Chandigarh, July 10 The delimitation commission has carved out a new constituency of Gurgaon by merging five Assembly segments of the Mahendragarh constituency with four Assembly seats of the Faridabad constituency. The remaining four Assembly segments of Rao’s seat have been merged with Bhiwani to create a new constituency of Mahendragarh-Bhiwani. No doubt, this has left the Ahirs, the community which Inderjit Singh represents, fuming. Before the delimitation, the Ahirs used to dominate the Mahendragarh Lok Sabha constituency. Now, the Ahirs cannot claim to dominate either the Gurgaon or the Mahendragarh-Bhiwani constituency. And this is the major chink the union minister for defence production will find in his armour as and when the Lok Sabha elections are called for. According to sources, Inderjit Singh, scion of one of the most respected Ahir leaders Rao Birendra Singh, is in a dilemma - from where to contest - Gurgaon or Mahendragarh-Bhiwani. Gurgaon now has a sizeable Meo-Muslim population. If the Congress wants to field a Muslim candidate, Gurgaon is the only seat from where it can do so. In that case, the party will have to shift Inderjit Singh (going by the principle of re-nominating the sitting MPs, which the Congress generally follows) to Mahendragarh-Bhiwani. Of course, it is not necessary for the Congress to give representation to the Muslims in Haryana, which has only 10 Lok Sabha seats on which all communities cannot be adjusted. The party can give representation to the minority community in larger states having greater Muslim presence than that in Haryana. In the past also, on a number of occasions the Muslims did not find a place in the Congress list for the Lok Sabha in Haryana. If that will be the case, Rao should be the natural choice of the party for Gurgaon. But this may not be convenient for the veteran leader. The BSP has already nominated former MLA Zakir Hussein, who is son of a respected Meo leader, Tayab Hussein, from Gurgaon. He is likely to poll a major share of the Meo-Muslim votes. The Haryana Janhit Congress (HJC) of Kuldeep Bishnoi is likely to nominate former minister Rao Narbir Singh, who will cut into Inderjit’s vote bank. The Mahendragarh-Bhiwani seat is equally a hard choice for him. Inderjit Singh will have to first test his mettle against members of the Bansi Lal family, who traditionally consider Bhiwani to be their seat, in convincing the high command in his favour. Then he will have to see that there is not much division in his community votes as the HJC and the BSP are also planning to field Ahir candidates from this constituency. The BJP may also field former MP Sudha Yadav from here. But in case of an alliance between the BJP and the INLD, the Mahendragarh-Bhiwani seat may go to the latter. In that case, Sudha will be shifted by the BJP to Gurgaon. This will further split the Ahir vote in that area, making things difficult for Rao Inderjit Singh. A hard choice indeed for Rao! |
Fire incident: Magisterial probe ordered
Gurgaon, July 10 The incident occurred in the building of an export house dealing in home furnishings in Infocity here. The DC also asked deputy labour commissioner Manorama Rana to expedite the matter related to compensation to be given by the export company to the kin of the deceased workers. Meanwhile, minister for urban local bodies, labour and employment, Haryana, A.C. Chaudahry today visited the spot along with officers of the labour department. The minister inquired about the cause of the fire tragedy from the management of the factory. He also met the next of the kin of the victims and offered condolences at the PWD rest house here. He assured them of all help from the government. He directed the labour department officials to collect information from factories regarding firefighting arrangements made by their managements so that such incidents could be avoided in the future. He directed the officials of the labour department to ensure that one family member of each victim got employment and the relief money goes into the right hand. He advised that a fixed deposit should be made from the money received from the ESI in the name of the children of the victims after consulting the bereaved family members. |
Varsity to set up 2 language labs
Hisar, July 10 Vice-chancellor Devendra Dayal Singh Sandhu said today that one laboratory would be set up in the university library and the other in the department of mass communication. Talking to a group of reporters he said he had found that the biggest weakness among students from this region was their pronunciation. This was proving a hurdle in their careers especially in the case of students of management courses. The laboratories would go a long way in improving their communication skills. Referring to the application received by the university for the appointment of guest faculty, he said 70 per cent of the candidates were women indicating that Haryana did not lag behind in women education. Earlier he laid the foundation stone of a residential complex of 148 houses meant for different categories of employees. |
Training Abroad
Chandigarh, July 10 Dharam Vir’s move has come in the wake of an inquiry made from him by the Administrative Reforms Commission, headed by Congress MLA from Palwal Karan Singh Dalal. The commission had asked the chief secretary to furnish details about officers who went on training or for higher education abroad on government expense. It also asked Dharam Vir to inform the commission whether the officers had submitted reports about their training to the government and how the government was benefited by their education in foreign countries. Sources said the commission had sought these details from the chief secretary when it came to its notice how a senior IAS officer went abroad on training, but he never joined the training course. In fact, the officer, the sources said, never went abroad but still remained away from his headquarters for several weeks without informing the state government. The commission had sought these details from 1970 onwards. |
Irate villagers lock up school
Jhajjar, July 10 The angry villagers opened the lock when the district education officer (DEO) assured them that he would talk to the director of the education department for filling the vacant posts of teacher. Interestingly, alternative arrangements have been made to sort out the problem under which the students of higher classes (sixth to eighth) would study in the government school situated in the nearby Birad village till the time teachers were appointed. According to reports, the irate villagers assembled outside the school in the morning and locked the main gate after holding a meeting on the issue. When the staff members reached the school, they found the gate locked. Information was given to the administrative officers and DEO R.P. Sangwan reached the place with the police. The DEO pacified the protesters saying the higher authorities would be apprised of the problem. The villagers said that owing to the shortage of staff members, primary teachers had to teach students of higher classes. This had adversely affected the studies of their children. The school was upgraded from the primary to the middle level during the current academic session. Despite adding three classes, the required teachers were not appointed. DEO Sangwan maintained that a proposal in this regard had been sent to the director.He added the vacant posts of teacher would be filled soon. |

