Online registration of grievances from Jan 26
Dehradun, January 10 Prior to the inauguration of the portal, a workshop would be organised on January 22 for secretaries, departmental heads and district magistrates through video conferencing. Chief Secretary Alok Kumar Jain witnessed the presentation of this public grievances redressal system at the Secretariat here today. He said that people would have the facility to register their grievances from their homes through the Internet, and the time-frame for redressal of the grievances has also been set. It was apprised in the meeting that arrangements for registering grievances had been made at three levels, viz government, District Magistrate and department. The applicants would register their grievances or complaints to the respective departments, officers, districts and tehsils with their names, addresses, mobile numbers, identity proofs and e-mail IDs (optional). The applicants would be given receipts and special complain IDs. The officers would have login ID and the password. They would have the choice to accept, reject or forward the complaints. The applicants could also attach the relevant documents with their complaints. After the registration of complaints, the complainants would receive an e-mail or SMS alert. The respective officer would also receive e-mail and sms alert. District Magistrates will have to address the complaints in 30 days and the Commissioners in 15 days. The cases would then be forwarded to the Secretary, Principal Secretary and Chief Secretary. The complaints have to be resolved within 90 days by all means. All the departmental heads and secretaries have been asked to nominate nodal officers. The meeting was attended by Secretary, Transport, Umakant Panwar, Secretary, Suraj, Corruption Eradication and Public Service, SS Rawat, Additional Secretary Nitish Jha, Director, NIC, Devrathan Shukla, and other senor officers. |

Harish Rawat begins wooing voters in Haridwar
Haridwar, January 10 With just a year left for the 2014 parliamentary elections, Harish Rawat seems to have realised that his dream of becoming Chief Minister prior to Lok Sabha elections will not materialise. Keeping in mind this aspect, Harish Rawat is now eyeing regaining Haridwar parliamentary seat in the upcoming parliamentary elections. In this regard Rawat, for the past fortnight, is being seen quite active in his constituency, attending many a programme in a day. He is also quite keen in holding party workers' meetings, which was not visible in the past four years. Veteran politicians hailing from various political parties point out that this time it will not be a smooth ride for Harish Rawat to garner victory from Haridwar seat. This they attribute to less development as was expected from the four-time MP, who was made Union Minister of State for Agriculture and Food processing, later shifting him to Employment and Labour Ministry. In addition to this he was allotted the portfolio of Parliamentary Affairs when the anti-graft agitation spearheaded by Anna Hazare was at its peak. In the last Cabinet reshuffle on October 28, 2012, Prime Minister Manmohan Singh elevated him to Union Cabinet Minister for Water Resources. Harish Rawat has been for the past four years being confined to a coterie of supporters who don’t have mass base, which has alienated him from grass-root workers and even the common public. “Any leader who has certain lobbies close to him that don’t have any mass base, mass concern or vision, doesn’t remain in the good books of the voters for long. As party leader working for 30 years, I feel neglected, while those who have no political background are getting the privilege,” observed a veteran party insider. To make up for the damage, Harish Rawat has started from this week a jan jagran yatra, in which he is visiting villages falling in his constituency. This is being seen as a deliberate move to check the voter’s angst and regroup the sliding party workers and voters. When questioned, Harish Rawat, while visiting village Buggawala, told TNS that not much should be looked into his ongoing visit. “This is my constituency where I have won with a record margin. So it is my responsibility to visit and solve their problems. Without votes of people of Haridwar, I wouldn’t have been a parliamentarian and further so not a Union Cabinet Minister, too,” stated Rawat, who had lost four consecutive Lok Sabha elections from Almora constituency in 1991, 96, 98 & 99. Asserting nothing had been lost as far as love of people is concerned, Haridwar Congress chief Chaudhary Rajendra Singh said while last time Harish Rawat won with 1.15 lakh votes, in 2014 it will be double as no parliamentarian had done so much development and remained involved with his voters in Haridwar. Rival party BJP’s three-time sitting legislator from Haridwar Madan Kaushik remarked that development works under MPLAD funds had been carried out only in pro-Rawat activists' areas only. “Biased working means biased voting and people have realised that only BJP can cater to wishes of people of Haridwar. Even minorities and Dalits have realised that their parliamentarian is not interested in being representative of Haridwar but more in Chief Minister post,” commented Madan Kaushik. |

