2004 housing scheme draw this month

The draw of plots by the Noida Authority’s residential scheme, 2004, is likely to be held in July 2008. The draw could not be held so far because the High Court’s approval was awaited which has been received now, it is learnt.

While it is good news for the applicants that at long last the draw would be held this month, allottees will however have to shell out money as per the current rates. According to Noida Authority sources, the allotment of plots will not be made on 2004 rates.

Noida Authority had floated a scheme for 1250 residential plots during 2004 for four categories for which a total of 1.66 lakh applications were received.

But in the draw conducted in June 2004, only the VIPs—senior IAS, IPS officers and politicians had been favoured while the name of not a single common applicant had figured in the draw.

The draw was cancelled by the then Noida CEO, Dev Dutta Sharma within two days in view of large-scale commotion and protests. Some people had approached the High Court. The High Court while cancelling the scheme had ordered a CBI enquiry.

In November 2004, Noida Authority had decided to auction AB, & C category of plots instead of holding a draw. But 150th Noida Board Meeting had approved holding a draw instead of auction. But a committee set up to decide a date for the draw could not get time for even a meeting.

According to Noida Authority sources, the court’s decision has been received for holding a draw which is expected to be held this month. But the lucky allottees will have to shell out a fat amount as per the current land rates of Noida Authority.

Corrugated box trade in dire straits

The corrugated box manufacturers industry in Uttar Pradesh is reeling from spiralling inflation, irrational price hike by paper mills and 14 per cent excise by the state government.

The Federation of Corrugated Box Manufacturers had observed a three-day all-India strike from June 29 to July 1 in protest against inflation and irrational increase in the price of paper by paper manufacturers in the country.

According to Sanjeev Dhingra, president, UP Corrugated Box Manufacturers Association, the industry has 10,000 corrugated units with a turnover of Rs 100,000 crore converting annually about 33 lakh tonnes of paper into boxes for packing consumer goods.

The corrugated box industry has been seriously been hit by the irrational increase of price of Kraft Paper Mill in the last four months. The price of Kraft paper is increased throughout the country in a monopolistic manner and amounts to irrational profiteering. This has brought the industry to a virtual collapse. The industry employs some 20 lakh people directly or indirectly.

The cost of other inputs like stitching wire, adhesive, labour and electricity diesel, etc. has also increased by almost 50%.

The industry has gone on a three-day strike to protest against the price hike and also to give a message to the consumers of corrugated boxes to realize the ground realities and give the corrugated box manufacturers legitimate increase in Kraft Paper and conversion costs.

According to president, UP Corrugated Box Manufacturers Association, the prices of Kraft Paper continue to rise and another increase has been announced by the Kraft paper mills on July 1.

In view of this, the industry may be left with no choice but to close down indefinitely. This may result in stoppage of all industrial activity since packing is the last component in any industry. Without packing all finished products cannot be marketed irrespective of the industry, Sanjeev Dhingra said.

The pivotal role of the industry can be gauged from the fact that the corrugated industry is providing package boxes for consumer durables, fruits and vegetables, apparels, electronics and electrical, heavy industry, engineering goods and even packages of components for export goods which accounts for 4% share in any export activity. No industrial activity can move without packing.

If these issues are not addressed immediately, the corrugated box industry may soon face indefinite closure, which may also result in rendering about 20 lakh workers unemployed, who depend directly or indirectly on the corrugated box industry. About 30 per cent units have already relocated from UP to other tax-free states which offer better incentives like 1 per cent excise as against 14 per cent in UP.

Kraft paper manufacturers are a cartel which exploits corrugated boxes manufacturers. There has been 30 to 40 per cent increase in rates of paper in one year. The industry called upon the UP government to extend similar facilities to the industry as are being offered by HP, Uttarakhand and Jammu and Kashmir.

Assembly Poll: SAD seeks 15 seats from BJP

Though four months are left for the assembly elections in Delhi, the Delhi unit of Shiromani Akali Dal (Badal) has started bargaining for seats with the Bharatiya Janata Party (BJP). The party allied with the BJP in the Municipal Corporation of Delhi (MCD) and Punjab assembly elections also.

During the last elections in Delhi, the Akali Dal had contested on the BJP symbol. This is the first time that the party has decided to contest the elections in Delhi on its symbol – ‘scale’, as the BJP had contested the elections in Punjab on its own symbol, said Manjit Singh, president of the Delhi unit of Akali Dal (Badal).

The party has demanded 15 assembly seats from the BJP. In Punjab the total number of assembly seats are around 117 and the BJP was given 28 seats. In Delhi the total number is 70. The Akali Dal should be given 15 seats.

In the MCD elections the Akali Dal was given eight seats. Of them only four candidates – Avtar Singh Hit, Manjinder Singh Sirsa, Surjit Singh Thekedar and Mahender Kaur were victorious.

Surjit Singh who had contested from Vijay Nagar was challenged in court.

During the last assembly elections three seats were given to the Akali Dal. The candidates – Ravinder Singh Khurana from Ashok Vihar, Tanvant Singh from Gandhi Nagar and another candidates contested from West Delhi. They all had lost the elections.

