Six killed in house collapse
in Gurgaon
Gurgaon, June 1 Those killed included four members of a family, identified as Jai Shanker Misra, his wife Babita, their two daughters Meenu and Ujjala. Two others who also died on the spot were identified as Hari Nandan and Mukesh. All the deceased belonged to village Dhanaur in Muzaffarpur district, Bihar, said police sources. A two-year-old child, Rajan alias Sonu, son of Jai Shanker Misra miraculously escaped the collapse and was saved by the rescue team unhurt. The injured, who were admitted to the Gurgaon Civil Hospital, are Anil, Dhanjay and Upender. All the injured are out of danger. According to sources, following the thunderstorm last night water had gathered at the foundation of the house. The occupants of the house, who stayed there on rent, did not notice the water and slept at night as usual on different floors. The building collapsed on the sleeping occupants at about 2 am, resulting in the death of six persons. The Gurgaon Deputy Commissioner, Mr R. P. Bhardwaj, said that the administration had constituted a committee headed by the Sub Divisional Magistrate (SDM), Mr Jai Singh Sangwan, to investigate the cause of the collapse. The police has also been directed to lodge an FIR against the owner of the house for the lapses on his part. The DC further informed that all expenses for the injured would be paid for by the district administration. |

Cleaning of Yamuna cosmetic, submits panel
New Delhi, June 1 “The Yamuna water at Delhi continues to be stinking and dirty and the waste is still dumped in to the river through drains,” the Parliamentary Committee on Environment and Forests has said in its latest report. The committee has noted with concern that the government has been taking only cosmetic measures like removal of slums from the bank and greening of banks in the name of cleaning of the river. “Perhaps the more concrete solution is to prevent the drainage wastes from entering the river and to ensure increase in the flow of fresh water from entering the river,” the report said. However, the Environment and Forests Ministry has tried to pass on the blame to the Delhi Government. The committee was told by the ministry that the existing capacity for treatment of sewage treatment was far short of requirement and for that the Delhi Government had to submit a detailed project report, which it had failed to do so far. The ministry said last year it was not able to fully utilise external aid mainly because of non-submission of project by the Delhi Government. According to its studies, the entire pollution took place only in the stretch of the Yamuna river which passed through Delhi. This was about 22 km. The quality of water of the Yamuna river, when it entered Delhi, was far superior than when it left Delhi and entered the Agra canal. |

Brisk sale of college admission forms on
New Delhi, June 1 On the first day of sale of admission forms at the University of Delhi, a majority of the students who bought both the centralised and the individual forms from colleges said they could not “alone rely on the centralised one”. While the university has sold more than 40,000 forms on the first day, colleges too have plenty of reason to smile. With the sales figures in most colleges touching three digits the students’ scepticism was reiterated. “ It is just a mind set. We have said this before that not a single student who applied through the centralised form last year was left behind. This year too we are assuring students that all those who apply through the OMR form, their applications will be sent to colleges well in time. Though we cannot stop students from purchasing individual forms, we can assure them of the authenticity and the reach of these forms,” said Mr S. K. Vig, Dean Students’ Welfare. His assurance had little effect on the students who braved the scorching summer sun and never-ending queues to procure their form. Interestingly as these students sweated it out, for some it was time to earn a quick buck. In a reputed college in the North Campus some students could be seen selling college forms at a premium. “I just bought the form for Economics for Rs 30, it is only for Rs 25 if I buy it from the college window, but paying five bucks extra will save me from standing in the queue,” said Neha, who was already carrying the centralised form and forms from other colleges as well. The Delhi University has around 43,000 seats in various streams for which close to 1.5 lakh students are competing this year. And with cut offs expected to be sky- high, the competition has become tougher than ever. To ensure that there is black marketing of the forms the University has decided not to issue more than two forms per applicant. The University has also advised students not to rush with the submission of their forms. “There is plenty to time for them to submit the forms, there is no need to rush and make a mistake. We have been advising students to read the forms carefully and then fill the courses and colleges of their choice,” said a senior university official. Students’ organisations like the ABVP too have set up desks to help students, most of whom are unclear about the way the forms are to be filled. “We realise that most students face a problem while filling out the forms, so we show them how to do it. We also help answer their queries about colleges, the fee structures and other admission procedure,” said Nakul Bhardwaj, state general secretary of the ABVP. Admission forms will be available till June 15 and colleges will come out with the first cut-off list by June 26. |

