Chandigarh, December 23 However, notwithstanding these instructions, the Haryana Police and the Haryana Power Generation Corporation(HPGC) today went ahead with the recruitment process in Panchkula. While the Opposition alleged that the action of the Police Department and the HPGC was in violation of the code of conduct, the authorities defended their action on the plea that the process was initiated much before December 17, when the elections were announced. In the Panchkula Police Lines in Sector 26, hundreds of young men gathered for submitting applications for the 63 posts of constable wireless operator, 22 posts of driver and 15 posts of messenger (sandesh vahak). Many had come from places like Rohtak, Bhiwani, Panipat and Sonepat. The candidates had first gone to the old Police Lines in Old Panchkula, from where they were asked to report to the new Police Lines. Senior police officers, including Panchkula S.P. Mrs Mamta Singh, were present in the Police Lines to accept the application forms. Mrs Mamta Singh said the posts were advertised in the first week of December. The recruitment process, she said, was long drawn. The mere scrutiny and acceptance of application forms was not a violation of the code of conduct. The candidates would have to undergo physical tests, written test and interview, before the final selection. She said she was not in a position to say how long it would take to complete the process. The HPGC today examined certificates of 53 Assistant Engineers whose names were earlier recommended for appointment by the Haryana Public Service Commission. They would be medically examined tomorrow. The Managing Director of the corporation, Mr S.K. Monga, said they were issued appointment letters on December 16, a day before the code of conduct came into force. He said since the appointment letters had already been issued to them, it was not improper to complete the process. Meanwhile, the secretary of the Haryana Congress, Mr Sat Pal Kaushik, has alleged that a son of a senior Haryana Minister had been appointed as Assistant General Manager in the Haryana State Industries Development Corporation (HSIDC) in the quota for sportspersons. Similarly, he said, the government promoted a close relative of Mr Ajay singh Chautala, MP son of the Chief Minister, from Joint Director to Additional Director in the Prosecution Department and sent on deputation to Haryana Urban Development Authority (HUDA). Both these appointments, he alleged, were made after the code of conduct came into force. The working president of the Haryana Congress, Mr Randeep Surjewala, has alleged that “a high-pitched recruitment racket is going on in Haryana these days”. He alleged that at a special Haryana Cabinet meeting held at the residence of the Chief Minister here on December 17 at 9-30 p.m., the secretary of the Haryana Public Service Commission was also unofficially called. Mr Surjewala alleged that Chief Minister Om Prakash Chautala directed that the Haryana Public Service Commission and the Haryana Staff Selection Commission should continue the recruitment process and all results should be declared by February next. He alleged that 60 police sub-inspectors, a few thousand gram panchayat sahayaks and about 2500 JBT teachers were selected and appointed after the code of conduct came into force. He alleged that various departments were conducting interviews for appointing persons on ad hoc and contractual basis against unsanctioned posts. These included 2,500 bus conductors in the Haryana Roadways and a large number of sevadars, for which interviews were conducted by district attorneys in various districts. Mr Surjewala also alleged that the government was alloting valuable land in Gurgaon, particularly in the institutional area of Sector 44, as well as Panchkula by issuing ante-dated letters. He urged the Election Commission to summon the record of HSIDC and the HUDA with regard to allotment of land as well as to direct these agencies to stay further allotment of land. The commission, he said, should also summon the record of grants released during the past one week by the state government. He wanted the registration of a criminal case against Mr Ajay Chautala for luring the voters at Narwana on December 19. |
Chautala’s hoardings defy model code of conduct
Panipat, December 23 A large number of such hoardings were noticed by The Tribune
Correspondent on the National Highway No 1 between Panipat and Sonepat districts. One such huge hoarding was seen on the Haryana-Delhi border in Sonepat district. There are numerous such hoardings on the Delhi-Ambala National Highway and different state highways, said a passer-by. Besides, such hoardings were also seen installed on almost all government buildings, including the police and administrative offices. These were put up by different departments, including the HUDA, health, HSIDC and the police during Mr Chautala’s regime. While the model code of conduct, that came into force since the announcement of the election schedule for Haryana Assembly, no step has been taken to remove the hoardings. Taking serious note of this, the general secretary of state BJP, Mr Veer Kumar Yadav, told The Tribune that his party would lodge a formal complaint with both Chief Election Commissioner of the
