After EC recognition of UKD(P), trouble erupts in party
Dehradun, January 5 The UKD, a regional outfit that spearheaded the statehood agitation, has split many times in the past. Last time, Diwakar Bhatt, who was a minister in the previous BJP state government, split it to form his own UKD (D). However, his faction was wiped out in the state Assembly poll held in January 2012 and Preetam Singh Panwar of the UKD (P) was the lone winner of the regional party in the poll. The UKD (P) extended support to the Congress-led state government headed by Chief Minister Vijay Bahuguna and Preetam Singh Panwar was made a Cabinet Minister. But the relations between him and party president Trivendra Singh Panwar became sore. Trivendra Singh Panwar had been criticising the state government on several issues and had even contested the Tehri byelection much to the embarrassment of Preetam Singh Panwar. But this time, Preetam Singh Panwar has blamed the party president for dictatorial attitude and being responsible for the plight of the regional outfit. He termed the president as immature. He said the decisions taken by the party president had led to the downfall of the party and the common workers of the party were disappointed with the turn of events. He alleged that the tenure of party president Trivendra Singh Panwar had come to an end on July 25 but he continued to occupy the post illegally. On the other hand, Trivendra Singh Panwar denied the charges and alleged that Preetam Singh Panwar, after becoming a minister, had lost interest in the party. It seems that the UKD is heading for another possible split in near future. |

Notification of RTI rules to come to info officers’ aid
Dehradun, January 5 The rules and regulations will not only try to bring clarity in the methodology to be followed while sorting out disputes and litigation but also provide an opportunity to the Public Information Officer (PIO) to take recourse to judicial remedy before a penalty is imposed on him, if the grievance of the person seeking information is not addressed. As of now, the PIO is given 15 months to reply after which the fine is deducted from his salary. “The provision of fine to be realised from the salary of the PIO has terrorised government servants as they have only 15 days to reply. This period has been extended to two months during which the PIO could even seek a judicial remedy. The rules to be notified will give a fair chance to the PIO to even file a writ petition,” said a senior officer. Besides, government officials say the commission, the role of which is to provide information had begun ordering enquires and even forcing the government to issue government orders. “Instead of confining its role to providing information, the commission had gone ahead and ordered an enquiry into the activities of a housing body at Vasant Vihar, which is not even a public body. This could have been avoided, if there were proper rules and regulations,” said the officer. Interestingly, while the first Congress government showed enthusiasm in enforcing the Right to Information Act in 2005, subsequently no efforts were made to prepare its rules and regulations. When the BJP came to power in 2008 the matter was pushed to the back burner. Several Acts of the Central government, which were adopted by the state government, could not be implemented in the past due to lack of rules and regulations. However, the RTI Act is an exception. |

Delhi students enjoy sunny weather in Mussoorie
Mussoorie, January 5 Delhi and its adjacent areas are witnessing biting cold and dense fog situation making life difficult for everyone, whereas clear and sunny days in Mussoorie have resulted in a flurry of activities for the schoolchildren from Delhi, who are leaving no opportunity to take advantage of the sunshine here. The students visited Lal Tibba, Mall Road and enjoyed shopping and clicking pictures. The headmistress of the Delhi school Sudha Sharma, who is here on educational tour along with 200 students, said they thought that they would have to face biting cold in Mussoorie but the sunshine here has made their day and the children are enjoying every moment. Pooja, a student, said, “Here, it is cold only during morning and evening, but warmth during the day allows us to enjoy visiting tourist destinations.” Lalita, another student, said she was witnessing the winterline, the natural phenomenon witnessed over the horizon of Doon Valley, for the first time and she felt as if being in heaven. The residents of the town are also amazed at this phenomenon which is comparatively new to them. They said for the past two years, weather during the day is much clearer as compared to the plains of Delhi, resulting in influx of more tourists. However, the met department forecast suggests some cloudy weather in days to come which could result in dip in temperature. Until then, the children are literally making hay while the sun shines in Mussoorie. |

