Wrestler-criminals scare night travellers Rohtak, December 11 These wrestlers are members of dozens of akharas dotting both sides of this stretch of the highway. They had been hired by various candidates for doing the obvious in the recently concluded elections. With their departure to Delhi over a month ago, the highway had become safe for motorists. Now that they are back in action, motorists have become wary of travelling late in the night. Incidents of motorists being forced to stop and handing over their cash and valuables have become commonplace once again. Most such incidents go unreported as motorists do not want any hassles by reporting to the police. Police complaints are lodged only in major cases involving injuries or car snatching. The general tendency is to thank the Almighty for being let off lightly. This, however, creates a vicious circle as it emboldens the criminals, and encourages them to claim more victims. The menace has spread even to the state highways and link roads branching off this highway. Incidents of looting and vehicle snatching on such roads too are becoming commonplace. Over the years, the number of such wrestlers has grown as more and more jobless youths have taken to crime in the area. This has led to proliferation of illicit arms, mostly desi
kattas, in the villages. Elderly villagers have no compunction admitting that in many villages almost every household has one such arm. Insiders say the situation has become so serious that blacksmiths belonging to a particular community from Uttar Pradesh visit the villages frequently and make ‘desi kattas’ on the spot for the asking. Besides being cheaper, the availability of illicit arms on the doorstep eliminates the risk of being apprehended on way home from UP towns where these are easily available. The proliferation of arms has fuelled crime in the area. The ever-increasing number of speed-breakers on the highways in Haryana especially in Jind, Rohtak, Bhiwani, Hisar and Jhajjar districts is also attributed at least partially to increasing crime on the state’s highways. Most of these are so steep that motorists have to come to a dead stop to negotiate these. This makes the task of criminal youths easier. Though in most cases the criminals operate on the periphery of their own villages, it is still hard for the police to apprehend them for lack of public cooperation. Motorists now prefer to move in groups of three to four vehicles driving down with bumper to bumper proximity. At night, one can find motorists waiting at dhabas on the Delhi-Haryana border for others to come so that they can muster strength in numbers. Others prefer to drive a few metres ahead or behind Haryana or Rajasthan Roadways buses plying on night services. Even truckers move in groups. The emergence of the high-profile Haryana Highway Patrol Police has not made any difference to the situation. This incarnation of the state police registers its presence on the highway mostly in the day stopping those driving without seat belts. |
Cops told to be people-friendly Fatehabad, December 11 The Inspector-General of Police, Hisar Range, Mr Resham Singh, presided over a meeting of police personnel in the new Police Lines here. The meeting was aimed at knowing the problems of the cops working in the district. The district police chief, Mr Des Raj Singh, was also present. The IG inquired about the problems faced by the police personnel and issued instructions for their redress as, he said, the working of the police could improve only if better working conditions were provided to them. He also directed those in charge of police stations to improve the sanitary conditions in their ‘thanas’ and improve public dealings to help provide people- friendly face to the police. He also told them to wear proper and neatly washed and ironed uniforms while on duty. The police also organised a seminar on ‘Crime against women and pre-determination of child’s sex’ in the General Hospital at Tohana in this district today. Ms Kaushalya Devi, Sub-Inspector, and in charge of the women’s nodal cell in the district, Dr Meena, and several women social activists participated in the seminar. The speakers expressed concern over the sharp decline in the male female ratio in Haryana and said it had already assumed alarming proportions and any laxity at this point of time could bring disastrous results for society. The police also organised a programme for ‘Traffic rules awareness drive’ at Bhuna in this district today. Led by Mr Bir Singh, Sub-Inspector, cops gave information about traffic rules to students in Government Senior Secondary School. The police also challaned 154 vehicles for not possessing the necessary documents. |
Zoning plan of two Gurgaon sectors
changed, Chandigarh, December 11 Addressing a press conference here Mr Dalal said Sectors 33 and 34 of Gurgaon were originally designated as information technology sectors. But now the government had changed the zoning plan of these sectors without the approval of the Cabinet or the National Capital Region Planning Board. Exhibiting copies of the advertisements and orders issued by HUDA in this regard, Mr Dalal said the government would allot plots at the proposed marble market at highly subsidised rates. HUDA, he said, would suffer a loss of about Rs 20 crore on this account. The rate in the marble market had been fixed at Rs 2,700 per sq. yrd. against the market price of Rs 15,000 per sq. yrd. Mr Dalal said if the government had no vested interest, it should have put these plots to auction like other commercial property sold by HUDA. The auction, he said, would have fetched HUDA a huge profit. He said earlier HUDA had advertised that only the existing marble traders of Gurgaon were eligible for the plots. However, this condition was later dropped so that the government could oblige its favourites. Urging the Governor to stop the allotment of these plots, Mr Dalal said the government had arbitrarily given permission for change of land use in several other sectors of Gurgaon as a result of which the city was facing traffic problems. Ridiculing the INLD claim that it had emerged as the third force in Rajasthan, Mr Dalal said why the party was not talking of Delhi also where all its candidates had forfeited their security deposit. He said Mr Chautala should also clarify that how much money his party had spent in Rajasthan and how much travelling allowance had been claimed by officers for campaigning in the desert state. Referring to HVP President Bansi Lal’s announcement that he would take action against those officers who had implicated innocent persons in false cases on coming to power, Mr Dalal said the former Chief Minister should first declare that he would sent Mr Chautala to jail for indulging in political vendetta. |

