Arushi’s mother put to lie test

New Delhi, June 25
The Central Bureau of Investigation (CBI) today subjected Nupur Talwar, the dentist mother of slain teenager Arushi, to a lie-detector test at its headquarters here. The CBI put Nupur through a seven-hour lie-detector test.

“The duration of the test was about seven hours and several questions were asked as her first test proved inconclusive,” a CBI official said.

Nupur’s lie-detector test was earlier scheduled for Tuesday. But it was rescheduled for today after Nupur arrived late at the headquarters.

Arushi, 14, was found murdered in her parents’ Jal Vayu Vihar apartment in suburban Noida on May 16.

The police initially named the family domestic help Hemraj as the prime suspect, but backtracked when his body was found on the terrace of the apartment the next day.

The police arrested Rajesh Talwar, Arushi’s father on May 23 saying he had killed the two as he was opposed to the close ties between Arushi and Hemraj and also because she knew about his extra-marital relationship with a colleague, Anita Durani.

The agency arrested Krishna, the compounder of Rajesh Talwar, on June 13 and said that he had confessed to his involvement in the murders.

The CBI, which took over the case on June 1, has not yet been able to locate the weapon used in the double murders or establish the motive for the crime.

On Monday, the CBI was given four more days’ custody of Krishna.

The probe agency had earlier claimed to have recovered a ‘khukri’ (curved short knife) from Krishna’s room. The knife has been sent for forensic examination.

According to sources, forensic tests on the khukri have ruled out its use in the crime. — IANS

Haryana Bijli Nigam to restart VDS scheme

On the persistent demand of consumers, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) has decided to reintroduce the Voluntary Disclosure Scheme (VDS) of unauthorised extension of load. The scheme is on till July 31.

A spokesman of the Nigam said that the VDS would be meant for domestic and non-domestic consumers, agriculture and industries in rural and urban areas. It is an opportunity to rectify the irregularity committed by them, without paying any penalty.

Under the VDS, the domestic and non-domestic consumers desirous of declaring their unauthorised load can apply on Application and Agreement (A&A) form giving detail of the load to be extended. They are not required to submit any fresh affidavits. They may give an undertaking that they would abide by the terms and conditions of power supply.

For extending the load up to 20 KW, the domestic and non-domestic consumers need not submit any test report. They may give a certificate stating that they have got the wiring for the extended load done by an authorised contractor and have got it tested as per the provisions of the relevant act. However, for the extension of load beyond 20 KW, the consumers shall have to submit the test report.

The domestic consumers will have to deposit Advance Consumption Security (ACS) at new rates, while the non-domestic consumers will have to deposit fixed connection charges also for getting the unauthorised load regularised. Penalty would not be imposed on them for regularising the declared load. The extended load shall be considered as regularised with immediate effect after the formalities are complete.

Farmers can declare that the extended load of motors of their tube well connections by submitting the A&A form. They need not submit any terms and conditions forms or affidavits. The consumer would submit a test report for the extended load along with ACS.

The industrial consumers can declare their load by submitting the A&A form along with revised test report. He need not submit any terms and conditions forms or affidavit. He would have to deposit the requisite ACS and service connection charges for the extended load.

In case the consumer revises his contract demand, he shall also submit revised contract demand undertaking as per existing practice.

In case the extended load causes a change in category of consumer from LT to HT, the consumer shall be required to declare his contract demand and to complete other formalities necessary for change in category. In the event of the extended load necessitating installation of metering equipment of higher rating, the consumer shall provide the metering equipment if the same is not available with the Nigam.

Saving Ganga: Fasting environmentalist moves to Delhi

After getting an assurance from the BJP-run government of Uttarakhand that work on the Pala-Maneri and Bhairon-Ghati hydro-electric power projects on Bhagirathi would be stalled, noted environmentalist G. D. Agarwal has now shifted his “upvas” venue from Manikarnika Ghat in Uttarkashi to the national Capital.

Agarwal (76), who has been on a fast unto death since June 13, now wants the Centre’s intervention on the Lohari-Nagpala project.

He wants the UPA government to abandon the 600-MW centre-funded hydro-electric project, being built by the National Thermal Power Corporation (NTPC).

