seem to have tied their lips.

Reporters of television channels, who wanted to take reactions of the local leaders of the Congress, the Haryana Janhit Congress or the BJP on this issue, got an identical reply from everyone,”I am out of station today.”

In Sirsa, even the detractors of Chautala clan did not speak about them in the public.

Although today’s verdict by the Delhi court is a hot topic of among residents in private talks, people discussing the issue put a full stop the moment a stranger arrives.

“Unless a person is sure that the other person too is likeminded, he will never enter in to a discussion where the point of discussion is the conduct of the former chief minister’s clan,” said a local doctor.

Denied quota at varsity, villagers feel cheated

Residents of Jant and Pali villages in the district, who have been struggling for reservation in jobs and admissions at the Central University of Haryana coming up on their land, feel cheated as they have been denied the quota promised to them by the Union Government.

In a communiqué sent to Bhiwani-Mahendergarh MP Shruti Chaudhary, Union Minister for Human Resource Development M.M.Pallam Raju has stated that the Central Universities Act, 2009, under which the Central University of Haryana had been established, specifically prohibits the provision of reservation on the basis of domicile and the university authorities cannot make any provision in violation of the Act.

The communiqué maintains that the administration of the Central University would take all possible steps for the welfare and betterment of the area in which its campus was coming up within the framework of the Act.

The minister has also stated that the Haryana Chief Minister had also been intimated of the situation.

The letter, dated January 11, 2013, was in response to a demi-official letter written by Shruti Chaudhary to him on December 15, 2012, in which the MP had apprised the HRD Minister of the villagers’ demand for 10 per cent reservation in jobs and admissions at Central University and requested him to take appropriate action.

Ranbir Singh, the president of the Aarakshan Bachao Sangharsh Samiti, Pali-Jant, which had been spearheading the protest, said they had been cheated by the local MLA and Central as well as state leaders, who had promised quota to them at public gatherings.

Villagers’ leader Kailash Pali asserted that the villagers had been protesting in a peaceful manner, but they would now resort to aggressive means. Endorsing his views, former sarpanch Malkhan Singh said they would soon chalk out their strategy and act accordingly.

The villagers said they would also consider taking the legal recourse.

The panchayats of Pali and Jant villages had leased out nearly 500 acres of their land for the university at a token rate of Re 1 per acre per year on the promise of reservation in university jobs and admissions.

However, when the villagers approached the university authorities in this regard, they were shown the door.

Tired of running from pillar to post for justice, the villagers decided to stage a dharna in support of their demands.

The dharna began on July 30 last year and continued for more than two months, but it failed to elicit any concrete and favourable response from the authorities “concerned”.

Eventually, the protesters got the construction work on the university campus stopped. Soon after, they were invited for talks with Haryana Chief Minister Bhupinder Singh Hooda.

However, during the talks, Hooda maintained that provision of reservation did not come under the purview of the state government.

The Chief Minister later urged the then Union HRD Minister Kapil Sibal to “sympathetically consider” the demand of the villagers for reservation in jobs and admissions at the Central University being set up on their land.

Local BJP legislator Anil Vij is all set to move a petition with the State Information Commission (SIC), alleging that he had been denied information by the district administration pertaining to various development works being undertaken in the Ambala cantonment area.

Speaking to The Tribune, Vij said he had put an RTI application with the district authorities seeking information on 30 points related to various development works in the district. He said though the authorities did reply to the RTI, the information provided was unsatisfactory and thus he had decided to move the SIC.

Vij had put queries related to the non-functional solid waste treatment plant, contractual system for hiring safai workers, works undertaken to prevent floods during rainy season, non-registration of land deals in the cantonment areas and upkeep of the civil hospital.

He said despite getting all prior approvals and even after five years of its inception, the authorities had failed to complete the solid waste treatment plant. He said the project to prevent flooding by constructing a ring dam joining the Tangri and Ghaggar rivers had also been left in limbo. He said the authorities remained silent on the issue of holding municipal election as two years had already lapsed ever the municipal corporation was constituted here.

He said that replies to these queries carried only half and misleading information which reflected that the authorities had failed to keep track of developmental works that had been announced by the state government. He said this also showed that the tall claims made by the government about the development of the district were merely an eyewash.

He said the BJP would also submit a memorandum to the Governor against the lackadaisical attitude of the authorities in implementing the developmental plans.

Missing minor girl found from Sonepat village

The police has recovered a minor girl, who was allegedly abducted, sold and gang-raped, from Chitana village in Sonepat district. Following a tip-off, the police recovered the girl in a joint raid with the Sonepat police.

