Probe on into temple demolition: CM

Mr Virbhadra Singh Chief Minister, today informed the Vidhan Sabha that the government had already transferred some officers and entrusted the inquiry into the Ravi Dass temple demolition incident in Santokhgarh and the subsequent violence to Divisional Commissioner, Mandi, on the demand of Dalits.

The Chief Minister, Mr Virbhadra Singh, today directed the Registrar, Cooperatives, Mr Ratan Lal Bisotra, to expedite the inquiry into the affairs of Mandi Urban Cooperative Bank Ltd and start legal action against the defaulters to bring them to book.

BJP protest against merger of leprosy hospital

The BJP today took out a protest march against the state government’s notification to close the District Leprosy Hospital located at Sarol village and merge it with Leprosy Hospital at Kandwari in Kangra district.

Outbreak of jaundice among infants
Chamba, February 25
The Chamba Welfare Association has reported an outbreak of jaundice among the new-born babies in this area, attributing it to the absence of a blast phototherapy unit in the paediatrician wing of the Zonal Hospital, thereby making them to suffer or die.

Probe on into temple demolition: CM

Mr Virbhadra Singh Chief Minister, today informed the Vidhan Sabha that the government had already transferred some officers and entrusted the inquiry into the Ravi Dass temple demolition incident in Santokhgarh and the subsequent violence to Divisional Commissioner, Mandi, on the demand of Dalits.

Making a suo motu statement in the House, he said the government was committed to safeguarding the interests of the Dalits and it would take further action in the matter on the basis of the report of the inquiry. He said he had himself visited the village to know the grievances of the Dalits and instantly shifted officers against whom there was resentment among the community. He said the government would provide funds for the construction of Ravi Dass temple in Santokharh.

He said 39 policemen were injured when members of the Dalit community pelted stones while the authorities were removing the structure on the disputed land in compliance with the court orders. As many as 95 persons, including 22 women, and were booked under various sections of the IPC in connection with the incident.

Giving details of the land dispute, he said the Sub Judge, Hoshiarpur, had in December 1952 given a decision in favour of the Chhabaria family regarding the ownership of the land. An appeal against the order was dismissed by the Senior Sub Judge and the Punjab and Haryana High Court also upheld the decision of the lower court and restrained the Dalit community from interfering in the land. In 1992 a small room was constructed on the land and the Civil Judge, Una, ordered its demolition within three months.

The district administration made efforts to resolve the issue amicably and an agreement was reached between the local Guru Ravi Dass Sabha and owners of the land. However, some members of the Dalit community backed out later. The court had fixed January 22,2005 for removing the temple from the disputed land.

A meeting was held with the president and other members of the sabha with the Deputy Commissioner on January 1,2005 and the Dalit members were persuaded to accept another piece of land near the disputed land and funds for construction. The proposal was accepted and about 75 sq yards belonging to the Department of Language and culture was identified and a sum of Rs 5 lakh was also sanctioned for the construction of community building but the leaders of the sabha again backed out due to differences among them.

The Dalit leaders had assured that there would cooperate in execution of court orders but the members of the community indulged in stone pelting.

CM: expedite inquiry to book defaulters

The Chief Minister, Mr Virbhadra Singh, today directed the Registrar, Cooperatives, Mr Ratan Lal Bisotra, to expedite the inquiry into the affairs of Mandi Urban Cooperative Bank Ltd (MUCBL) and start legal action against the defaulters to bring them to book.

The members of the MUCBL’s advisory committee, constituted by the depositors following the non-performing assets (NPA) crisis in the bank who met the Chief Minister today at Shimla, told The Tribune that the Chief Minister had assured them that the government would appoint a full-time administrator within a week. The government will never allow anybody to squander depositors’ money, and would provide all help to revive the bank.

“The Chief Minister assured us that the government will not spare the guilty responsible for bringing the bank to such a sorry state”, said Col K.K. Malhotra (retd), a member of the advisory committee.

Mr Rattan Lal Bisotra, said the government had expedited 25 cases worth Rs 1.32 crore for arbitration and were being scrutinised by the Revenue Department. The regular administrator will take over by Tuesday next. The departmental inquiry into the affairs of the bank is expected to be out in the first week of March”, he added.

BJP protest against merger of leprosy hospital

Chamba, February 25
The BJP today took out a protest march against the state government’s notification to close the District Leprosy Hospital located at Sarol village and merge it with Leprosy Hospital at Kandwari in Kangra district.

The protest march was led by the former Ministers Mr Kishori Lal, and Mr Mohan Lal. They described the state government’s move as unjust and sought its revocation.

Later, the protesters met the Deputy Commissioner Mr Rahul Anand, and submitted a memorandum to the Himachal Pradesh Governor through the Deputy Commissioner in this regard.

But the Deputy Commissioner clarified that he had not yet received any government notification in this regard.

District Leprosy Hospital at Sarol in Chamba district was the first hospital in Asia to be set up in view of the town’s salubrious climate deemed suitable for treatment of leprosy patients.

Founded in 1875 by Dr Hutchison Belley, a British physician, under the auspices of Belle Mission, London, Leprosy Hospital started functioning at Sarol village under the guidance of Raja Ram Singh, ruler of the erstwhile state of Chamba.

Dr Belley dedicated his life to the care of leprosy patients and died here. After his death, the Belle Mission was shifted to Purulia in West Bengal and Leprosy Hospital at Sarol was managed by the Himachal Pradesh Government.

Leprosy Hospital was expanded in 1975 and a new building was erected alongside the old one. The hospital is now being run under the National Leprosy Eradication Programme. A society was formed under the chairmanship of the Deputy Commissioner.

There are 27 patients undergoing treatment at the hospital. A medical officer along with a team of 12 officials are looking after these patients. The patients after being treated go back to their homes but are not accepted by society. As a consequence, they return to the hospital. It is, therefore, imperative for the government to launch a rehabilitation scheme for patients of the hospital so that they may not face discrimination.

Outbreak of jaundice among infants

Chamba, February 25
The Chamba Welfare Association has reported an outbreak of jaundice among the new-born babies in this area, attributing it to the absence of a blast phototherapy unit in the paediatrician wing of the Zonal Hospital, thereby making them to suffer or die. The situation is a cause of concern for the people.

In a written statement to the Member of Parliament, Prof Chander Kumar, the association has brought this alarming situation to his knowledge and requested him to take emergency steps for providing blast phototherapy with heat blowers in the Zonal Hospital to avoid any eventuality.

When contacted, hospital sources showed their ignorance about the outbreak of jaundice among the new-born babies as the Chief Medical Officer was on an official tour.
