Delhi AICC members’ list chalked out
New Delhi, October 4 At a meeting held at DPCC office, the list of 24 elected members and 34 co-opted members of AICC from Delhi was finalised and the nominees unanimously resolved that the list be sent to Gandhi for her approval. “We have unanimously resolved that the final decision should lie with Gandhi. It was also unanimously resolved that she be authorised to select the CWC members from Delhi,” DPCC chief Rambabu Sharma told reporters after the meeting. Among the list of members chalked up are Sharma, Chief Minister Sheila Dikshit, her Cabinet colleagues A K Walia and Arvinder Singh Lovely and the MPs from Delhi Janardhan Dwivedi, Sajjan Kumar, Kapil Sibal, Krishna Tirath, Jagdish Tytler, Ajay Maken, Sandeep Dikshit and R K Anand. Among the MLAs in the list are Subhash Chopra, Tajdar Babbar, Pervez Hashmi, Narender Nath, Rajesh Lilothia, Shadi Ram, S C Vats, Anil Bhardwaj, Vijay Lochav, Surender Kumar, Barkha Singh, Mukesh Sharma, Mahabal Mishra and Kunwar Karan Singh. |
CBI to probe Noida land draw bungling
Noida, October 4 The high court Bench, comprising Mr Justice B. S. Chauhan and Mr Justice Dilip Gupta, hearing petitions filed by one of the allottees, Deepak Sharma, and an NGO, Manav Seva Samiti, ordered the CBI to probe the matter and submit its report to the high court within three months. The high court also ordered a fresh manual draw to be held within a month by the Noida Authority under the supervision of a two-member committee comprising the Secretary Agriculture, UP, and the Vice-Chairman of the Benares Development Authority. The high court had asked the Noida Authority and UPDESCO if the list of applications was scrutinised before the draw. For want of a clear answer by the respondents, the Noida Authority was ordered to screen the applications and categorise them into eligible and ineligible lots. The new lists after screening were accordingly submitted by the Noida Authority. The Income Tax department authorities had, meanwhile, complained UPDESCO had failed to give the software used in the draw in spite of repeated requests. Some glaring defects in 1.77 lakh applications for bigger residential plots had also been noted. Some plots had been allotted to minors who are ineligible and husband-wife duos. VIPs and senior IAS, IPS officers and their relations had all figured in the allottees. The manipulation in the draw had certainly been there, said an IT officer because some persons had been allotted as many as four plots. The high court said in its order the UP Government, UPDESCO and Noida Authority had connived against the public in this draw. Supreme Court advocate Amit Khemka is pleading the case of Noida residents. |
Scam probe panel summons GDA files
Ghaziabad, October 4 About 50,000 files pertaining to concerning out-of turn allotment of buildings and plots made since 1975 have been summoned from the GDA, the HPDA, Noida, Greater Noida and the BKDA. This has created near panic at the development authorities and house development councils. The GDA Vice-Chairman has been given three weeks’ time to present the files connected with out-of-turn allotments and conversions by the Ghaziabad Development Authority. A communication by Mr Justice R. H. Zaidihas was sent to this effect to the GDA Vice-Chairman as well as other authorities and housing development corporations and councils on September 22. The GDA Vice-Chariman, Dr D. P. Singh, has assigned this responsibility to OSD Sunishtha Singh for Vaishali, Indira Puram, Kaushambi, OSD Hira Lal for Rajnagar, Kavi Nagar, Nehru Nagar, Patel Nagar, Lohia Nagar, Gandhi Nagar, Shastri Nagar, Sanjay Nagar and to OSD Aarti Pandey for Rajiv Nagar, Lajpat Nagar Indira Kunj, Suryanagar, Brij Vihar, Tulsi Neketan, etc. The commission has asked all these authorities and development councils if the allotments made since March 1975 or even earlier are from the quotas fixed and are according to rules and procedures prescribed. The commission has also invited suggestions from these authorities to make future allotment of plots and flats transparent. The Zaidi Commission has also invited comments if the allotment made in Gomti Nagar by the Lucknow Development Authority have been according to the administrative procedures and rules. Dr D. P. Singh issued orders to the GDA officials concerned for putting up the files concerning out-of-turn allotment and conversions to him at the earliest. He directed the officials to accord highest priority to this work. They will keep other officials matters pending till this work is completed. A separate centre has been set up on the premises for resolving all issues concerning this work. |
Progressive Writers still live in the hearts of the masses
New Delhi, October 4 Step out of the metropolis and into the smaller towns and ‘qasbas’ of North India, and you will find Sahir Ludhianvi still recited on the streets and verses of Ghalib being relayed to you by a ‘panwala’ or a tired farmer. Despite much talk of decline, the writing of
