State inks transport pact with Delhi

After a gap of about two decades, Delhi and Haryana today inked the reciprocal common transport agreement, which will facilitate Haryana to operate over 1.64 lakh km daily in the territory of Delhi and Delhi to operate over 1.95 lakh km daily in Haryana.

Pre-engineering Course
50 pc seats reserved for rural students
Chandigarh, July 3
The Haryana government has decided to reserve 50 per cent seats in the pre-engineering course for students of rural areas in the 11 engineering colleges in which this course has been introduced with an intake of 200 each for the academic session 2008-09.

BJP-VHP bandh call evokes mixed response

The BJP-VHP-sponsored bandh evoked a mixed response here. Shops in the main markets were closed for about two hours in the morning, but by noon all commercial establishments were functioning normally.

Activists of the two organisations toured the markets and asked shopkeepers to close their establishments. Most complied but only to reopen around noon. However, there were no reports of forced closures or violence anywhere in the town.

Schools and colleges functioned normally and so did all government offices, banks and other commercial establishments.There were no traffic snarls anywhere in the town.

BHIWANI: Local traders observed a bandh here on Thursday. BJP leaders held a procession and raised slogans against the Jammu and Kashmir government and the UPA government on the issue of withdrawal of land for the Shri Amarnath Shrine Board.

Bichla Bazar, Naya Bazar, Ghantaghar, the Sarafa market and the Hansi Gate, Meham Gate and Rohtak Gate markets observed a complete bandh.

CHARKHI DADRI: A complete bandh was observed at Charkhi Dadri on Thursday. BJP leaders held a procession and raised slogans against the UPA and the Jammu and Kashmir governments.

PANIPAT: Hindu organisations today “enforced” a complete bandh in different parts of the district, affecting normal life. Though no untoward incident was reported in the district, there were some reports of “trivial confrontation” between activists of Hindu organisations and some shopkeepers. 
Some shopkeepers alleged that Hindu activists forcibly got their establishments closed. The district police had made elaborate arrangements to ensure law and order. Policemen were deployed in civil dress at various places in the city. Senior police officials maintained that the bandh passed off peacefully.

Activists of the VHP, the Bajrang Dal, the Sewa Bharati and the Sanatan Dharam held processions in all important markets of the city. However, by the evening all shopkeepers in these markets opened their establishments. The activists raised slogans against the decision of the Jammu and Kashmir government and demanded reallocation of the land to the shrine board.

KARNAL: On the VHP’s bandh call, protesters forcibly closed shops in various areas of the township.

Motorcycle-borne youths repeatedly took rounds of of the township and did not allow shopkeepers to open their establishments. The protesters raised slogans and held a protest march.

Commercial establishments, particularly shops in the Old Locality, remained closed through out the day. However, there was negligible impact of the bandh in urban estates.

Though no untoward incident was reported during the bandh, life was thrown out of gear.

FATEHABAD: The bandh call evoked a mixed response here. Shops and business establishments were closed in the morning as BJP and VHP leaders went around the market and requested the shopkeepers to close their establishments. However, by the afternoon, more than 70 per cent shopkeepers had opened their shops.

Private school owners had already announced closure of their schools on Thursday and hence these remained closed.

REWARI: Shopkeepers and traders of Rewari observed a total bandh on Thursday. Sangh Parivar protesters burnt effigies of Jammu and Kashmir Chief Minister Ghulam Nabi Azad and UPA chairperson Sonia Gandhi at Moti Chowk here.

GURGAON: Workers of the BJP, the VHP and the Bajrang Dal on Thursday forced the closure of almost all commercial establishments in Gurgaon. The police was deployed to ward off any untoward incident. Barring an incident in an Old Gurgaon market where these workers beat up two shopkeepers for opening their shops, the bandh was peaceful. No traffic disruption was reported.

A round of the Mehrauli-Gurgaon road, that houses a majority of the malls, showed that around 20-25 workers of saffron outfits went around the area around 11 am and dictated the managements of the malls to close their establishments.

ROHTAK: The bandh call received a massive response in the district. Most shops and other business establishments in all major markets of the town, including Bhiwani Stand, Quilla Road, Gohana Stand, Palika Bazaar, Civil Road, Railway Road, Jhajjar Road and Malgodam Road, remained closed.