According to a survey conducted by the Akali Dal, 16 lakh Sikhs live in the Capital.

While, 70% of the total population of the Capital are Punjabis. The Akali Dal not only represents Sikhs but also Punjabis.

No seat pact with Akalis: BJP

The claim staked by the Shiromani Akali Dal (SAD) of sharing 15 seats with its ally BJP in the coming Delhi assembly elections has failed to ‘’convince’’ the latter, which is preparing to replace the 10-year-long Congress regime in the Capital.

‘’The SAD announcement is a unilateral one. As far as the alliance forum is concerned, there has been no such understanding,’’ said a senior BJP leader on condition of anonymity. — UNI

Loni land scam: Buyers cheated of Rs 1,000 crore

A land scam involving 300 bighas of land has come to light in Loni in which plots were sold a number of times by land mafia, fleecing the people of Rs 1000 crores of rupees. The stamp duty was also evaded to the tune of Rs 100 crore in the process. The 300-bigha land was sold a number of times and was shown to have become 1200 bigha in the process over the years.

Five persons have been arrested as a result of the probe into the scam ordered by the district magistrate.

The kingpin of the gang is still to be nabbed.

According to district magistrate Deepak Agarwal, SSP Deepak Rattan and SDM Saddar, Vishal Singh, who gave the details of the scam on Friday, a complaint was received from Loni about the repeated sale of certain land. The 300-bigha land was made into 1200 bighas of land through repeated sale, the DM said.

Through the repeated sale of land on power of attorney basis, the state had also been fleeced of land revenue accrued.

In his probe, SDM Saddar, Vishal Singh found that one Jeevan Singh had bought 300-bigha land in Hakikatpur, Khuda Bakshpur and Khanpur Jabti villages in Loni during the land consolidation in 1984 to 1986.

Jeevan Singh had bought the land directly from the farmers. To evade the Ceiling Act, he floated three companies, Lotus Enterprises, Chaudhary Enterprises and Jeevan Enterprises and distributed the land among the three companies. Arjun Singh and Pratap Singh are Jeevan Singh’s sons.

Under these firms, they sold the plots of land on power of attorney documents for a couple of years. The plots were sold twice, thrice, even four times, the DM said. The mutations of land were not executed as the sellers did not give physical possession of the plots to the buyers.

According to SSP, Deepak Rattan, an FIR has been registered and five persons–Wajid, Chapoo, Manish, Gulfam and Shahzad have been arrested while raids are being conducted to nab the rest.

In all there were 11,000 plots which were palmed off many times. For this Jeevan Singh and his sons had allegedly connived with local property dealers. The buyers were advised to get the power of attorney from Delhi in which Jeevan Singh and his sons used to help them. Those who went to take physical possession of the land were shooed away. Jeevan Singh and Suche Singh have passed away while Pratap Choudhary and Arjun Singh are absconding, the SSP said.

Maid found dead in employer’s home

Gimy Gotha, 22, a domestic help working in the house of Dr B K Gupta in Ashok Nagar of the North West area of Capital, was found dead in mysterious circumstances in her employer’s house in the morning today.

The maid belonging to Gumla district of Jharkhand was employed by the doctor 10 months ago. She was found dead in the servant’s quarter situated on the third floor of the house.

According to Dr Gupta, she was found dead by them in the morning when he had gone up to check upon her after she failed to turn up for the morning chores on their second floor residence.

According to police, Gotha’s room was bolted from inside and Gupta had to send another servant of the house to go from the other side of the roof to open the door. Gupta stays in a three-storeyed building in Ashok Nagar. While the family stays on the first and second floor, he runs a dental clinic from the ground floor. Servant’s quarter is located on the third floor of the building. According to Gupta, the maid had served them dinner last night after which the family went out for a movie.

“Gotha’s body was found by the doctor and his servant Bhuvan. Blood was oozing out of her mouth. It is difficult to say the exact cause of death but looks like that she was strangulated by a rope. We are not in a position to say whether the girl was raped. We have sent the body for post-mortem and will know the details only when the report is available,” said an official from Ashok Vihar police station.

He ruled out robbery as the motive behind the murder as the room was not ransacked. Police is investigating whether the girl had relations with some other servant.

“Usually a sour relationship turns out to be the reason behind such murders. Investigation will also be done from other angles depending upon the circumstantial evidence,” said the police official. Gotha did not own a mobile phone.

Her family in Jharkhand has been sent the message of her death. Meanwhile, the police is recording the statement of every member of the family.

Third cut-off shows slight fall

Thousands of desperate students thronged colleges across Delhi University to check the third cut-off list that was out late Friday night but was put up in colleges only on Saturday morning.

The cut-off has dipped marginally unlike the second cut-off list. There is good news for commerce students as admissions remain open in several colleges and the cut-off has dipped slightly, in arts courses admissions are open in a few colleges and in science they are open almost everywhere.

Colleges like — Daulat Ram, Sri Venkateswara, Hindu and Hansraj have come out with a third list for commerce. Sri Venkateswara College has slashed its cut-off for B.Com (H) from 93.25% to 92.75%. The B.Com programme is available in colleges including SGGS College of commerce, SGTB Khalsa College and Kirori Mal College. As expected, Sri Ram College of Commerce has shut admissions.