the Progressive Writers lives on in the hearts of the masses. A lively debate on the Progressive Writers Movement ran for three days last week (Sept 27-29) at Jamia Millia Islamia University in New Delhi where a
number of writers and academics deliberated on the subject. The Progressive Writers Movement occupied a niche through India’s formative phase between the 1930’s and 1960’s. It was a movement founded on progress and revolution and led to a ferment in regional literature throwing up
leading writers in Hindi, Urdu, Punjabi, Bengali and Marathi, among other languages. Perhaps, nothing explains the Progressive Writers better then a statement made by the litterateur Aziz Ahmad that, “the Progressive Writers aimed at two things simultaneously, reality and revolution”. One current running through the conference
was that, the Progressive Writers Movement was not a ‘literary club’, but a movement that stirred the soul of the ordinary man reading literature in Hindi and Urdu. An upcoming young researcher from Calcutta University, Rajarashi Dasgupta, feels: “The values espoused in progressive literature and the practical consequences of their perspective resembled a closely held belief…..almost, a spiritual resolve of a sacred duty, as it were.” This literally translates into the Progressive Writers expressing the concerns of the ordinary man through literature, a close identification with the working class. Dasgupta stresses that, what initially started as ‘loosely concerted attempts’ towards realist narration of popular-life experiences, eventually came to identify with the working class. However, Prof G.P. Deshpande asserts that despite the Progressive Writers Movement’s earlier dynamism through India’s independence struggle and its romance with Marxism in the 50’s and 60’s, it
has failed to reflect the emerging concerns of society today. Writer and activist, Asghar Ali Engineer, laments that ‘commitment’ was very central for
progressive writers. However, the question arises: commitment to what and whom? Unfortunately, commitment to the cause
of Marxism became commitment to the party programme. With this development, the writer died and freshly arising modernism and post modernism soon marked out the grave for what was by far a deep and glorious literary movement when it was at its height. Which poet today can truly compare with the pathos of Ghalib or the tragedy that Faiz shows reflected on his poems on the partition. The Progressives may have been buried, but their work lives on. |
Dengue cases go up to 235; special drive in government schools
New Delhi, October 4 As a preventive measure, all overhead tanks, desert coolers and water supply system of the schools would be checked and synthetic pyterthorids would be sprayed to check the breeding of Aedes mosquito which spreads Dengue. This was stated by Delhi Health Minister Yoganand Shastri after a meeting on ‘Water and Vector Borne Diseases’ held in the Secretariat, which was attended by senior
officers from the Health Department, MCD and NDMC. Nine more cases of
dengue were reported in Delhi today, taking the number of cases so far
this year to 235. “After the schools open, information regarding
dengue and the Aedes mosquito will be disseminated among the students in
their daily prayer meetings,” Shastri said. The Health Department has
already distributed ‘dengue homework cards’ to school students for
spreading awareness about the disease. It has also written to the
Director, Education, asking him to issue directions to the concerned
administrative staff of the schools to ensure that every government
school is inspected properly. Shastri, meanwhile, said in West Delhi,
the worst hit by dengue, the problem lies in the uncovered overhead
water tanks in the vacant flats belonging to DDA, particularly in Dwarka
and Bindapur areas. He added that he would speak to DDA Vice-chairman
asking for necessary action to be taken. Meanwhile, 105 cases of
malaria have been reported in Delhi so far this year. |
Noida passenger tax officer caught taking bribe
Noida, October 4 A team under SSP Piyush Mordia had swooped on the checkpost on receiving a complaint by a travel agency official. Dozens of driving licenses and registration books of vehicles were seized from the tax collection officer. The modus operandi of the staff at the checkpost was to retain the driving licenses and vehicle registration papers from drivers which they could retrieve on payment of the bribe demanded. Sanjay Gupta of Gupta travel agency in Connaught Place had come to deposit road tax. His Travera car taxi was stopped near DND and he was taken to the Okhla Barrage tax checkpost where Rs 10,000 was demanded from him in lieu of his car. He paid Rs 5,000 to the clerk Narinder Tripathi who told him to come back with the balance amount. Sanjay Gupta approached Mr Mordia and apprised him of the bribes being taken at the check post. The SSP, accompanied by him, went to the checkpost. He paid Rs 5,500 as arranged with police authorities to Prem Babu, passenger tax inspector, and clerk R. K. Trivedi. At this point, both were nabbed by the cops. Two of the cops hunting for prey outside the checkpost succeeded in fleeing. |
