While giving account of achievements and challenges faced by the state police under his leadership in the last three months, Director General of Police (DGP) Satyavrat Bansal made it clear that besides tightening the noose around crime, the police would remain zero in on traffic violations and drug menace in the state.

He appealed to the public, politicians and traders to cooperate with the police in streamlining the traffic and offer their healthy criticism in allowing the police to make better changes wherever required.

He cautioned those who used mobile phones while driving saying such offenders would be booked under the Indian Penal Code (IPC), besides the mandatory Motor Vehicle Act.

On the matter of drug menace, he said besides gaining significant success in seizing drugs worth Rs 5.3 crore last year and of Rs 2.74 crore in the last two months, with the arrest of 301 drug peddlers, the police was determined to break the nexus among smugglers, retailers and suppliers in the state.

He urged parents to keep track of their children’s movements to save them from becoming a prey to drug mafia.

He warned the organised land mafia that soon he was going to crack down on them and had prepared full documentation in this regard.

In this operation, SSP Dehradun, Special Task Force (STF), and Police Headquarters, will be involved.

Taking a swift action on the Chief Minister’s announcement to depute a woman IPS officer in charge to deal with criminal cases against women or their complaints, Bansal appointed IPS officer Vimmi Sachdeva in this regard.

The investigation of these cases would be conducted by the Women Helpline staff. A toll-free number applicable throughout the state would be made public in a couple of days.

He appreciated the move of launching the Anti- Women Harassment Cell and the Women Protection Cell by the SSP Dehradun. He said the rape and murder cases of girl Rachna at Lal Kuan, Nainital, and Sanjana and Gunni Devi at Sabhawala were challenges for the state police about which he was getting updates regularly.

The posters carrying the messages with regard to sensitivity and safety towards women were being prepared at Nainital which would also include contact numbers of various women cells and helpline and would be pasted outside schools/colleges, malls or other public places. The women police force would be deputed outside sensitive places in plain clothes to provide the instant relief to the victims.

The DGP, who has always stressed on roping in on scientific investigation techniques to crack the criminal cases, said the police force which got stuck in maintaining law and order in the state would be helped in honing their investigative skills through a month-long training capsule courses.

Within six months, 75 per cent of the total workforce would be covered under it. Similarly, the Crime and Criminal Tracking Network and System (CCTNS) is also being made public through BSNL lines.

In matter of computer literacy where 5100 policemen have already received basic computer education, he said the rest would be covered in 2 months.

Achievements and plans

  • The Special Task Force became active and seized animals skins/organs worth Rs 2.5 cr in last three months.

Chief Minister Vijay Bahuguna called upon Union Finance Minister P Chidambaram in New Delhi today and discussed with him pension dues of Rs 1,500 crore pending with Uttar Pradesh after a separate state of Uttarakhand was carved out of it. Bahuguna urged Chidambaram to compensate Uttarakhand from the funds allocated to Uttar Pradesh by the Centre.

The Chief Minister said the Centre had allocated Rs 800 crore under the special assistance scheme in the Annual Plan Outlay 2012-13 to Uttarakhand but it released only Rs 211.30 crore. He urged Chidambaram to release the remaining Rs 588.20 crore at the earliest.

Bahuguna also requested the Union Finance Minister for financial assistance for natural disasters that took place at Uttarkashi and Rudrapryag during the monsoon last year. He said the estimate of losses suffered had already been forwarded to the Centre.

The Chief Minister also called on Union Home Minister Sushil Kumar Shinde and urged him to release the remaining amount allocated under the special assistance scheme of the Centre for districts in Uttarakhand affected by natural disasters.

Both Union ministers assured Bahuguna of positive action. The Chief Minister also extended New Year greetings to the ministers.

Meets Scindia for more power

Uttarakhand Chief Minister Vijay Bahuguna called on Union Minister of State for Power (Independent Charge) Jyotiraditya Scindia in New Delhi today and urged him to make available 200 MW power to Uttarakhand on account of the closure of three hydro-power projects.

