MCF all set to strengthen civic infrastructure

In an effort to strengthen the basic civic infrastructure in the city, the Municipal Corporation Faridabad (MCF) has embarked on a twin strategy of anti-encroachment drive and providing better civic amenities to the residents soon.

In this effort, the MCF would also launch a major scheme of urban renewal worth over Rs 2000 crore in order to improve the basic infrastructure.

Addressing the residents at a function organised by the Residents Welfare Associations of Sector 10 here yesterday, the MCF Commissioner, Mr Mahtab Singh Sehrawat, that the drive against the encroachments would be intensified in order to strengthen civic infrastructure in the city.

The function had been organised as part of a campaign launched by the MCF to encourage interaction with the residents so as to address their grievances.

Regarding the demand for the removal of jhuggi cluster from pockets of sector 10, he said a comprehensive action would be taken to free the land from encroachment soon.

He also said efforts would be made to repair all roads in the city and to desilt the drains before the onset of the monsoon season. Pointing out that Rs 30 crore had already been spent on the various development works in the city in past ten months, he said action would be taken against the officials of the civic body found wanting in their office works.

He said he had directed all the Joint Commissioners and other officials to maintain a daily record of the complainants received by their offices regarding the civic problems and to redress the minor problems at their own level immediately.

He announced that the MCF had prepared and submitted a detailed project report about the implementation of the urban renewal scheme launched by the Union Government in selected cities across the country.

He said this scheme was worth over Rs 2000 crore and would change the shape of the infrastructure in the city.

He said the authorities had already started working on providing civic amenities with the year 2035 in mind. He pointed out that there was no financial problems in the MCF as projected by some people earlier.

Among the demands put up by the residents of sector- 10 included development of parks, improvement in the capacity of the existing water supply tube wells and proper lighting in the area.

Jhuggi clusters near Yamuna are back

Violating the Delhi High Court’s order, old jhuggi clusters have again started returning back on vacant lands near the banks of the Yamuna through a nexus of the jhuggi mafia, the local police and local politicians.

About five dozen such clusters had been again clamped on the backside of Shanti Van, near National Highway 24, to Old Railway Bridge. This development can be seen even in the Sanjay Amar Colony area and on both sides of the Vikas Marg bridge.

According to sources, almost the entire area near the banks of the Yamuna which had been flushed out by the Delhi Development Authority (DDA) after a high court order, had been again encroached upon by the jhuggi mafia with the help of the local police and politicians. This development was activated after the arrival of the new Bill on ceilings.

“Actually, they were incited by wrong propaganda by politicians that no one could touch their clusters for another one year. They are being misled by these politicians to shield their vote banks,” said a local resident.

A senior officer of the DDA said that they were not aware of the development. “ If it so, it is a complete violation of court’s order. The court had strictly ordered the DDA, the MCD and the UP Government to flush out all illegal constructions within the limit of 300 meters of the beds of the Yamuna.

The new Bill gives no respite to these illegal constrictions and encroachments. We will not bear these new developments as it is totally illegal. They will be again flushed out and strict action will be taken against those found guilty. The Land Management Department of our organisation has given instruction to keep a vigil on recent developments,” said the officer.

A local social activist and president of the Bihar Morcha, Mr Narendra Kumar Singh, said the problem was basically political in nature. “Most jhuggis razed near the banks of the Yamuna fall in the East Delhi constituency. The occupants of these jhuggis basically hail from Bihar and Uttar Pradesh. It has been a tested fact that they have always proved to be good vote banks for those who wanted to win from this constituency. Seeing this fact in mind, local politicians are playing politics on the issue driven by a sort of apprehension that they can lose the hard-earned vote banks so easily.

The DDA should make arrangement for doing fencing round the vacant areas to ward of such re-encroachment attempts,” he said.

Companies using musclemen for recoveries

Decent middle-class residents here are being “manhandle” by musclemen employed by a large number of companies, who are using them for affecting recoveries from their clients.