Meeting on industrial units called off
Gurgaon, October 4 The committee was constituted at the behest of the Punjab and Haryana High Court to have fresh look at the cases of industrial units in Khandsa, Begumpur Khatola and Narsingpur villages whose land has been notified by the Haryana Government for acquisition. The units are in the small scale category. Several industry related organisations have been resenting the move to acquire the land of the units, a good number of which have been in existence for more than two decades. About 150 industrial units are to be affected by the acquisition. With the government going ahead with the move for the proposed acquisition, some of the units in these villages moved the high court. The court directed the government to constitute a committee to study the cases afresh and reformulate policy on the issue. Also, the court’s directive was to complete the process in three months after the committee was constituted, the deadline for which is December 12. The units to be affected had to present their cases to the committee by September 9. It was to meet the owners of the units individually in the meeting which has been postponed. According to the honarary general secretary, GIA, Mr Papreja, the meeting has been postponed as the committee was to hold the meeting at Chandigarh. The GIA wanted that it be held in Gurgaon to avoid inconvenience to the owners of the units. The members on the committee are the Director, Industries, the Managing Director and the Chief Town Planner, HSIDC, and the Director, Town and Country Planning, Haryana. |
Brothers shot dead in broad daylight
New Delhi, October 4 The victims who have been identified as Arun and Ajay were rushed to DDU and Rao Tula Ram hospitals respectively immediately after the incident. While Arun died after some time, Ajay was declared brought dead. The police said that three persons armed with country-made weapons came in a white Maruti car and started firing indiscriminately at Arun and Ajay. They fled after firing at the victims, the police said. According to the police, both Arun and Ajay owned a gym in the Najafgarh area and the incident took place at around 1 pm today near the gym. Police said that the suspects, all from Bahadurgarh in Haryana were also involved in the murder of Ashok in Gurgaon last year. Ashok is the elder brother of Ajay and Arun. The police have registered a case of murder and said that the murder took place due to some enmity between the victims and the suspects. Meanwhile, hunt is on for the suspects, they added. |
Rape case ends with death of accused
New Delhi, October 4 On whether the complainant could be charged with ‘abetment of suicide’, he said the idea was a little far-fetched. “It would be extremely difficult for the police to prove or support the case with evidence.” However, if the dying declaration in such cases was very strong and was corroborated with other evidence, one can proceed with the case, he explained. Nevertheless, as a legal issue the police can proceed with such a case, he said on being pointed out that a suicide note had also been found in the present case. 46-year-old Naresh Pal, along with his wife Geeta, today committed suicide in one of the ‘Krishi Kunj’ quarters of Pusa Institute of Agricultural Sciences, where he worked as a driver. Yesterday, a 17-year-old had that Pal, her ‘mausa’, had been raping her for the last four years. Pal later fled his Dabri residence, where the girl (victim) had been living with her father and brother, after the case was flashed all over by the media yesterday. He was found dead this morning. |

SI held for taking bribe
New Delhi, October 4 The CBI arrested Sub-Inspector Hukum Singh from a hotel when he was allegedly taking the bribe from a person, whom he had threatened to get implicated in a ‘false’ case. CBI sources said that the person, a travel agent, was staying in a hotel here after sending off his two customers abroad. Special cell personnel keep a check on hotels and lodges to ensure that no anti-social or anti-national element had slipped into the Capital. During one such checking, Singh found this travel agent along with 30 passports and threatened to implicate him in a case of human trafficking, if he did not cough up Rs 2 lakh. The amount was later negotiated to Rs 60,000, the agency said. The travel agent instead informed the CBI who laid a trap and arrested the Sub-Inspector ‘red-handed’ while accepting the bribe of Rs 60,000, the agency

IT officer held for excessive assets
New Delhi, October 4 The accused P.N.Aggarwal was picked up by the sleuths of anti-corruption branch of CBI after they found that he also owned a factory, the sources said. Aggarwal’s premises were raided during the CBI’s special drive on September 30 following allegations that he had amassed assets disproportionate to his known sources of income. However, during the course of searches, the CBI claimed to have found documents showing that he owned a factory. The papers were verified and he was arrested last night, the sources