Bahuguna said work on three hydro-power projects, Pala Maneri, Bhairon Ghati and Loharinag Pala, was stopped by the Union Government. Stating that the state was facing acute shortage of power due to increase in demand at the rate of 10-15 per cent per year, he urged Scindia to make available to the state 200 MW power on account of closure of the projects.

The Chief Minister while mentioning the Rajiv Gandhi Rural Electrification flagship scheme said it had the provision for electrification of habitations having population of 100 people and above.

He said as Uttarakhand was hilly and thinly populated state, the norms may be relaxed to a population of 50 and above for the hill areas.

Bahuguna, meanwhile, pointed out that the population norm in Uttarakhand should be 5,000 and above for the towns so that the benefits of the electrification scheme might be derived by more number of towns.

Chief Minister Bahuguna also urged the Union Minister to allocate gas for three natural gas-based power plants in Uttarakhand as owing to non-allocation of gas, there was no generation from these units.

42 private schools booked for RTE Act violation

The Pithoragarh District Education Officer has cautioned the parents against the admission of their wards in unrecognised primary schools from coming education session, as 42 private schools of the Bin block have been booked for violating various clauses of school education and Right to Education Act.

“Out of 75 private schools taken for scrutiny by the department last month, 42 primary schools have been found violating various school education and other related acts,” said KK Vashney, District Education Officer, Pithoragarh.

The Education Officer said the department, at a meeting held in the presence of the District Magistrate on December 29, had taken decision that the names of the education institutes with their recognition status be given on the website of the district so that the parents could be cautioned against future of their wards. “We have found some of the schools violating norms of ad hoc recognition and posing before the guardian that their institution has permanent recognition. Several other schools have cheated guardians by declaring that they have been recognised as English medium schools even when they were recognised under as Hindi medium schools temporarily,” said the Education Officer.

The District Education Officer has made it clear that it will not be the responsibility of the department to sign on the copy of transfer certificate of any student who passes out from these unrecognised schools. “We have made it essential for every school from the next academic session to get registered under the Right to Education Act, otherwise not only the guardians will be prohibited from registering their wards in these schools but schools will also be punished for violating the school education acts and cheating guardians,” said Vashney.

Several leaders, officials and members of the public met Governor Dr Aziz Qureshi at Raj Bhavan here today and greeted him on the occasion of New Year.

In his message, he said, “We must resolve to create a harmonious and cultured society where mistakes that harm the dignity of the country are not committed.”

Referring to the address of Swami Vivekananda in Chicago on September 11,1893, the Governor said the Swami had called upon people to rise above communal differences and fanaticism to avoid violence that can destroy civilisations.

Expressing grief at the condemnable acts happening today in society, Dr Qureshi said it had become extremely important to follow the teachings of Swami Vivekananda.

With Sanskrit being declared the second language of the state and it being a home to many prestigious Sanskrit language educational institutions, it would be appropriate to call it a hub of Sanskrit.

This was stated by state Cabinet Minister Mantri Prasad Naithani here today. He was speaking as the chief guest at the inaugural ceremony of the 10-day ‘Sanskrit yatra’ at Brahamkund, Har-ki-Pauri, which will cover all 13 districts of the state in the next nine days.

Acknowledging the popularity of Sanskrit, which is called the mother of all languages, Naithani said Sanskrit was being spoken in every part of the country.

He cited various measures being taken by the state government in spreading the language, which is being taught in several educational institutions in the state.

Lauding the mainstream role being essayed by Uttarakhand Sansrit Vishwavidyalaya and Uttaranchal Sanskrit Academy, Naithani said the state had emerged as the best place for Sanskrit scholars.

Vice-Chancellor of Uttarakhand Sanskrit Vishwavidyalaya Mohan Chand Baloni, while talking to TNS, said the Sanskrit yatra would traverse all 13 districts of the state, generating awareness about the language.

Former Director of Sanskrit University Vachaspati Maithani said efforts to spread the Sanskrit language much be made.

