Train engine catches fire

The engine of a Panipat bound passenger train caught fire at a place 5 km from here today but there was no report of casualty, official sources here said. The EMU shuttle train left Sonepat at 2 pm and reached Sandal Kalan railway station where its engine caught fire.

3 killed, 5 hurt in mishaps

Three persons, including a woman, were killed and five others injured in two separate road accidents in this district yesterday. The deceased have been identified as Dinesh of Jati Kalan, Brijesh of Basant Vihar and Sudesh of Rohtak.

BJP responsible for price rise, says Chautala

Rohtak, April 4
Haryana Chief Minister and ruling INLD party supremo Om Prakash Chautala has held the Vajpayee-led NDA government responsible for “rising prices” of several commodities in the country.

Addressing an election meeting in support of his party candidate, Major General Bhim Singh Suhag (retired), at Sampla town in Hassangarh assembly segment of Rohtak constituency on Saturday, Mr Chautala alleged that the BJP, which was leading the NDA government at the Centre, had collected thousands of rupees for the Lok Sabha elections from capitalists.

Those who had given large amounts of money to the ruling party at the Centre were recovering their money from common people by raising prices of various articles of common use, including sugar, diesel, petrol, cement, steel and cooking gas, the INLD supremo said and dubbed the BJP as a party of capitalists.

Alleging that the NDA government in the last budget gave several relaxations to the rich by lowering the tax rates on various luxury items like air conditioners and mobile telephones, Chautala said the Budget did not provide any relief to over 80 per cent of the population, including farmers and labourers.

The Chief Minister offered apology for not being successful in fulfilling the expectations of the people and urged them not to take revenge in the Lok Sabha elections. — PTI

INLD will win all 10 seats, claims CM

Yamunanagar, April 4
The Indian National Lok Dal (INLD) will win all 10 Lok Sabha seats in Haryana, said Mr Om Prakash Chautala, Chief Minister, Haryana, on his tour of the district here today.

Addressing an election rally at Chhachhrouli, 12 km from here, he said his government was taking all steps to increase power generation, which had been increased by 828 mw and was trying to complete the SYL so that Haryana could get more water for irrigation.

The Chief Minister said Haryana was second in the country in the supply of software, and he had visited several foreign countries to invite investors to give boost to information technology. His government had introduced English from class 1 and computer education from class VI in the state so that Haryana could become number one in the country in the information technology sector. He said 4420 km new roads had been built and 20,000 km of roads had been repaired during the past few years.

Campaigning for Mr Balwant Singh, party candidate from the Ambala constituency, Mr Chautala informed that Rs 26,000 crore had been spent by his government for the development of the state in the past four years. He said that he had increased the health budget from 66 crore to 410 crore and 265 primary, 1,037 middle and senior secondary schools, nine colleges and one new university had been started in the state in the past four years.

He said Rs 150 crore had been spent in the Chhachhrouli constituency, 65 crore in Jagadhri, 40 crore in Radaur, 82 crore in Sadhaura and 64 crore in the Yamunanagar constituency for developmental activities.

Mr Chautala said he had given five Lok Sabha and 29 Assembly seats to the BJP during their alliance, but in the Assembly poll, they could win only six seats because they had no base in the state.

Earlier, state INLD president, Mr Sher Singh Badshmi, addressed the rally and said that under the leadership of Mr Chautala, Haryana had emerged as the real welfare state. The state is agog with development activities in sectors like industry, construction of roads, provision for social security, sports and education.

Later, Mr Chautala addressed a public meeting at Thana Chhaper and Alahar village in Yamunanagar district.

Lok Janshakti to contest all seats

The Lok Janshakti party, headed by the former Union minister Ramvilas Paswan, has decided to contest all 10 seats in the coming Lok Sabha elections in Haryana.

General secretary of the state Lok Janshakti Surinder Singh Hooda said the party had decided to contest elections independently as the party’s effort to form alliance with the Congress in the state had failed now.

Congress President Sonia Gandhi had refused the Lok Janshakti proposal to support their candidate from the Sonepat seat. Mr Shamsher Singh Malik had been declared the candidate from Sonepat. The candidates from the remaining nine seats would be announced soon by the party, Mr Hooda said.

The decision in this regard was taken by members of the party at a meeting held yesterday.