VDS revised for power users
Gurgaon, July 10 A spokesman for the district administration said the VDS was meant for consumers of the domestic, non-domestic, agriculture and industrial categories in rural as well as urban areas and was a golden opportunity for getting the “irregularity committed by them” regularised without paying any penalty. The declaration of unauthorised load under the VDS has been made easy. Domestic and non-domestic consumers desirous of declaring their unauthorised load voluntarily can make an application on the “Application and Agreement” (A&A) form giving the details of the load to be extended. They are not required to submit any fresh terms and conditions and affidavits. The consumers may give an undertaking that they will abide by all terms and conditions of power supply. For extending the load up to 20 kW under the VDS, the consumers of domestic and non-domestic categories need not submit any test report. They may give a certificate that the wiring for the extended load has been got carried from an authorised contractor and tested as per the provisions of the Act. However, for extension of load beyond 20 kW, the consumers shall have to submit the test report. The domestic consumers shall have to deposit the advance consumption security (ACS) at new rates, while the non-domestic consumers are required to deposit fixed connection charges also for getting the unauthorised load regularised. No penalty will be imposed on them for regularising the declared load. The extended load shall be considered as regularised with immediate effect if all formalities are complete. |
Bride found underage, baraat sent back
Fatehabad, July 10 The authorities stopped the marriage on the grounds that the bride was not of marriageable age. The daughter of Duli Chand, a resident of Dholu village in this district, was to get married to Rajinder Kumar, son of Sahi Ram of Bharpoor village, yesterday. All preparations for the marriage had been completed and the bride’s party was waiting for the baraat, which had already entered their village. However, government officials, including Om Parkash, Executive Magistrate, Sadhu Ram, SHO of the Bhuna police station, and a number of constables, reached there and demanded proof of age of the bride from Duni Chand. When he could not produce any proof of his daughter’s age, the authorities returned the baraat “unceremoniously”. The officials said they had received directions from deputy commissioner O.P. Sheoran and when the government records were checked, she was found underage. Ruli Ram, sarpanch of the village, said the incident had brought disgrace to the village. He said Duni Chand had arranged the wherewithal for his daughter’s marriage by procuring loans and had suffered a heavy loss due to the action of the authorities. “Someone called me on my mobile to inform that Duni Chand was marrying off his minor daughter. I immediately deputed naib tehsildar Om Parkash to take the matter seriously and stop the marriage if the girl was a minor,” said deputy commissioner. |
2 minor girls saved from wedlock
Sonepat, July 10 The “baraats” were forced to return without the brides. Dayawati (16) and Rachna (15), daughters of Harpal, had got engaged with Ashok of Bandepur and Satish of Siwah in Panipat district, respectively, and their marriages were fixed for today. The bridegrooms along with the “baraatis” reached the village in the morning. Meanwhile, after receiving a complaint, naib tehsildar Hari Om Atri reached in the village along with the police. During inquiry, he reportedly found that both the girls were below 18 years of age. He convinced the families concerned and villagers that the marriages of minors could not be allowed. However, neither a case was registered nor anyone was taken into custody. Sources said Harpal’s gotra was Ranga and many families of the same gotra in Siwah village were reportedly opposed to the marriage. When they could not succeed in getting the engagement cancelled on the gotra plea, they reportedly raised the issue of the brides’ age with the administration. |
Sack MDU VC, demands teachers’ body
Rohtak, July 10 In a press note issued here today, Pawan Sharma, zonal secretary of the AIFUCTO, alleged that even during Prof Hooda’s earlier tenure as the vice-chancellor of Kurukshetra University, Ramneek worked as architectural consultant for almost all construction-related projects of that university. Sharma lamented that instead of taking punitive action against Prof Hooda for his “immoral and dishonest acts”, the state authorities rewarded him with another term as MDU vice-chancellor. “Proclaiming that it is the merit of his son that has won him the coveted contracts of several crores, first at the KU and now at MDU, is nothing but intellectual hypocrisy of a fallen academic who has forfeited his right to occupy the position of vice-chancellor,” Sharma asserted. The AIFUCTO zonal secretary urged the state government to immediately put an end to the activities of the father-son duo. He demanded immediate removal of Prof Hooda as vice-chancellor of the MDU, besides the institution of a high-level inquiry into this “immoral and unethical practice of contractual loot” during his tenure as vice-chancellor of the KU and MDU. |
Train engine catches fire
Ambala, July 10 A passenger, Meenakshi, noticed the flames and immediately pulled the chain bringing the train to a halt. Passengers and railway officials on the train tried to douse the fire with fire extinguishers. Railway officials rushed to the spot and fire tenders were also called in. The engine was changed and the train, which traverses from Jaipur to Jammu, chugged on its way again. However, it got late by more than three hours. |

