Govt anti-people, says Congress
Nathusari Chopta (Sirsa), October 31 Mr Surender Singh blamed the Chief Minister, Mr Om Prakash Chautala, for not fulfilling pre-poll promises. He said water and electricity rates had gone beyond the reach of the common man. The government, he said, had promised to provide free power and water but nothing was done. The state Congress President, Mr Bhajan Lal, promised to provide a job to one person from each family if they came to power. He lauded the role of Gandhi family for their patriotism. On the death anniversary of Indira Gandhi, he said the family had always sacrificed for the country. Blaming the Chautala government for taking “anti-people” steps, he said the party would take welfare steps for the state. Announcing a number of sops, Mr Bhajan Lal said the party would provide interest-free loans and hike old-age pension to Rs 300 a month. He hinted that the candidate for the Darba constituency for the forthcoming elections would be from this village only. Dr K.V. Singh had contested the previous two elections from the area and belonged to the Dabwali area. Mr Shamsher Singh Surjewala, a senior Congress leader, had a tough time as the audience started hooting soon after he started the speech. He blamed the Chautalas for amassing property. He alleged that the family was involved in a number of crimes in the state. |

Cong may allot 33 pc seats to women Ambala, October 31 Talking to mediapersons last evening at the residence of DCC president Kiran Bala Jain, he said the party had started the initial process of selecting suitable candidates for various Assembly segments in Haryana. He said the party loyalists and clean-imaged workers would be given preference. He said he would visit the various Assembly constituencies to assess the consensus of the party workers in this regard which would be pass on to party high command. When pointed out that the HPCC chief, Mr Bhajan Lal, had recently stated in a press conference in Ambala that the candidates for the coming elections were listed on his tips, he said that he was not aware of it. |
Cong misleading people on old-age pension: Sampat
Fatehabad, October 31 The minister was addressing a meeting of Indian National Lok Dal workers here. He was mobilising workers for the November 1 rally of the party at Kaithal. The INLD leader said the Congress, which was promising an increase the old-age pension in Haryana to Rs 300 per month, should also inform the people in how many Congress-ruled states old-age pension was being paid. He said the state government had spent Rs 1750 crore on old-age pension during the past five years. The minister claimed that the INLD government had created a record of developmental activities in the state. As a result, Haryana was one of the most-developed states in the country now. He said the state, which did not have a single university when it was carved out of Punjab, could now boast of five universities. As against one medical and one engineering college at the time of inception, the state now had three medical and 35 engineering colleges. Mr Nishan Singh, district president of the INLD, Ms Swatantra Bala Chowdhary, MLA, and Dr Sushil Indora, former MP, were present on the occasion. |