Most of these “rowdies” or “contract men”, belonging to the national Capital, are now being increasingly used by Noida and Greater Noida firms for affecting recoveries, particularly for auto loans.

Most of the victims say that they have been receiving threats from these musclemen on behalf of the companies.

The Senior Superintendent of Police, Mr Rajesh Singh Rathore, said the police will take “tough measures” against such agents or contract musclemen who forcibly take away vehicles.

Banks and finance company agents have to first inform the concerned police stations before they can ask car owners to part with their vehicles, he added.

The police chief said the vehicle should be parked in the police station after taking possession of the vehicle.

He warned that if the bank or finance company agents take direct action against the vehicle owners, a loot case will be filed against them.

It may be pointed out that in December 2004 agents snatched a car from a contractor at Kulesra crossing. A case was registered and the agents sent to jail.

The car was also recovered from the agents. Similarly, in December 2004 agents assaulted a driver at Sector-25 crossing and snatched a car.

In January 2006 agents snatched a car from a contactor at Rajni Gandha crossing. In February 2006, a Pulsar motorcycle was snatched from an employee of a company.

In May 2006, a car of an entrepreneur was taken away from Noida sector 11.

Capital battles humidity with hope of showers today

A decrease in the influence of the South Easterlies, coupled with a rise in humidity levels, led to extreme sultry conditions in the Capital today.

The decreased influence of South Easterly winds led to a rise in temperature to 41.1 degrees C from 39 degree C yesterday. The minimum temperature too rose to 26.8 degree C from 25 degree C yesterday. The humidity level rose to 77 per cent.

Though a cloud cover enveloped the skyline towards the evening, the high humidity levels made the conditions unbearable outdoors, resulting in most of the people staying either in their homes or the air-conditioned comfort of their offices.

Cool South Easterly winds have, in the past few days, been bringing some relief in Delhi.

The high speed winds, which have been blowing since Friday evening, dropped the mercury to 39 degrees C yesterday.

The minimum registered a drop of 25 degrees C, from 27.4 degrees C on Saturday.

Last week saw a continuous rise in humidity levels in Delhi from 35 per cent last Monday to 77 per cent today.

The weathermen have forecast a partly cloudy sky with dust or haze and thundershowers accompanied by squalls in some areas in the next 24 hours.

They have, however, predicted a drop in maximum temperature tomorrow to 40 degrees C.

The met office has, however, forecast the mercury to drop to 38 degrees C by Thursday.

Showers have also been forecast for tomorrow and Thursday.

IGL bags eco-innovation award

Indraprastha Gas Limited (IGL), the sole supplier of compressed natural gas (CNG) and piped natural gas (PNG) in the National Capital Territory of Delhi, has been declared winner of the Golden Peacock Eco-Innovation Award (GPEIA) for 2006 announced by Golden Peacock Awards Secretariat.

The communication received from Director General of the Golden Peacock Awards secretariat states that the jury headed by Justice P. N. Bhagwati, former Chief Justice of India, has declared IGL as the winner of the award. The jury for the awards comprised top serving and retired bureaucrats, officials and jurists.

The award will be formally presented at the forthcoming 8th World Congress on Environment Management being held at Palampur in Himachal Pradesh on June 9.

The prestigious Golden Peacock Eco-Innovation award, named after India’s national bird, peacock, is awarded every year to the most innovative product as determined by the satisfaction of the customer’s long-term unexpressed needs and aspirations in the most cost-effective manner, which is consistent with society’s goal of sustainable development. IGL has won the award in the medium and small enterprises category in oil and petroleum segment.

The role of IGL in checking vehicular pollution in Delhi is well acknowledged both at national as well as international forums.

The air pollution in the Capital has reduced considerably after introduction of CNG in the public transport segment today.

IGL fuels the world’s largest public transport fleet comprising more than 80,000 vehicles, including buses, autos, taxis and RTVs. IGL is catering to more than 1,06,000 CNG vehicles, which include about 25,000 private cars. As a result of the tremendous cost saving, about 1500 to 2000 cars are being converted every month to CNG mode.