Lalu to lay stone of Jhajjar rly station
Jhajjar, July 10 Giving this information, Member of Parliament Deepender Singh Hooda said during this visit, the railway minister would also lay the foundation stone of the Sonepat-Jind railway line at Gohana and would dedicate to the people the Rohtak-Jakhal double line. Apart from this, the railway minister would also inspect the electrification works being undertaken on the Rohtak-Delhi section of the Northern Railway, he added. “The railways has decided to upgrade the Kosli railway station. The work on beautification of the platform and computerised railway reservation would start soon,” the MP said, adding that railway officials had agreed to halt the Chandigarh-Jaipur train at the Kosli railway station. The issue of railway overbridges being constructed at Rohtak was also taken up with the Northern Railway general manager, who assured that the work on the projects would be expedited, Hooda said. He said the railway minister would also lay the foundation stone of the Jhajjar railway station on the Jhajjar-Rewari railway section. Modern facilities would be made available at the Jhajjar railway station. The work on the 81-km Rewari-Rohtak-Jhajjar railway line was going on at a fast pace and the project would be completed on time, he added. |

Gangster shot dead
Gurgaon, July 10 The entire top police bass, including police commissioner Mohinder Lal, rushed to the spot as the incident took place on the eve of the Chief Minister’s visit to Gurgaon. The police cordoned off the area to nab the accused. DCP (west) Rakesh Arya said it seemed to be a prima facie case of inter-gang rivalry. The details could be confirmed after the investigation. According to officials, Gehlot was sitting alone on the roof of his house and was talking to somebody over his mobile phone. Around 6 pm, two unidentified youths came on a motorcycle and climbed on the roof from a corner of the house. They opened fire at him and escaped. He was immediately rushed to a private hospital in a critical condition, where he was declared dead. The family of Gehlot was present at the time of the incident. Gehlot’s house in Luxmi Garden area has gates in the front and backside. Moreover, CCTV cameras have also been installed at both the entrances. This explains why the assailants chose to reach the roof from a corner of the house. Sources said the shootout was the handiwork of rival Garauli gang. Several cases had been registered against the deceased gangster. |

Jind, July 10 The clash took place after an upper caste youth was allegedly beaten up by Dalits after his tractor hit the wall of the house of one of them yesterday. The youth, Sunil, was admitted to a hospital. No arrest has been made so far in this connection. |

2 killed in road mishap
Yamunanagar, July 10 The sources said the mishap took place when the driver of the truck lost control and hit the three-wheeler coming from the opposite direction. Besides the driver, four persons were travelling in the three-wheeler when the accident took place. The other three persons also sustained serious injuries and have been admitted to a hospital here. The truck driver fled the spot. The police has registered a case of causing death due to rash and negligent driving. |

Remove encroachments, Panipat officials told
Panipat, July 10 The directions came after The Tribune highlighted the problems being faced by local residents due to the unrestricted encroachments across the district. The orders were issued by additional deputy commissioner Amit Aggarwal, who asked the officials to kickstart the drive. In the orders, the ADC has asked the officials to complete all formalities by the end of this month and to ensure that no encroachments were allowed on roads in the district by next month. The district administration has already identified the roads on which people have encroached upon. These roads include the NH-1, the Sanoli road and the Asand road. Besides, some other areas have also come under the scanner of the district administration. A list of offenders has already been prepared. Sources in the district administration said the violators were been served notices within a week and in case they failed to remove the encroachments, the administration would use force. It had been highlighted in these columns that encroachments on roads across the district had reduced the space to commute. According to the list of offenders, there is hardly any shop in the city that has not encroached upon government land. Even reputed commercial establishments on the NH-1 have been listed as offenders in the said list. |
Rape accused gets judicial custody
Rewari, July 10 He was today produced before Duty Magistrate Rajesh Garg, who remanded him to judicial custody for 14 days. The other two main accused, Ravinder Yadav of Jharoda village and Ram Pal of Odhi village, have been reportedly absconding. The incident took place when the woman was standing at Naiwali Chowk here on July 1 to catch a private vehicle for Jharoda. Ravinder and Anil after allegedly picking her up from the chowk took her to Kheri village, where she was allegedly raped by the duo. The woman was repeatedly raped for several days by the duo, who then abandoned her in a park here on July 4. After that she incidentally fell into the hands of Ram Pal, who took her to Odhi village and allegedly raped her. Eventually, the woman’s husband recovered her from Anil Yadav’s house at Pranpura village on July 5. She was then brought back to Mirpur village. The police had registered a case of abduction, rape, wrongful confinement and criminal intimidation against the accused. |
