Three persons were killed and two others injured in two incidents at Mandi Khurd village in this district during the past 24 hours. Preet Singh, a resident of the village, and two sadhus were killed in two separate incidents. One of the sadhus has been identified as Charanjit Baba Fakkar while the other sadhu could not be identified.

The battle royale between sons of former Chief Minister Bhajan Lal and Chief Minister Om Prakash Chautala spilled over to the Haryana Olympic Association today.

Mr Chander Mohan, local Congress MLA, and son of the state Congress chief, Mr Bhajan Lal, who was unceremoniously replaced by Mr Abhey Chautala as president of the Haryana Olympic Association, when the latter’s father, took over as Chief Minister in 1999, today accused Mr Abhey Chautala of making an “undemocratic constitution”.

Releasing copies of the constitution of the Haryana Olympic Association to the Press today, Mr Chander Mohan said Mr Abhey Chautala had made amendments in the constitution by declaring himself a Life president of the association.

The constitution says”... Mr Abhey Chautala has since been unanimously elected as life president of the Haryana Olympic Association due to his personal efforts and outstanding contributions made by him... ”.

Mr Chander Mohan today said no body/association could have a life president and said they would threaten this “undemocratic clause in the constitution” in the court.

This is the second salvo fired at Mr Abhey Chautala by Mr Chander Mohan, after the former’s announcement of contesting the next Assembly elections from Kalka Vidhan Sabha constituency.

Recently, Mr Abhey Chautala had toured the entire constituency and had held public meetings, blasting the Congress and claiming that the ruling Indian National Lok Dal (INLD) was the only hope for the people.

Earlier, Mr Chander Mohan had challenged Mr Abhey Chautala and claimed that the voters of this constituency would teach him a lesson at the hustings.

This was after Mr Chautala had called Mr Chander Mohan a “dumb MLA”, who never highlighted the problems of Kalka constituency on the floor of the house.

Mr Chander Mohan also claimed that as many as 176 MLAs from the ruling party had approached them and asked them to overthrow the INLD government.

He said once they managed support of 18 MLAs, they would approach the governor and ask for a re-election in the state.

Reacting to the recent spate in robberies in the district, Mr Chander Mohan blasted the district police for not doing its duty of effective policing, and concentrating on “the security of Abhey Chautala while on his umpteen tours in the district.”

Chander Mohan denies rift in Cong

The purpose of Congress workers sammelan was to strengthen the party in Haryana, said Mr Chander Mohan Congress MLA and son of Mr Bhajan Lal, President, Haryana Pradesh Congress while inaugurating Congress workers sammelan here yesterday.

He said that Congress workers were disciplined and united and had faith in leadership.

Mr Chander Mohan lashed out at the NDA Government which, he said, wanted to rule the country by following the divide and rule policy. Mr Mohan denied rift in the party and Mrs Sonia Gandhi was their leader.

He said that in 15 states of the country the Congress was ruling and in five states Rajasthan, Delhi, Madhya Pradesh, Chhattisgarh and Mizoram where elections was to be held the Congress would emerge as winner party.

Mr Chander Mohan said that when Mr Bhajan Lal was the Chief Minister from 1991-1996 sugarcane’s price was increased by Rs 31 per quintal and the payment used to be made within one week. He questioned that why the present government do not stick to the commitment of providing immediate payment to the sugarcane growers.

SYL will be completed in year, says CM

The construction of the SYL in the Punjab area will be completed within one year. This was claimed by the Chief Minister Mr Om Prakash Chautala, while speaking at a function organised after the inauguration of a water works at Anandgarh village in the district.

Mr Chautala said his government had filed a petition in the Supreme Court for the construction of the canal and it’s hearing was fixed for July 28. After this if need be the help of the Army would be sought to complete its construction. The Chief Minister said after the completion of the canal 7.5 lakh acres would get water for irrigation.

Mr Chautala stressed the need for diversification of crops. He said his government was educating the farmers for the same so that the schemes of the Central Government for diversification may be implemented in Haryana.

The Chief Minister claimed that this year 25 per cent more of irrigation water and 53 per cent more of power supply had been provided as compared to that of the last year. He said under Nabard sufficient potable water would be provided in the villages. Under the scheme the Chief Minister also inaugurated the water purification plant at Biruwalagura village and Chattergarh Patti in Sirsa yesterday.