society accused of encroachment Hisar, December 11 Mr Atma Ram Goyal, president of the council, today filed the application under Section 35 of the Haryana Municipal Act and Sections 4,5 and 7 of the Public Premises and Land (Eviction and Rent Recovery) Act. The court issued notices to the president and secretary of the society for January 8 in this regard. He urged that the society had illegally encroached upon 21 acres of land on the Bhanbhori road two years ago. The society had constructed six rooms and a gate on this land in the name of Shaheed Bhagat Singh College. He claimed that the council was the owner of this land. He said the council tried its best to get the land vacated, but failed. He urged the court to get the land vacated and demanded Rs 2,80,000 as compensation and rent. After getting elected as MLA from Barwala, Mr Jai Parkash had formed the society to set up a college. The society collected donations and constructed the college building but the government did not recognise it. The college was inaugurated two years ago and senior Congress leaders Bhupinder Singh Hooda and Birender Singh were also present on this occasion. They criticised the Chief Minister, Mr Om Prakash Chautala, for not recognising the college because of political reasons. |
Shifting of dairies to be ‘re-planned’ Ambala, December 11 Mr Vij said, “I discussed the matter and problems faced by dairy owners, like the high rates of land, location and the development of the site, with the Chief Minister.” He said the Chief Minister had agreed that the shifting of dairies should be re-planned in such a way that it becomes more attractive and does not put a burden on the owners. Incidentally, the site for the dairies has already changed thrice. Initially, land was acquired at Ugada Bada village. After the dairy owners protested, another site was suggested in Khuda Kalan. However, in Khuda Kalan, the proposed land had a dispute going on over it. After this, the search began again and the committee concerned decided in the favour of a price of land in Khojkipur village. The third site was considered to be more suitable since Khojkipur village is located close to Ambala Cantonment and is connected well by road. Moreover the land, measuring 20 acres, was sufficient to accommodate the dairies. But, the recent death of a dairy owner, in an accident on the GT road, is now being cited as a major reason why the dairy owners were reactant to shift. The dairy owner had died while returning from the site, where the dairies were to be shifted. The dairy owners said they should be given land with a better accessibility. “Also, if the site is far off from the town, the rate of milk will go up,” a dairy owner said. A senior district administration official said several rounds of talks had already been held with the dairy owners. “ We have finalised the shifting-out plan. The proposed sites will be much better as the dairy owners will be given proper area, with basic amenities like roads, drains and streetlights, besides a chara mandi,” he said. “We even considered increasing the number of installments so that there is less financial burden on the dairy owners. We are extending all cooperation to them,” he stated. |

IMA’s goodwill gesture to Pak patients Ambala, December 11 Dr Jaspal said a delegation of IMA comprising 34 doctors of Haryana, Punjab, Delhi and other parts of the country had gone to Pakistan on December 7 on a goodwill mission-cum-study tour on the invitation of the Pakistan Medical Council for the international conference. He said the medical associations had pledged to provide quality treatment to the poor of the two countries at affordable rates through exchange of technical expertise and cooperation at various levels. He said the doctors of Pakistan were of the view that they should not be subjected to territorial restrictions. Dr Jaspal said IMA had invited a delegation of the PMA along with a team of journalists to visit India for medical and cultural exchange. He said their invitation had been accepted and they would visit India in June. He added that the Indian team visited Islamabad and several other historical and religious places like Nankana Sahib. |

