EC bans all appointments in Haryana
Chandigarh, December 27 The Secretary of the EC dealing with Haryana, Mr Ajay Kumar, when contacted on the phone to know the commission’s stand on the Opposition complaints, told TNS that the commission had written to the Haryana Chief Secretary, Mr Sunil Ahuja, today to ensure that no appointments were made. The EC had written to Mr Ahuja last week that the HSSC should not declare results of any interviews or test conducted by it to select candidates for various posts, and the government should not appoint the persons recommended by it till the code of conduct was in force. In accordance with the instructions of the EC, Mr Ahuja, informed sources say, wrote to all heads of departments on December 24 not to appoint anyone. However, for reasons not known, Mr Ahuja withdrew these instructions two days later. Mr Ahuja was not available for comments. The EC had issued similar instructions to the HPSC during the last Lok Sabha elections, which were followed by the latter in letter and spirit. The most important result pending with the HPSC these days is of the Haryana Civil Service (HCS) and allied services. Following today’s instructions by the EC, it will not be possible for the HPSC to declare the HCS examination results, on the basis of which DSPs and members of other allied services are to be appointed. Interestingly, in the appointment of HCS officers, the Chief Secretary plays a crucial role. It is to be seen if Mr Ahuja will be able to withstand political pressure if the government decided to flout today’s instructions of the EC. Meanwhile, the firebrand Congress MLA from Palwal, Mr Karan Singh Dalal, today wrote to the EC that the Chautala Government appointed 72 police Sub-Inspectors (SIs) on December 19, which was a Sunday. Releasing copies of his letter to the EC to newsmen here, Mr Dalal said the appointment letters of the SIs were issued two days after the code of conduct came into force. Besides, the police also appointed 819 constables after December 17. The applications for constables were first invited till October 4. The date was subsequently extended to October 14. The interview was fixed for November 23, which was postponed to January 4. It was hurriedly advanced to December 18. The constables joined service after their medical examination was done on December 23 and 24, in clear violation of the code of conduct. He said 279 constables were recruited in Hisar range and 180 each in Rohtak, Gurgaon and Ambala ranges. Mr Dalal urged the commission order registration of criminal cases against the Chief Minister, Mr Om Prakash Chautala, and the Director-General of Police, Mr M.S. Malik, as well as all those heads of departments who had issued appointment letters. He also demanded that Mr Malik should be removed from his post as was done during the Lok Sabha elections. Mr Dalal also alleged that after the code of conduct came into force, thousands of JBT teachers and SS masters had also been appointed. |

Chandigarh, December 27 She said that the commission had also directed that if anyone indulged in such activities, the political party or association or body or candidate or person concerned would be prosecuted. Mrs Gulati said the hoardings or banners might be permitted provided prior consent of owner of the property had been obtained. No individual would be coerced or intimidated for obtaining such consent. She said that the permission for hoarding or banners on private premises would be subject to local laws and court orders, if any. In case of public places also, she said putting or erecting hoardings or banners would be subject to the local laws and court orders. If there were places already earmarked by the local authorities for advertisement or display of banners or hoardings, the space provided would not be expanded or reduced after the announcement of elections. It would be ensured that the places were not dominated or monopolised by any particular political party or candidate. She said that commission had clarified that the expenses in connection with display of hoardings or banners would be booked to the account of election expenses of the candidate for whose benefit the hoardings or banners had been put up. If such hoardings or banners were for the election prospects of a group of candidates, the expenses would be equally apportioned among the concerned candidates. |
Completion of SYL canal on INLD’s poll manifesto
Hisar, December 27 Regarding the forging of any pre-poll alliance, Mr Chautala said no possibility could be ruled out in politics. He said no party was “untouchable” for the INLD, adding that they would welcome any party or leader having faith in their ideology and policies. The Chief Minister said the party would begin its formal poll campaign with a rally to be held at Bhiwani on January 2. Mr Chautala had come to the city to address INLD workers who were undergoing electoral training at a zonal camp on the premises of Mahabir Stadium here. The Haryana Finance Minister, Prof Sampat Singh, was also present. Mr Chautala asserted that several parliamentary and assembly elections and byelections had been held during his tenure, but no repoll had ever been ordered, nor was any FIR registered. The Chief Minister claimed that this achievement of the state government had even been appreciated by the Election Commission. He maintained that like in the past, peaceful and impartial elections would be conducted to the state Assembly this time. |

INLD shifts office
Chandigarh, December 27 He said the Rohtak and Sirsa district offices of the party “are the hub for drawing electoral strategies”. The party had drawn up an elaborate plan to counter the misleading publicity of the Opposition. He also claimed that the number of candidates desiring INLD ticket was on the increase. He said the party had already unanimously authorised its national president and the Chief Minister, to select the candidates. |

