SBI crackdown on defaulters, takes over properties

Ludhiana, November 12
The State Bank of India today swooped on loan defaulters and took the possession of three properties under various sections of SARFAESI Act, 2002, in different parts of the city today.

Action followed after two months’ notices issued to the alleged defaulters, who had failed to repay the loans. The bank management locked the premises and took over the possession. The properties were then mortgaged against the loans.

The property of Ms Shashi Chawla in New Ashok Nagar was sealed with the assistance of M/s GATS Financial Reconstructions Limited, an SBI communique said today.

Another property in street No. 2 of Gagan Vihar at Churpur Road belonging to Mr Jaswinder Singh was sealed and locked by the bank officials. The party had availed of a housing loan from the bank’s New Courts branch and had failed to repay.

The possession of a property mortgaged by M/s Amritsari Cloth House at New Deep Nagar in Haibowal was also taken by the SBI authorities.

In another case, Court Road branch of Canara Bank also sealed the Palio Fashion Wears on Street No. 7, Circular Road, Madhopuri, here last evening as the owners had obtained certain credit facilities from the bank and allegedly defaulted in their repayment. A 60-day notice was issued to the alleged defaulter on May 3 but he had failed to respond.

Meanwhile, the bank management has warned their clients, who have taken loans from their branches, to clear the dues in time or face action.

Pathologist penalised for giving wrong report

The District Consumer Disputes Redressal Forum has penalised a pathologist for conducting a test negligently, which resulted in an erroneous test report leading to mental agony and harassment to a consumer.

Pronouncing the order, Mr A. S. Narula, president, Ms Puja Dewan and Mr Daljit Bakshi, members of the forum, directed the pathologist, Dr H. K. Virdi of Urban Estate, Dugri, to pay a compensation of Rs 10,000 to the aggrieved consumer.

The orders were pronounced by the forum while deciding the complaint filed by Mr Rakesh Gupta of New Model Town, Ludhiana. The complainant had submitted that he was advised by a doctor to get the test of rheumatoid arthritis (RA) factor from the lab of the aforesaid pathologist situated near Sarabha Nagar pulley, Pakhowal Road, Ludhiana.

The consumer claimed that he got the test conducted on May 17, 2003. But the doctor carelessly and without verifying the blood test of the complainant gave the report that the RA factor was positive. On receiving the report, he was shocked and went into depression, the complainant added.

On May 19, 2003, he again got conducted a test from Dr Harvinder Singh of National Diagnostic Laboratory. But the said doctor reported that the RA factor was negative. He underwent another test at Sabharwal Diagnostic Laboratory. The report said the RA factor was negative, meaning thereby that the report given by the first pathologist was bogus, the complainant further added.

He added that a notice was sent to the doctor for tendering an unconditional apology but he did not respond.

Refuting the allegations levelled by the consumer, the pathologist had claimed that the complaint was filed with the sole motive to defame him in public eye and he reserves the right to criminal proceedings against the consumer. It was claimed that the report was totally correct and as per testing of the blood of the complainant, he was found suffering from RA factor positive.

The doctor had submitted that RA factor could be positive in many other conditions in addition to rheumatoid arthritis. It was also claimed that except the complainant, no other person had challenged his report. But after appreciating the evidence on record, the forum held that the circumstances showed that the doctor was negligent in conducting the test.

NRI ‘defrauded’ by coloniser

An NRI and a former Assistant Professor, Punjab Agricultural University, had purchased a plot seven years ago by paying around Rs 5 lakh to Vikas House Building Private Limited in instalments.

Happy to own a 250 square yard plot, little had Dr Seema Roy, now living in Detroit (USA), realised that she would be defrauded by the coloniser company of PUDA.

When her father, Mr D.C. Roy, visited the city three years ago to get the plot demarcated, he was shocked to see that the plot did not exist there. The land was actually a field being tilled by some farmers.

He visited the site office of VHB Private Limited only to be told that some farmers had occupied the land forcibly and he would be given another plot in some other place. Till date, the promise has not been fulfilled.

Ms Roy is not the only sufferer. Ms Ranju Dev, her former colleague, had also been given a plot but it is actually agricultural land.