Gurgaon adopts solar energy for streetlights, traffic signals
Gurgaon, June 1 The Deputy Commissioner, Mr R. P. Bhardwaj, said that the local Municipal Council has been directed to install 100 solar streetlights, 100 solar road studs, 25 solar blinkers and 20 streetlight control system on important roads, intersections, parks and other congested places. These solar streetlights would not only help minimise the chances of road accidents but would also check anti-social activities, said Mr Bhardwaj. The trial installations of solar streetlights began at the fountain crossing, which is one of the busiest intersections, near the main bus stand in the city, added the DC. The MC would also install 100 solar road stud (SRS), generally used at national and state highways, on the congested roads in the city to give proper direction to the vehicles. The SRS provides clear visible traffic guidance in all weather conditions, explained the Estate Officer of the Municipal Council, Mr Y. S. Gupta. He added that the SRS is a LED-based product designed to dramatically improve road safety during night driving. The bright flashing SRS are highly effective in attracting the attention of the driver, much earlier than the reflective road studs. Mr Bhardwaj explained that the Union Ministry of Non-Conventional Energy Sources had launched a new scheme for promoting solar photovoltaic devices in urban areas with the objectives to demonstrate effective alternative solutions for power shortage. The total cost of the solar streetlights bought by the Municipal Council would be Rs 72.80 lakh, he said. He said that out of the total amount Rs 32.87 lakh would be subsidised by the Ministry of Non-Conventional Energy Sources and Rs 14.37 lakh would be subsidised by the Haryana Government while the local Municipal Council would contribute the remaining amount of Rs 25.55. A five-year maintenance contract have already been added in the total cost with the supplier, added the EO, MC, Mr Gupta. These solar operated streetlights would be put in operation within two months as trial installations are already in full operation, he added. |

45 seats open for disaster management at IP varsity
New Delhi, June 1 This is a relatively new course and is into its second year. Approximately 45 seats are open to students. Interestingly, there are no entrance examinations or interview procedure for this course. The selection is to be made entirely on the basis of merit: marks from previous examinations and most importantly, related work experience. The target category for students to this course are all professionals dealing with this subject. They consist of local government officials, representatives from defence/fire/police services and paramilitary forces, people working with the emergency response agencies and emergency planners, personnel of UN agencies and international/local NGO’s, employees of NGO’s working in the field of disaster and development, private sector involved in disaster management and donor agencies. The last date for application submission is July 7th and the fresh session starts by the first week of August. Professor Amarjeet, Director, Center for Disaster Management studies, says that “our first year here at the center has been very successful. This year we have vacancies for 45 seats and have invited all students who have the relevant work experience. I do expect many of our students to be professionals in different government departments that deal with disaster management, administrators who require a skill up-gradation to help them cope with the numerous disasters that occur in the country and employees of NGOs that deal with this subject.” The disaster management MBA, tailormade as it is for professionals, runs only on weekends. The programme is spread over two years comprising of six trimesters. It has 18 core papers, 14 set in the first year and second in the second year, besides three electives out of a total of five different specialisations to be offered in the second year. The primary emphasis of the course is on laboratory work, field visits, demonstrations, case-studies, practical assignments, library, self-study and special guest lectures. Further, the course has been designed to provide maximum flexibility, it provides an in-depth knowledge of disaster management and sustainable development including a framework and skills for addressing contemporary hazards, disasters and complex emergencies. |
UAM fails in meeting property tax targets
New Delhi, June 1 Last year’s assessment of the MCD was to collect Rs 1700 crore. But it collected only Rs 800 crore. When the Opposition pointed out the anamolies in the system, the MCD ignored it. The corporation claimed that once the system was implemented the taxpayers would get relief as their tax amount would be reduced. But a number of property owners had to pay more amount than earlier. Only a few lakh properties were in the tax net in the old system. The MCD claimed that with the implementation of the UAM more properties would come the in tax net and the total tax collection would also increase. Earlier, 25 lakh properties were in the tax net. These had been reduced to 15 lakh. He also said that filling self-assessment forms every year was not justified. Taxpayers took assistance from an architect while filling in tax forms for which the latter charged between Rs 200 and Rs 2000. If they were asked to fill in the forms every year they would have to shell out the fee of the architect which was not justified. He demanded from the Chief Minister that instructions be issued to the MCD’s tax department that tax be accepted on the basis of the forms filled last year. He also said that UAM would not be feasible until anomalies pointed by the Opposition were removed. |