Jats seek OBC status

Jats of Haryana have again raised the demand of OBC (Other Backward Castes) status for the community in congruity with Rajasthan, Madhya Pradesh, Uttar Pradesh and Delhi at a time when the elections to the Lok Sabha are around. A resolution in this regard was passed in a gathering of the Jat community organised by the All-India Jat Maha Sabha (AIJMS) here today.

The national President of the AIJMS Mr Bharat Lal Dagar addressing the gathering warned all major political parties in the State that they could have to face the anguish of the Jats in the elections if the demand was not included into their manifestos.

“The Jats have now woken-up from slumber and nothing less than conferring of OBC status to the community in congruity with Rajasthan, Madhya Pradesh, Uttar Pradesh and Delhi would be acceptable to the community in Haryana”, he said. 

He expressed concern over the pathetic condition of a majority of the Jats in the country when the landholdings had decreased giving rise to unemployment among the youth, lack of educational opportunities for the children and above all reducing the economic resources.

Ms Kamal Mann, national Vice-President of the AIJMS announced that the organisation would soon launch statewide agitation in Haryana to press for the demand of reservation for Jats under the OBC category. 

“Despite, being the fact that Jats constitute about one third of Haryana’s population and are a politically dominant, the irony is that none of the politicians are serious to provide more opportunities to the farming community in higher/technical education and employment”, she alleged.

She appealed to the Jat community to turn away from factionalism within the community and join hands to root out social evils like dowry, female foeticide and drug addiction so as to pave the way for a strong organisation that could collectively fight to get its rights in a more effective and organised manner.

The State President of the AIJMS Mr Kuldip Gochhwal demanded from the State Government to implement the recommendations of the Gurnam Singh Commission, which had categorised Jats, Bishnois, and Tyagis etc as Backward Castes.

Lashing out at Chief Minister Om Prakash Chautala, he said that Tau Devi Lal had constituted the Gurnam Singh Commission during his tenure as Chief Minister but Mr Chautala was not fulfilling his dreams by implementing its recommendations. 

“Though the panel’s recommendations were unanimously cleared for implementation by the State Assembly in the last decade it was allowed to lapse with the passage of time”, he added. Satirically commenting upon the Jat politicians of the State he said, “Yeh log jaton ke naam par jhoothi rajniti karte hain”.

Mr Ram Veer Verma, national General Secretary of the AIJMS said that the Jat community over the times with the decrease in landholdings has become economically very poor; therefore, the demand of reservation was justified. He disclosed that as many as 2.65 lakh posts of the Union Government reserved for the OBC’s were lying vacant that could be filled from among the Jats.

Among others who also addressed the gathering included Mr Satbir Sehrawat President of the Delhi unit and Mr Padam Singh President of the Madhya Pradesh unit of the AIJMS.

Later, a deputation of the office-bearers of the organization submitted a memorandum addressed to the Chief Secretary of Haryana through the District Magistrate Mr RS Doon demanding reservation for the community in the OBC category.

Industry looks forward to better Indo-Pak ties

Ambala scientific instruments manufacturing industry is eagerly looking forward to better Indo-Pak relations.

The improvement in ties will prove to be a boon for the industry. Before the relations between India and Pakistan deteriorated, significant quantum of trade used to take place in the science industry.

Dr N.C. Jain, Chairman, Haryana Exporters Association, observed that better ties between India and Pakistan would be beneficial for trade in both countries. “We have demanded that there should be convertible currency and free trade must be permitted. Besides, easier trade visa for businessmen is a pre-requisite,” he said.

He said the industry based in Ambala could send across the border a wide variety of products which were in constant demand. Besides scientific instruments, the products which could be exported to Pakistan include surgical instruments, medical instruments, laboratory chemicals and electrical appliances.

Dr Jain pointed out that since the educational system being followed in Pakistan was similar to the one in India, the requirements for instruments in schools and colleges was also the same. “We are well aware of their need and we can fulfil it at much cheaper rates than the international prices. There is a need for the government to facilitate the trade,” he said.

However, scientific instruments exporters at Ambala are unhappy with the restriction imposed on Pakistani nationals from entering the area since it is a cantonment. “The science industry is primarily based at Ambala cantonment and Pakistani businessmen face restrictions. This make things difficult,” an exporter said.

The exporter said: “Although the security agencies need to carry out their job, it is mostly a hindrance for us. First of all, the authorities concerned do not talk politely to Pakistani businessmen. They talk to them as if the Pakistani businessman has committed a grave crime. While senior officers understand this problem, the constabulary fails to appreciate it.”