According to Mr Roy, who has been given power of attorney by his daughter, VHB Private Limited had given an advertisement in newspapers and they had purchased the land. “I am surprised that the patwari concerned had given me a copy of the revenue record showing the plot. Later I found that it was not there. It means that even lower officials of the Revenue Department are a party in the fraud. How can the revenue record say something else and the actual position be something else?” he asked.

He said he had a telephonic conversation with Mr B.S. Bhalla, Manager of VHB Private Limited and Mr Ayush Bhalla, Managing Director, and they had been promising him that something would be done soon.

Driver killed as tractor crashes into tent

One person was killed and three others, including a minor boy, were seriously injured when a tractor-trolley crashed into a road-side shop of a quack housed in a tent near the Jalandhar byepass chowk this early morning.

The deceased person was 20-year-old Kabul Singh, driver of the tractor. He was a resident of Gurdaspur but was temporarily staying at Talwandi Kalan village. He was coming towards the city with sandfull of trolley loaded from the Sutluj river at about 7 am when a private transport bus driver brushed its rear side while overtaking the tractor.

Kabul Singh lost control over the vehicle which rammed into the tent shop mowing down the family of the alleged quack who were sleeping at that early hour of the day.

The injured Sardari, aged about 60, his wife Shanti, aged about 55 and a three-year-old grandson Sri Ram were left seriously injured. The tractor later fell into the ditch alongside the road. It seemed that some pole or other heavy metal had hit the driver’s head.

The Salem Tabri police impounded the bus no PB-08 AA 0381 whose rear end had brushed the tractor and allegedly caused the accident. However, till late evening no case was registered as a compromise deal was being struck between the three parties involved in the accident.

The tent shop of the alleged quack was illegally set up near the road. The shop was in place for over two years now with neither the National Highway Authority of India, traffic police Ludhiana, or the district administration removing the tent shop.

Sardari belonged to Haridwar. His few belongings and the medicine bottles were strewn all over the place after the accident.

2 die in road accident

Two moped-borne persons died on the spot in an accident on the Sanghol-Fatehgarh Sahib Road, near Luhar Majra village. According to information , two persons, Janak Singh (75) and Sampuran Singh, were riding a moped when they were hit by a tempo of the Bonn bread company.

Both the deceased were from Suhavi village and were going back to village after shopping at Sanghol.

They were former office-bearers of village gurdwara committee. Tempo driver escaped from the site while the police, from Kheri-naudh Singh chowki, reached the site and impounded the vehicle. The police registered a case of negligent driving and sent the bodies for post-mortem.

Cops honoured for foiling bank robbery

Ludhiana, November 12
Deputy Inspector-General of Police, Ludhiana Range, Parag Jain today presented class-I commendation certificates to seven policemen of non-gazetted ranks along with appreciation letters to an SHO, and senior officers of the city police for successfully thwarting a bank robbery at Millerganj yesterday.

Mr Parag Jain said the police team had done exceptionally well to abort the robbery bid.

Those awarded class-I certificates are Head Constables Daljit Singh and Mewa Singh, constables Makhan Singh, Jagjit Singh, Sukhdev Singh, Bua Singh and Home Guard Ram Murti. They had nabbed Sunil and Rakesh, who had made a bid to loot ICICI Bank, near Jandu Tower, Millerganj, yesterday.

The DIG also presented appreciation letters to Inspector Gurpreet Singh, SHO, Division No. 2 police station for alert police patrolling in the area.

Appreciation letters were also given to SSP Narinder Pal Singh, SP Pritam Singh and DSP R.K. Sharma.

Ludhiana airport by 2007: Tewari

All India Congress Committee (AICC) secretary Manish Tewari today said that approval of much-awaited alignment of the four-laned Ludhiana ring road to be constructed at a cost of Rs 1,100 crore by the Punjab Infrastructure Development Board (PIDB) will prove to be a boon for city residents.

In a statement issued here today, Mr Tewari asserted that the project will help in easing traffic congestion in the city. While assuring that Ludhiana will witness immense development in coming days, Mr Tewari said that state government is committed towards creating world class infrastructure for this industrial city of Punjab.

Mr Tewari disclosed that airport project at Ladowal, near Phillaur, approved by the Ministry of Civil Aviation, will most likely be completed by year 2007. He said that approval of the airport project, one of his poll promises during last general elections, is enough to gauge commitment and responsive attitude of the Congress towards the masses.