Jai Prakash Gupta’s political existence at stake
Karnal, December 27 A two-time MLA from Karnal and also a former Minister of State for Excise and Taxation in the Bhajan Lal government during the early 1990s, Mr Gupta contested and won the last Assembly election as an independent candidate against the official candidate of the Congress, Mr Suresh Gupta Matlodewala. Later, he extended outside support to the Indian National Lok Dal (INLD) but in June this year he parted ways with the ruling party and again joined the Congress along with five other independent MLAs. They were assured that they would get the party ticket in the forthcoming Assembly elections from their respective constituencies. But there was strong opposition against Mr Gupta from all corners in the Karnal unit of the party. Besides this, many criminal cases of corruption, fraud and tax evasion were registered against him and his family members. At a meeting of the state unit of the Congress held at Chandigarh on Monday, it was decided that the names of the six independent MLAs would be forwarded to the Central Selection committee along with other aspirants who fulfilled certain conditions as laid down by the party. The main condition that had been laid down by the party was that a ticket aspirant should be a member of the party for the past two years, but this would not be applicable in the case of these Independent MLAs and those who had joined the Congress from the Haryana Vikas party (HVP). However, political observers were of the view that keeping in view the criminal cases registered against him, the party high command may have a second thought in giving him a party ticket. Besides Mr Gupta, the other strong contenders for the party ticket from Karnal include Mrs Sumita Singh president of the state unit of the Mahila Congress, Mr Suresh Gupta Mandiwala organizing secretary of the state unit of the party, and Mr Zile Ram Sharma, president of the district unit of the party. As far as the political affiliations of these aspirants are concerned, the local MLA is considered close to Mr Bhupinder Singh Hooda, while Mrs Sumita Singh, Mr Suresh Gupta Mandiwala and Mr Zile Ram Sharma were all loyal to Mr Bhajan Lal. |
BJP to rope in film stars to woo voters
Jhajjar, December 27 This was disclosed by Mr Veer Kumar Yadav, general secretary of the Haryana BJP, who was addressing the party workers in Beri village of the district today. The BJP leader called upon the party workers to gear up for the coming elections and he asked the workers to play a proactive role in the election. “This poll is crucial for the BJP as we are going to the poll alone for the first time in Haryana”, said Mr Yadav adding that he had been interacting with workers at every booth in the state. He maintained that the BJP had a good chance to win the elections as a large chunk of electorate were traditionally anti-Congress and were also unhappy with the INLD due to its anti-people policies and undemocratic style of functioning would turn towards their party. He alleged that the Congress had backstabbed the people after forming the government at the Centre by not keeping up the pre-poll promises. |

was unhappy with the anti-people policies of the Chautala government. Expressing sympathy with the victims of Tsunami in coastal India, Dr Chauhan said it is a major tragedy which had befallen the people. Mr Ashok Jain, president of district Congress Committee, Ambala Cantt, also expressed anguish over the tragedy. |

Civic poll not before Assembly elections
Chandigarh, December 27 The Haryana Election
Commission(HEC) has decided that the panchayat voters list would be revised by taking the qualifying date as January 1, 2005, and on the basis of the Assembly electoral rolls, which are to be finally published by the Election Commission of India on January 3, 2005. While stating this here today, the State Election Commissioner, Mr.Chander Singh, said a decision to this effect had been taken following the directions of the Punjab and Haryana High Court to stay the operation of the notification issued on December 7. In a communication addressed to all Deputy Commissioners-cum-District Election Officers (Panchayat), he directed that now the list of voters for the third panchayat general elections should be prepared on the basis of the Assembly electoral rolls to be published on January 3, 2005. He said such lists for the zila
parishads, panchayat samitis and gram panchayats would be prepared from January 4 to January 10, 2005. The draft voters’ list of voters would be published on January 11. The last date for receipt of claims and objections would be January 22 up to 3 p.m. The last date for disposal of claims and objections by the District Electoral Officers (Panchayat) would be January 25 and the final voters’ lists would be published on February 22, 2005. |

patents on immobilisation of proteins
Rohtak, December 27 The bio-chemists who have invented the process are Dr C. S. Pundir, Professor, Department of Bio-Sciences and two of his students —Ms Manu Bhambi and Mr Nar Singh Chauhan. The first patent relates to the process called immobilisation of proteins on to solid supports. The second is improved immobilised proteins composition process. The inventions will provide know-how for chemical attachment of various enzymes and proteins on to inert supports like plastic sheet, PVC tube and egg membrane. This in turn facilitates their reuse several times over thereby reducing the cost of processes involved. Immobilised enzymes and proteins obtained from these processes can be utilised by pharmaceuticals, foods and detergent industries. Dr Pundir and his research group are now focusing on developing various bio-sensors based on immobilised enzymes and DNA for instant detection of various diseases. They have developed cost effective methods for determination of oxalate, glucose, uric acid, cholesterol, triglyceride, bile acid and lactic acid in blood and urine required for disease diagnosis and treatment. Dr Pundir had earlier unveiled a new method for the determination of urinary oxalate at a meet in the USA. This method is considered better than the currently used Sigma Kit Method. |
Sheoran Khap rejects mahapanchayat verdict
Bhiwani, December 27 It may be recalled that the marriage of Birpal son of Chander Singh of Maan gotra, was solemnised with the daughter of Chhatar Singh of gotra Bhambhu of Basdi village on December 14. Some residents of Hadodi village raised objection to this marriage, stating that the bride was maternal niece (bhanji) of Sheoran gotra, and since Sheoran people live in abundance in Hadodi, the marriage could not be solemnised. At a meeting held on December 22, the mahapanchayat of four villages directed the couple to leave the village by January 25, adding that thereafter the withdrawal of social boycott of Chander Singh and his family only be considered. It said that the couple might settle out of the border of the village. The panchayat had said that Birpal and Praveen would not participate in any programme to be held at Chander Singh’ house and Hadodi village. It is learnt that the representatives of Sheoran Khap 84 have refused to accept the decision and would discuss the matter extensively at the meeting to be held |
Marriage party returns without bride
Sonepat, December 27 Some baratis also pelted stones on the parents and relatives of the bride and tried to take away the bride forcibly. But the members of the barat were driven away by the people of the village. Later, members of the marriage party went to the Kharkhauda police station to lodge a complaint against the father of the bride but the police declined to take any action saying that it was a matter of the panchayat to take a decision on this issue. It is stated that a Dalit Mr Sathir arranged the marriage of his two daughters yesterday. The barat of the elder daughter came from Tikola village whereas the barat of the younger daughter came from Gohana. The marriage of the younger daughter was solemnised peacefully. |