Protesters burnt an effigy of Congress president Sonia Gandhi. Some altercations took place between supporters of the bandh and those of the ruling party.

SIRSA: Members of Hindu outfits and the Congress exchanged blows when the district president of the Congress refused to pull down the shutter of his shop at Rori Bazar here on Thursday. Holding sticks and tridents, the protesters held protest marches across the city. Most shops and other commercial establishments remained closed.

SONEPAT: Activists of the district unit of the BJP and other Hindu outfits held a procession in the town. Most shops here remained closed in the morning hours. The protestesters included Kishan Singh Sangwan, MP.

They demanded the dismissal of the Jammu and Kashmir government.

KURUKSHETRA: Members of Hindu outfits observed a total bandh here. The protesters held a procession in the town and raised slogans against the Jammu and Kashmir government.

State inks transport pact with Delhi

Chandigarh, July 3
After a gap of about two decades, Delhi and Haryana today inked the reciprocal common transport agreement, which will facilitate Haryana to operate over 1.64 lakh km daily in the territory of Delhi and Delhi to operate over 1.95 lakh km daily in Haryana.

Haryana transport minister Mange Ram Gupta said this significant agreement which was finalised today would provide convenient transport facilities to the people of both the states as there was a substantial increase in demand for transport operations in both the states.

The union ministry of urban development had been stressing the NCR states of Rajasthan, Uttar Pradesh and Delhi to conclude the agreements so that the draft agreement for the operation of contract carriages, goods carriages and stage carriages could be finalised.

The transport minister said earlier, according to the old agreement, Haryana was operating 64,668 km daily in the territory of Delhi and likewise Delhi was operating 63,935 km daily in Haryana. — PTI

Pre-engineering Course
50 pc seats reserved for rural students

The Haryana government has decided to reserve 50 per cent seats in the pre-engineering course for students of rural areas in the 11 engineering colleges in which this course has been introduced with an intake of 200 each for the academic session 2008-09.

Stating this here today, a spokesman for the technical education department said these seats would be reserved for students who had passed class X from rural schools.

The pre-engineering course would be affiliated to the Haryana School Education Board, Bhiwani, and the syllabus and course of study would be the same as prescribed by the board for class XI and class XII non-medical streams.

For the session 2008-09, admissions to only class XI would be made and examinations would be conducted at the institute level under the supervision of the department of technical education.

Bodies of 2 drowned brothers found

Sonepat, July 3
The bodies of two brothers, Sumit (23) and Amit (18), of Narela in Delhi, who had drowned in the Yamuna river on Tuesday, were found lying at two different places towards Uttar Pradesh side in the Yamuna river here today.

The bodies were handed over to family members of the victim after the postmortem examination at the government hospital in UP.

The victims along with their two other friends while returning from Vaishno Devi shrine planned to visit their relatives at Nandnaur village. But before reaching the village, they decided to take bath in the Yamuna river near the village.

They started drowning as soon as they entered into the fast-flowing river. Hearing their cries, people working in adjoining fields rushed to their rescue and succeeded in saving the lives of the victims’ friends. However, they could not save the brothers.

Cop among 3 booked for firing

The district police has registered a case against a policeman posted in Chandigarh and two others for allegedly opening fire at two persons out of personal vengeance.

J.S. Sunar and his assistant Ranbir Singh had to be rushed to the civil hospital here after they sustained firearm injuries following a dispute with a policeman, Sanjay Kumar. The incident took place in Matloda suburb.

The injured have alleged that Kumar fired a couple of shots at them with his licensed revolver causing serious injuries to them.

The accused was accompanied by Ashok Kumar and Kewal Krishan, all residents of Matloda suburb.

The five persons had got into a confrontation over a trivial issue, which turned into a bloody scuffle.

The police has registered a case against Sanjay Kumar, Ashok Kumar and Kewal Krishan.

Ex-minister Mariya dead

Former Haryana minister Vinod Mariya died at his residence in Tohana town here today. Mariya served a medical education minister in the Bansi Lal cabinet from 1996 to 1999 before the government was toppled by some dissident MLAs.

Family sources said Mariya had gone to sleep last night, but was found dead in the morning. Heart failure is suspected to be the cause of death as he was an old patient of myocardial infraction.

