Attendance in Jhajjar schools through biometric system
Jhajjar, July 16 The plan will cover all 250 villages of the district where a portable GPS-fitted biometric gadget will be provided in government schools and Anganwari centres to get the attendance of schoolchildren and Anganwari workers daily. Ajit Balaji Joshi, Jhajjar Deputy Commissioner (DC), stated this while interacting with mediapersons at his office in the mini-secretariat here recently. The project will be implemented prior to August 15 and thereafter Jhajjar district will become the first district in the country where the attendance of schoolchildren and Anganwari workers will be registered through the biometric system, he claimed. “Efforts have been started to execute the plan before the deadline. Statistics of the government schools, its students, teachers and Anganwari workers are being
uploaded on a government website so as to connect the biometric system with Internet for making all information available online,” said Joshi. He maintained that updated information about attendance report of students, teachers of the schools, Anganwari workers and children coming to these centres of every village of the district would be available on the Internet through mobile biometric device. “The project has been designed with the objective to carry out various schemes like mid-day meal and scholarship in a better way. It will be first implemented in Anganwari centres and then on school campuses. Process to impart special training to staff members of government schools and Anganwari centres has been initiated for handling the machine,” said Joshi. There is always little doubt about the exact numbers of students coming to government schools and Anganwari workers. In this situation, the biometric system project would turn out to be useful in getting the accurate information about the school and anganwari going children, said the DC. Joshi maintained that Women and Child Development Officer (WCDO), District Education Officer (DEO) and heads of all government schools in the district had been asked to give their best for the execution of this project in an efficient manner.

Mock drill to ensure quake preparedness in
Gurgaon
Gurgaon, July 16 The authorities concerned have exhorted all government functionaries, representatives of the National Disaster Relief Force, private companies, residents’ welfare associations, NGOs and people in general to take part in the drill in the larger interest. “The underlying idea is to involve and train everybody, especially the residents, as when a disaster-like earthquake actually strikes, it is the local people who help each other first, and aid from other quarters reaches afterwards,” said Maj-Gen (retd) VK Dutta, an expert with the NDMA. He was speaking at a coordination conference for tabletop and mock exercises on earthquake held here recently under the chairmanship of Gurgaon Divisional Commissioner TK Sharma. Pointing out that Delhi and Gurgaon fell in the second high risk zone in the country in terms of earthquake, Maj-Gen Dutta said the motive for organising the mock drill was to evaluate the emergency response plan and standard operating procedure of the personnel of the district selected for the exercise. “While doing so, the roles and responsibilities of various stakeholders will also be highlighted,” he said and added that any person willing to contribute in the rescue operation should contact the local Deputy Commissioner’s office as he was the coordinating officer, referred to as “Incident Commander” in a disaster management plan. He observed that important lessons could be learnt from such exercises, which help us know and overcome our shortcomings. On July 20, a siren would be blown at 11.30 am, which would signify that a high-magnitude earthquake had occurred and everybody had to respond. First and foremost, one is expected to save his or her own life and then help others to save their lives. If somebody is driving a vehicle at that point of time, he or she is expected to stop then and there. The disaster management expert asked the local police authorities to send SMSs to as many people as possible for informing them of the occurrence and appealing them to contribute in their own way in the exercise. He asked the district education officer to send a communiqué to all private as well as government schools in the district to evacuate students from buildings and bring them in the open at the designated time. As per the guidelines issued by the Supreme Court, every school must have its own disaster management plan. Delhi Metro Rail Corporation will also be contacted to provide a small metro train on that day for evacuating the passengers from Metro trains as these may get derailed in the event of an earthquake. A meeting in this regard will be held on July 19 to sensitise every stakeholder about his/her responsibilities in the event of a disaster.

Haryana to achieve 100% targets under sanitation drive
Chandigarh, July 16 The Annual Implementation Plan 2012-13 under the Total Sanitation Campaign was approved for this purpose in the third meeting of the apex committee of the State Water and Sanitation Mission held under the chairmanship of Haryana Chief Secretary PK Chaudhery here recently. As against the target to construct 6,36,940 individual household latrines (IHHLs) for BPL families, 9,160 school toilets, 7,599 anganwari toilets and 1,335 community sanitary complexes, 6,12,706 (96.20%) IHHLS, 9,137 (99.75%) school toilets, 7,173 (97%) anganwari toilets and 1,271 (95.21%) community sanitary complexes had been completed. Against the target to motivate 14,58,494 APL families to construct IHHLs, 14,06,795 (96%) had constructed toilets. The combined APL and BPL families’ coverage was 20,19,501 (96%) as against the target of 20,95,434. The remaining targets would be completed in the current financial year under the Annual Implementation Plan to achieve the status of 100 per cent in each of the components of the campaign. Chaudhery directed for making the village water and sanitation committees functional within the next one month to ensure the effective implementation of the programmes related to water and sanitation, besides creating awareness in this regard. He said there was an urgent need to find solution to water scarcity problem. There was a need for examining all the options for the reuse of water and separating the supply of drinking water from gardening and sewer purposes. Chaudhery also dialled the toll free telephone number 1800-180-5678 of Shikayat Nirvana Kendra which had been made operational to the public availing services of the Public Health Engineering Department during the meeting to know its functionality. The District Water and Sanitation Mission had been constituted in 16 districts namely Yamunanagar, Rohtak, Rewari, Kurukshetra, Karnal, Panipat, Jind, Ambala, Narnaul, Hisar, Gurgaon, Kaithal, Bhiwani, Palwal, Faridabad and Jhajjar. The village water and sanitation committees would be constituted within the next one month. Water testing kits had been distributed to sarpanches in Bhiwani and the same would be distributed to the sarpanches of other districts also shortly, he said.