The rescued girl told the police that some boys took her from Karnal to Bangaon in Ladwa and left her at the Braham Sarovar in Kurukshetra after keeping her in captivity for a few days. She said she managed to escape while being sent to some place in Uttar Pradesh and landed at a Railway station in Delhi.

At the station, she met Om Prakash who took her to his house at Rohini in Delhi and tried to misbehave with her and his wife Geeta also supported him in the act. She alleged that she was then sold to Karamvir of Chitana village for Rs 40,000 about 20 days ago.

Deputy Superintendent of Police (City) Joginder Rathi said the mother of the girl, who is a government servant, lodged a report about her disappearance on October 31, 2012. The police has arrested Karamvir, middleman Ramphal and Geeta from Delhi in this connection.

Sources said main accused Om Prakash, who was already in a jail in some other case, would be brought to Karnal on production warrant.

The police has recovered wedding photographs of Karamvir with the minor girl during one-day police remand of Karamvir.

The other two accused were sent in judicial custody and would be produced before a local court on January 28. The police has also arrested two persons from Bangaon (Ladwa) for keeping the minor girl in illegal confinement.

Mother of five burnt to death
Husband, kin arrested

A woman having five children was allegedly set ablaze by her husband, brother-in-law and other family members, resulting in her death in Kichana village under Rajound police station of this district.

The police has arrested her husband and brother-in-law. Both the accused were produced in a court here today which sent them to judicial custody.

A police spokesman told mediapersons here today that Rattan Lal of Hisar, father of the victim, Sarla, had lodged a complaint in Rajound police station. He said he had married his daughter to Satyavan of Kichana village 12 years ago. She had five children. Her husband and in-laws had started torturing her soon after the marriage as they were not satisfied with the dowry.

Satyavan, his mother and brothers allegedly sprinkled kerosene on Sarla and set her on fire on January 14 night, which later resulted in her death.

The police seized an empty oil tin, burnt chappals and other articles from the spot and arrested victim’s husband Satyavan and his brother.

They had filed a complaint with the women cell of the Hisar police a few months ago, but the matter was sorted out. About four months ago, her in-laws had asked her to accompany them to the fields where they worked as daily wage workers. The victim showed her inability to accompany them and since then they were holding a grudge against her.

Go by SC rules in assessing loss caused to property: HC

The Punjab and Haryana High Court has asked the State of Haryana to abide by the Supreme Court directions for initiating preventive measures and providing teeth to the investigation while assessing loss or damage to public and private properties.

The directions came on a bunch of two petitions filed in public interest. In one of the petitions, Ludhiana-based non-government organisation Anti-Corruption Federation of India had sought directions to the State and other respondents to appoint a claim commissioner to assess the loss and recover it from the culprits, including the organisers of the Jat Aarakshan Sangharsh Samiti.

The directions by the Division Bench comprising Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain came more than two years after mob turned unruly during a reservation rally in Hisar.

The Bench ruled: “The State of Haryana shall abide by the directions issued by the Supreme Court in Destruction of Public and Private Property's case for taking preventive measures and providing teeth to the inquiry/investigation as per the recommendations made by the K.T. Thomas Committee and F.S. Nariman Committee with regard to assessment of loss/damages caused to the public/private properties.”

The guidelines were issued by the Supreme Court in 2009 in a case of destruction of public and private property in Andhra Pradesh. Two reports - submitted by Justice KT Thomas and F.S Nariman - underlined the need for preventive action by the authorities and recommended more teeth for the investigative agencies to deal with events having potential threat to public interest.

The Bench added that since the State of Haryana has appointed former District and Sessions Judge R.C. Bansal as claim commissioner to assess the loss caused to public and private properties during the Jat aarakashan agitation, the Department of Home “shall make proper publication in all the modes of media facilitating the persons to put up their claims before the claim commissioner.”

The Bench concluded that the claim commissioner, while determining the loss caused to the public and private property due to the Jat aarakashan agitation, would be free to take the help of valuer or assessor and “shall make endeavours to decide the claim cases as early as possible.”

Govt raises SYL canal issue at pre-budget meet

Haryana today urged the Central Government to keep the irrigation water meant for food production outside the preview of the proposed Water Regulatory Authority and once again pointed it out that the people of the state were feeling betrayed on the issue of inter-state water, especially the construction of Sutlej-Yamuna Link (SYL) canal. Also, the final award of the Ravi-Beas Tribunal has not been published even after 25 years.