Despite being charged by adversaries and the Congress of political reasons as being the main reason behind his fast, Agarwal is specific that there are no political equations behind his fight to save the Ganga.

Skeptics have questioned the timing of his agitation and also charged him with harbouring political aspirations.

Talking to The Tribune, Agarwal clarified that he had no political ambitions and that his fight was limited only to the fact that the Ganga has unrestricted flow of water.

“I have no political aspirations....Last year, I visited Gangotri and decided to start the agitation there and then. I am sorry that it took me eight months to implement it,” he adds.

Agarwal has been demanding that there should not be any hydro-electric projects on the Ganga between Gangotri, the origin of the river, and Uttarkashi, a distance of 150 km.

The environmentalist, who has been living on nimbu-pani for the past 12 days, has the support of a large number of environmentalists and social and political activists.

The Vishwa Hindu Parishad and saints belonging to the Sangh Parivar have also extended support to him. And it was their pressure on the BJP government in the state that the Pala-Maneri and Bhairon Ghati power projects were shelved.

The Uttarakhand Congress has termed the agitation by Agarwal as a political gimmick by Sangh Parivar to rake up the issue of the Ganga before the 2009 Lok Sabha elections since there were no other issues.

Agarwal says he will continue his fast till the Centre decides to shelve the NTPC project.

On whether he will make any representation to the government, his supporters say that the environmentalist was not interested in approaching any government official on the issue.

“He just wants to give his life to save the Ganga,” says Abhishek Swarup, one of his supporters.

Snakes in JNU hostels frighten students

Students staying on the Jawaharlal Nehru University (JNU) campus are having sleepless nights due to the frequent incidents of snakes paying visits at the university hostels for the past one month.

Students in the girls’ wing of Lohit Hostel avoid going to the toilet late in the night. “I have twice seen snakes crawling inside the toilet cubicles. If they can crawl their way to the bathrooms of the first floor, they can also enter the rooms,” said Pratibha, an M.Phil student at the university.

The movement of snakes in the public sphere has created considerable fear amongst the residents. “I have had nightmares since the day I got to know that there were snakes in the hostel. There are students sleeping on the ground in their rooms,” said Garima Shrivastava, an MA political science student.

Hostel residents have submitted an application to the warden, asking him to take measures to keep the reptiles away.

“We got the application signed by the girl residents and submitted it to the warden,” said Priyanka, another MA student.

Some think that the lack of movement in the hostel corridors has attracted the snakes, who were looming at large during the rains.

“Very few students have retained their rooms after the end term exams got over. So, there is hardly any movement in the hostels,” said Priyanka.

The JNU administration has started clearing the overgrown weed bushes surrounding the hostels. “I cannot say if this would help much. A few days ago I saw guards running after a snake at the Ganga Dhaba, which is a busy area even at night,” said an M.Phil student, Amit Ranjan.

Ghazipur abattoir to give quality meat

Time is not far of when the citizens of Delhi will get fresh and good quality of meat. Based on modern technology, the Ghazipur slaughterhouse will start functioning from next month. The existing slaughterhouse at Idgah will be closed down simultaneously.

The modern slaughterhouse has been constructed by the Municipal Corporation of Delhi on directions issued by the Supreme Court. It took more than one year to complete it.

Standing Committee chairman Vijender Gupta said that Idgah slaughterhouse will be closed down but the livestock market would continue to function from Idgah for the convenience of various traders coming from Rajasthan, Punjab and Haryana. The MCD will provide free transport for cattle from Idgah to Ghazipur. The livestock market developed at Ghazipur will also continue to function as it is.

He said the corporation would operate the Ghazipur meat processing plant. A team of technical experts from Germany will supervise the slaughtering operations and keep a close watch on the functioning of the machinery at various stages of processing.

It will be carried out free of charge for the first three months. The cattle will not have to wait at Ghazipur but directly taken to the plant for processing.

