Supporters of Haryana Finance Minister Birender Singh have decided to hold a rally to protest against maltreatment of Congress workers by the state government at Kaithal on July 20. Supporters of Mr Birender Singh demand that he be made Chief Minister of the state.

A meeting of Mr Birender Singh supporters was held at Pind Baluchi restaurant in Sector 29, Gurgaon, yesterday. Over 150 supporters of the Birender faction showed resentment at the sidelining of the Finance Minister.

Though no MLA or MP was part of the meeting but sources said the camp was working hard to gather support for their leader from dissidents in the party.

Confirming the meeting to this correspondent on the telephone yesterday, a supporter of the Finance Minister and president of the Haryana Petroleum Dealers Association, Shamsher Singh Gogi said supporters from eight districts participated in yesterday’s meeting.

He added a rally would be held at Kaithal later this month to finalise the next step. Meanwhile, one of the delegates at the meeting said it was decided that nothing short of chief ministership would be accepted for their leader.

The sources said the members present also decided to meet Congress chief Mrs Sonia Gandhi to apprise her of the “poor functioning” of the state government. Speakers also alleged the state government was being run by only those close to Mr Hooda while senior leaders, including Mr Birender Singh were sidelined.

The Birender camp further decided to hold another meeting at Hisar on July 10 where supporters from Hisar and adjoining districts would participate.

Police probing fake Idea, BSNL connections

The Haryana Police is investigating complaints regarding irregularities in issuing mobile connections by Idea and the BSNL.

Earlier ,the police had stumbled over irregularities in issuing connections by Reliance, Airtel and Hutch.

Recently, a Hisar resident, Mr Rajinder Lekha, received a letter from the customer care department of Idea, welcoming him to the "Idea family".

Mr Lekha was surprised on receiving the letters as he had never applied for an Idea connection.

Next day, he received another welcome letter from Idea. The mobile numbers that he was supposed to have received were also mentioned in the letters.

Scared of the misuse of his ID, Mr Lekha brought the issue to the notice of the company.

The case of another customer, Mr Umesh Singla of Hisar is even stranger. A few days back, he was summoned to the office of a daily from Hisar by a police team from Sirsa. He was told that the BSNL connection of a mobile phone used by some criminals in robbing a businessman of Sirsa, stood in his name.

"Umesh had never applied for a BSNL mobile connection. He did not even know how his ID had been procured by the robbers to get a connection", says Mr Krishan Singla, a former president, Nagar Parishad, Hisar and a close relative of Umesh .

One July 6, Mr Subhash Chander Mittal, a former president of the District Bar Association, Hisar, complained to the Hisar police, seeking investigation into two new Idea connections issued in his name. Mr Mittal, who is an existing Idea subscriber, was shocked to receive two letters from the customer care department of the company informing him that two new connections had been issued in his name.

"I immediately informed the police as I had never applied for new connections. For all I know, some criminals might be misusing my ID to procure these connections," Mr Mittal said.

It may be recalled that the Haryana Police had sometime back registered cases against leading telephone companies for having allegedly issued hundreds of fake connections. Such cases stand registered at Kaithal, Sirsa, Panipat and Gurgaon.

Says a senior officer of a leading mobile company, which also figures in the cases, "The fact that fake connections have also been issued by Idea and BSNL dealers just proves our contention that the problem is industry related . However, we have introduced new measures to check such incidents".

Airtel has already started re-verifying the identity of its customers. This follows guidelines issued by the Department of Telecommunication (DoT) to all telecom operators.

Apart from setting up service camps in small towns and villages of Haryana to guide and assist subscribers in completing the re-verification process, the company is also providing a doorstep service through which the identity documents of the customers are picked up from his residence.

It is also learnt that the Cellular Operators Association of India (COAI) and All Unified Service Provider of India (AUSPI) have joined hands to set up an Apex Advisory Council for Telecom in India (ACT) to oversee and ensure that the proper subscriber verification process is followed before any mobile connection is activated.

The operators are said to have initiated efforts to comply with the processes laid down by ACT.

BPL patients to get aid for treatment

With a view to providing financial aid to the below-poverty line (BPL) families for treatment of chronic and other serious diseases, a welfare scheme, “Arogya Kosh”, has been launched in Haryana with the support of the Union Government.

Disclosing this here yesterday, Deputy Commissioner V. Umashankar said the scheme would be run by the Health Department with the help of the Central and state governments.

He said under the scheme, members of BPL families suffering from cancer, heart diseases, kidney ailments, blood disorders and various other surgical and neurological problems would get financial aid for treatment.

The Deputy Commissioner maintained that financial help would also be given for different diagnostic tests for the detection of diseases. The patients suffering from burn injuries would also get aid for treatment, he added.

The state government has selected certain medical institutes for the treatment of BPL patients under the scheme. These include all government hospitals in the state, besides the All-India Institute of Medical Sciences (AIIMS), New Delhi, and the PGI, Chandigarh.

Mr Umashankar asserted that members of the BPL families suffering from the aforesaid diseases would get a financial aid of up to Rs 25,000 per year from the District Health and Family Welfare Society on the recommendation by the Civil Surgeon.

Financial aid of more than the said amount will be cleared by the governing body of the state Health Society, he added.