‘Save water mission’ launched from Karnal jail
Karnal, July 16 The mission launch was marked by a function inside the premises of the jail with inmates reverberating the atmosphere with melodious religious and patriotic songs. The dignitaries present at the function were welcomed by the inmates who were also administered pledge to save water. Exhorting the jail inmates to preserve every drop of water, Gyan Shahota, member, Teacher Selection Board, Haryana, who was also the chief guest, said, “Water is life and even one drop of water can save someone’s life”. He lauded the jail authorities for different educational programmes, eco-friendly environment programmes, computer training, handicraft, poetry and other reformative activities for the over all development of jail inmates. Chief Judicial Magistrate visits senior citizens’ home
Fatehabad, July 16 Some complained of non-inclusion of their names in the list of people living Below Poverty Line (BPL), while some others alleged that the gas agency did not supply them LPG refill for over 45 days, while ideally they should get it in 21 days. Senior citizens also complained about their pending dues of old-age pension, which they alleged were not distributed by a private agency given the charge for sometime last year. However, most of the complaints pertained to the functioning of General Hospital, Fatehabad. “I belong to economically weaker section and have a yellow card, too. I need to undergo a surgery for enlarged prostate immediately. But doctors in the General Hospital have refused to perform the operation till I cough out Rs 2,000, which I am unable to pay,” complained a senior citizen. Another elderly person said his wife was suffering from tuberculosis, but the hospital authorities prescribe cough syrups, which I have to purchase from outside. There were several other problems, including some legal wrangles. “I am here to explain that as senior citizens you have certain rights, which include right to maintenance from your children,” said Harish Gupta. He said the District Legal Service Authority provided them free services of advocates in the event of need. Later, the judge met civil surgeon Dr Suraj Bhan Kamboj and took up the issues of senior citizens with him. “The civil surgeon has assured me that his doctors will visit “Baghban” on a regular basis and provide all healthcare facilities needed to them,” Gupta told senior citizens.

BJP threatens to stage dharna on July 20
Karnal, July 16 Senior BJP leader and member of the state executive of the party Chander Prakash Kathuria said the party had been compelled to resort to agitation as the district administration had not cared to take any action on the memorandum submitted in this regard a month ago. He said the work on the construction of half-a-dozen flyovers on the NH-1 was going on at the snail’s pace and the district administration and the National Highways Authority of India (NHAI) have become mute spectators to the miseries of the people who have to travel 15 to 20 minutes extra to cover the distance requiring a few seconds due to the closures of the subways and the distance between the entry and exit points were too long. Kathuria said in case there was no relief to the people even after the dharna, they would be forced to open the subways themselves and clear the passage. He said office-goers and schoolchildren were the worst affected and their time scheduled had been disturbed as a lot of time was consumed in avoidable travelling.

Officials told to act tough on borewell owners
Gurgaon, July 16 “It has come to our notice that several industrial units, institutions and individuals are exploiting groundwater by digging borewells and installing equipment in the name of rainwater harvesting, which is a gross violation of the Supreme Court’s specific guidelines in this regard,” Meena observed, while presiding over a meeting of the District Advisory Committee on granting permission for digging new borewells and covering the abandoned ones. The Deputy Commissioner directed the officials concerned to check all rainwater-harvesting systems and lodge FIRs and initiate legal action against those found extracting groundwater. Meena further directed the officials concerned to ensure that there was no open, abandoned, illegal borewell in the area under their jurisdiction. If any such borewell was found by the higher officials at a later stage, an FIR would be lodged against the official concerned, he warned.