Among others present were Ganga Sabha office-bearers, including Purushottam Sharma, Shrikant Vashisht Satpal Brahamchari and Maha Mandaleshwar Hari Chetanand. Young Sanskrit scholars- Ujjwal Pundit, Prakash Pant, Ishwar Suyaal, Damodar, Shivcharan Naudiyal and Kamlapati coordinated during the event.

Poaching threat: Security tightened in wildlife sanctuaries, parks

Uttarakhand is in thick of winters and the state forest authorities have already put its wildlife sanctuaries and parks on alert even as mountainous wildlife descends to lower altitudes during winters, making them vulnerable to poaching.

The Forest authorities usually increase the frequency of patrolling during the winter months.

The authorities in most of the protected areas of the state have already started long-distance patrolling as precautionary measure to avoid any possible attempt of poaching inside in wildlife areas. The five-day exercise involving forest patrol teams cover as many as several forest ranges and is considered more effective to prevent any untoward activity inside the forest. Eco-development committees in close vicinity of parks have also been put on caution so as to ensure no poacher resorts to misadventure.

Uttarakhand anti-poaching cell director SK Dutt asserted that the forest personnel were already on alert and extra caution was being taken on sensitive areas that were venerable to the movement of poachers.

But wildlife conservationists, however, find present measures inadequate to check the rising poaching incidents in the state.

“Poachers usually eye wildlife during winter months as snow and cold conditions in higher reaches force wildlife to go for lower attitude areas in search for food and sunlight. The forest authorities, too, need to gear up for winters in anticipation of possible movement of poachers near the forest areas,” argues Dr Hem Singh Gehlot, a conservationist.

He said the recent recovery of an endangered snow leopard skin in Dehradun amply proves that wildlife was being targeted in brazen manner in the state. “Snow leopard is not an easy sight in the state even for researches and those engaged in wildlife study, but for poachers, even this wild cat seems to be an easy prey and in all likelihood, the vulnerable animal could have been targeted during the winter months,” Gehlot argued.

Interestingly, there have been instances recently when poachers started a forest fire to trap musk deer that has come on lower altitudes. Head of the state Wildlife Protection Society of India Rajendra Agrawal said the forest authorities needed to do much to curb poaching. He said the recent seizures of wildlife contraband evidently prove that the Forest Department had failed to check anti-wildlife activities in the state.

At a function held at the FRI, Dr Bahuguna appreciated Dr Joshi's commitment towards the issues of environment. He said environment issues were the most neglected ones and asserted that Dr Joshi was doing a yeoman's service towards sensitising the society on it.

Eminent environmentalist Sundarlal Bahuguna and Director Forest Research Institute PP Bhojvaid were also present on the occasion.

Padam Shri Dr Anil Joshi had undertaken the 2,200-km-long Jan Chetna Cycle Yatra starting from West Bengal and culminating at Dehradun, Uttarakhand, covering the states of Bihar, Uttar Pradesh, Delhi, Haryana, Himachal Pradesh on the way. The cycle yatra was aimed to sensitise the society over the issues of soil, water, forests and other environment.

Scare in SIDCUL due to gas leakage

Gas leakage from a pipeline being laid in Haridwar was reported here today. As per reports, the gas pipeline leakage occurred near the Hero Moto Corp unit at SIDCUL in Integrated Industrial Estate, 15 km from Haridwar.

The surrounding areas were being vacated by the police in view of any exigency.

Haridwar SSP Arun Mohan Joshi said the LPG gas leakage has been reported from the newly laid gas pipeline being laid by GAIL (Gas Authority of India Limited) and the whole area is being cordoned. Fire brigades reached the affected area and additional services were being sought from Roorkee, BHEL and Raiwala as a precautionary measure.

The power supply has also been cut off with a district disaster management team aided with volunteers being rushed to the affected area. Yogesh Rana, a Hero Moto Corp employee, said they smelled the leakage, which was harsh and reported to the authorities.

"We were taken to safe places, with all connecting roads leading to the affected area being restricted. There was no blast till we left the place," said Yogesh.