These issues were raised by Finance Minister Harmohinder Singh Chattha while speaking at the pre-budget consultations meeting of finance ministers of states and Union Territories presided over by Union Finance Minister P Chidambaram in New Delhi today.

“Although Haryana is not opposed to the setting up of a Water Regulatory Authority, yet at this stage food security concerns are of paramount importance,” he said, adding that it would be necessary to keep the irrigation water meant for food production outside the preview of such an authority.

He also urged the Central Government to consider the possibility of release of funds to the Panchayati Raj Institutions in one annual installment instead of the present two installments so as to make the size of release substantial for each Panchayati Raj Institutions.

Land acquisition bane of farmers: Virodhi

“Land acquisition is becoming a bane of farmers in Haryana as the land is allegedly acquired to give benefit to brokers in most of the cases and the poor farmer is the scapegoat," former spokesperson of the Haryana Pradesh Congress Committee Ved Prakash Virodhi today said.

Stressing that the land acquisition by the government should only be for public service utilities and done in a transparent manner, fully protecting the interests of the affected farmers, he said the Haryana government should immediately stop all land acquisition processes and wait for the new amended Land Acquisition Bill which is on the anvil. He said the Bill had been finalised and was likely to be passed in the Budget Session of Parliament.

He added that the Haryana government should stop all land acquisition proceedings and wait for the new law to be enacted.

Terming the Chief Minister's decision of increasing the Minimum support Price (MSP) of sugarcane by Rs 45 as "better late than never", Virodhi said the government could have announced it on its own and avoided the agitation which resulted in stoppage of supply of cane to sugar mills at the peak of the crushing season.

He said that most of the farmers were reeling under heavy debts and in case higher MSP and other facilities were not extended to the farm sector, most of them would fall into a debt trap.

New dissolving stent good, says doctor

The implantation of dissolving stent could have significant consequences, says Doctor B.B. Chanana, senior interventional cardiologist of a leading hospital in New Delhi. He said the 'Absorb Bioresorbable Vascular Scaffold (ABVS) stent which was launched recently could find a growing demand in near future.

In a statement here today, Dr Chanana said the new dissolving stent has brought about an immense improvement in the technique aimed at clearing the blocked arteries as stenting process and the ABVS was the first drug-eluting, fully bioresorbable device of its kind.

He said it is made of polylactide, a naturally dissolvable material commonly used in medical implants such as dissolving suturesa. He said the scaffold, similar to a small mesh tube, was designed to open a blocked heart vessel and restore blood flow to the heart. The scaffold provided support to the vessel until the artery could stay open on its own and then dissolved naturally over time.

"Once in place, the ABVS leaves patients with a vessel free of a permanent metallic stent and allows the vessel to resume more natural function and movement, enabling long-term benefits," he stated.

He said the ABVS had been implanted in over 3,000 patients and 30 countries worldwide in clinical trials and commercial settings.

He said Puran Chand Sharma of Rohtak would be honoured with Pt Madhav Prasad Mishr Samman and cash prize of Rs 2.50 lakh, Rajbir Singh Dhankhar from Rohtak would be honoured with Mahakavi Surdas Samman and cash prize of Rs 1.50 lakh, Madhukant from Sampala would be honoured with Babu Balmukund Gupt Samman and would be given Rs 1 lakh as cash prize.

Similarly, Arun Naithani of Chandigarh would be honoured with Lala Desh Bandhu Gupta Samman and cash prize of Rs 1 lakh, Sumer Chand from Sonepat would be given Pt Lakhmi Chand Samman and cash prize of Rs 1 lakh and Vishavbandhu Sharma from Bhiwani would be honoured with Jan Kavi Mehar Singh Samman and cash prize of Rs 1 lakh. Man gets 10-yr jail for raping minor

District and Sessions Judge Subhash Goyal today sentenced a man to imprisonment for 10 years and fine of Rs 5,000 for the rape of a minor girl at Darbi village in the district. The court has also ordered the payment of Rs 50,000 as compensation to the victim.

The court had earlier convicted the accused on January 10 and had reserved its order on sentence for today.

According to reports, the victim, a student of Class XII from Darbi village, had gone to take training in stitching from a woman in her neighbourhood on July 14, 2011, where the house owner Sukhdev Singh alias Bittu allegedly raped her.

The victim had alleged that the accused enticed her away to Ambala and Chandigarh, where he allegedly raped her for several days.

The victim came back on July 17 and reported the matter to the police. The police arrested the accused and sent the case to the court for trial.

Youth found hanging, road blocked

Villagers today blocked the Chaura-Gharaunda Road for several hours after a 25-year-old youth was found hanging from a tree at Chaura village in the district. The victim, who was working as compounder in a private clinic, has been identified as Atam Prakash of Gari Khajoor village.