Clean, wholesome and hygienic meat will be produced under thorough ante-mortem and post-mortem inspection by the qualified veterinary surgeons backed by fully equipped laboratory support in an air-conditioned environment. Therefore, there will be no chance of meat-borne diseases. All liquid waste will be treated at effluent treatment plant. The treated water will be re-cycled for cleaning of the slaughterhouse and gardening of the adjoining areas. Therefore, no water pollution will be added to the river Yamuna.

Eco-friendly car launched

Chief Minister Sheila Dikshit again expressed her government’s commitment to improve the city’s environment. She was speaking at the launch of REVAi, an eco-friendly battery-operated car.

REVA comes to Delhi at a time when the pollution level is high in the city and the fuel prices have touched a new height.

The launch of REVAi follows the policy announcement by the Delhi government for emission reduction in the state. The policy will ensure that the owners of battery-operated vehicles get a host of incentives such as — 15% subsidy on the base price of the vehicle, 12.5% VAT exemption and refund of road tax and registration charges. 

The price for REVAi in Delhi will start from Rs 2,99,000 depending on the model.

The first showroom of the car will open later in the month in South Delhi. It will offer doorstep service to its customers. By using a computer system and on board diagnostics, it will ensure that the service is quick. In addition, it will have a workshop for timely customer service. 

Chetan Maini, deputy chairman, RECC, claimed that the rugged two-door hatch back could seat two adults and two children comfortably. It is the most eco-friendly and economical car in the world and offers easy drive (no clutch or gears), and easy parking due to easy manoeuvrability leading to a high level of reliability and safety on roads. It heralds an era in electrical mobility – a cost effective, hassle free mode of mobility with zero pollution, Maini added.

Merit compromised upon, feel Stephen’s teachers

As the admissions draw to an end at St Stephen’s College tomorrow, tension is rife between the college’s governing body and the supreme council.

This time admissions to Delhi’s premier educational institution have been very different. The merit has been compromised in a big way with the new policy of enrolling students with as low as 60% in the Christian quota. There has been an induction of 50% Christian quota in addition to the existing SC/ST quota. Besides, 15% cut for Christians has already been implemented. Representative of the governing body at St Stephen’s A.D. Mathur informs that out of 50 students some nine such students have been taken in the mathematics department.

He stresses, “The faculty is worried with the fact that merit is being compromised and the college will not be able to maintain its past high standards. We are not opposed to the increased intake of minorities. We welcome this and it is their right at Stephen’s. But we do not want academic excellence to be compromised by the intake of students with extremely low marks. This has to be thought out. We feel that the intake should be increased gradually. We fear that the gap between students will be extremely high. As a result, three segments will suffer — the quota students, merit students and teachers. Now that these students are here, a special coaching programme should be taken up to help the low scorers.”

“This admission policy has been forced by the bishops and the supreme council and we are going to take care that this is not repeated. The faculty intends holding lengthy discussions with bishops on the matter. Right now we will resort to polite means to solve this tangle,” says Mathur.

Traditionally, admissions at St Stephen’s were conducted by its main body i.e.. the governing body that has 18 members, representing the faculty, the church and alumni.

However, from last year the college’s supreme council, which has five representatives of the church, has gained strength vis a vis the governing body. And, with the help of the bishop, it has literally turned the tables on the college’s admissions policy, Mathur said.

Sources within the governing body inform that rule 5 of the college’s constitution restricts the supreme council from interfering in administrative matters.

In a letter dated May 29 all heads of the departments had written to the bishop saying that the supreme council could not interfere in the administrative and academic matters.

Teachers have not liked the reduction in weightage of interviews. Besides they are also against the drastic reduction of merit to 60% in the name of the sub-category for the Church of North India.

Complaint filed against AIIMS chief

A former employee of the All India Institute of Medical Sciences (AIIMS) has lodged a complaint against its director P.Venugopal for allegedly keeping his personal belongings like passport, PAN card and house ownership documents without any legal authority to do so.

B.K. Dash, a former public relations officer with the AIIMS today approached Defence Colony police station and filed the complaint against P.Venugopal and five other employees of the AIIMS.

The Defence Colony police is investigating the matter and an FIR in this regard is yet to be lodged.

“B.K. Dash, who belongs to Orrisa, says that his PAN card, passport and papers of a flat were not given to him when he retired last year. We have accepted his complaint and investigating the matter,” said a police official.

