Ambitious Gurgaon plan to ease traffic congestion
Abhay Jain

Gurgaon, June 4
The district administration has planned various short-term as well as long-term strategies to meet the challenge of growing traffic.
There are two main bottlenecks in the city where there are either traffic jams or the traffic moves at a snail’s pace. These are the fountain crossing (near bus stand) to the Civil Lines and the MG Road from IFFCO crossing to the Delhi-Mehrauli border.

The Deputy Commissioner, Mr R. P. Bhardwaj, informed the administration had widened the road from the fountain crossing to the Civil Lines after acquiring the land from senior secondary school, the Civil Hospital, the tourism department and the Sainik Board. Now, the city commuters have got some relief.

The Inspector-General of Police, Gurgaon Range, Mr Mohinder Lal, informed DSP, Traffic, had already been appointed for the district to supervise vehicle movement. Various cranes kept moving in the city to tow away vehicles parked on the road or in an unauthorised area, informed the IGP.

The Administrator, Haryana Urban Development Authority (HUDA), Mr S. P. Gupta, informed that the seven-meter service road was coming up on both sides of MG Road where there were more than 25 leading malls and corporate buildings. A huge multi-level parking had already been sanctioned on the road, added the officer.

Mr Gupta informed that the department had drawn a short-term strategy for MG Road till the multi-level parking and service road was completed. “We have planned to use the huge open space at Sector 29 like the Delhi Administration makes use of the India Gate open space at the time of India International Trade Fair. We will ask the visitors to park their vehicles at Sector 29 and from there the battery-operated vehicles run by the mall owners will pick and drop them on MG Road”, revealed the officer.

HUDA had called a meeting of all mall owners on June 12 for finalisation and implementation of the plan, said the officer. HUDA had also sent another proposal to its head office at Panchkula for one more multi-level parking near the Sikenderpur market to meet the future requirements, added Mr Gupta.

He further informed that the tenders for parking for all commercial markets in HUDA sectors were in various stages of finalisation. There would soon be authorised parking slots in each sector to meet the traffic problems, claimed Mr Gutpa.

Court’s nod for case against DDA officials
Tribune News Service

New Delhi, June 4
Fourteen years after the CBI chargesheeted two senior DDA officials in a Rs 3,000 graft case, a special court has finally agreed to give the long pending case a go-ahead.

According to CBI, Executive Engineer S K Mittal and Assistant Engineer Dharam Singh, both with the civic body, were caught red-handed on February 5, 1991 taking Rs 3,000 from a government contractor in return for passing some of the latter’s pending bills.

Both officials were on February 4, 1992 chargesheeted under the Prevention of Corruption Act. The accused, however, thwarted further progress of the trial by contending that the agency had not “properly” sought sanction to prosecute them.

“The CBI had not received proper sanction from the authorised person before filing the chargesheet. This is required for any legal action under the Act...”, the accused had submitted before the court.

Following this, the court had discharged both accused on March 31, 1996, five years after their arrest. A second chargesheet filed two years later on June 1, 1998 met a similar fate after the accused again got discharged on January 2, 2002 by invoking the same defence.

Taking a different stand, Special Judge B. S. Mathur, in whose court CBI filed its third chargesheet on December 15, 2003, has now observed that the CBI had indeed received sanction from the proper authority.

Campaign on to pay 50 pc of power bills
Tribune News Service

New Delhi, June 4
Former CBI Director Joginder Singh has joined the campaign to pay 50 per cent less of the power bills as a protest against the alleged policy of making honest consumers pay for the dishonest. The campaign was launched by the People’s Action, an NGO.

“It is a travesty of the Constitution and quality that honest people pay for those who steal. It is an inequality of the worst order, which is not sustainable either by common sense of fair play or by the laws of the country. The government and its officials cannot be allowed to abdicate their responsibility,” he said, throwing his weight behind the campaign to force the government to stop power theft and stop charging honest bill payers.

Responding to suggestions by a discom that the power to fix tariff rests with the DERC and the payment of 50 per cent is not legal, P.S. Sharda, advocate and a group activist, said that the statement is untrue on the first count.

Mr Promod Chawla, convenor of URJA, said, “We have a dispute with the Bill. It has to do with the way in which tariff is calculated and imposed on us. In the context of the Power Secretary’s report, the basis of this calculation is now under scrutiny, both legal and ethical. Until this issue is resolved, our dispute remains. However, we are still paying 50 per cent of it as a token of responsibility”.

President releases book on ‘Dialogue’
Tribune News Service

New Delhi, June 4
The President, Dr Abdul Kalam, released a book titled “The Living Dialogue - Socrates to Ikeda” by Dr N Radhakrishnan in a function at the Rashtrapathi Bhavan.
The President appreciated ‘Dialogue’ as a necessary component for solving many of the present day problems.

The President said at the function held on Friday that India is the land, which produced great leaders like, Mahatma Gandhi, Buddha, Mahavir, Guru Nanak etc., while the Middle East gave birth and rise to great religious leaders like Moses, Jesus and Prophet Mohammed.

He raised the question as to why there is a great amount of conflict and unrest in these regions. Quoting the example of the reformation of Emperor Ashok after the Kalinga War, Dr Kalam pointed out that bloodshed was behind the institution of non-violence and peace.

Similarly, bloodshed during the first world war was behind the formation of the League of Nations (subsequently United Nations Organisation).

Perhaps the need of the hour is a more comprehensive body and an universal approach to providing compulsory education for all.

Among those present on the occasion included Dr N Radhakrishnan, the author of the book and Chairman, Indian Council of Gandhian Studies, Sudhamahi Reghunathan, Vice-Chancellor, Jain Viswabharati Institute, N Vasudevan, Director, Gandhi Media Centre, Dr Y. P. Anand, Director, National Gandhi Museum, Dr Akash K Ouchi, Resident Representative to India, SGI, Gopinatha Menon, Indo-Ganges Publications, Ms Naveena Reddy, Director General, Bharat Soka Gakkai, C Dileep, Secretary, Gandhi Media Centre, Mr S Raghunathan, former Chief Secretary, Delhi, Ajith Radhakrishnan, and K M Sasidharan Nair.