‘Sur Puraskar’ for Meera

Chander Trikha, Director of the Akademi, said here today the award
carried a cash prize of Rs 1 lakh, a citation, a shawl and a statue of
Saraswati. The name of Ms Gautam was recommended by a high-level
committee constituted by the state government. Besides, Dr Gautam,
the akademi had decided to honour four other scholars. While the Bal
Mukand Sahitya Puraskar would be conferred upon Dr K.C. Yadav, a
well-known Sanskrit writer, the Bal Mukand Gupt Patrakarita Puraskar
would be given to Capt Abhimanyu Sindhu, Editor, Hari Bhoomi, Rohtak.
Both these awards carry a cash prize of Rs 15,000, a citation and a
shawl. Dr Rajinder Swaroop Vats would be honoured with the Pandit
Lakhmi Chand Award for his significant contribution in the field of
folk literature. The award carried a cash prize of Rs 15,000, a
citation and a shawl. A special award — the Varishth Sahityakar
Samman award — would be conferred this year upon Shakuntala
Brijmohan in memory of Mr Devi Lal. The award carried a cash prize of
Rs 15,000, a shawl, a statue of Saraswati and a citation. Last year,
this special award was given in memory of Pandit Madhav Prasad Mishra.
The awards would be given by Chief Minister, Om Prakash Chautala at a

Railways seeks divine intervention Ambala, December 11 After the Khanna accident, which claimed several lives, it was decided to hold prayer meeting annually. The prayer meeting is scheduled to be held at the Railway Club in Rail Vihar. It is the same club where the fracas between two officials had taken place last week. It is not the only recent `distressing’ incident. About a fortnight ago, an engineer had sustained serious head injuries while he was undertaking work on a bridge between Ambala city and Shambhu.

Traders resent frequent power shutdown Ambala, December 11 Dr N.C. Jain, chairman of the federation, said the breakdowns had become a regular feature particularly during evenings which caused loss to traders and industry. The power breakdown period ranges from 15 minutes to one hour. He claimed that the complaints pertaining to power breakdown were not promptly attended to by the authorities. He said that during the breakdown period, the traders were forced to run generators. “We demand that during the peak business hours, there should not be any breakdown of electricity,” he said. |

NAAC team visits Govt College Ambala, December 11 According to Dr Bawa, the team assesses the status of a college, and helps it to tap its inherent strengths. He said besides authenticating self-assessment report, team members suggested improvements which would bring about qualitative changes. He said the team took several parameters into consideration and a conscious effort was made to look into the utilisation of available resources. “We give due allowance for different aspects. There is complete transparency in our functioning,” he observed. The other members of the team included Dr M.S. Shyamsundaram and Mr F. Parmar. The team also met students, alumni and parents. Books to be given at admission Chandigarh, December 11 Mr Bahadur Singh, Minister of State for Education, said here that text books for the second, third, fourth and fifth classes would be made available to the Primary District Education Officer by March 31, 2004, for distribution. The books for class I would be made available for distribution in the villages by village education committees and panchayats between April 7 to 15 free of cost. The text books for class VII would be collected by the District Education Officer personally from the NCERT depot. |

Training course for teachers Chandigarh, December 11 A spokesman of the parishad said here today that the strength of teachers in each training unit for primary schoolteachers would be 50 teachers and for upper primary schoolteachers where the training would be subject-specific, the strength would be 35 teacher per unit. Key resource persons had been currently imparting training to 4,370 master trainers at the SCERT Gurgaon, who, in turn, would train the in-service teachers at the village and block level. |

Lawyers go on strike Kaithal, December 11 An emergency meeting of the District Bar Association held here yesterday decided that lawyers would abstain from appearing in the courts from December 11 to 13 in protest against the increase in the process and application fees. Talking to mediapersons here today, Mr Kanshi Ram Nain president of the association said that resentment prevailed among the lawyers over the decision of the Centre to set up permanent lok adalats in the country and allowing the entry of foreign legal firms. He said that these decisions were detrimental to the
interests of both lawyers and litigants. |