CM lays foundation stone of advocates’ chamber at Rudrapur
Dehradun, January 5 Bahuguna said low cost and faster justice should be delivered to people. Describing the judiciary as backbone of society, he urged advocates and people to respect rulings of the court. Recalling the gruesome Delhi gang rape, Bahuguna said a fast track court would be established in the state. He said to check harassment of women, an SSP-level woman police officer had been appointed in the state capital. Bahuguna announced to release Rs 1 crore as an installment for construction of the advocate chamber. He said the police department would be given Rs 5 crore for installation of CCTVs to check harassment of women. The installation of CCTVs in strategic public places would not only bring down crime against women but also help the police in solving cases and maintaining law and order, he said. High Court Chief Justice Barin Ghosh said Uttarakhand had low crime rate as compared to other states. He said the courts had been directed to resolve all the cases pending since 5 years. Most of the cases pending since 2007 had been addressed, the Chief Justice added. Finance Minister Indira Hridayesh, MLA Rajkumar Thukral, Justice BS Verma, District Judge Jaydev Singh, Registrar General Ram Singh, Bar Association president MP Tiwari, MLA Pushkar Singh Dhami and nagar palika chairman Meena Sharma were also present on the occasion. |

Govt committed to welfare of people: Bahuguna
Dehradun, January 5 However, he said they should also ensure that their action do not hamper works of the government and pose inconvenience to general public. On his visit to Rudrapur for an oath taking ceremony of the newly appointed office bearers of the Vyapar Mandal, Rudrapur, today, Bahuguna extended his best wishes to the new office bearers and said the development of the state was impossible without the support of political parties, officials and workers. The Chief Minister said it was a matter of pride that the state was felicitated by the President for having 11.5 per cent development rate. He said the development was possible only when the state treasure was full. He urged the traders to help in the collection of taxes. Bahuguna also announced Rs 25 lakh for the Rudrapur City Club and Rs 20 lakh for the renovation of the Rudrapur stadium. He also announced to set up a 132 KV power station at Jafarpur to resolve electricity problem in Rudrapur, hot-mixing of 10-km long road, widening of road from DD Chowk to Kheda, construction of two overhead water tanks, two hand pumps and free hold the land for people residing at Old Sabji Mandi. Irrigation Minister Yashpal Arya said the mandal should keep itself updated about social issues and work for the welfare of traders. Former Cabinet Minister Tilakraj Behad, regional general secretary Navin Verma, Mandi Parishad chairman Shailendra Mohan Singhal and other local Congress leaders were present on the occasion. |

4 held for stealing aluminium worth Rs 70 lakh
Haridwar, January 5 The four arrested along with three other absconding accomplices had melted 25 tonnes of the aluminium into thin rods to escape the police. On a tip-off, the Ranipur police arrested truck owner Vinesh Chauhan, a resident of Ghaziabad, truck driver Mahesh Singh of Pastapur in Meerut, Siddharth of Saharanpur and Kalu Chauhan, a resident of Modinagar in Uttar Pradesh, from Ranipur-based Siddharth metal factory godown. Haridwar Senior Superintendent of Police Arun Mohan Joshi said aluminium brought from Vedanta in Odisha was being ferried by a Transport Express Roadways Private Limited truck to Arshiya Rail Infrastructure Limited at Khurza in Bulandshahar of Uttar Pradesh. The aluminium was to be offloaded at the Sterlite Company in SIDCUL, from where the truck owner, truck driver and assistant went missing along with the loaded truck. “Chauhan along with missing accomplices Manoj Sharma of Saharanpur and localite Mubarik Kabadi plotted the theft. We are inquiring about their involvement in similar loot cases,” said SSP Joshi. City Police Superintendent Kiran Lal Shah said a verification drive will be initiated in SIDCUL. Sterlite Company, SIDCUL, IIE Haridwar, has announced a Rs 1.5 lakh award to the 11-member police team, while Transport Express Roadways Private Limited, Delhi, has announced Rs 50,000 reward for the team. Dehradun Range DIG Sanjay Gunjiyal has granted Rs 5,000 and the Haridwar SSP has announced Rs 2,500. |