Apart from controlling air pollution, the usage of CNG is extremely economical as compared to other auto fuels. It offers around 70 per cent savings towards the running cost when compared to petrol driven vehicles.

When compared to diesel driven vehicles the economics in favour of CNG is 40 per cent and compared to Auto LPG it is around 56 per cent.

The price of CNG fixed by IGL in Delhi is the least in the country.

IT officer remanded in CBI custody

A Delhi court today remanded into CBI custody till June 2 an Income Tax Deputy Director who had surrendered in connection with a bribery case last week.

Satish Kumar, who surrendered before Special Judge I. K. Kochhar on May 27, was sent into custody on being produced before her from jail on a CBI application seeking his remand.

According to the agency, Kumar had allegedly demanded Rs 30 lakh as bribe from a Delhi-based senior officer of a pharma company through his tout Amar Singh Kain and driver Iqbal Ali, purportedly to avoid harassment by IT officials.

Kain and Ali were arrested on the spot by agency sleuths at Partapur on the Delhi-Meerut road on May 25.

In its application seeking his remand, the CBI said Kumar had to be confronted with his co-accused - Kain and Ali - who are also in CBI custody June 2. The CBI added that Kumar had to be interrogated at length about phone conversations he had allegedly had with the complainant regarding the alleged bribe. A briefcase recovered from the crime spot also revealed signed and unsigned chequebooks of benami accounts, and beneficiaries and financial transactions of the accounts had to be investigated, the CBI alleged.

Raids on the premises of the senior Income Tax official also revealed assets worth crores of rupees, besides bank accounts in his own name, and family members, the CBI said. Credit sources of these accounts as well as routes of associated transactions had to be investigated, it added.

Kumar’s assets included a 125-acre ‘benami’ farmhouse in Meerut worth several crores, investments worth Rs 12 lakh, and at least 15 bank accounts, the CBI said, besides immovable assets purportedly owned by him in Uttar Pradesh and Haryana.

Delhi Minister of Finance, Planning, Public Works and Urban Development A. K. Walia laid foundation stones for three foot overbridges (FOB) — Ring Road ISBT Kashmere Gate, ITO and Maharani Bagh.

These foot overbridges along with an escalator would be soon constructed to ease public movement in the Capital. They would also help the physically challenged to cross roads.

These places had been specifically identified because of the traffic congestion faced by pedestrians.

Laying the foundation stone, Dr Walia said that this was a major step towards making Delhi a world class city. Similar foot overbridges would be constructed at other places also. The FOBs would be constructed with cement concrete and pile foundation. The main FOB with stairs would be constructed within six months. After that, another three months would take in providing ramp and escalator. The FOBs would cost Rs 355 lakh.

The FOB at ITO would have steel structure. The stairs, ramp and top of the FOBs would be covered to enable it to be used during the rainy season also. The main FOB with stairs would be constructed within six months. Another three months would take in building the ramp and escalator. This FOB would cost Rs 350 lakh.

The FOB at Maharani Bagh would be constructed after six months with a cost of Rs 325 lakh, Dr Walia said.

Deputy Speaker of the Lok Sabha Charanjit Singh Atwal today expressed his views on “The Role of Speaker and the Parliamentary Staff’.

Speaking on the issue, he said the office of the Speaker truly symbolised the authority, prestige and dignity of Parliament. “The Speaker has been vested with extensive powers under the Constitution and also the rules to perform administrative, judicial, regulatory and other functions,” he said.

Mr Atwal said that without the freedom of speech there could not be any wise debate, but without order there could be no debate at all.

“The Speaker,” he said, “had to conduct the business of the House in such calm and dignified manner that he was respected and honoured by all political parties and individual members alike.

To make this happen, he must receive the cooperation of all members of the House, irrespective of the party affiliations”.

“In all parliamentary systems, the decision of the Speaker in such matters is final and binding and must be respected by all sections of the House,” he said.

Shanti Desai cremated

The mortal remains of former Delhi Mayor Shanti Desai, who passed away in Ahmedabad yesterday, were consigned to flames here today.