Saudi King donates $ 30 bn to Jamia
New Delhi, June 1 Sources within Jamia inform that the Vice-Chancellor, Prof Mushirul Hasan, is currently on a tour with the HRD Minister Arjun Singh to Riyadh and Jeddah. Professor Hasan then presented a proposal for a state-of the-art library to the Saudi authorities. The proposal was instantly accepted and the announcement was made yesterday. The library shall be located on the Jamia campus and is expected to facilitate further cultural and literary exchanges between the two countries. This library and research centre will roughly model King Abdul Aziz University in Casablanca. The library will naturally augment existing sources of knowledge and education for students, researchers and the lay public. It shall also offer research and information services to the teaching community within Jamia and outside. The library is expected to house an extensive collection of books, journals, magazines, manuscripts, web-based catalogues, audio-video collections, digital resources etc and it is hoped the proposed library will be a valuable addition to our existing infrastructure. Recently, Jamia was granted Rs 165 crore by the government and this is expected to be utilised over a period of five years. The donation and the grant bring in their wake a whirlwind of unprecedented changes and new developments in Jamia which could well change the university’s face over the next decade. For the current year, a commitment of Rs 30 crores has been made. The Vice-Chancellor also announced that Jamia’s proposals for setting up five new centres had met with approval from the authorities. These include a Centre for Dental Studies which will be the second such centre in New Delhi, then the Centre for Basic Sciences, the Centre for Theoretical Physics, the Centre for Relief and Rehabilitation, the Centre for Media Governance and Munshi Premchand Archives and Literary Centre. |

No room for residential complex in GNIDA Phase-II
Greater Noida, June 1 The Phase-II of Greater Noida will have no residential sectors or commercial establishments and shops. It is envisaged as an exclusive industrial area. It is learnt that the housing and commercial facilities for the Phase-II of GNIDA will be developed in the adjacent Greater Noida Authority area. According to the Greater Noida Chairman, Rakesh Bahadur, a number of MNCs have shown keen interest in this special economic zone. Companies such as Honda have already expressed their desire for putting up their units here, he said. The GNIDA is expected to get the nod of the Board for the layout of the special economic zone, as survey has already been completed through satellite, the Chairman said. It will be sent to the government for the final approval, he added. Now that a government notification has been issued, the work in connection with Phase-II will be pushed ahead with greater speed. It is learnt that all the necessary layout and other detailed plans of Phase-II are expected to be passed in the next meeting of Greater Noida Board on June 5, 2006. Later, it will be sent for the final approval of the State Government. It is believed that the location of this special economic zone on the GT road will add to the importance of the special industrial belt. The State Government wants to develop it at a fast pace so that the development of Dadri could also be ensured in the process. As such, the government is keen to make the land compensation to the farmers speedily, the Chairman said. |