Togadia demands death for rape accused
Haridwar, January 5 He demanded the capital punishment for the rapists and said the cases of crime against women should be taken up with sincerity. He called for stricter police manuals to ensure women victims were heard immediately and action was taken in a time frame. He said In case the complaints were not heard, action should be taken against the negligent police personnel. Togadia told The Tribune that moral education being imparted by Haridwar-based educational institutions like Shantikunj Dev Sanskriti Vishwavidyalaya and Gurukul Kangri University should be seen as a model by other institutes. “We have failed in giving moral education to the younger generation while the western education, culture and lifestyle were being followed blindly. What we need is a strict legal system along with moral education to eradicate sexual crimes against women,” said Togadia. Laying emphasis on the need for the women to learn self-defence techniques and martial arts, Togadia added, “Keeping in mind the current atmosphere in which women have to venture out, it is important for them to learn techniques of self-defence.” On the upcoming Allahabad Mahakumbh, Togadia said the VHP is collecting funds so that food arrangements could be for at least 11 lakh people. The Haridwar unit of the VHP donated Rs 2.25 lakh to Togadia during his two-day visit to the district. |

Training on biomedical techniques
Dehradun, January 5 Practical trainings on sophisticated procedures of biomedical techniques will be imparted to the participants from the Dolphin institute and Gaya College, Bihar, during this training programme to be held by the biochemistry department of the institute. The Director, Dolphin (PG) Institute, Dr Arun Kumar, inaugurated the programme. Addressing the participants, he said biochemistry was the modern technique, which was bringing forward revolutionary changes to facilitate people. He exhorted the participants to keep themselves updated about techniques in use. He said only after doing so, they could make it accessible to public. Dr Gyanendra Awasthi, head of biochemistry department, said training on biomedical techniques would be imparted to the participants.

Committee to examine IMA staffer for medical fitness certificate
Dehradun, January 5 The employee keen to report back to work after getting a bail had procured a fitness certificate from Prem Nagar Combined Medical Hospital but the IMA rejected the certificate and asked him to procure the certificate from the Doon Hospital. For a brief period, he was admitted to Doon Hospital in December. Now, a panel will examine his case. The case has also alerted the Doon Hospital to maintain records of diagnostic tests that are conducted on patients free of cost for future reference.

International conference begins at UPES
Dehradun, January 5 Literary and linguistic luminaries from schools of languages, print media, theatre, movies and technology domains are attending the conference. Arun Dhand, Director, communications of the university, said over 40 papers would be personally presented by delegates from India and abroad and 22 papers would be presented in absentia during the conference on contemporary topics like ‘Is effective communication a myth or a fact’, ‘Functional English’, ‘Legal English’, ‘Constructivist pedagogical approach’, ‘Using technological tools in teaching language through literature’, etc. The conference has been dividd into various sessions and each session would be presided over by a chairperson. The major themes of the conference are English language teaching, effective communication, technology and communication, literature and language, translation and transliteration, etc. Some of the prominent persons chairing the sessions are Dr Ruby Gupta from DIT, Dehradun, Dr Mudita Pandey and Dr Shravan from Haridwar, Dr Nagendra from IIT-Roorkee, Dr Sahiba Anzum Zaidi from Jamia Milia Islamia, Delhi, and Dr Shailaja Arjun. The chief guest of honour at the inaugural ceremony of the international conference was MK Raina, an internationally famed actor, director and a theatre luminary and above all a true artist, having creatively contributed to the domain of acting in the past more than two decades. Raina won acclamation for his acting in films such as ‘Taare Zameen Par’, ‘Tamas’, ‘Main Azaad Hoon’, ‘Rab Ne Bana Di Jodi’, etc. His theatre plays include ‘Andha Yug’ and ‘Karma Wali’. However, he said his heart and soul lied in theatre. He had made it as a potent tool of activism, which was pertinently reflected in his works, he expressed. Other dignitaries present included Dr Nagendra Kumar, a renowned academician from IIT-Roorkee. His areas of interest range from literature criticism to communication and soft skills. |