1 held for drugging

The Kashmiri Gate police has arrested Raju, a rickshaw puller of New Usman Pur, on the charges of drugging a youth and stealing his belongings on June 16.

According to DCP/North office, on the day, constable Dharmender, who was present near Nicholson Road, heard a cry for help from a person sitting in a rickshaw. Munna, 18 of Gazipur, Bihar told him that the rickshaw puller along with his two associates had given him Maaza cold drink laced with sedatives and took away his belongings after he fell unconscious.

Two bags containing Munna’s belonging were recovered from Raju. However, his two associates namely Rakesh and Kamlesh are absconding.

Ganja seized

The Nand Nagri police has arrested Raju Madar and his sister-in-law for possessing ganja.

According to additional DCP/North East, the two were arrested from Nand Nagri’s E-Block on the basis of a tip- off. Five Kg of Ganja was recovered from them. Both the accused reside in Nand Nagari.

Pickpocket held

The Kotwali police arrested a pickpocket Alnamun, 24, of Pargana, West Bengal yesterday evening.

According to DCP/North office, he was arrested on the basis of a complaint by one Sandeep Chauhan. Sandeep, who works in a factory in Inderlok, had gone to Sadar Bazar for business purpose. He was slinging a bag containing some money and samples of chappals on his shoulder.

When he reached B.G. Road he felt that someone was trying to take out something from his bag. Within seconds the accused then ran away with his bag. However, Sandeep raised an alarm and managed to nab him with the help of passersby.

Mayor wants leniency for poll-duty shirkers

With regard to the Chief Electoral Officer’s (CEO) recommendations to suspend two Municipal Corporation of Delhi (MCD) employees, Mayor Arti Mehra has said that the Corporation will look into the matter.

However she added, “We will request the CEO not to be so strict with the MCD employees.”

“I have already appealed to Lieutenant Governor Tejendra Khanna to spare women teachers from election duties, as they face a lot of problems in discharging such duties,” she said.

However, she added that the CEO being a senior officer could inform and recommend the MCD if its staff is not performing the election duty properly.

Shakuntala Sharma and Kamal Kumar Gupta were deployed on Designated Photography Location (DPL) centre number 15 at Government Girl’s High School, Mori Gate under the Chandni Chowk assembly constituency.

Their suspension was recommended on account of negligence and dereliction of election duty.

“Hardly two months are left in the retirement of Shakuntala Sharma. She must have been absent from duty for sometime because of some urgent work,” the Mayor said.

She alleged that the government was not looking into the problems of the Corporation.

The MCD’s property tax department had organised camps in various localities in June so that owners could deposit the tax in their localities. The MCD’s tax collection will also increase. But, this year, the tax department is in crisis as the officials are on election duty.

“I have requested the Lieutenant Governor to take up the matter with the chief secretary of the Delhi government,” the Mayor said.

In a letter to the Lieutenant Governor she had stated, “The MCD is in the process of collecting property tax for the current financial year. The last date for depositing the tax is June 30. The work will require most MCD officials. But the Election Commission has deputed 90% staff of the house tax on election duty. Please suggest a way to solve the problem.”

Cow carcasses found, villagers enraged

People took to streets, as over 10 slaughtered cows were found at Chooherpur and Dara villages in Greater Noida. The police had a tough time in controlling the agitating mob.

Six carcasses were found at three places in Chooherpur. While four were found in Dara.

Some anti-social elements, who are out to create communal riots in the area, are suspected behind this. Feeling the seriousness of the situation, the state government has demanded a report on the issue.

Rijwan, husband of former Kakode panchayat president Shabnam Begum and 24 others have been booked for inciting riots.

Assuring security to traders, SP rural Babu Ram has appealed to them to open their shops. The police and PAC contingent also conducted a flag march in the town to reassure people.

Reportedly, the cows were slaughtered at night in Chooherpur. The carcasses enraged the villagers. But senior police officers rushed to the spot and pacified them. Soon there was commotion when another four carcasses were found in Dara village near Omega under Greater Noida police station.