Citing another problem, the exporter said the Pakistani businessmen cannot stay in hotel in Ambala cantonment. “Even though we are based here, the Pakistani businessmen have to reside at Ambala City since it is a cantonment. Interestingly, the Pakistani businessmen cannot even stay in Kingfisher Resort on the GT road,” he said.

“A major problem faced by the Pakistani businessmen when they stay in Ambala City is that they have to get their money exchanged at Ambala cantonment”, he stated.

Lecturer to present paper in Spain, Russia

Dr Rakesh Bhardwaj, a lecturer of chemistry in Dayal Singh College here, has been invited to present oral and poster presentation on his research work in the field of solvent chemistry in Russia and Spain by the institute of Solution Chemistry and the European Society of Sono-Chemistry.

Dr Bhardwaj said here yesterday that his research paper entitled “Volumetric and transport properties of binary liquid mixtures of alkoxy-ethanol with alkyl-acetates at 298.15 Kelvin” has been accepted for oral presentation in the 9th international conference on “The Problems of sovation and complex formation in solutions’ organised by the Institute of Solution Chemistry, Ivanovo, from June 28 to July 2, 2004, at Plyos in Russia and a poster presentation in the 9th meeting of the European Society of Sono-Chemistry at Badajoz in Spain from April 25 to April 30.

He said the main focus of his research had been on measurement, analysis and interpretation of the thermodynamic and physicochemical properties of binary liquid mixtures of “alkoxyalkanol” and “polyethers’ compounds that had more potential to act as blending agents in gasoline as they enhanced the octane power and reduce the pollution.

He claimed that his research would benefit the petroleum industry to improve the quality and efficiency of fuel. “Since, alcohol is the sole blending agent at presently used in gasoline, the new compounds have also opened the doors for making this fuel to reduce the emission of pollution”, he said.

Dr Bhardwaj has earlier been awarded a prestigious summer research fellowship by the Indian Academy of Science, Bangalore. The Tata Institute of Fundamental Research had also appointed him as honorary academic adviser in the international chemistry Olympiad organised in 2001. Besides, a UGC award on minor research projects is also to his credit. He was also invited in the 28th International Conference on Solution Chemistry held at University of Debrecen (Hungary) from August 23 to 28, 2003.

Poverty seems to be no handicap for Jyoti who has topped the 8th class exams in Haryana, conducted by the Haryana School Education Board. Scoring 98 per cent marks by attaining 587 marks out of 600, Jyoti has brought laurels not only to his family, but also to the city.

Walking up the merit list with admirable ease, Jyoti has done more than proud to her family, especially her father who works as driver in a local factory. Putting hardship behind her, confident Jyoti has indeed sworn to redeem her poverty. By making it big in a life, she has no dearth of inspiration to follow her dream, with her father standing right her back ready to guide her if ever she feels low.

When this correspondent went to Jyoti’s house at 164, Saini Pura colony, Gali number-3, near Jatal road, naturally elated with the result, Jyoti’s father Ram Niwas Saini, said “I had always wanted my children to be educated because I had studied till X. I could not persue further study due to financial constraints. I made it a point to sent my children to school”.

Expressing surprise with Jyoti’s result, Mr Saini said “ I had however not expected of Jyoti to do so well”. She has strengthened my resolve, he further added.

The modest girl, who was busy in helping her mother in domestic work said, “I have studied hard as I want to be a doctor to help poor persons”. I have seen persons suffering a lot of pain. So I will do everything to reduce their pain. My father is putting in hardwork to fulfil my requirement”.

Talking about her result, Jyoti said, “I had never joined tuition. I only revised whatever taught in the class. I wanted to score more than my sister who had got 92 per cent in 8th class. My sister, who appeared in X class examinations, and school teachers had guided me to achieve success ” Jyoti added.

Jyoti’s father, who had four daughters, said, “In spite of the fact that Jyoti has topped in Haryana, neither the district administration nor the state government has extended any support for further study. Although the District Education Officer(DEO) and several other organisations had honoured Jyoti for her achievement. If the district administration could give her scholarship, it would have been of great help for her”, he added.

Expressing a little relief, Jyoti’s father said, Ms Sarita Sharma, Principal of Aravali Public School, had assured me of fee concession till class X. She would also be provided books free of cost.

