Suspended judge seeks information under RTI Act
Chandigarh, July 18 In his application, which he filed in the office of State Information Commissioner, Haryana, along with the requisite fee of Rs 50, the officer - Mr Sudhir Jiwan, former Chief Judicial Magistrate, Jhajjar - who had been suspended by the Full Court of the High Court on August 17, 2005, has also sought proceedings of any inquiry conducted against him as well as a copy of the inquiry report. It may be recalled that the High Court had ordered the suspension of Mr Jiwan, reportedly over some serious allegations against him concerning his earlier tenure in the Sonepat sessions division. Mr Jiwan is the same judicial officer who had granted bail to former Indian cricket captain Mansur Ali Khan Pataudi in the infamous black buck killing case. The High Court, incidentally, has so far not designated any officer as public information officer as required under the RTI Act. A committee constituted by the High Court Chief Justice is still deliberating whether it needs to implement the RTI Act. In this regard, it has also sought information from other High Courts in the country about steps taken by them. The application filed by Mr Jiwan also seeks the agenda of the Full Court meeting where the decision to suspend him was taken. He has also asked if any decision was taken to extend the period of suspension beyond the period of six months. He has also sought that he be provided copies of the rules, orders, instructions and regulations, especially those relating to the time-frame prescribed for culmination of disciplinary proceedings. Talking to The Tribune, Mr Jiwan claimed that he had filed similar application in the High Court also but had not received any response so far. "As per the RTI Act, I first submitted an application to the Registrar of the Punjab and Haryana High Court. When I did not receive any response, I filed an appeal. Again, I did not get any response. Now, I have filed an appeal with the State Information Commission, Haryana," he said. |

Masses unaware of RTI Act, says Haryana CIC
Chandigarh, July 18 “Nearly 80 per cent of the complaints and appeals that we are getting come from retired and serving government officers. The ‘janta-janardhan’ is yet to wake up to the RTI Act,” Mr Madhavan told media persons here. The interaction was organised by the PRIA (Participatory Research in Asia), an NGO, as a sideshow of the two-day workshop organised by it on the RTI Act. Mr Madhavan said so far 60 cases had been decided by the State Information Commission since his appointment as the first CIC of Haryana in November last year. He said while 15 were cases of appeal, the remaining 45 were related to complaints. He said there was a provision in the RTI Act under which a complaint could be forwarded to the Information Commission (the final appellate authority) instead of the first appellate authority who was an officer of the department concerned. The CIC said the Commission was not declaring a case as closed before ensuring compliance by the department concerned. He said the Commission had asked the state government to ensure proper display of the names of Public Information Officers (PIOs) and also accept cash, postal orders and demand drafts as a fee for seeking information. Mr Madhavan said the fee structure fixed by Haryana for the RTI Act was modelled on other states and that he had not received any communication from any quarter so far for reducing the fee. The CIC said he had toured several districts of the state to spread awareness about the RTI Act. During the tours, he found that rural people had hardly any knowledge of the Act. The PIOs designated by the government will be given training at Gurgaon to make them conversant about various aspects of the Act, Mr Madhavan stressed. |

Restricted power supply to industries
Hisar, July 18 These feeders in the area of Hisar, Narnaul, Ambala, Sirsa, Jind, Rohtak and Faridabad operation circles would be switched off from 10 p.m. to 6.00 a.m. The feeders in the area of Gurgaon, Bhiwani, Karnal Kurukshetra, Yamuna Nagar and Sonepat operation circles would be switched off from 10.15 p.m. to 6.15 a.m. A spokesman for the Power Utilities said here yesterday that however, the industries would be given supply for lighting purposes during the hours of power cut. This would be limited to 5 per cent of normal load of each feeder. Meanwhile, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) has decided not to register cases of theft of power or unauthorised extension of load on the feeders where the work of shifting of meters outside the premises of the consumers is being executed. An official spokesman said to give relief to the consumers from the responsibility of electricity meters, the nigam had decided to shift the electricity meters outside the consumers' premises and to install them outside the main gate on the nearby low tension pole or in the weather- proof meter pillar boxes. The shifting of the meters would be done in a phased manner. The spokesman said during this fixed time schedule while executing the work, the cases of theft of electricity or unauthorised use of electricity would not be booked on that feeder. These cases of theft and unauthorised use of electricity would include the cases of fake seals, tampered seals, broken seals, loose meter-glass, burnt terminal block or any other such reason including hole in the meter, etc. These instructions will be applicable both for single phase as well as three phase electro-mechanical meters. |

Protest against poor power supply
Karnal, July 18 Sources said the villagers were protesting against the poor power supply in the area for the past few days. Agitated over the poor supply yesterday, the villagers gathered at the 13-kv power station and damaged the office property. Though no injury to any person was reported, the villager beat up two employees of the power station. Meanwhile, the police has registered a case against 50 unidentified villagers, but no arrest has been made in the case. |