Surprisingly, the highly popular English (hons) is also available in some good colleges. While Lady Sri Ram (LSR) College has lowered its cut-off to 88.25%, Hindu has slashed its cut-off for English (hons) by 3% at 85%. Indrapastha College has closed all admissions except for BA programme and Sanskrit.

Further among humanities courses, Political Science (hons) can still be pursued at Gargi College (70-81%) and Delhi College of Arts and Commerce (68-81%).

In science, the drop in the cut-off is between 3% to 8% in some colleges. Admissions are open at Miranda House for physics (76.66%), chemistry (73.66%), botany (72%) and zoology (79.33%). At Hansraj College, admissions to most science courses have been closed.

Student stabs schoolmate after a tiff

A Class XII student of Sarvodaya Vidyalaya in the RK Puram area of South Delhi allegedly attacked his colleague with a sharp object and injured him today afternoon on the school premises.

The victim, Class X student of the same school, has been admitted to the nearby SafdarJung Hospital where his condition is reported to be stable.

According to school students, the two had had a dispute last evening over a minor issue and again got into a heated argument in the school today.

The exchange of abuse between the two led to one hitting the other with a sharp object in the stomach.

The police has detained the senior boy who allegedly attacked the fellow student. Regarding the cause of the dispute, the police said the reasons were not yet clear.

“The case would be registered only after proper investigation since it involves a school student. We also need to verify the age of the accused since he could be a minor,” said a police official.

The police is yet to recover the weapon used in stabbing.

However, it has ruled out the use of a knife since the injury is not deep enough.

4 nabbed for killing driver

The Timarpur police in North Delhi has arrested four persons for killing the driver of a taxi that they had hired from Palwal to Bulandshahr the last month.

The accused have been identified as Ravinder Rathi, Lalit, Laljeet and Vijay. According to the police, Rathi has a criminal record and had come out of jail only four months ago.

The four had hired a taxi from Buta Singh the last month for Palwal. After reaching Palwal they asked the driver to take them to Bulandshahr. He refused this, as he was not feeling well.

He, however, arranged another taxi for them. The taxi belonged to Devender Singh alias Pamma. When Pamma did not return for about a week and his mobile was switched off, Buta Singh filed a police complaint.

It was found that the four had killed Pamma in the Anup Shahr area of Bulandshahr and had fled away with his taxi.

BSP councillor of UP held for running vehicle theft gang

New Delhi, July 5
A Bahujan Samajwadi Party (BSP) councillor from UP and two accomplices have been arrested here for running a vehicle theft gang, the police said today.

“Mohammed Arif, 36, councillor in Behjoi in Muradabad was arrested on Wednesday for operating a vehicle theft gang in Delhi. He has a criminal record of past five years and was earlier associated with the Samajwadi Party,” said DCP (South) H.G.S. Dhaliwal.

The police said that he was nabbed following arrest of his two accomplices Mukesh, 23, and Kabeer, 23, last month.

The two are residents of Badarpur in Delhi. They were arrested on June 19 for stealing cars from South Delhi and selling them to Arif for Rs 20,000 each.

Dhaliwal said that Arif’s auto workshop in Muradabad was searched and three stolen Maruti vans, dismantled engines and chassis were recovered. — IANS

Staff made aware of rural job scheme

In order to sensitise government functionaries with regard to effective implementation of the National Rural Employment Guarantee Act, a one-day training camp has been organised by the Haryana Institute of Rural Development (Training Centre) with the help of the local district development and panchayat office.

More than 100 functionaries from the district were enlisted for the training camp. It was addressed by DDPO of Faridabad Devender Singh and the visiting personnel from the training institute.

Giving details of the provisions of the Act, Devender Singh said it was a historic piece of legislation and had the potential to boost the nation’s economy and empower all sections of society.

Report on missing kids sought

About 45 children have gone missing in Ghaziabad and Noida during the past few months. Relatives of the missing children alleged that the police had asked them to submit statement saying that the policemen were doing good job in finding their children. The Tribune reported this on June 22.

The National Commission for Protection of Children has written two letters to the director general of the UP police asking him to “submit a month-wise data of the missing children.” Commission member Sandhya Bajaj has asked the DG to direct the SSP in all districts to lodge an FIR in respect of every missing child.

She also drew a reference to the Supreme Court guidelines in this connection. The DG was asked to submit a report and details of the action taken by the UP police in each case.

She also expressed concern that parents of the missing kids from Ghaziabad had alleged that they were being pressurised by Vijay Nagar police station to submit written statements that the Ghaziabad police was doing a good job in this connection.

Property dealer shot

Two unidentified men shot a property dealer in the Sangam Vihar area of East Delhi last night.

Gurmeet Singh alias Sonu was shot last night in gali number 7 of Sangam Vihar by two men. He had received eight bullet injuries.

A complaint has been lodged. The police believes that professional rivalry could be one of the reasons behind the attack. “We are checking the antecedents of Gurmeet Singh and his business relations. His family has denied any business animosity,” said a police official.