Speaking on the occasion, Mr Chautala said the state government had provided a grant of Rs 22 crore to different municipal corporations in the state for carrying out developmental works. Sixteen municipal corporations had implemented solid garbage management projects at the cost of Rs 9 crore. He said the state government was working to improve environmental conditions in the cities, improve fire brigade services and shifting dairies, animal rearing setup and truck union outside the cities at a cost of Rs 140 crore.

The Chief Minister informed that on September 25, the statue of former Deputy Prime Minister, Late Devi Lal would be installed in the Parliament House, which would be inaugurated by the Speaker of Lok Sabha, Mr Manohar Joshi.

Warning against wilt disease in desi cotton

Hisar, July 25
Scientists of Chaudhary Charan Singh Haryana Agricultural University here have warned against the spread of wilt disease in desi cotton in the cotton-growing areas of Haryana and Punjab.

The scientists, during a visit to the districts of Hisar, Fatehabad and Sirsa in Haryana, found that the standing cotton crop had been adversely affected by the disease.

According to them, the pathogen of the disease grows over a wide range of temperatures (11-35°C) and further in higher temperature of around 48°C.

This soil-borne pathogen, living in host on plant residues, is transmitted by irrigation, flood water, ploughing and also by seed.

They have advised the farmers to take necessary precautionary measures to save their cotton crop against the wilt disease.

According to Senior Plant Pathologist, Dr M.S. Chauhan, the disease usually occurs in patches along ploughed furrows. This could be easily identified, as it appears at any stage of the growth. In the earlier seedling stage, the affected part of the plant turns yellow, then brown before dropping to the ground. In older plants, its attack is prominent at square formation and flowering.

He said partial control of the disease could be achieved by spraying healthy plants around the affected plants with 0.2 per cent carbendozirn solution drenched within a radius of 1 m. Spraying would be more effective after hoeing because the pathogen is deep rooted in the soil and deep saturation of carbendazim solution will give better results. Partially affected plants should be removed by nitrogenous fertilisation, he said. — UNI

2 sadhus killed in quarrel

Jind, July 25
Three persons were killed and two others injured in two incidents at Mandi Khurd village in this district during the past 24 hours.

Preet Singh, a resident of the village, and two sadhus were killed in two separate incidents. One of the sadhus has been identified as Charanjit Baba Fakkar while the other sadhu could not be identified. The injured include Chandi of Mandi Khurd village and sadhu Balaknath of Allahabad. Condition of Chandi was stated to be serious.

He has been referred to the medical college hospital, Rohtak.

According to reports four persons brought five sadhus from Jakhal town to Mandi Khurd village on the pretext of performing a religious ceremony.

They reached Mandi Khurd yesterday evening and reportedly quarrelled after taking liquor. Then they attacked the sadhus with sharp-edged weapons. Two sadhus were killed and one was injured. However, two sadhus managed to escape.

In the morning when the news spread in the village, many people suspecting involvement of Vakil Raj, a resident of the village, attacked Preet Singh and Chandi, father and brother of Vakil Raj. Preet Singh died in the attack while Chandi was seriously injured.

It is said the sadhus were brought to the village for offering a human sacrifice. The police has registered a case but no arrests have been made so far.

Sadhu ‘akharas’ threaten Kumbh fairs’ boycott

All 13 Akharas in India will boycott Kumbh fairs scheduled to be held at Nasik and Ujjain, if the Haryana government fails to withdraw Kurukshetra Shrine Bill, 2003, empowering the Haryana government to take over 75 temples and ‘Tiraths’ of historical importance in and around Kurukshetra.

In a signed statement released to mediapersons here yesterday the Shri Panchayati Akhara Mahanirwaani, Daraganj, (Allahabad), Haryana unit Secretary and Shri Sangmeshwar Mahadev Mandir, Urnai, Pehowa (Kurukshetra) manager, Mahant Gangapuri said that a decision to this effect was taken by Shri Panchayati Udaasin Baba Akhara, Kankhal (Hardwar) and Akhara Parishad as well as Shath-darshan Sadhu Samaj, in a joint meeting, chaired by Mahant Govind Das at Hardwar on July 21 last. — OC

Attachment order stayed

Admitting a revision petition filed by the state of Haryana against a Delhi-based construction company which was allotted the work of four-laning the national highway in 1992, Mr Justice Hemant Gupta of the Punjab and Haryana High Court today stayed the operation of an order directing the attachment of a salary head due to non-payment of the award to the company.