Conviction rate abysmally low in Haryana: Report
Karnal, July 16 According to the latest report of the National Bureau of Crime Records (NBCR) for 2011, the state’s record was poor even in investigation, filing charge sheets, prosecution and conviction as compared to the three neighbouring states. Due to the slow pace of investigations, 25 per cent cases were pending in Haryana, while the rate was 15 and 22 per cent in Rajasthan and Uttar Pradesh. Punjab was ahead of Haryana with 38 per cent pending cases, while the national average was 27.4 per cent. Even in disposal of cases registered under the IPC, the record of Haryana was not so good as the police investigates about 66 per cent cases seriously for filing chargesheet, while in 33 per cent cases, the police fails to file the chargesheet. In Uttar Pradesh and Rajasthan, the police files chargesheet in 68.7 per cent and 80 per cent cases, while the percentage was 75 in case of Punjab, implying that investigating agencies are performing better in the neighbouring states as compared to Haryana. The disposal of cases in courts and conviction rate in Haryana was also no better and as compared to the conviction rate of 64.5 per cent in Rajasthan, 60 per cent in UP and 40 per cent in Punjab, the state was at the bottom in the region with only 25 per cent convictions in cases under the IPC. Long litigations, lack of interest among parties concerned and witnesses turning hostile are contributing towards the reasons for the failure of cases in courts and in 3.2 per cent criminal cases, the hearing of the cases exceeded 10 years. About 33 per cent cases were decided within two to five years, 23 per cent cases between three and five years, while in 25 per cent cases, the hearing concluded in five to 10 years. During 2011, the police deposed 33.3 per cent cases in Haryana and filed chargesheet in 66.7 per cent cases, while in Rajasthan and UP, the police disposed 95.5 and 82.2 per cent cases and filed chargesheet in 79.8 and 68.8 per cent cases, respectively. The disposal of cases by courts was 33.3 per cent, but the conviction rate was just 25.5 per cent in Haryana, while the conviction rate was 64.5 per cent in Rajasthan, 59.6 per cent in UP and 38.9 per cent in Punjab.

Kurukshetra, July 16 After his retirement from the Indian Army as a CEO in 2002, General Sehgal has been counselling scholars in the country and abroad about numerous career opportunities available in the 21st Century. During the past 10 years, he has guided over 5 lakh scholars of different schools, colleges and universities. During his address, he discussed such avenues where opportunities were available in plenty, but number of applicants were negligible such as nanotechnology, robotic sciences, marine technology, retailing, food processing and many more. “There are more than 5,000 various areas where our students can find bright career,” he added. The two-hour long session was followed by a discussion session, wherein he answered queries of the audience. The success of the seminar was evident from the fact that the audience was enthusiastic about what he said and the session stretched beyond the scheduled time. TMC seeks withdrawal of FSA on power
Chandigarh, July 16 In a statement issued here recently, in charge of the TMC northern zone unit KD Singh said the FSA was totally unjustified and it should be withdrawn immediately. He also sought a white paper on the power situation in the state from the government. He said instead of recovering Rs 4,000 crore from chronic defaulters and streamlining their functioning, the Haryana power utilities were putting additional burden on the consumers. KD Singh said it was the failure of the state government which had led to the closure of several generation plants from where the state could have received cheap power.

Gorakhpur atomic plant to have nuclear-power reactors
Fatehabad, July 16 “The PHWR is a nuclear power reactor, commonly using un-enriched natural uranium as its fuel that uses heavy water (deuterium oxide D2O) as its coolant and moderator,” said SK Tapkir, executive director (Rehabilitation and Resettlement) of Nuclear Power Corporation of India Limited (NPCIL) while talking to The Tribune. This was basically a Canadian design, but the Indian scientists have developed their own with improvement upon the original after Canada pulled out of the India nuclear programme in 1974 after the Pokhran-I. The use of heavy water moderator is the key to the PHWR system enabling the use of natural uranium as fuel (in the form of ceramic UO2), which means that it can be operated without expensive uranium enrichment facilities. Additionally, the mechanical arrangement of the PHWR, which places most of the moderator at lower temperatures, is particularly efficient because the resulting thermal neutrons are "more thermal" than in traditional designs, where the moderator normally runs hot. Fuel assemblies (uranium bundles) are placed horizontally in a tank called a calandria, where the fission reaction takes place. Heavy water coolant is pumped through tubes containing fuel assemblies to pick up heat generated from the nuclear reaction. The heavy water then moves to the steam generators to produce steam from ordinary water and back to the reactor. The steam so generated runs turbines of the power generation plant. Initially, the NPCIL plans to complete the first of the four reactors of 700 MW each within five years of the zero date (the date of first pour of concrete) and the next within next one year and the next two would also follow in succession. As the government has already acquired land for the project, the NPCIL authorities are now waiting for the grant of environment clearance for the project. For this purpose, the Haryana State Pollution Control Board has organised a public hearing on the environmental impact assessment (EIA) of the project prepared by MECON India Limited, a private company hired by the NPCIL for this purpose on July 17. “Once the NPCIL gets environment clearance, the next step before it will be to get approval of the Atomic Energy Regulatory Board (AERB), which may take the NPCIL another year of so,” Tapkir said. “However, the NPCIL is confident of getting the approval of the AERB because the site selection committee that chose the project site, included members from the AERB,” he said.