Stay on reinstatement of Malik

A Division Bench of the Punjab and Haryana High Court today stayed the operation of an order directing the reinstatement of Haryana’s under-suspension director-general of police M.S. Malik with all consequential benefits.

The order had been passed by the Chandigarh Branch of the Central Administrative Tribunal (CAT). In its order, the CAT had ruled that the 1969 Batch of IPS officer was “deemed to have been reinstated into service” from September 13, 2005.

The Tribunal had added Malik “as such is entitled to all the consequential benefits.” The CAT had further directed the Union government and the state of Haryana to pass necessary orders granting relief to the DGP, including “full pay and allowances, along with arrears and revised pension benefits”

In its petition the Haryana government has made CAT, Chandigarh, DGP Malik and the Central government as the respondents.

Taking up a petition filed by the state against the orders, the Division Bench of Justice Hemant Gupta and Justice Mohinder Pal “stayed” the operation of the impugned order, while issuing notice of motion to the respondents for September 18.

In its petition, the state asserted that the review committee had ordered the extension of Malik’s suspension period on October 24, 2005. It was further extended on various occasions till October 31, 2006, the day Malik attained superannuation.

The state counsel added that the CAT order was illegal and contrary to the spirit of All India Service (Disciplinary and Appeal) Rules, 1959.

‘Murdered’ girl’s kin threaten stir

The issue of the alleged murder of a teenaged Dalit girl in Ratia town in this district has taken a new turn with the local Balmiki Sabha and kin of the victim threatening to launch an agitation on the issue.

Hina, a 13-year-old girl from Jalandhar, who had come at Ratia to see her maternal aunt, had disappeared on June 16 when she had gone to purchase sugar from the market.

Her body was recovered by the police from under the bushes from a vacant plot on June 23.

Her kin had lodged an FIR of kidnapping against two motorcycle-borne youths, who, they alleged, murdered her after raping her. SP Saurabh Singh, however, had ruled out the possibility of rape and had said the youths named by victim’s kin had been found innocent.

He had said that it appeared to be a case of animosity. A meeting of the Balmiki Sabha was held on July 1 in the Balmiki Basti dharamshala. Pawan Kumar presided over the meeting.

Talking to mediapersons. Pawan Kumar alleged that the family had expressed its suspicion against two youths, who, allegedly lured away the girl and “killed her after raping her”.

He said despite several meetings with the local police, the kin had got nothing except assurances.

Harkesh Kumar, father of the victim, alleged that his daughter’s blood-stained body was found under mysterious circumstances, but the police was treating it as natural death.

The girl’s father and the Balmiki Sabha warned that in case the police failed to do anything, they would meet the higher authorities in Chandigarh and launch an agitation.

Woman dies of burn injuries, 3 booked

Jind, July 3
A young married woman, who had received severe burn injuries here yesterday, succumbed to her injuries in the PGIMS, Rohtak, today.

The deceased identified as Geeta, wife of Satish, had been admitted to the hospital with over 70 per cent burn injuries last noon.

In her statement before death, the woman reportedly blamed her husband, brother-in-law and an uncle-in-law for the incident.

The woman, mother of two minor children, had doused herself with kerosene and set herself ablaze in her house. The victim had herself walked to the primary health centre at Julana in the district while the fire was still on. She was referred to the PGIMS, Rohtak, immediately.

The police has registered a case under Section 306 against three persons, including the deceased’s husband and brother-in-law, on basis of the statement given by her before her death. No allegation of dowry has been levelled in this case. No arrest has been made so far in this connection.

Notice issued on land aquasition

Taking up a petition filed by EMAAR MGF and three others against the state of Haryana’s move to acquire their land in Gurgaon, a high court Division Bench of Justice M.M. Kumar and Justice Sabina today issued notice for July 8.

In their joint petition, the companies - Milet Estate Private Limited, Malm Estate, Lonicera and EMAAR MGF - had sought the quashing of February 22, 2007, notification of Land Acquisition Collector.

It was contended the Urban Estate Department of Haryana had notified that 162.40 acre was likely to be needed by the government at public expense for public purpose for the development of land as residential, commercial purpose in Sector 52-A, 53 and 54 of Gurgaon. Claiming that the notifications had been issued with mollified intentions, the petitioners had claimed their land was being acquired in the process.