Dehradun, January 10 As if one controversy was not enough, the two leaders again squabbled with each other. Harak Singh Rawat objected to the attachment of an Officer on Special Duty (OSD) with the Leader of the Opposition. The services have now been withdrawn. Some time back, Ajay Bhatt had written to the government asking for the services of an OSD and a media adviser. The government had immediately issued a letter (Dec 30, 2012) for the deployment of an OSD, but in the letter it was also stated that it was an exceptional case. Thereafter, Uttarakhand Agriculture Minister Harak Singh Rawat raised objections to the facilities given to Bhatt, stating that there was no past precedence of providing these facilities to the Leader of the Opposition as these facilities were given only to the Ministers. “The BJP under Bhatt is keen to cultivate the image of an aggressive and an alert Opposition and the facility accorded to Bhatt would have given the tag of a friendly Opposition, which the BJP is keen to avoid,” said a senior BJP leader. As a face- saving exercise Bhatt then called upon the government to withdraw the services of the OSD if there was no past precedent, as this would needlessly put burden on the government. As if on cue, the government issued an order yesterday withdrawing the services of the OSD. Further, there has been no let-up on his demand for allocating the R-2 house and Bhatt has also brought the issue before the Speaker. However, Harak Singh Rawat is not willing to relent. “I have already requested Bhatt to move into another house as I am already settled in this house. He is needlessly raking up the issue,” said Rawat. |

Govt committed to building Assembly at Gairsain: CM
Dehradun, January 10 Bahuguna said the setting up of the Vidhan Sabha bhawan and other government infrastructure at Gairsain would help in addressing problems of the people from the hill region as they would not have to travel to Dehradun. He said UPA chairperson Sonia Gandhi wanted to attend the programme at Gairsian, but owing to some reasons her programme was cancelled. Sonia Gandhi too wanted comprehensive development in difficult and hill areas of Uttarakhand with Gairsain as its core centre, he added. Bahuguna said the foundation stone laying ceremony of the Vidhan Sabha bhawan and other infrastructure would take place at Bhararisain on January 14. The Assembly session in the summer would be convened in Gairsain after the completion of the Vidhan Sabha bhawan, he added. Bahuguna said the Assembly bhawan ought not to be politicised. A healthy environment would help in speeding up the progress of the state. On the deteriorating power situation, Bahuguna said generation had dropped due to the winter but efforts were being made to increase power production. The Gauri Ganga and Dhouli Ganga hydropower projects would start producing electricity soon. The Chief Minister said the VK Chaturvedi Committee had been constituted and it would submit its report on other pending hydropower projects in the state. He added that after an approval from the environment and water resources ministries, the state would become self-sufficient in the power sector. “Efforts are also being made to establish gas-based energy projects in the state,” he said. The Chief Minister said the state government had formed the Environment Impact Assessment Authority and it would help in paving the way for environment clearance for mining projects. He added permission from the Forest and Environment Ministry for mining in the Sharda, Kosi, Dabka and Gola rivers was likely to be received. Earlier permission was to be obtained every year but now the time frame had been increased to 10 years. Asked about the strike by ministerial employees, Bahuguna said the state government had agreed to pay their dues according to the recommendations of the Sixth Pay Commission. The government was open to further talks as well. The Chief Minister maintained that the state government was committed to the welfare of its employees and an Additional Secretary-level officer had been sent to Uttar Pradesh to study the process. He said considering the financial condition of the state the agitating workers should withdraw their strike. All possible steps would be taken to address their grievances, the Chief Minister added. Sugar firms keen to invest Rs 4,000 crore in state
Dehradun, January 10 Chief Minister Bahuguna said to establish pollution-free industries, a hill industry policy has been chalked out. He urged the industrial houses for the maximum investment and said a Single Window System had been introduced for their convenience. He said a mega tourism project would be launched soon and urged the industrialists to reap the maximum benefit from the various projects launched by the state government. Bahuguna directed the Chief Secretary to take the sugar industry delegation on a visit to SIDCUL and also discuss with it the other possibilities of investment in the state. The delegation would visit various industrial units. The stress would be laid on establishing industries of electrical vehicle, CNG, solar and real estate. The delegation included GM, EKC Limited, Manoj Jain, vice-chairman, Taizin Chamber of Commerce Hu Waigu, sugar industrialist Shaho Jigangu, Deng Yuiheng and Amitabh Shahi. |