In its petition, the state had earlier submitted that the work, allotted on April 7, 1992, was to be completed by December 6, 1995, at the cost of Rs 15,25,96,611. The company had, however, raised the claim on the ground that the costs of diseal had gone up. The claim was rejected by the state on June 7, 1994. Soon after, the matter was referred to an arbitrator who awarded Rs 68,11, 200 in the firm’s favour.

The company had then filed an execution petition before Panipat’s Civil Judge (Senior Division). Taking up the petition, the Judge had issued warrants of attachment in the company’s favour following which the salary head was attached.

Arguing before Mr Justice Gupta, state counsel Geeta Mathuria had asserted that the contractor had left the work incomplete, thereby causing harassment and inconvenience.

Order to Chief Secretary

Acting on a petition filed by Panipat’s District Bar Association, a Division Bench of the High Court on Friday directed Haryana’s Chief Secretary to be present in the court on July 30.

In its petition, taken up by the Bench, headed by Chief Justice Mr Justice B.K. Roy, the association had asserted that orders regarding the construction of a judicial complex were passed way back on March 27, 1996, but till date nothing concrete had emerged.

Rs 65000 relief for tubectomy failure

The District Consumer Forum here has directed the Haryana Government and a lady doctor to pay Rs 65000 to a woman who delivered a baby despite having undergone tubectomy in 1996 in Civil Hospital.

Consumer forum president I.S. Punia and the members Ms Asha Bindlish and Joginder Singh passed these orders following a complaint by Santosh wife of Ishwar of Deoban village near here, she had alleged that she had two children and she underwent family planning operation in the Kaithal government hospital. The operation was performed by Dr Anju Mittal.

However even after the operation she became pregnant and gave birth to a child in May 2001. She claimed that she suffered mental agony and had to bear the financial burden of bringing up the third child.

She claimed compensation from the doctor and the state government. The forum held the doctor and the state Health Department deficient in service and directed them to compensate her.

Residents of this town are agitated over frequent power breakdown for the past two weeks. Daily power cuts and breakdowns, which last for four or five hours have also affected business and industrial activity in the town. The supply of water too has been affected by the irregular power supply.

Due to the irregular power supply the sewer lines also remain choked as electric motors installed at pumping stations to drain out water from the sewer lines do not function regularly. The residents of the town have urged the senior functionaries of the electricity board to take immediate steps to improve the situation.

Supplementary exams datesheet issued

The Haryana School Education Board has issued the date-sheet for the supplementary examinations.

A press note said here today that the middle, matric and senior secondary (vocational) supplementary examinations would commence on September 16. The supplementary examinations for all subjects of senior secondary (educational), except moral education, would be held on September 28. The secondary and senior secondary supplementary examinations of Haryana Open School would commence on October 28.

Directions for autorickshaws

Superintendent of Police Rajinder Singh has said that autorickshaws would not be allowed to transport more than eight schoolchildren from Saturday. He also directed rickshaw pullers not to transport more than four schoolchildren. If a rickshaw was converted into a school rickshaw, the owner would be allowed to transport eight children, he said, adding that children below 18 years would not be allowed to drive scooters, motor cycles and cars.

ACCIDENT: Twenty-year-old Vipin Kumar died in a accident here on Friday. According to reports, Vipin Kumar had gone to purchase wood in the timber market. When he was inspecting wood his foot slipped and he fell on the road and was crushed by a tractor-trolley. He died on the spot.

Zakhir seeks extension in leave

Punjab Wakf Board junior engineer Zakhir Hussain is believed to have sought an extension in his leave.

Incidentally, the Punjab Wakf Board, in a notice, has stated that Zakhir Hussain should be present in the head office on or before July 28. “The board has decided to initiate disciplinary action in the matter,” the notice states. Brahmin Mahasabha spokesperson Viresh Shandilya today demanded that a Supreme Court judge should inquire into the whole episode.