Kurukshetra, October 31 Announcing this under the ‘Sarkar Aap Ke
Dwar’ Programme in its fifth phase at the grain market, Babain, 30 km from here yesterday, the Haryana Chief Minister, Mr Om Prakash Chautala, said the repair works of all roads and government buildings would be completed by December 31, 2004. Mr Chautala, who was listening to the problems of the 60 and 95 village panchayats falling under the district and Yamunanagar, respectively, redressed their collective problems including construction of Harijan and Backward Classes chaopaals, village school rooms, retaining walls, school boundaries, gaughats, panchayat ghars, community buildings and female toilets etc. More than Rs 15 crore had already been spent on the completion of various developmental works in the district during the past four phases, he added. Mr Chautala also declared that Rs 2.5 lakh would be granted to that village panchayat, which would deposit a sum of Rs 25,000 with the state government for the construction of aanganwaari centre in the village and 90 per cent amount would be provided by the state government under ‘Sav Jal Dhaara Yojna’ to those village panchayats which would deposit 10 per cent amount for drinking water to the government. A survey was being conducted to identify the families below poverty line and after the survey was over, yellow cards would be distributed among those families and they would be given free electricity connection, he added. To promote sports in the rural areas, Mr Chautala said the village panchayat, which would deposit Rs 75,000 with the government would be granted a sum of Rs 2.25 lakh for the construction of stadium in that village. He said the youth clubs were being granted a sum of Rs 60,000 for the purchase of sports material. After this, Mr Chautala laid a foundation stone of 66 kv sub-station at the adjoining Lohara village. The sub-station would cost Rs 7.71 crore and would spread over 6 acres of land. When completed, the population of 20 villages, including Lohara, Rudki, Khidki, Prehladpur, Dhanera, Halalpur, Kaliraon, Sultanpur, Ghadaula, Jalaludeen Majra, Barghatkhair, Bhallar, Bhallari and Behlolpur would be benefited. The Haryana Transport Minister, Mr Ashok Kumar Arora, Haryana Sugar Federation, Chairman, Mr Banta Ram, MLA, Mr Balwant Singh, former MP, Ms Kallasho Saini and district officers from here and Yamunanagar were among those, who were present on the occasion. |
Chautala govt accused of misleading backward classes
Chandigarh, October 31 In a statement issued here today, the president of the morcha, Mr Karamvir Saini, said after coming to power in 1999, Chief Minister, Om Prakash Chautala appointed six members of the backward classes as Chairmen of various boards and corporations and promised party tickets to at least one member of the backward classes in each district. Mr Saini said the backward classes were misled by these actions of the INLD supremo and voted for the ruling party in a big way in the last Assembly elections. However, he alleged, after winning the elections, he did not kept his promise of nominating at least one member of the backward classes from each district. Moreover, he also removed the Chairmen of the community one by one in a humiliating manner. The Chief Minister also disbanded the Backward Classes Welfare Board set up under the Congress regime. No representation was given to them in the Cabinet. Mr Saini said the backward classes were disillusion with the Chautala government and voted for the Congress during the last Lok Sabha elections. It was now for the Congress leadership to retain the votes of these communities by giving them due representation in the next Assembly elections. He said to consolidate the backward classes, the morcha would organise rallies. The first of such rallies would be organised in Bhiwani on November 6, followed by a rally in Sonepat on November 15 and in Indri town of Karnal district on November 21. |

Kaithal, October 31 Mr Surjewala was addressing a public meeting at
Rajound, 25 km from here, yesterday. Mr Surjewala said that Mr Chautala was trying to regain the confidence of the people which he had lost due to anti-people policies. The people voted against the INLD in the last Lok Sabha elections. Mr Surjewala said that in the recent recruitment for various government jobs, a major share was given to Sirsa, the home district of the Chief Minister, and added that it was grave injustice to the youth of other districts. |

Govt vindictive towards union, says leader
Chandigarh, October 31 He alleged that recently six leaders of the Faridabad and Jind depot units of the union had been transferred. He said instead of accepting just demands of the union, the authorities were victimising employees. He said the union would hold an emergency meeting of its state secretariat in Jind on November 2 to discuss the proposed gherao of the Kurukshetra house of the Transport Minister, Mr Ashok Arora. It would also discuss measures to launch a direct agitation in support of its demands, which included payment of bonus. |

Rs 1 lakh penalty on doctor for wrong treatment
Yamunanagar, October 31 A resident of Sadoura village, Ms Babli, got herself admitted to the ‘All Well Hospital’ at Radaur being run by the doctor couple for delivery in 2002. Babli gave birth to a boy and paid Rs 1,600 as delivery charges. However, Babli complained of pain in her stomach and was re-admitted to the hospital on August 6, 2002. The doctor, Dr Anita Guttan, again operated upon her. This time Babli paid Rs 5,300 as operation costs. After a few days, Babli again developed pain in her stomach. The doctor operated upon her again. Even after the third operation, the condition of Babli did not improve. This time Babli changed her doctor and also moved the consumer court. The court ruled in favour of Babli and asked the doctor to pay Rs 1 lakh as compensation besides Rs 23,500, as the cost of three operations. It may be mentioned here five patients had complained of loss of eyesight after being operated by them while a woman had died after giving birth to a baby. |

