No action taken on Congress chargesheet against Chautala
Maneesh Chhibber
Tribune News Service

Chandigarh, December 4
It has been over nine months since the Congress fought a high-decibel electoral battle to upstage the ruling Om Prakash Chautala-led Indian National Lok Dal (INLD) from Haryana, but there is still no sign of any concrete action on the bulky 122-page - chargesheet containing the alleged acts of omission and commission by the Chautala government.

The chargesheet, prepared by a panel headed by former Haryana PCC president S.S. Surjewala, was submitted to the Haryana Governor on November 14, 2004.

The Congress leadership had then loudly proclaimed that one of the first things that it would do after forming the government in the state would be to initiate action against the Chautalas and their associates earmarked in the chargesheet.

But, so far, all that the Bhupinder Singh Hooda government, which rode to power on the anti-corruption slogan, has done is to ask the State Vigilance Bureau (SVB) to look into the matter. Questions have also been raised over the go-slow attitude of the Hooda government on the issue.

Among other things, the charge-sheet contained photographs of alleged properties owned by the Chautala family and details of complaints alleged irregularities committed by the then government.

"I raised the issue of action on the charge-sheet in the Vidhan Sabha also. I was informed that the SVB is investigating the matter. Other than that, I don't have any other information. You should ask the DGP or the Director, SVB. On my part, I have already suggested to the government to make the progress in the cases public after a month or two," said Mr S.S. Surjewala.

Most other members of the panel even refused to speak on the subject, saying they had no information.

Incidentally, many members of the panel are now ministers in the Hooda government. They include Mr Birender Singh, Capt Ajay Singh Yadav and Phool Chand Mullana. The panel had taken the services of former Advocate-General, Haryana, Mohan Jain in preparing the charge-sheet.

"We are not being told anything. You will have to ask the government. I still hold that the crime of Chautala and his kin must not go unpunished. If the government does not act soon, I fear people will lose faith in us.

Taking action is important because it could set the trend for the future also. Unfortunately, many officers, who were hand-in-glove with the previous Chief Minister and his family, are still holding plum posts," rues fire-brand Congress MLA Karan Singh Dalal, who was instrumental in collecting most of the "evidence against the previous government.

According to information, the SVB is still in "very initial stages" in its investigation into the charges.

When asked, Director, SVB, K. Koshy, said investigations were on and even the Congress leadership had been asked to provide evidence to buttress claims made in the chargesheet. "But, it is a lengthy process and it will take a long time," he said.

Crime on the rise as police sleeps in Rewari
Our Correspondent

Rewari, December 4
Close on the heels of unabated incidences of thefts, burglaries and lifting of motor cycles in the district during the past six weeks, a spate of dacoities by armed gangsters on the Delhi-Jaipur highway here has now put the district police administration on tenterhooks.

Last night, Scorpio-borne armed gangsters intercepted a truck (HR63-9325) on the Delhi-Jaipur highway near Masani Barrage and looted Rs 18,000 from the truck-owner Rajesh Kumar, a resident of the Delhi region, and his driver Baljit Singh, a resident of Gugadhwa village in Bahadurgarh area of Haryana.

They then made Rajesh and Baljit captives and took the truck to Rabadka village in Alwar district of Rajasthan where they dropped both of them and later decamped with the truck as well as the looted cash.

Rajesh and Baljit somehow reached Dharuhera and informed the police which has registered a case of dacoity under Sections 395, 397 of the IPC against the robbers.

Rajesh, alongwith Baljit, was going from Gurgaon to Rajgarh town of Alwar district to purchase marble.

In a similar incident, which occurred on the Delhi-Jaipur highway near Dharuhera in the early hours on Saturday (December 3), a truck (HR38K-8277) was intercepted near Nikhri village by Scorpio-borne armed gangsters who then reportedly looted Rs 3500 from its driver Liaqat, a resident of the Mewat region, and his two other colleagues. They also injured Liaqat when he offered some resistance.

Later, the miscreants decamped with the booty in their Scorpio vehicle whose plate carried the number (HR 38-7108).

On a complaint lodged by Liaqat, the Dharuhera police registered a case of dacoity.

The truck was reportedly going from Delhi to Mumbai.

Expressing grave concern at the rising crime in Haryana, particularly in the Rewari region, the state BJP general-secretary, Mr Veer Kumar Yadav, asserted that the law and order had collapsed under the Hooda regime.

He alleged that the police in the state had been politicised much to the dismay and chagrin of the masses.

He wanted the Chief Minister as well as the local Minister to initiate measures to ensure a safe and crime-free living.