Soon, apply for ration card online, get it in 10 days
New Delhi, June 1 Two circles have already been computerised. The other 68 circles of the Delhi Civil Supplies Department will be computerised soon. All circles will be centrally connected to the head office, making the sorting and verification process for ration cards much easier and time saving. The minister called a meeting in this regard today but it was cancelled due to certain reasons. According to sources, once all the circles are computerised, citizens can apply for the ration cards online and the document will be issued in 10 days flat after necessary verification. Besides, deleting or adding names in the document will also become easier. The department want to simplify the process to give hassle-free service to citizens. It would be in effect from the second week of next month, the sources said. At present, getting a ration card takes at least three months’ time as the applications are processed at the head office under the supervision of Additional Commissioners and Commissioner to weed out bogus entries. Now, the government is planning to cut down this process and get the applications verified at the respective circle offices itself. The Delhi Government has already computerised several of its services under the e-governance programme. |

DDA engineers protest tender allotment to DLF
New Delhi, June 1 As many as 800 DDA employees demonstrated before the authority’s headquarters against the government’s decision to allot the tender to DLF. The engineers alleged that the DDA had qualified engineers and could have constructed a number of DDA colonies at cheapest rates. There was no reason to allot the tender to a private builder. According to Suresh Sharma, general secretary, DDA Engineers Association, “The decision to give tender for constructing the residential project of Teh Khand in South district is a wrong step. At present, the people are getting two-bed room accommodation in Rs 20 lakh but after the private builders would come to the forefront, the cost of each flat would escalate to Rs 1 crore and more. So the middle class families would not be able to purchase the same.” Mr Sharma said they would also demonstrate at Nirman Bhawan on June 8 in this concern. “There are a number of engineers who have not been promoted for years. In this scenario, it would not be advisable to allot the tenders to private builders when there is a scarcity of projects,” he added. |

New fare structure for RTV feeder buses
New Delhi, June 1 While earlier a uniform rate of Rs 5 was charged from each passenger irrespective of the distance traveled, the new fares will be Rs 2, 5, 7 and 10, depending on distance traveled, as per a statement by the
DMRC. The fares for different distance slabs will be as follows: Distance (in km) Fare for adults (in Rs) Fare for children (in Rs) 0-4 2 1 4-8 5 3 8-12 7 4 12+ 10 5 The DMRC is in the process of notifying the new fare structure which will come into effect soon. At present, 147 RTV buses connect stations of Delhi Metro’s Line-1 where the State Transport Authority
(STA) has approved 30 RTV feeder bus routes. On Line-3, including Dwarka sub-city, 36 RTV feeder routes have been approved and 96 RTVs are plying on these. Metro RTV feeder buses have the same colour (silver) as Metro trains and have the Metro logo on them. In addition, DTC operates feeder services on more than 30 routes on
Line-1. DTC is also running an interstate feeder bus service between Dwarka Sector-9 station and Gurgaon bus stand and has made slight alterations to the routes of two of its buses so that these now touch Dwarka Sector-9 station. Widow fails to get justice from redressal committee
Faridabad, June 1 The matter, which came up in the meeting of the District Grievances and Redressal Committee held here yesterday, once again failed to be resolved even though it was chaired by the Haryana Agriculture Minister. The Committee meeting was held after a gap of about three months. The complainant, Mrs Munni Devi, a resident of Ajronda village, had taken up the matter in the committee in 2002, alleging that her plot measuring about 3750 sq-feet had been illegally occupied by an influential person hailing from Anangpur village. It is claimed that the issue was taken up in 2002 also, but no remedial steps were taken. However, describing it a “complicated case”, she was asked to approach the civil court for justice. The victim was assured by the authorities that she would be provided all help in fighting the matter in civil court. Some experts called it a “clear-cut example” of inefficiency on the part of the officials, as the complainant had all the relevant documents. It is learnt that just seven cases were disposed off by the committee. According to sources, a similar complaint of an 80-year-old resident of a nearby village was lingering for the past several months. It may be pointed out that the meeting of the Grievances Committee were chaired by the Chief Minister himself in the past. However, due to the busy schedule of the CM, the government deputed the Agriculture Minister to preside over it. |