Babu Ram said that the matter is being investigated. Meanwhile, BJP’s Kisan Morcha in a panchayat warned that if more incidents of cow slaughter come to notice it would launch a fight to stop the practice.

Normalcy has almost returned in Kakode where slaughtered cows were found a few days ago.

Mother, sons jump in front of train

A woman fed up with domestic strife jumped in front of a train along with her two children aged seven and five at Dadri near Sadhullapur village.

Indraj Singh, father of the woman has filed a case against her husband — Raju, brother-in-law and parents-in-law.

Raju, a resident of Sadullapur village, has an inverter shop in Ghojha village of Noida. Due to domestic strife and stress, his wife Kavita remained withdrawn and lost. On Tuesday morning after he had left for his shop, Kavita along with her sons — Natesh, 5, and Lavish, 7, walked to railway track. Around noon when she saw a train coming from Dadri side, Kavita squatted on the track with Natesh and Lavish. The three were crushed to death.

A youth passing near the railway line informed the officials at Maripet railway station about the three bodies lying on the railway track.

The railway police rushed to the spot while the woman’s relatives and husband had also reached the site. Raju, reportedly, fell unconscious on seeing the bodies.

Amar Singh’s mother fined for encroachment

Ghaziabad, June 25
The Municipal Corporation of Ghaziabad has slapped a penalty of Rs 850,000 on Samajwadi Party leader Amar Singh’s mother for encroaching public land in Surya Nagar here.

In a notice pasted on the main gate of the house (A-309), the corporation has accused her of erecting a grill and railing over public land.

She was accused of violating the Municipal Corporation Act 1959, the Prevention of Damages of Public Property Act and the Uttar Pradesh Urban Planning Act besides provisions of the Indian Penal Code.

The notice on the house was pasted on Monday, with instructions that the penalty has to be paid by July 3.

The name given on the notice is Shail Kumari Singh, the mother of Amar Singh and wife of the late Thakur Harish Chandra Singh. — IANS

30 child labourers saved

As many as 30 child labourers were rescued by a joint of Delhi Police and volunteers of NGO Prayas, from the Shahpur Jat area of the Capital yesterday.

All rescued children belong to West Bengal and Jharkhand. They were brought to the Capital by some middlemen.

The police said four persons who had employed these children had been arrested and a penalty of Rs 20,000 imposed on them. While 20 children have been given shelter at the Prayas Home in Jehangirpuri the other 10 have been put at the Kasturba Niketan in Lajpat Nagar.

These children were forced to work for more than 12 to 13 hours daily and given only Rs 100 per week, including tea and breakfast.

The cut-off list will be on display at all DU colleges on Thursday. Admissions will take place on June 27, 28 and 30. The students need to carry a xerox of their marksheets.

Deputy dean of DU students’ welfare Gurpreet Tuteja advises, “Following the first cut-off list, students should not be choosy. They should immediately reserve a seat in the college they are getting even if it is not the one they desired. Following the second or third cut-off, they may get a seat at a better college if there are vacancies but right now they should not hesitate.”

The second cut-off list will be out on July 1 and the third will be out on July 5. While the fourth cut-off list is scheduled for July 10.

Fake watches seized

With the arrest of Pradeep Bhatia (35) yesterday, the North district police has unearthed a duplicate/spurious assembling unit involved in the sale of duplicate/spurious watches of ‘Maxima’ brand. Duplicate watches worth nearly Rs 8 lakh have been seized. Pradeep is a resident of New Govind Pura in north area of capital.

According to DCP North, Devesh Chandra Srivastava, they had received specific information that some unscrupulous persons/firms were indulging in this activity.

A raid was conducted at Shop No.170, New Lajpat Rai Market where the accused Pardeep Bhatia was apprehended and 627 wrist watches were seized.

1 dies as truck turns turtle

New Delhi, June 25
One man was killed and seven people were injured today when a mini-truck they were riding in overturned in the Timarpur area.

The truck, which was also carrying cement, overturned while it was negotiating a turn near Burari Chowk around 7.30 a.m. The eight people were admitted to the Trauma Centre, where Debu Das was declared brought dead. The police said the seven others were recuperating. — IANS