CM orders probe into Golden Forest land sale

Chief Minister Vijay Bahuguna has ordered an inquiry into the alleged illegal sale of hundreds of bigha of the Golden Forest lands in Dehradun district by land mafia in connivance with revenue officials.

The defunct Golden Forest company has hundreds of bigha of land in the Dehradun district, particularly in Vikasnagar and in the villages on Sahastradhara Road. After the company went bankrupt, the Supreme Court had ordered that the company lands should vest in the state government and should be later sold by the government to compensate the investors of the company.

However, since Uttarakhand came into being in 2000, unscrupulous property mafia in alleged connivance with revenue officials had been selling these lands with impunity.

Vice-president of the state Congress Suryakant Dhasmana brought the scandal to the notice of Revenue Minister Yashpal Arya, who is also the state Congress chief.

Arya wrote to the Dehradun District Magistrate that it was a serious matter and an inquiry should be immediately conducted. He also brought the matter to the notice of Chief Minister Vijay Bahuguna, who also ordered the District Magistrate to probe the 
matter and bring the guilty to book.

Interestingly, the property mafia, in connivance with revenue official, had got fake identical papers to get the names of the owners changed and later sell it.

Chief Minister Bahuguna said that no one would be spared in the scandal. Dhasmana said hundreds of bigha of Golden Forest lands had been sold and resold by land mafia in league with revenue officials despite the Supreme Court directive.

Mass prayer for world peace

A special mass prayer for world peace was held in Roorkee on the New Year eve in which saints from various religions took part.

The prayer was held under the aegis of Shri Dev Bhoomi Sanskritik Vikas Trust and the All India National Unity Harmony Mission at Jyotish Mandiram at Rajputana in Roorkee. Religious gurus prayed for communal harmony, social welfare and world peace together.

Hindu pundit Ramesh Chand Semwal said it’s in our culture to pray for world peace and it was amply displayed today with the coming together of different religious gurus at one platform.

Semwal referred to Bhagvad Geeta which professed welfare of humanity.

While Christian priest, Father Dayal M Lal, spoke about Jesus Christ’s message of love and peace for all communities of the world. He said keeping this in mind all should pray for prosperity and happiness in New Year.

Muslim priest Kazi Aamir Ahmed said in New Year all should try to fulfil the mission of love, brotherhood, harmony and nationalism.

Gyani Harvinder Singh Surjit Singh of Gurudwara Shri Guru Singh Sabha, Roorkee, said all religions treated all human beings equal.

Haridwar, January 1
The Haridwar police today arrested a hardcore and notorious criminal, Hari Shah of the Bawariya gang, after a 10-year manhunt.

Shah was one of the three most wanted criminals who had been eluding arrest since December 21, 2000, when he committed a murder and a robbery at the residence of Ghanshyam in Haridwar

The Shyampur police team, on a tip-off, nabbed Shah from the Chidiyapur area on the Uttarakhand-Uttar Pradesh border.

Along with his seven accomplices, Shah had committed a heist of more than Rs 10 lakh at Ghanshyam’s house. He killed a US national Jadiyf Jako Kilora, who was present at the house at the time of the incident. Since then the police had been on the look out for Shah. But as he belonged to the Bawariya community, a wandering group, he stayed for a short duration at any place and could not be traced.

While Shah’s accomplice Gurbachan Singh was killed in an encounter with the Uttar Pradesh Police in Gaziabad in 2004, other accused Raju, Ganga Ram, Jolly Gauri, Ram Avtar, Jeevan and Sandhu, all residents of Uttar Pradesh, were arrested.

SSP, Haridwar, Arun Mohan Joshi, while talking to The Tribune, said Shah had the highest reward on his head. He termed the arrest as a major success for the Haridwar police in New Year.

“For a decade the police was on the look out for this dreaded criminal, who was wanted in several serious criminal cases registered in various police stations. The Shyampur police team conducted raids at various places in Punjab, Haryana, New Delhi, Himachal Pradesh and Uttar Pradesh. But as Shah belonged to the gypsy Bawariya community, he kept changing his location frequently. He also did not use a cellular phone and hence it was quite tough to arrest him,” said Joshi.