Tribune News Service

Yamunanagar, December 4
Educational institutions and non-governmental organisations (NGOs) should come forward to make Yamunanagar a hub of sports activities. The Speaker of Haryana Assembly, Mr Harmohinder Singh Chatha, said this while speaking at the Founders Day celebrations function of Guru Nanak Khalsa College here today. He expressed satisfaction on the achievements made by the college in the field of education. He said the college has put into practice the teachings of Guru Nanak Dev in the strictest sense of the word.

He appealed to the management of the Guru Nanak Khalsa institutions that the college must strive to create international-level sports persons. He regretted that despite all facilities made available to the sports persons, the nation has not been able to come up to the mark. He expressed concerns that unlike in the western countries, Indian students become aware of their potential at a very late stage of their lives. Dr Krishna Pandit, local MLA, while speaking on the occasion, said the college had made good progress in the field of academics and sports.

Speaking on the occasion, Mr Bhupinder Singh Jauhar, Chairman of the college management, informed that the college has purchased four acres of land for setting up a sports college and another 26 acres will be utilised to build a college of education.

Delay in overbridge work irks residents
Our Correspondent

Jhajjar, December 4
Delay in the construction of a foot overbridge here, is causing inconvenience to residents. The people said even after depositing the entire amount of cost of the overbridge construction, the work had not begun.

The construction of the bridge to connect “line par” colonies to the main town has been a long-standing demand. As one third of the population is living across the Delhi-Bathinda section, the need for an overbridge was felt acutely. Besides, several schools and a college are situated across the rail line.

In the absence of the overbridge, mishaps have occurred and many people have lost their limbs or died while crossing the track.

The Railway Ministry had refused to fulfil this demand and asked the residents to bear the cost of the project while the technical work would be done by the Railways.

The Bahadurgarh Education Society, management body of the Vaisha College for Women, decided to shell out Rs 20 lakh and the MP from Sonepat, Mr Kishan Singh Sangwan, decided to contribute Rs 10 lakh from his MPLAD funds for the purpose.

The president of the sabha, Mr Shrinivas Gupta, said the amount had been deposited with the Railways in July.

He said when the demand was first made about 20 years ago, the cost would have been a mere Rs 3 lakh.

Even though the Railways has sanctioned the overbridge, its construction is yet to begin. Railway sources said so far the file had arrived in the Drawing Office, Bridge, where the overbridge would be designed. The drawing would then be sent to the Railways workshop for fabrication.

All-time high sugar price in Haryana
Ruchika M. Khanna
Tribune News Service

Panchkula, December 4
The continuous decline in sugar cane cultivation in Haryana over the past two years has led to an all-time high price of sugar this year. The sugar price has gone up from Rs 1540 per quintal last year to Rs 1750 per quintal now.

Officials in the Agriculture Department say that the area under sugar cane production has declined by over 35,000 hactares. The total area under sugar cane cultivation this year was merely 62, 300 hactares, as compared to 98,000 hactares area last year. Because of this sharp decline in cane production, the Cooperative Sugar Mill at Sirsa has been closed for crushing this year. Most of the farmers near Sirsa opted for a cotton crop this year, and no cane was available for crushing.

The decline in cane production has led to an increase in sugar prices. The sugar prices rose from Rs 1250 per quintal in 2003-04 to Rs 1540 per quintal in 2004-05. The sugar prices remained static at Rs 1675 per quintal during the summer months this year, but over the past five months, the price shot up to Rs 1750- Rs 1800 per quintal. For an average consumer, the sugar price has increased by Rs 2 - Rs 2.50 a kg since last year.

The total sugar cane production in Haryana has been on a decline for the past two years. The production during the year 2004-05 was merely 182 lakh quintals, as compared to 306 lakh quintals in 2003-04, and 361 lakh quintals in 2002-03. Comparatively, the sugar production in the state has reduced by 50 per cent in the past two years.

This year, the sugar cane production in the state is expected to be 230 quintals - thanks to a better crop yield because of better cane weight. The expected sugar production in the 11 cooperative sugar mills of Haryana is expected to be 20 lakh quintals as compared to 18 lakh quintals last year and 31 lakh quintals in year 2003-04. Officials say that this will help in stabilising the sugar prices.

Most of the remaining 11 cooperative sugar mills in the state, and the three private sugar mills at Naraingarh, Indri and Yamunanagar have started the crushing of cane. Officials in the Federation of Cooperative Sugar Mills, Haryana, informed TNS that the mills which had not begun crushing so far, would begin the process by the end of the year. The 11 cooperative sugar mills have 10 lakh tonnes of sugar stocks before the crushing season began last week. The sugar consumption in the state is six lakh tonnes per year.

So even as the common man is facing the brunt because of rising sugar prices, it is the cane farmers and 14 sugar mills (11 cooperative mills and three private mills) in the state that will benefit. The State Advised Price of sugar cane has been increased by Rs 10 - Rs 18. With decrease in cane production, the farmers are getting a good remuneration, sometimes higher than the State Advised Price (SAP) per quintal.