Stating that a full-fledged airport will help a lot in progress of the city, Mr Tewari said that since Ludhiana is almost at the centre of Punjab with most places remaining equidistant from here the airport in city will serve the purpose of entire state.

Mr Tewari reiterated that though he lost Lok Sabha elections but still whatever he had promised to do for the people of the industrial town, he would get those things done. He informed that he is visiting his constituency regularly, holding meetings with the people and trying to sort out their problems, redressing their grievances.

He said that he is committed for development of city without having any intention to get political mileage or benefit in electoral politics. Mr Tewari also informed that for speedy completion of Railway Over Bridges (RoBs) in the city, he has already taken up the matter with Union Minister of State for Railways Naranbhai Ratwa.

The AICC secretary disclosed that elevated road transport system will also be introduced in the city. He added that the proposed elevated road transport system will not only end traffic woes but will also be a boon for the city with regard to the industrial growth.

Mr Tewari, who is a senior advocate in Supreme Court, added that his endeavour would be to ensure all-round development of Ludhiana, which has contributed tremendously in every sphere of economic and social growth of the state and the country.

Three-wheelers become a traffic nuisance

The rise in the population of the city, notwithstanding, there is no proper public transport system. A few years ago, the district administration had mooted the idea of running mini buses on different routes. But the proposal never took off. As a result, people have to mostly depend on three-wheelers only.

Although the administration had provided route permits to a number of mini bus operators most of them preferred not to ply the buses on the prescribed routes. It is learnt that the operators ran into losses as they faced competition from three-wheelers which do not have specific routes and are given route permits for plying anywhere within the municipal limits.

The three-wheelers are not part of public transport. These are used only for private transport. That is the reason, why the three-wheelers get permits from the Transport Department for the entire city. However, these are used for public transport as these are seldom hired for private use.

Auto stand operators monitor the plying of these three-wheelers. The mini bus operators who had been granted permits had raised objections but these fell on deaf ears and they ultimately decided to withdraw.

Rotary function

Rtn S.P. Sethi, District Governor Rotary International, District 3070, inaugurated the multi district Rotary Youth Leadership Awards 2005, hosted by the Rotary Club (Ludhiana North-East) at Government College for Women here yesterday.

In this four day event, delegates from Rotary districts of Gujarat, Maharashtra, Orissa, J & K, Punjab, West Bengal, Himachal and Andhra Pradesh are taking part. District trainer G.S. Bawa was the key note speaker. The District Governor-elect, Rtn Ramesh Rana, explained the purpose of the day and welcomed the delegates. — OC

Two thieves arrested with stolen goods

The police claimed to have arrested two thieves red handed with stolen goods on Friday. Mr Rajeshwar Singh Sidhu, DSP, said cops deployed in community policing had arrested the thieves. The shopkeeper, from whose shop the goods were stolen, has honoured the cops with cash reward.

Mr Sidhu said on Thursday night community police officers Gurnam Singh and Avtar Singh noticed two persons coming from Samrala road along with a rickshaw loaded with Sugar, vanaspati ghee, and cylinders. The officers inquired from them about the goods. Both failed to give any satisfactory answer. They informed the police. Mr Gurdip Singh Gossal, in charge community police project, reached the spot. Both accused confessed that they had stolen all these goods from a sweet shop, near Aarti Floor Mills. The accused have been identified as Ajay Kumar, a resident of Hadda Rori, near Lalheri road railway crossing, and Bindar Singh Raju, a resident of Himachal Pradesh, presently residing at Guru Nanak Nagar here.

Both thieves have been arrested. A case has been registered at Sadar police station in this connection.

Mr Chajju Ram, owner of the shop, has honoured both cops with a cash reward of Rs 500, for this achievement.

Retired Inspector shoots himself

Ludhiana, November 12
A retired Inspector of Punjab Home Guards, reportedly committed suicide by shooting himself with his gun in his house at Dugri Urban Estate Phase-II this evening.

The DSP, Mr R.K. Bakshi, said Kuldip Singh had just returned from the US where his children lived. He was under depression ever since his return.

His wife told the police that at about 6 p.m., he locked himself in his room and committed suicide. The police is convinced about the suicide theory but investigations are on.