Blood donation camp organised
Ambala, October 31 Former minister Phool Chand Mulana inaugurated the camp. As many as 31 workers of the cell donated blood. The district president of the cell, Mr Puran Prakash Saini, and HPCC organising secretary, Mr Viresh Shandilay, were present on the occasion. The District Youth Congress distributed sweets and milk in Civil Hospital and in lepers colony. The president of Ambala Youth Congress, Mr Tarun Chug, and president of the rural unit Mr Bhoom Singh Rana, and a few other senior leaders of the Youth Congress were present in the lepers colony. The district unit of the Mahila Congress organised a meeting to pay tributes to Indira Gandhi. The district president of the Mahila Congress, Ms Amarjit Kaur Sodhi, asked the party workers to follow the path shown by Indira Gandhi. The District Congress and Block Congress Committee jointly organised a meeting at Congress Bhavan in Ambala City to remember Indira Gandhi. Former DCC president Balwant Gupta, senior leader of Congress Sewa Dal Raj Kumar Gama and block president Rajesh Bansal paid tributes to Indira Gandhi in the meeting. Applications for insurance scheme may be cleared
Yamunanagar, October 31 The ambitious scheme of the Chautala government had run into rough weather after the National Insurance Company with which the government had tied up for the scheme last year "refused" to renew the contract. The contract had lapsed on October 1. However, applications kept pouring in with the district administrations of the state. The Department of Social Justice and Empowerment, however, asked all Deputy Commissioners not to refuse anybody and accept new applications. After negotiations with another insurance company, the department entered into an arrangement with New India Assurance Company. Under the scheme, which was launched on October 2, 2002, if the lone earning hand of a family dies, the family will get Rs 1 lakh as compensation. Similarly, in case of a disability of the earning member, the family will be getting Rs 25,000. Sources said the government had paid Rs 4 crore as premium to National Insurance Company for the scheme. “National Insurance Company paid a compensation of about Rs 10 crore under the scheme to several hundred people”, said Mr Om Pal Singh

Tanwar. As many as 266 persons had applied for the scheme in Yamunanagar district, but 33 applications were rejected on various grounds. As many as 108 families received an amount of Rs 1 lakh each after the lone earning member of the families died, and four families got Rs 25,000 each as the earning member was disabled. |

Rohtak, October 31 This will be the second consecutive term as president for Dr Nehra. He is also the vice-president of the All-India Federation of University and College Teachers Organisations. According to the returning officer Dr Surinder Kumar, nine were elected to the executive committee unopposed. They were: Mr Ajmer Singh Kajal, Mr Amar Singh Verma, Ms Aparna Bhardwaj, Mr H. S. Ratnoo, Mr N. K. Rattan, Mr Rajiv Kumar, Mr Subhash Mr Chander Sharma, Ms Sudha Jain and Mr Sunil Chaudhary. |
Pak scientists to attend congress

These visits would provide an opportunity for exchange of scientific knowledge between the two countries, he added. The session would be attended by a large number of other foreign scientists, including Nobel laureates, from the USA, the UK, Japan, China, France, Germany, Malaysia and Thailand. Mr Sam Pitroda, who brought about the telecom revolution in India during the eighties, would deliver a special lecture, according to Dr S.P. Singh. Up to 8,000 Indian and foreign scientists were expected to attend the five-day session, which would be formally inaugurated by the Prime Minister on January 3, 2005, while the President, Dr A.P.J. Abdul Kalam, was expected to address the session on January 5, added Dr S.P. Singh. |
Three shops burgled
Ambala, October 31 One of the shop was a beauty parlour. The thieves took away cash and some cosmetics from there. The offices of two finance companies were sited in other two shops. The thieves did not pick up the air conditioners of the shops. The police registered a case in this regard and investigating the incident. Recently the Ambala police has nabbed a gang of thieves involved in several theft incidents in the city and cantonment area but even than the graph of theft incidents is not dropped off. |

Body of youth recovered from pond Ambala, October 31 The police took out the body from the pond and sent it to the local Civil Hospital for post-mortem examination. Three days back, the bodies of two youths were also recovered from the pond of municipal park. |