Retrenched staff hold demonstration

Rohtak, April 4
Retrenched employees of the Haryana State Government Departments, Boards and Corporations held a demonstration in semi-naked condition, along with their family members, and resorted to begging here in protest against the Om Prakash Chautala Government.

Several sacked employees of the Haryana State Minor Irrigation and Tubewell Corporation (HSNITC), Confed, State Small Scale Industries and Export Corporation and Policemen’s services were terminated on the directions of the Supreme Court, assembled at the local Mansarovar park yesterday.

Holding banners and placards and shouting slogans against the Chautala Government, the protesters, some of men half-naked and a few them wearing black dresses, marched in procession which passed through the main bazars and localities of the city.

Some of the protesters, holding bowls in their hands, also resorted to begging as a mark of protest to demonstrate that they had no sources of livelihood following their retrenchment from service by the Chautala Government.

The procession culminated at the Deputy Commissioner’s office, where a memorandum was submitted urging the Governor to direct the state government to reinstate all sacked employees. — PTI

Haryana urged to screen complaints against doctors

The Indian Medical Association (IMA) president Kurukshetra unit Dr P.K. Soni, in a press note here yesterday hailed the decision of the Punjab Director-General of Police, Mr A.A. Siddiqui, prohibiting the immediate arrest of doctors in cases of alleged negligence.

Dr Soni said the unit had requested the Haryana Chief Minister, Mr Om Praksh Chautala, and the Haryana Director-General of Police, Dr M.S. Malik, to follow the decision as the Kerala Government had already issued a notification changing the criminal procedure to be adopted in investigating the cases of alleged medical negligence.

Dr Soni said that the unit had also urged upon the president of the State Consumer Forum to get screened public complaints submitted against doctors to avoid unnecessary harassment to them.

Train engine catches fire

Sonepat, April 4
The engine of a Panipat bound passenger train caught fire at a place 5 km from here today but there was no report of casualty, official sources here said.

The EMU shuttle train left Sonepat at 2 pm and reached Sandal Kalan railway station where its engine caught fire.

On seeing the fire, passengers rushed out of the coaches in panic. However, none was hurt in the process. Railway officials cut off the power supply above the Railway track to avert any big mishap. Firebrigade personnel doused the flames.

Train services on the Delhi Ambala-Kalka section of the Northern Railway remained disrupted for several hours following the fire. At least 12 incoming and outgoing trains, including Maol, Express, Superfast and Shatabdi trains were held up at nearby railway stations. — PTI

According to information, the drivers of two jeeps — Dinesh and Brijesh — were killed and three others travelling in the vehicles injured in a collision between their vehicles and a truck on the northern bypass here. In another road mishap, Sudesh was killed and her husband Darambir and their son Sunil were injured when their scooter was hit by a truck on the Rohtak-Jhajjar road near Mayana village yesterday. The police has registered cases against the drivers of the two trucks involved in the mishaps. — UNI

Jain school bags merit positions

S.A. Jain Senior Secondary School in the city has achieved maximum merit position in middle standard examination in the category of the government aided recognised schools in the district.

The Principal of the school, Mr M.I. Bansal, said here today that 15 students of his school are placed in the merit list.

Similarily in IV standard examination organised by the NCERT, 48 students of the school got merit position. All students of this class were declared passed, he added.

Plea to shift bus stand

Ambala, April 4
The Jan Kalyan Samiti, Haryana, has suggested that the Mahesh Nagar bus stand should be shifted to near the Tangri bridge.

The samiti observed that the lack of space at the bus stand at Mahesh Nagar is a matter of concern. Traffic jam is caused due to the buses standing on the sides and hardly any space is left. The lack of space can lead to accidents, a release said. The samiti pointed out that a piece of land near the bridge will provide ample space for turning of local buses. Polio drops administered

FATEHABAD: Deputy Commissioner Mahtab Singh Sehrawat today inaugurated the first phase of the pulse polio drive in this district by administering polio drops to kids in the local General Hospital today. Civil Surgeon R.C. Aggarwal and District Health Officer N.K. Goyal were present.

YAMUNANAGAR: Chief Minister Om Prakash Chautala administered polio drops to an infant in Panjupura village 5 km from here, today under the third round of polio eradication programme in the district. This programme will continue for the next three days.

Civil Surgeon S.C. Bhardwaj said under this programme about 1.64 lakh children had been given drops. For this purpose 754 polio centres and 18 mobile teams, assisted by 2,314 volunteers, had been pressed into service.