While the DGP and the DIG, Dehradun Range, have announced a reward of Rs 10,000 each for all members of the police team, SSP, Haridwar, Arun Mohan Joshi has given a reward of Rs 2,500 each to them.

The police team included SHO, Shyampur, Ritesh Shah, Sub-Inspector Virendra Singh Negi, Dharmendra Rautella, Bhgat Das, Balbir Singh Pawar, VS Chauhan, Pankaj Sharma, Rajat Kumar and Deewan Singh.

The Uttarakhand unit of the BJP has criticised the decision of the state government to outsource the collection of entry tax on vehicles. It has termed the measures taken by the government for the security of women as insufficient.

Objecting to the government decision to outsource the collection of entry tax on vehicles, state BJP president Bishen Singh Chuphal said during the just-concluded Assembly winter session the government did not convey its inclination, though the issue was raise in the House.

“The government did not inform the House of its intention on the outsourcing of entry tax as it wanted to benefit a company to which it has already decided to hand over the work,” charged Chuphal.

He said the government could have used the services of the state agencies and even the services of the unemployed youth for this purpose. “The government did not deem fit to hold discussion with the Opposition on the issue,” he said.

Chuphal also said the measures taken by the government for the security of women were too little and too late.

Refrigerated coffin given to gurdwara

Royal 21 members today donated a refrigerated coffin (A deep fridge where a dead body can be kept for a few days without decay) to Dilaram Bazar Gurdwara, Rajpur Road, Dehradun

The Royal 21 is a group formed by a few like-minded residents of Rajpur Road, who wanted to serve the humanity. It has been formed only a few years back but has been involved in various philanthropic works since its inception. As part of welfare activities, it has earlier organised marriages of two orphan girls, one was from Akhil Bharatiya Mahila Ashram and the other one from Bal Vanita Ashram.

The Royal 21 now donated a refrigerated coffin to the Gurdwara, Rajpur Road. Sunil Pandhi from the Royal 21 disclosed that the coffin would be kept on the gurdwara premises from where anyone can avail its free service.

"All members personally feel that leaving aside the tradition of keeping the body on the floor with ice slabs all around it, one should rather keep it in this refrigerated coffin from where it is clearly visible for last darshan", Sunil Pandhi pointed out. The members of the Royal 21, who attended the programme included Sudhir Gupta, Dr A.S. Sachdeva, Manu Khosla, Balbir Bajaj and Rajesh Gulati along with the office-bearers of the Gurudwara Prabandhak Committee, Dilaram Bazar Gurdwara.

Seven-day NSS camp concludes

A seven-day National Service Scheme camp at Government Girls Inter-College, Rajpur road, concluded here today.

Dehradun SSP Kewal Khurana was the chief guest at the closing ceremony. Khurana called upon the students to take active part in social activities. He asserted that work was worship and asked the students to always engage themselves in constructive works. The SSP also laid stress on inculcating discipline in life.

Civil Defence Officer Anil Verma said the youth kept an important role in giving direction to society. He said the youth must come forward in activities like blood donation, environment protection, campaign against female foeticide and infanticide and HIV/AIDS awareness.

NSS programme officer AS Uniyal informed the gathering about various activities of being undertaken by the NNS volunteers. Senior programme officer, GIC Rajpur Road, Beena Bhandari, also spoke on the occasion. A large number of NSS volunteers took part in the camp.

HCA win cricket match by 5 wickets

The Himalayan Cricket Academy (HCA) defeated the RR Pal Cricket Academy by five wickets in the 61st District Cricket League match played at Col Brown School in Dehradun today.

Batting first, the RR Pal Cricket Academy team piled up 145 runs losing all wickets. Pawan scored the highest 60 runs for the RR Pal academy. Vijay Singh of the HCA took five wickets.

Chasing the target, the HCA team easily achieved the target losing five wickets. Sandeep took two wickets.