The Deputy Commissioner said an amount of Rs 2 crore had been provided for initiating the scheme.

Meanwhile, Additional Deputy Commissioner and district coordinator of the Sarv Shiksha Abhiyan Pankaj Yadav has stated that to ensure the admission of 100 per cent children in the age group of six to 14 years, a special drive would be launched in the district from July 11 to August 30.

Bhardwaj reply on HC was expected, says Sampat

Former Haryana minister and senior Indian National Lok Dal leader Sampat Singh said today that the statement of Union Law Minister Hans Raj Bhardwaj on the issue of a separate high court for Haryana was on expected lines.

He said the minister was against setting up a new high court at Chandigarh and the Congress government in Haryana knew it, but the state government had been trying to befool the people on the issue.

Mr Sampat Singh said the conduct of the state government while presenting a resolution on the issue in the Assembly during its special session on December 15 last was indicative of the government knowing that the Union Law Minister would not agree to its demand.

He said the first draft resolution had said a separate high court be set up for Haryana without mentioning the place.

He claimed that after the INLD opposed it, the government had prepared a second draft resolution, which mentioned Chandigarh as the place for setting up the high court.

He added that a third draft resolution, mentioning that the new high court be set up at Chandigarh as it was the capital of Haryana, had been prepared.

Mr Sampat Singh demanded that the Punjab and Haryana High Court be bifurcated in a 60:40 ratio between Punjab and Haryana in the same manner in which the Civil Secretariat and the Assembly buildings had been divided.

Rewari: Mr Naresh Chauhan, convener of the Nyay Aap Ke Dwar Abhiyan, has sent a communication to Chief Minister Bhupinder Singh Hooda, urging him to seek the establishment of a Bench of the Punjab and Haryana High Court at a suitable place in southern Haryana.

Drawing the Chief Minister’s attention to Section 29 of the Punjab Reorganisation Act 1966, Mr Chauhan has stated that the resolution for a separate high court, though politically precise and sound, lacks constitutional tenability as long as Section 29 of the Act exists in its present form.

Mr Chauhan has pointed out that if the state government provides a location other than Chandigarh to the Union Law Ministry, it will weaken Haryana’s claim over Chandigarh.

He has mentioned that the most feasible and appropriate option available to the state government is to seek the creation of a Bench of the Punjab and Haryana High Court somewhere in Haryana, for which a provision exists in Section 36(2) of the Act.

He has said the establishment of a Bench of the high court will be in the best interests of the state and its people.

Road block continues, traffic diverted

Rohtak, July 9
The blockade of the Rohtak-Jhajjar road by supporters of a controversial preacher based on the outskirts of Karontha village continued for the second day today.

The road was blocked yesterday morning following detention by the police of two followers of the preacher in a criminal assault case registered on June 7.

On the other hand, resentment against the activities of the ashram management is building up in the area. The residents of nearby villages have blocked all traffic to the ashram till such time as the preacher’s supporters do not lift their blockade. A supporter of the preacher who wanted to proceed towards the ashram was stopped by villagers today. However, he tried to force his way through the crowd and injured three children in the process. The villagers then thrashed him up.

The administration’s policy not to use force against the ashram activists has paid dividends. The preacher’s close aides reportedly contacted senior officers and offered to lift the blockade if they were provided with a face-saving excuse. However, the authorities refused to oblige.

A delegation of elders of 32 villages of the area today met the Chief Minister and asked him to take action against the ashram management.

ST on cattle fair abolished

The government has abolished the provision of 2 per cent sales tax (ST) for cattle fair to give relief to the cattle breeders in the state.

Now only Rs 25 will be charged as slip fees. This amount will be given to the gram panchayat which will organise the cattle fair.

This was stated by the Chief Parliamentary Secretary, Mr Dharmbir Singh, while addressing a public meeting at Ladawas village yesterday.

The decision will benefit the cattle breeders and as well gram panchayats.

Mr Dharmbir Singh said as per a government decision, the amount for developmental works costing upto Rs 5 lakh would directly be given to the gram panchayats.

The minister announced the repairing of two rooms of school. He also accepted the demands of villagers of Karikhota and Kari Aadu.

Criticism by INLD, “own people” unfair: Hooda

Chief Minister Bhupinder Singh Hooda has said that the policies of his government are being criticized on unfounded and unreasonable grounds by the Opposition leaders as well as some of our “own people”.

While admitting that the state has been facing shortage of electricity, the Chief Minister said that entire North India was in the grip of power crisis.

He said there would be no power crisis after three and a half years when the power generation begins and he would not set any dates like the previous Chief Minster Mr Chautala. Mr Hooda said that the Reliance company would generate about 4000 mw of electricity. The Hansi-Butana link canal would bring the waters of the Beas to south Haryana. However, the Opposition had criticized both these developmental moves.

Nigam to introduce mobile vans

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has decided to have a fleet of mobile vans equipped with the necessary equipment and trained staff to promptly redress the grievances of the consumers concerning supply of electricity during night.

Stating this here today, a spokesman of the nigam said to begin with, sky blue-coloured mobile vans would be provided in each operation circle.

He said on receiving any complaint regarding breakdown of power supply at the Bijli Suvidha Kendra set up at the district headquarters, the mobile vans would be pressed into service to restore supply of electricity.
