Jhajjar admn wakes up from slumber
Chalks out plan to sort out water crisis
Ravinder Saini

Jhajjar, July 5
Infuriated villagers protesting against the acute shortage of potable water amid ongoing scorching heat conditions by blocking roads at every part of this district have finally succeeded in waking up the district administrative authorities from their deep slumber to make necessary arrangements for sorting out drinking water crisis, especially in the rustic area.

The district authorities have embarked upon a plan to ensure adequate supply of potable water in 25 villages here, along with Jhajjar city, with an estimated cost of Rs 97 crore. As many as 17 of the villages would be provided sufficient supply of drinking water through lift system from NCR channel, whereas the rest of the eight villages of the Macchhrauli area would be linked with Salhavaas channel under the plan.

Jhajjar Deputy Commissioner Ajit Balaji Joshi said drinking water would be made available to the selected villages by constructing water works at the cluster level.

“NCR channel which runs between Dulhera and Kablana villages on the Jhajjar-Bahadurgarh Road here will be brought into play to supply potable water to 17 villages, along with Jhajjar city, in order to remove the water crisis there,” said the Deputy Commissioner.

He said the eight remaining villages, where water supply used to be made through tube wells in the past, would similarly be connected to Salhavaas lift channel to make sure ample supply of drinking water there.

Besides all waterworks of Jhajjar city, supply of potable water in Badana, Badani, Surkpur, Kheri Aasra, Beedsunarwall and Kaimal Garh villages would be restored through Badani waterworks, in Jondhi, Rampura and Girawar villages through Girawar waterworks, in Silani Kesho, Silani Jaalim and Silana villages through Silani waterworks and in Baajitpur, Sikandarpur, Kot (Ukhalchana), Bodia and Shekhpura villages would be provided water through Baajitpur waterworks from NCR channel, said Joshi, adding that more waterworks would also be constructed wherever required.

Likewise, adequate supply of water would be ensured to Machhrauli, Chandpur, Bhateda, Kahdi, Ghatauli, Dhani Kahadi, Chhota Jaahidpur and Bada Jaahidpur village from Salhavaas lift channel.

Joshi said the NCR channel had been constructed to supply potable water to the villages. Hence, only drinking water supply would be made available to the Public Health, HUDA and HSIIDC departments through this channel.

Stern action would be taken against those found indulged in water theft from the channel for other purpose, he added.

Meanwhile, this move of the district authorities has evoked a sharp reaction among the villagers who said this step should have been taken two months ago when drinking water crisis begun.

“Every time, the authorities wake up when the situation goes out of control. Residents of almost every village here have been crying for drinking water for the past two months but no one is ready to pay any heed to this burning problem,” said Surender, a resident of Jondhi village here.

Ramesh Ahlawat of Dighal village said such sort of planning was chalked out every summer season to pacify the furious villagers but most of the time they failed to meet the target. “How efficiently will the plan be executed by the authority, it is yet to be seen,” said the villager.

Notably, most of the villages of Jhajjar district have been reeling under acute shortage of drinking water these days. The villagers have to fetch drinking water from distant places in this hot weather.

New traffic plan launched in Karnal
Bhanu P. Lohumi/TNS

Karnal, July 5
The people of Karnal may hope for some relief from traffic vows with district police chief unveiling the "new traffic plan", dividing the city into six zones. The plan envisaged “one-way entry” on congested roads where traffic jams were a common sight causing great inconvenience to the commuters.

The busy areas like Committee Chowk, Old GT Road, Karan Gate Market, Sadar Bazaar were some of the areas where traffic bottlenecks have added to the woes of the people.

A barrier has been erected at Karan Gate to ensure one-way traffic for entry into Karan Gate Market and Old GT Road. Road from Gud mandi to Committee Chowk via novelty would be a one way.

Another barrier would ensure one-way traffic from Novelty Road to Municipal Corporation office and the vehicles would not be permitted to enter the market area.

Another barrier has been put which would only allow traffic movement towards Committee Chowk and the vehicles would not be allowed to go to Karan Gate Market and Old GT Road.

SP Shashank Anand said the move had been taken to reduce traffic congestion. At present, entry of three and four-wheelers had been restricted on these routes and after this two-wheelers would also be banned. “We are also planning to impose a ban on vehicular movement between 5 PM to 8 PM (peak hours) and for this purpose talks are on with the members of market committees,” he added.

Demand to close illicit liquor vends grows
Bijendra Ahlawat/TNS

Jind, July 5
The illicit supply and easy availability of liquor in both the rural and urban areas seems to have become a cause of concern. The residents of Frain Kalan village have approached the district administration to get illicit liquor vends and supply points in and around the village closed.

At least half a dozen village panchayats and women residents of some villages have already submitted representation seeking closure or shifting of such points from their village, during the past six months.

"The illicit liquor supply in the village had become a menace leading to various kinds of problems to the residents, especially women and girls," claimed Balwan and Ajit, residents of the village who were part of the delegation that met the SDM on Monday.