Election Commission of India in New Delhi and also the Chief Electoral Office of Haryana in Chandigarh shortly. Mr Yadav said his party was getting the hoardings photographed and videographed so that the photos and videos could be handed over to both election officers with the complaints as evidence. The BJP leader said that no step had been taken to remove any of these hoarding despite the model code of conduce has came into force about a week ago. All this showed that the administration was working like Mr Chautala’s party, he alleged. Mr Yadav said the Election Commission should have taken suo motu action in removing those hoardings as it had done in Bihar by ordering to remove Mr Laloo Prasad Yadav’s hoardings. He said Mr Chautala’s hoardings were several times more as compared to those of Mr Laloo’s in Bihar. Meanwhile, when contacted, Chief Electoral Officer Urvashi Gulati admitted that the hoardings were violating the model code of conduct. At the same time, she said these the hoardings would be automatically removed as the state election office had already sent a copy of the model code of conduct to the state government, which contain that no such hoardings would be allowed. |
Ajit Singh offers RLD as alternative to INLD
Meham, December 23 He said Haryana had always voted out corrupt governments and the next poll would be no exception. Haryanvis were prone to sops influencing their choice of a political party. The result was that time and again one corrupt government was replaced by another. The RLD leader said Haryana voters had tried every party in the past without witnessing any change in administrative style. If they really wanted a change, the RLD was the only choice because its government would be truly a government for the farming community, he added. Mr Ajit Singh said liberalisation of loans for farmers was a welcome step, but the government had to ensure that the farming profession remained remunerative enough for them to repay their loans. Unfortunately, this had not been done so far. The result was 5,000 suicides by farmers in various states over the past few years. Regretting that the farmers’ struggle had subsided in most of the states, he said, no political leader cared for farming community. Most political parties and their leaders were stooges in the hands of industrialists and worked for their financial benefit at the cost of farmers. He said his father’s political philosophy was still very relevant and the farming community in the country should not forget his contribution in improving their lot. Talking about the choice of Meham for the anniversary function, he said his father delivered his last speech here. Besides, Meham Chaubisi had always turned political tides in Haryana and it was time for it to achieve this feat once again. Mr Rattan Singh Sarot, president, and Mr Jagdish Kaushik, general secretary of the Haryana unit of the RLD were among those who addressed the gathering. |

Amarinder not to campaign for
Chandigarh, December 23 The Haryana Congress, too, is planning to contest the Assembly elections on the plank of alleged corruption by the Chief Minister, Mr Om Prakash Chautala, and his family. However, Capt Amarinder Singh, who contested the Punjab Assembly elections on the similar plank against Mr Prakash Singh Badal, President of the Shiromani Akali Dal, will not lend his voice to the campaign against Mr Chautala, a family friend of the Akali leader. According to informed sources, Capt Amarinder Singh has asked the Deputy Chief Minister of Punjab, Mrs Rajinder Kaur Bhattal, to coordinate with the Haryana Congress and represent the Punjab Congress during campaigning in the neighbouring state. Capt Amarinder Singh’s reluctance in campaigning in Haryana is understandable. By being the architect of the controversial Termination of Agreements Act, by which all inter-state accords on river waters(affecting the construction of the SYL canal) were abrogated, Capt Amarinder Singh has made himself unpopular with the people of Haryana. His presence will also be embarrassing for leaders of the Haryana Congress who had demanded his resigation in the wake of the controversial Act. If the Haryana Congress will be deprived of the services of Capt Amarinder Singh, Mr Chautala may have to do without the direct help of Mr Badal, the longstanding friend of his family. During the Lok Sabha elections also, Mr Badal, who had been campaigning for Mr Chautala’s family in the past, did not seek votes for his personal friends. The Lok Sabha elections were contested by the INLD and the BJP separately. Since the Akali Dal has an alliance with the BJP, Mr Badal could not come for the help of the INLD. Similar situation will prevail in the Assembly elections. Mr Badal will find it difficult to campaign against his partner in the National Democratic Alliance(NDA). Moreover, Mr Badal’s presence will also be embarrassing for the INLD leaders because of his opposition to the SYL canal, life-line of Haryana. |

Panipat, December 23 According to the list released by its newly appointed general secretary, Mr Om Parkash Dhankar, in Panipat, 18 of the 79 executive members and office-bearers of the BKM are from the states going to the polls in
February. The BKM was re-constituted for the first time after Mr L. K. Advani became the BJP chief. While BKM president Anna Saheb MK Patil has included Dhankar of Haryana as its general, secretary, the second important post in the body, he had also not forgotten to give proper