The body was first spotted by some villagers in the morning who informed his family members and the police.

Karnal Superintendent of Police (SP) Shashank Anand reached the spot with a team of forensic experts.

Irate villagers alleged that Atam Prakash had been murdered and demanded action against the culprits.

The SP said the body had been sent for post-mortem examination and it was too early to arrive at any conclusion.

Atam’s father Jai Bhagwan and other family members said the victim could never commit suicide and suspected a foul play in his death. They said Atam had some quarrel with a doctor yesterday and his body was found hanging from a tree today.

The matter must be investigated impartially, they demanded.

Illegal sale of land: 4 arrested

The police has arrested four persons from Madina village for fraudulently selling agricultural land worth Rs 1.34 crore. An amount of Rs 60 lakh has already been recovered from the accused.

Jaivir Singh (28) and Sanjiv Kumar (26), both residents of the same village, allegedly sold off the land of their cousins namely Jagbir and Dinesh by impersonating as the real land owner in nexus with village numberdar Chattar Singh and a witness from the village identified as Baljit Singh.

The property was sold on October 30, 2012 for Rs 1.34 crore to a person from Sunaria village in the district. The matter came to light when the person went to take possession of the land.

After Jagbir and Dinesh lodged a complaint with the police, an inquiry conducted by a tehsildar revealed the fraud. The accused were produced in a court which sent them in police custody for four days.

Fed up of drunkard husband, woman burns self

Fed up of the drinking habits of her husband, a woman tried to immolate herself after sprinkling kerosene on herself at Badhawar village in Hisar. While the woman Renu (25) is in a critical condition, her husband Rinku (26) also received burn injuries in an effort to save her.

According to reports, Rinku was in the habit of drinking. On Tuesday night, when Rinku came home after drinking, he had a tiff with Renu over this issue.

The woman set herself on fire in the morning today.

Rinku tried to douse the fire and in the process, he too sustained burn injuries.

Both of them were rushed to General Hospital from where they were referred to a private hospital.

Minor girl’s marriage prevented

Thanks to the timely intervention of the authorities, a minor girl was saved from becoming a “balika vadhu” at Bhiwani today. Bhiwani Deputy Commissioner Ashok Meena confirmed that the marriage of a 15-year-girl was prevented by the efforts of the authorities.

Before the marriage could be solemnised in the Singhania Dharamshala here, a police party reached there and stopped both the parties from going ahead with the rituals. The authorities had received a complaint that a 15-year-old girl’s family was marrying her to a much older boy. The bride’s family belong to Haalu Bazar while the bridegroom is from Shiv Nagar colony.

The police told the families that the marriage was illegal and it would land them in trouble. Both sides agreed to stop the marriage. — TNS

Man beaten to death

Faridabad, January 16
A man died after he was beaten up by his neighbours following a minor altercation last night. Mahesh succumbed to his injuries on way to BK Hospital. The altercation took place in Nangla Enclave-2 here.

Area SHO Bhupinder Pal said a case of murder had been registered against Sonu, his brother Sunil and their mother Pushpa. “No arrests have been made so far. The accused have fled. Two teams have been constituted to arrest them,” Pal said. — TNS

2 impersonators arrested

The police has arrested two persons for allegedly appearing in examination in place of the real examinees. The polic said Kulbhushan Aggarwal, principal, Bharat Polytechnic, Dhurala, stated that Mehtab Alam of Kishanpura, Panipat, was caught appearing in an examination for Hemant of Chawla Colony, Ballabhgarh.

The police said they had arrested Hemant, while Mehtab Alam was arrested on December 14. Deepak, a resident of Ballabhgarh, was found appearing for Amit Ram of Panipat. The police had arrested Deepak, while Amit Ram was held on December 14, 2012. — OC

2 female foetuses found

The police has recovered nearly five months old two female foetuses from a sewer at Dakhora village in the district yesterday. Sources said the foetuses were wrapped in polythene sheets and appeared to be twins.

2 BSF jawans cremated

The bodies of two Border Security Force (BSF) jawans - Sunil Yadav (26) and Mahesh Yadav (27) - were today consigned to flames at Gokalgarh and Nangli Godha village, respectively.

Apart from officials of the BSF, police personnel and hundreds of villagers attended their last rites.

Both Sunil and Mahesh were married. However, Mahesh was still issueless, while Sunil’s wife was expecting a child in March next. Both of them had joined the BSF in 2007-2008 and were good friends.