Bishnoi takes out anti-govt yatra
Gurgaon, July 18 In a written statement he said:“In pursuance of my fight against the anti-people Reliance Industries Ltd-Haryana State Industrial Development Corporation joint venture and on invitation from the people of the affected areas whose land has been already acquired by the Government of Haryana, I am starting an 'aam aadmi adhikar andolan'.” He stated that his demand was for the enhancement in land prices equal to the market value since the land was getting transferred to the RIL-HSIDC JV and not being developed by the government as originally envisaged. Before he launched his yatra, he addressed mediapersons and criticised Chief Minister Bhupinder Singh Hooda and his government for giving the land to the industrial house below the market rate. In response to a question on Mr Bhajan Lal’s resignation from the post of president of the Haryana unit of the Congress, he stood by his father’s allegation that workers of the party were being ignored. He said Mr Bhajan Lal would commence workers’ meeting from July 20 in Kurukshetra. When pointed out that his brother Chandra Mohan had become Deputy Chief Minister as a compromise formula worked out by the Congress central leadership to facilitate Mr Hooda to become the Chief Minister, Mr Bishnoi validated the point. He addressed public meetings at Gadholi, Harsaru and Mohammadpur Jharsa villages. The general perception, however, was that the crowd with Mr Bishnoi did not comprise locals but was mainly from Hisar and Bhiwani districts. Another sour point was that a section of his supporters allegedly manhandled persons who were holding a panchayat at Harsaru. The meeting was presided over by the president of the All-India Kisan Mazdoor Mahashakti Sangathan and Congress leader Khazan Singh. The panchayat was held to congratulate the government on the SEZ. Mr Khazan Singh has lodged a complaint with the police. |
Brinda Karat decries Hooda govt
Karnal, July 18 Ms Karat was here yesterday to address a rally in support of Liberty workers at Karan park. She condemned the role of the police for heavy lathi charge on agitating workers at Gharaunda last month. The Politburo member termed the lathi charge as brutal and gross violation of human rights and criticised the role of the police in handling the situation poorly. Charging the police with atrocities on the Liberty workers, she said that the state government and the Haryana police were working at the behest of the factory owners. She alleged men cops had cane charged women Liberty workers. She said at Bastara village the police had beaten up a Dalit woman mercilessly. She said that the Left had condemned exploitation of Liberty workers and the matter would be raised in the monsoon session of Parliament commencing on July 24. |

Cong leader meets Kidwai, criticises govt decisions Chandigarh, July 18 A former Minister of State for Home, Mr Subhash Batra, who belongs to Rohtak, the native town of the Chief Minister, Mr Bhupinder Singh Hooda, today led a delegation to the Governor, Dr A.R. Kidwai, and submitted a memorandum to him. Mr Batra, in his memorandum, urged the Governor to ask the government to reconsider certain decisions, particularly regarding the acquisition of a large chunk of fertile land in the National Capital Region (NCR), because these “would adversely affect the lives of lakhs of families in the state.” The Congress leader said the government was acquiring 25,000 acres in the NCR to set up an SEZ, another 12,000 acres in Faridabad for an industrial hub, 8,000 acres in Rohtak for an industrial estate and 2,500 acres in Sonepat for the proposed Rajiv Gandhi education city. If the government went ahead with its plans, there would be hardly any fertile land left in the NCR. |

5 ministers justify Reliance deal Chandigarh, July 18 Strangely, the statement did not make any mention of the SEZ project. The ministers said the statement of Mr Bishnoi, which appeared in a section of the Press, was an expression of immaturity and guided by vested political considerations. His behaviour of raising a finger at the decision of Cabinet, which was collectively taken in the interest of progress and development of the state, showed his frustration in not getting the desired political posts. He was misleading people for his political gains. The government was committed to progress and the development of the state. |

Kargil martyrs’ kin honoured
Karnal, July 18 Family members of Gdr Amarjit Singh, Hav Vijay Singh, Gdr Riyasat Ali, Sushil Kumar, Rifleman Parvesh Kumar and Gulab Singh were honoured at a public function held in the auditorium of the NDRI here today. They were given mementoes by the organisers. Mr Maninderjit Singh Bitta, chairman of the front, appealed to the people to raise their voice against terrorism. He said that the misguided youth were taking the path of violence. Several speakers spoke on the occasion and paid their tributes to the Kargil martyrs Meera Bose, a niece of Subhas Chandra Bose, was also present on the occasion. |

SDO held for taking bribe
Ambala, July 18 According to information, Mohit Khanna is running a plastic factory on the Ambala - Chandigarh road. A few months ago, a part of his factory was destroyed in the fire. He applied to the Electricity Department to reduce the power load, as some of the machines of the factory were not in working position. The SDO did not heed to his request. After a “deal”, the SDO agreed to oblige him. Mr Mohit filed a complaint with the DIG, Vigilance Bureau, Mr M. S. Ahlawat, that Mr Bhatia had been demanding Rs 6000 from him for reducing the load of his factory. In the complaint, he said the SDO had already taken Rs 5000 from him. The DIG constituted a raiding party under the supervision of Inspector Suresh Kaushik. Today, when Mr Mohit was handing over the remaining amount of Rs 1000 to SDO in his factory, the raiding party arrested the SDO.

Purchase of power meters from
market allowed
Ambala, July 18 Deputy Commissioner O.P. Langyan said that this facility has been allowed since power meters have not been available with the nigam for quite sometime and it was causing inconvenience to the consumers. He said that separate companies have been authorised for single phase and three phase meters. For single phase meters, the authorised companies are Bentex Electronics, New Delhi, A-One Meters Private Limited, Dera Bassi, Jenus Overseas Electronics Limited, Jaipur, Bentex Linger Switch Gear Company, New Delhi, TTL Limited, Noida, Indotech Switch Gear and Control, Ghaziabad and ICI Industries Limited, Hyderabad. For three phase meters, the authorised companies are Secure Meters, Udaipur, Jenus Electronics Limited, Jaipur, Riken Instrumentation Limited, Panchkula and TTL Limited, Hyderabad. |
Rs 50 lakh consumer welfare fund to be set up Chandigarh, July 18 This was announced by the Deputy Chief Minister, Mr Chander Mohan, while presiding over a meeting of the state-level Consumer Protection Council held here today after a gap of over seven years. The government raised the competency level of the State Consumer Disputes Redressal Commission in the matter of granting compensation to aggrieved consumers from Rs 20 lakh to Rs 1 crore at the state level and up to Rs 20 lakh at the district level. |