Woman murdered by son for illicit relations
Ghaziabad, June 1 According to the police, the victim, Bino, was allegedly involved in illicit relationship after the death of her husband Sangat Singh, a resident of Sikheri Khurd village. Her sons Sumit and Amit often clashed with their mother on this issue. On Tuesday when Sumit was counselling his mother Bino to desist from the alleged illicit relationships as it was bringing bad name to the family, she reprimanded him. Angered at her behaviour, Sumit took out a country-made revolver and shot her. Bino is reported to have died on the spot. Even as the villagers took her body for cremation, someone tipped off the police. The police stopped the cremation, retrieved the half-burnt body and sent it for the postmortem examination. |

Remove all unauthorised structures
New Delhi, June 1 A Division Bench of acting Chief Justice Vijender Jain and Mr Justice Kailash Gambhir also issued contempt notice to the SHO in charge of the ITO Bridge and sought the personal presence of the Deputy Commissioner of Police for their failure to help the authorities in removing the illegal structures. The Bench clarified that the recently passed Delhi Laws (Special Provisions) Act, 2006, to regularise all unauthorized structures constructed prior to January 2006 shall not apply to the structures constructed on the riverbed. The court order to remove the two temples and
two mosques from the riverbed assumes significance in the wake of a similar order passed by the Gujarat High Court which precipitated communal riots in that state. |

New Delhi, June 1 According to Dr Ranjana Kumari, Director, Centre for Social Research, “If the woman colleague/complainant/victim either talks a lot, cries or seems confused under stress, assumption must not be made to judge her. It must be understood that this woman is conditioned differently to handle stress or strain.” Delhi Police Commissioner K. K. Paul said in a release issued here, “Gender sensitisation is an ongoing process and it has been going on for quite sometime. We will use the manual in our sensitisation programmes.” The manual reveals that women and men have to be seen as partners in the process of reconstructing relations. A mutual acknowledgement of each other’s roles will go a long way in bringing balance between the two sexes. |

New Delhi, June 1 The deceased has been identified as Anuf (11) and the two injured as Saddab (10) and Maroof (9). The three children were taken to the nearby hospital where Anuf was declared brought dead. The condition of the other two children is said to be critical. The police said that Saddab sustained head injuries and his condition was serious. The three children were playing near the site of work where the crane was digging the earth with the mechanical equipment. While the work was in progress, the crane lost its balance and turned turtle. The three children got trapped under the crane. The fire department and the local police were informed. The fire department evacuated the children from under the crane and took them to the hospital. |

Security stepped up at RSS, VHP offices
New Delhi, June 1 Additional security personnel were deployed at Keshavkunj, the RSS office in the Jhandewalan area of the Capital and tight vigil was being maintained in the surrounding areas, a senior police official said. Patrolling had been increased in the Jhandewalan area as also in Ramkrishnapuram locality in South West Delhi where the VHP office was located, he said. Tight vigil was being maintained at railway stations, inter-state bus stations and busy marketplaces to detect any suspicious movement. Security had been tightened at places of worship and a lookout had been ordered for unusual occurrence. Senior officials had been directed to personally patrol the areas to ensure foolproof security.

Man dies due to hunger
Ghaziabad, June 1 According to reports, Shetala Prasad’s wife had tried to earn for the family after his betel leaf kiosk closed down due to his illness. However, her earnings were not enough to feed four persons including two children. The Tehsildar visited the house of Sheetala Prasad on getting the news of his death, and provided some financial help and some food grains to the bereaved family, which does not own any agricultural land. The former Gram Pradhan Suresh Chander Chaurasia said that Sheetala Prasad had breathed his last on Wednesday due to hunger. He said that Sheetala Prasad’s family had a ration card but lately could not draw the ration against it. |

Noida, June 1 The Fast Track Court Judge P. K. Kausal also ordered the culprit to pay a fine of Rs 2000, failing which he will have to undergo further imprisonment. Significantly, the child had identified the culprit and narrated the entire crime when the accused was presented in the court. The case was heard by the court for over three years where the judge agreed with the arguments of the Assistant District Prosecutor K. P. Nagar and sentenced the culprit. The court said such incidents were shameful and shocking for any society. |