Dehradun, January 10 Besides the chief guest, Inspector General, Law and Order, Ram Singh Meena, DIG, Dehradun Range, Sanjay Gunjiyal, and SSP, Dehradun,Kewal Khurana, were also present on the occasion. The RCs have been given the reward of five days' holiday after slogging out during the laborious training, and, thereafter, they will return to the respective districts as per the postings given to them. Eight constables had failed in internal exams. Four others who could not participate due to unavoidable reasons such as sickness will have to undergo one-month extra training. RC Sohan Singh, who scored highest marks, was adjudged as the best cadet .RC Jalim Singh was awarded for excelling in police training, Sahilash Chander in weapons' training, Sharmila Sajwan in PT. Some more prizes were given for performing well in respective subjects in the exams. Training teachers Rajpal Singh Rawat and Krishan Chander Bhatt were also honoured with certificates and cash prizes. The eyes of RC Sharmila Sajwan, widow of constable Divan Singh, were moist on this emotive and special occasion in her life. Another RC, Neelam Khanduri, widow of constable Divan Singh, too, missed the presence of her husband on the day and thanked the Police Department for giving her an opportunity to take better care of her children and becoming financially independent in life. IG Meena urged the constables to work hard and sincerely in their future careers so that the state could be proud of them. DIG Sanjay Gunjiyal too wished them good luck. Public Service Commission chairperson presents report to Qureshi
Dehradun, January 10 The Governor said that the commission should accelerate it's selection procedure and provide the state with excellent public service. He asked the chairperson regarding the 268 vacancies for the post of lecturer in the various colleges of the state, to which the chairperson replied that the process of evaluation and selection was under way as per the rules of the University Grants Commission (UGC). In the annual report was included the complete description of recruitment of people after examinations and interviews and other important activities of the commission. It was also mentioned in the report that this year applications for various exams had been invited online. According to the report, the commission had so far selected 14,396 candidates through various exams, for which about 7.5 lakh people had appeared. Of these 14,396 candidates, 5525 were recruited directly through interviews, 2756 through written exams and 6115 through DPC. In 2011-12, candidates were selected for 1648 posts and recommendations were sent to the government, and 784 of these were selected through exams and interviews. The Governor released the second issue of the commission’s journal, ‘Medha’. Meeting on Jan 15 to allocate cadre to docs
Dehradun, January 10 Somehow in the cadre list, the names of 38 doctors who had also opted for Uttarakhand state were missing, though the doctors maintained that they had opted for Uttarakhand cadre long ago. The issue remained unresolved as the Uttar Pradesh government refused to recognise them as belonging to UP cadre. For the last 12 years these doctors have been working in Uttarakhand without the cadre. Though the Khanduri government in 2011 considered allocating them the Uttarakhand cadre but due to technicalities the issue could not be resolved. Further, out of the 38 doctors around 23 doctors had filed writ petitions. At the behest of the High Court the meeting is now being convened on January 15. “As only the Central Government is empowered to take up these matters, the issue would now come up in the January 15 meeting,” said CP Arya, Officiating DG. Denied of promotions for the last 12 years, with two doctors even retiring without the cadre allocation, the doctors are hopeful that the decision would go in their favour. |

Dehradun, January 10 Nishant and Neha are also engaged in a project which is been initiated by the Doon Police Department for awareness of traffic rules. They have prepared cartoons to sensitise the motorists and pedestrians about the traffic rules and the subsequent penalisations on its infringement. “In this project, we have designed various unique self-made cartoon characters instead of copy pasting of downloaded images and text,” Nishant said. “These characters are used in the banners in an attractive way so that the public notices it and gets aware of traffic rules and avoid breaking of them,” Nishant said. Nishant and Neha have to their credit designing banners by way of creativity by using self-made comic and real time characters comic. After completing 5 semesters course from Graphic Era University, they have now to go for six-month internship. “We are already started getting much of assignments and are already into designing of creative business cards and banners,” Nishant observed. |
SBI to adopt girl child from weaker sections
Mussoorie, January 10 This was announced by the Regional Deputy General Manager Manager of the State Bank of India, Diwakar Bhatt, during a public meet organised by the bank at a hotel today. The bank officials also informed the gathered dignitaries about the various schemes being proposed under the corporate
social responsibility scheme in detail. The manager of the bank in Mussoorie, Sanjay Kumar, speaking on the occasion said that the bank, understanding it's social responsibility, has envisaged several projects in Mussoorie where assistance was being provided to the poor students through various means. He also informed that the state bank had donated water filters in several schools to the students from the poor strata in Mussoorie in the past years and would continue the practice in order to realise the promise of providing safe drinking water to all in Mussoorie. Sanjay Kumar thanked the gathering for their support in this endeavour and assisting them in projects undertaken to uplift the social livelihood under SBI’S corporate social responsibility scheme. Solid waste management policy on cards
Dehradun, January 10 An anti-littering and anti-spitting Bill would be introduced and “Clean Uttarakhand Campaign” would be launched with the community participation through panchayats and urban
local units. A state-level Solid Waste Management Board, a separate cell on directorate level, management units in district levels and an Implementation Steering Committee in urban units would be formed. The Chief Secretary directed the officers to identify tourist places on a priority basis and make comprehensive arrangements of the solid waste management in places other than cities where the ADB and JNNURM projects were running for which District Magistrates be made responsible. He also directed the Mukhya Nagar Adhikari and the Executive Officer to monitor sanitation at their level. He laid emphasis on making schoolchildren aware of cleanliness. Secretary, Urban Development, MH Khan said effective solid waste management technique would be adopted and officials related to the system trained. He said the Urban Development Department had drafted a blueprint for the cleanliness awareness campaign. He said 42 local units of the urban areas were located at the hill region. centres, hotels and NGOs would be sought and the Mohalla Sanitation Committees