representation to leaders from Bihar and Jharkhand. According to the list, the Radha Mohan Singh (Bihar) has been nominated as Vice-President, Binda Pasad Singh (Bihar) and Mr Kalicharan Singh (Jharkhand) as Secretaries Mr SK Mehta of Jharkhand was nominated as an executive member. Similarly, Mr Ganga Pandey (Bihar), Mr Dev Kumar Sharma (Haryana), Mr Jatashankar Pandey (Jharkhand), Mr Narsingh Tanda (Haryana), Mr Baleshwr Bharti, Mr Kameshwar Prasad Singh, Mr Ajay Kumar Sharma, Mr Pasurma Chaturvedi and Mr Dilip Kumar Pandey (all from Bihar), Mr Lalan Kumar Singh, Manju Dayal Jaiswal and Prakash Dayal (all from Jharkhand) have been appointed special invitees. Releasing the list, Mr Dhankar claimed that over 2,500 farmers had committeed suicide during the six months of the (UPA) government. Mr Dhankar said 1800 farmers ended their lives in Andhra Pradesh, followed by 419 in Karnataka, 450 in Kerala, 350 in Maharashtra and one in Haryana. |
Ex-SHO surrenders in court, remanded
Rewari, December 23 Sri Ram Yadav surrendered in the CBI court at Ambala on Monday after his bail plea had been rejected by the Punjab and Haryana High Court. The High Court had ordered him to surrender before a trial court at Ambala. Meanwhile, The CBI has issued non-bailable warrant against another accused, Sub-inspector Lekh Ram, who failed to appear before the court on Monday. Lekh Ram, who had been the SHO of the Rohrai police station at Palhawas in this district, has been sent to the Police Lines by the district police chief. Sri Ram Yadav retired as SHO in 2002. He and Lekh Ram had been remanded to judicial custody by a local court in the case earlier also but the Chief Judicial Magistrate of Rewari discharged them paving the way for their release. |
Haryana leaders mourn Rao’s death
Chandigarh, December 23 A former Haryana Chief Minister and president of the Haryana Congress, Mr Bhajan Lal, said Mr Rao was an able administrator and an experienced parliamentarian. A linguist of repute, Mr Rao’s contribution would be remembered for all times to come. A former Haryana Congress President, Mr Bhupinder Singh Hooda, also expressed grief over the death of Mr Rao. |

Dabwali, December 23 Talking to The Tribune, general secretary of the association, Vinod
Kumar Bansal, said the state government should fulfil the demand of the
affected families. He said photographs of the deceased should be
displayed at the memorial.
Sources say the administration constructed the memorial at a cost of
Rs 10 lakh, but it remained locked throughout the year.
Mr Bansal said the association was keen to get control of the
building.
Meanwhile, the association urged the administration and the public to
give utmost importance to safety while organising any function. Accusing
the authorities of ignoring safety measures in the town, the general
secretary said they were waiting for an accident to happen rather than
adopting preventive measures.
The association organised religious programmes in memory of the
victims. |
Duping of investors: 3 more postal employees held
Sonepat, December 23 According to police sources, the arrested employees are Mr Hukam Chand, Ms Meena Chhabra and Ms Kamla Devi. They were produced before a Judicial Magistrate here today who remanded them in judicial custody for 14 days and sent them to jail. The police, it may be recalled, had already arrested an Assistant Postmaster in this connection. The number of arrests made by the police in this connection has now risen to four. Five more employees are still wanted in the case. Manohar Kumar had duped people by appointing some bogus agents in connivance with postal employees. The scandal came to light when some of the investors came to know about the disappearance of Manohar Kumar along with his family members. They informed the police and a case was registered against him. The police has failed to arrest Manohar Kumar. Meanwhile, Indian Oil Company has cancelled the dealership of Kumar Gas Company owned by Manohar Kumar and has affixed notices on the agency and godown in this regard. Consumers have been asked to get the refills from other agencies. |

Bhiwani, December 23 The Chairman of the board, Brig O.P. Chaudhary, gave away the medals to the students. The schools, which showed excellent results on the qualitative and quantitative basis, were also given trophies. Twelve students of middle, matric and senior secondary (academic and vocational) annual examinations, 2003, were given medals. Gold and silver medals were given to six students each. The nine schools which showed excellent results during 2003 were given trophies. Poonam Kumari of Bharatiya High School, Nangal Moondi (Rewari), who stood first in the matric examination-2003, was given the Dr Kalpana Chawla Memorial Award and Rs 25,000. As many as 16 students of middle, matric and senior secondary (academic and vocational) annual examinations, 2004, were given nine gold and seven silver medals. Nine schools were given trophies for showing excellent results. Priyanka of Rawal Public Senior Secondary School, Ballabgarh (Faridabad), who stood first among girls in the matric examinations, 2004, was given the Dr Kalpana Chawla Memorial Award. A cultural programme was presented on this occasion. |