They alleged that due to a nexus between the liquor contractors and the police, the liquor smugglers had become hyperactive in the village. A large number of quarrels and dispute had taken place between families during the past few months.

According to the delegation, the cause of the disputes had been liquor as a large number of youths had succumbed to this habit mainly due to easy availability of the liquor which was mainly smuggled through illicit supply network. "Drunkards rule the roost in the evening and they even do not desist from passing objectionable remarks against the women folk,” claimed Mahipal, another village resident.

Though the problem of illicit supply has been reported from several villages, the authorities claim that a vend cannot be allowed to run in a village if the village panchayat adopts a resolution and submits its demand ahead of the auction of liquor vends in March each year.

Direct sowing of paddy undertaken as pilot project
Bijendra Ahlawat/TNS

Jind, July 5
With no respite from the ongoing heat wave so far, the work of sowing paddy has slackened. This time around, direct method of sowing paddy has been undertaken for the first time under a pilot project. Sowing through this method has been completed. The work of sowing paddy through plantation method is likely to begin next month when the monsoon begins.

“The sowing of paddy with the traditional method of preparing seed beds in the fields has already been started and is likely to be over in the next couple of weeks,’’ claimed a spokesperson of the Agriculture Department.

He said the plantation process has developed as the main means of sowing the crop over the years. The Agriculture Department and experts have advised the farmers to adopt the traditional method of sowing as it not only requires less amount of water but it could be done without waiting for adequate rainfall.

He said the direct sowing method is new and the farmers are yet to exhibit adequate interest. A majority of the crop would be sown with the plantation method only.

The direct sowing method was undertaken in Rohtak, Jind and Jhajjar. While it had been around 250 acres in Jind, the area under this type of sowing in Jhajjar would be 1,400 hectares. The sowing of paddy would be taken up when there is adequate water and moisture in the air, he added.

The department has launched a drive to create awareness and motivate the farmers to go for direct sowing method which could help them get better production with less input cost and time. The total savings through this method could be between Rs 3,500 to Rs 4,000 per acre, claimed an official.

Paddy has been an important crop and it was sown over around 39,000 hectares of land in the district this year, claimed Ram Pratap, Deputy Director, Agriculture. It is reported that ‘basmati’ type of rice was grown by the direct method this year as it requires lower quantity of water. The farmers adopting such a technique were being given seeds, fertiliser and pesticides free of cost as part of the project.

Tourism staff to strike work on July 18
Bijendra Ahlawat/TNS

Rohtak, July 5
The Haryana Tourism Employees Union has decided to observe a statewide strike on July 18 in protest against the alleged failure of the authorities concerned to address their long pending demands. The union has also announced to stage a demonstration at Gurgaon and Kaithal on June 28 and July 5, respectively.

A spokesperson of the union said the decision to go for a statewide strike had been taken after the meeting held at Chandigarh which failed to find a solution to the problem.

“The meeting held between the representatives of the union and the general manager of the department on June 22 was convened to discuss various issues, including removing anomalies in salaries, payment of EPF, finalisation of service rules, regularisation of part time or ad-hoc employees who had completed a certain period of service, ending policy of victimisation and recruitment against a large number of posts lying vacant in the department for past several years. Alleging corruption and irregularities in the functioning of the department, the union president Mittar Pal Rana said transfer orders of 55 employees handling counters at various tourist complexes had been withdrawn due to reasons known to them over the past few months.

Claiming that several tourist complexes had been doing extremely well, he said wrong policies and decisions at the higher level coupled with political interference had resulted in loss to the department and some of the spots faced the danger of privatisation to serve vested interests.

Lack of proper policy regarding promotions, transfers and medical allowance and duty hours had resulted in various problems and been a cause of resentment among the staff. “Encroachment on the land belonging to the department and an inability to take measures to strengthen the required infrastructure which includes setting up of new facilities at various tourist complexes had resulted in stagnation and decrease in the number of visitors and guests, sources claim.

“There are 42 complexes in the state with a staff strength of 1,700,” said a spokesperson of the union. He claimed that the number of employees ought to be double of the present figure, but no recruitment had been done over the past 20 years. The department had been earning profit and this could be improved if proper measures were taken, he added.

Similarly, Abubshahr from Sirsa and Jhalnian from Fatehabad were also rewarded for the birth of 1,272 and 1,227 girl child respectively, against 1,000 males.

There are several other panchayats in Haryana who have taken measures to check female foeticide in their respective villages and shown positive results.

Looking into the potentials of panchayats to improve the sex ratio in their respective villages, the Union Ministry of Panchayati Raj has decided to document the process followed by these panchayats for its wider dissemination so that others can take a cue from them.

The ministry has recently written to the state for supplying list of such panchayats who have worked towards improving the sex ratio in their respective villages.

Haryana has a child sex ratio (between the age of 0 to 6 years) of 830 as per the Census of 2011.

It is slightly better than the figures of 2001 that stood at 819, but still the ratio is far less than the national figures in this regard.