A host of senior BJP leaders, including former party president L. K. Advani, spokesperson V. K. Malhotra and Leader of Opposition in Delhi Assembly Jagdish Mukhi along with Mayor Farhad Suri bid farewell to Desai, who occupied the mayoral post for two years during the BJP rule.

Floral tributes were paid to the departed leader by politicians from across the spectrum, including Delhi Pradesh Congress Committee president Ram Babu Sharma and a large number of MPs and MLAs. Desai’s 86-year-old elder brother also attended the funeral.

The 77-year-old BJP leader had gone to Ahmedabad to meet his relatives and had been admitted to Jeevraj Mehta Hospital there where he breathed his last at 3 pm yesterday.

Man arrested for raping daughter

In a shocking incident, a man under the influence of liquor is reported to have raped his minor daughter in Dhaulana village.

The incident came to light when the daughter narrated her father’s misdeed to her mother and other member of the family. The Dhaulana police have arrested the accused, identified as Sher Mohd Khan. According to reports, Sher Mohd Khan had raped his daughter when his wife was away to her parent’s house.

Sher Mohd Khan is a driver by profession, who had absconded after this “beastly act” and had to be brought home when informed that his son was seriously sick. Later, his wife had registered a case against him in the police station.

The police have arrested the forty-year- old Sher Khan, who is a father of four daughters and one son. “He should be awarded such a stringent punishment that nobody should ever dare to think of repeating such a sin”, said a villager.

Man accused of MLA’s murder killed in encounter

The Delhi Police have apprehended a person who was the main accused in the killing of former MLA Malkhan Singh of Aligarh in UP after a brief encounter. The accused has been identified as Sonu Gautam (23), a resident of Aligarh.

The police also claimed to have recovered a sophisticated pistol of .32 bore from his possession.

The Crime Branch of the Delhi Police got information that the accused would be coming to the IP Extension area in East district. Subsequently, a trap was laid and seeing the police party the accused allegedly opened fire on the police party. He was arrested after a brief exchange of fire.

Sonu is allegedly involved in more than six cases of murder, attempt to murder, riots etc.

He had a reward of Rs. 25,000 on his head.

He was an active associate of Tejvir Singh, a BJP activist in Aligarh, said the police.

Now, a specially designed sensor chip will guide an amputee all the way in his routine movements. Showing this unique instrument at a press conference here today, the Director (Operation) of Endolite India Ltd., Brig V. K. Bajaj (retd), informed that let alone normal movements, after using the chip, one could drive cars and even take part in parachute landing, skating and mountaineering.

The programming head of the company, Mr Rajendra Kumar, said the chip was fitted in an instrument called Smart IP.

This instrument was fitted in one’s body after intense programming, seeing the needs of the body.

The sensor chip automatically controls and guides the wishes of an amputee after sensing his body languages and movements.

Hero Honda executive commits suicide

Gurgaon, May 30
A woman working with Hero Honda committed suicide by jumping from her second floor residence in posh DLF City.

The victim, identified as Gagandip, was a manager in the human resource department of the firm. Gagandip was from Jamshedpur and was staying in Gurgaon for several years. She was staying with three of her friends in DLF. Even as the investigation in the case has begun, there are reports of ‘love tangle’ with one of her colleague behind the incident.

Property dealer shot

A property dealer was shot dead by two motorcycle-borne youths in Mirzapur, Vijay Nagar on Monday.

The two assailants managed to escape after committing the crime.

The murder was due to an old enmity, the police said.

According to a report lodged in Vijay Nagar police station, Jagat Singh Yadav, resident of Biharipura, was on his way from Mirzapur to Pratap Vihar yesterday when two youth on a motorbike, sprayed bullets on him, leading to his death on the spot.

Issuing a statement here, the varsity said it would not take responsibility for any information passed by any mobile services provider.

Professor S. K. Vij, Dean Students’ Welfare, advised the students to log on to the university website, www.du.ac.in, for authentic information on the admission process, which begins on Thursday.