N-power plant ‘completely safe’
Fatehabad, July 16 Arora, along with NPCIL’s project manager for the Gorakhpur Atomic Power Project (GAPP) Sanjay Gumasta, was addressing a press conference chaired by Deputy Commissioner ML Kaushik recently. The district authorities and the NPCIL had set in motion its awareness drive for propagating benefits of nuclear energy and its safety aspects. Chief Parliamentary Secretary Prahlad Singh Gillankhera flagged off publicity vehicles of the NPCIL which will tour Gorakhpur and its surrounding villages for creating an atmosphere conducive to the project. The authorities have to hold an all-important public hearing on environment impact assessment (EIA) of the project at Gorakhpur on July 17. Arora said four reactors of 700-MW capacities each being set up at Gorakhpur were completely indigenous and the NPCIL had taken safety measures considering the recent nuclear mishaps, including the Fukushima disaster in Japan. He said the safety measures of the GAPP would be taken keeping in view the ‘worst case scenario’ document prepared by Roorkee University. “From the zero date (date of first pour of concrete) to the criticality stage (date when a sustained nuclear fission is reached in the first reactor), we will complete the project in less than five years,” Arora said and added that the next three reactors would also start simultaneously. “We welcome all concerned to attend public hearing on green effect of the project on July 17 and ask questions, if they have any apprehensions. Experts from various fields will answer their queries,” the Deputy Commissioner said.

Gurgaon, July 16 Subhash, an RTI activist of Haryana, had sought information under the RTI Act whether the complete information regarding the Public Information Officer, First Appellate Authority and RTI fee details had been displayed outside all government departments/offices concerned in the state according to a provision under the Act. In response to this, the Chief Secretary’s office has maintained that the administrative secretaries/heads of departments had been requested to do so and they would have possibly complied with it. Talking to The Tribune, Subhash said though a website had been launched to inform the public about various aspects/provisions of the Act and procedures involved therein, the top administrative office was silent on the steps initiated to inform illiterate people and those not conversant with Internet. “In response to most of the queries, the Chief Secretary’s office has maintained that it had asked the department concerned to implement the provisions of Section 4 of the RTI Act, without bothering to know whether the directions had been complied with,” he said.

Blood bank denies charges of blood wastage
Sirsa, July 16 The Food and Drug Administration (FDA) had suspended the blood bank’s licence in June because of the allegations of wastage of large quantities of blood besides some other irregularities. The blood bank was also debarred from holding any blood donation camp after the incident. “The blood bank faced an unprecedented demand of platelets (700-800 units per month) as against the normal demand of 100-150 units a month from September to November for the past three consecutive years, owing to the prevalence of dengue like diseases in the area,” explained Dr RM Arora, director, Shiv Shakti Blood Bank, Sirsa. He said the platelets besides being a component of blood, could only be separated from freshly collected blood and had a shelf life of five days only. The red blood cells (RBCs) and the plasma, the other components of blood were produced as the byproducts in the process of platelet separation and the demand for all three components varied, usually resulting in excessive demand of one component over the other. “Besides, 494 units of blood in 2011 and 118 units in the first quarter of 2012 were discarded because of being found infectious after testing,” he added.

Population explosion could make drinking water ‘scarce’
Kurukshetra, July 16 Chatha said, “The increasing population is the main cause of several other problems and it is necessary to control population explosion to get rid of these problems. For the success of family planning programme, it is not only the efforts made by the government, district administration and the Health Department that are sufficient, but public participation is also necessary.” To improve sex ratio, he laid stress on controlling heinous crime like female foeticide. People should change their conservative thinking regarding girls, he added. He appealed to the people to contribute to the nation’s development by controlling population growth completely. securing first position in family planning programme during the year 2011. Speaking on the occasion, Dr Satbir Chaudhari, Director, Haryana Health Department, said to control the increasing population, people should adopt permanent measures. He urged the officers and the employees of the Health Department that they should take the programme of controlling population as a mission. Informing about the importance of World Population Day, the organiser of the function Dr Vandna Bhatia, Civil Surgeon, Kurukshetra, said the world population on July 11, 1987, had reached 500 crore and since then every year, this day was celebrated to make the people aware of population increase. If the population of the country continues to grow at the present rate, it would reach 150 crore in 2030. Expressing concern over the decreasing sex ratio in the district, Dr Bhatia said a stern action would be initiated against those whosoever found involved in female foeticide. Dr Yogender Kumar, Deputy Civil Surgeon, Dr KK Sharma and Dr NK Jhamb also spoke, while Dr Anupma Singh and Dr RL Arya were among those who were present on the occasion.
